Reported here is the preparation of azacrown ethers functionalized with catechol groups. The synthetic approach was (1st) novel in that it made use of the Mannich reaction and (2nd) valuable in that it provided an improved synthesis (in terms of practical deployment) of the known N,N′-bis(2,3-dihydroxybenzyl)-4,13-diaza-18-crown-6, H4ChaCha. Moreover, it demonstrated potential application of the synthetic method for accommodating a wide range of catecholate functionalities by using the synthetic strategy to prepare N,N′-bis(2,3-dihydroxy-5-tert-butylbenzyl)-4,13-diaza-18-crown-6 (H4tBu2ChaCha) for the first time. These H4ChaCha and H4tBu2ChaCha macrocycles offer exciting opportunity to expand redox chemistry for the f-elements. As “proof-of-principle,” we isolated the unusual tetrameric cluster [La2(tBuChaCha)2]2 from reactions between H4tBu2ChaCha and La[N(SiMe3)2]3. Characterization of [La2(tBuChaCha)2]2 by elemental analysis, single crystal X-ray diffraction, IR, and UV–vis–NIR spectroscopy suggested that the complex represented a rare example of an f-element semiquinone. It further demonstrated that the combination of La3+ and H4tBu2ChaCha provided access to one-electron oxidation chemistry within redox potential windows that were amenable to mild reaction conditions.

Although several publications report on the electronic structure of the neptunyl ion, experimental measurements to detail the photophysical dynamics of this open-shell actinyl system are limited in number. Time-resolved photoluminescence has been a useful experimental approach for understanding photophysical dynamics and relaxation pathways of a variety of other molecular and ionic systems, including gaseous plutonium hexafluoride and solid-state uranyl compounds. Here, we investigate time-resolved photoluminescence emission of the 5f1 neptunyl tetrachloride ([Np(VI)O2Cl4]2–) dianion following visible excitation. Photoemission of the lowest energy neptunyl ligand-to-metal charge-transfer (LMCT) transitions to both the ground and first electronically excited states is observed. Metal aquo ions occupy central roles in all equilibria that define metal complexation in natural environments. These complexes are used to establish thermodynamic metrics (i.e., stability constants) for predicting metal binding, which are essential for defining critical parameters associated with aqueous speciation, metal chelation, in vivo transport, and so on. As such, establishing the fundamental chemistry of the actinium(III) aquo ion (Ac-aquo ion, Ac(H2O)x3+) is critical for current efforts to develop 225Ac [t1/2 = 10.0(1) d] as a targeted anticancer therapeutic agent. However, given the limited amount of actinium available for study and its high radioactivity, many aspects of actinium chemistry remain poorly defined. We overcame these challenges using the longer-lived 227Ac [t1/2 = 21.772(3) y] isotope and report the first characterization of this fundamentally important Ac-aquo coordination complex. Our X-ray absorption fine structure study revealed 10.9 ± 0.5 water molecules directly coordinated to the AcIII cation with an Ac–OH2O distance of 2.63(1) Å. This experimentally determined distance was consistent with molecular dynamics density functional theory results that showed (over the course of 8 ps) that AcIII was coordinated by 9 water molecules with Ac–OH2O distances ranging from 2.61 to 2.76 Å. The data is presented in the context of other actinide(III) and lanthanide(III) aquo ions characterized by XAFS and highlights the uniqueness of the large AcIII coordination numbers and long Ac–OH2O bond distances., The actinium aquo complex has been characterized using Ac L3-edge X-ray absorption spectroscopy and molecular dynamics density functional theory.

Visible and near-infrared illumination induces 5f-5f and ligand-to-metal charge-transfer (LMCT) transitions of the neptunyl tetrachloride anion in polycrystalline Cs2U(Np)O2Cl4, and results in near-infrared luminescence from the second electronically excited state to the ground state. This photoluminescence is used as a detection method to collect excitation spectra throughout the near-infrared and visible regions. The excitation spectra of LMCT transitions in excitation spectra were identified in previous work. Here the measurement and analysis is extended to include both LMCT and intra-5f transitions. The results manifest variation in structural properties of the neptunium-oxo bond among the low-lying electronic states. Vibronic intensity patterns and energy spacings are used to compare bond lengths and vibrational frequencies in the excited states, confirming significant characteristic differences between those excited by 5f-5f transitions from those due to LMCT transitions. Results are compared with recently published RASPT2/SO calculations of [NpO2Cl4]2−.

Laser-induced breakdown spectroscopy (LIBS) was used to analyze depleted uranium and thorium oxide powders and uranium ore as a potential rapid in situ analysis technique in nuclear production facilities, environmental sampling, and in-field forensic applications. Material such as pressed pellets and metals, has been extensively studied using LIBS due to the high density of the material and more stable laser-induced plasma formation. Powders, on the other hand, are difficult to analyze using LIBS since ejection and removal of the powder occur in the laser interaction region. The capability of analyzing powders is important in allowing for rapid analysis of suspicious materials, environmental samples, or trace contamination on surfaces since it most closely represents field samples (soil, small particles, debris etc.). The rapid, in situ analysis of samples, including nuclear materials, also reduces costs in sample collection, transportation, sample preparation, and analysis time. Here we demonstrate the detection of actinides in oxide powders and within a uranium ore sample as both pressed pellets and powders on carbon adhesive discs for spectral comparison. The acquired LIBS spectra for both forms of the samples differ in overall intensity but yield a similar distribution of atomic emission spectral lines.

This update is the eighth in a series of reports that document the binning and sample selection of 3013 containers for the Field Surveillance program as part of the Integrated Surveillance Program. This report documents changes made to both the container binning assignments and the sample selection approach. Binning changes documented in this update are a result of changes to the prompt gamma calibration curves and the reassignment of a small number of Hanford items from the Pressure bin to the Pressure and Corrosion (P&C) bin. Field Surveillance sample selection changes are primarily a result of focusing future destructive examinations (DEs) on the potential for stress corrosion cracking in higher moisture containers in the P&C bin. The decision to focus the Field Surveillance program on higher moisture items is based on findings from both the Shelf-life testing program and DEs.

Actinium-225 is a promising isotope for targeted-α therapy. Unfortunately, progress in developing chelators for medicinal applications has been hindered by a limited understanding of actinium chemistry. This knowledge gap is primarily associated with handling actinium, as it is highly radioactive and in short supply. Hence, AcIII reactivity is often inferred from the lanthanides and minor actinides (that is, Am, Cm), with limited success. Here we overcome these challenges and characterize actinium in HCl solutions using X-ray absorption spectroscopy and molecular dynamics density functional theory. The Ac–Cl and Ac − O H 2 O distances are measured to be 2.95(3) and 2.59(3) Å, respectively. The X-ray absorption spectroscopy comparisons between AcIII and AmIII in HCl solutions indicate AcIII coordinates more inner-sphere Cl1– ligands (3.2±1.1) than AmIII (0.8±0.3). These results imply diverse reactivity for the +3 actinides and highlight the unexpected and unique AcIII chemical behaviour.

We report the first example of photoluminescence from electronically excited states of the plutonyl ion. Discrete emission transitions were measured between 6000 and 10 200 cm -1 from crystalline Cs 2 U(Pu)O 2 Cl 4 cooled to 75 K following pulsed laser excitation at 628 nm. An excitation spectrum in the region of 15 000-16 500 cm -1 is compared with 4.2 K plane-polarized absorption spectra reported by Gorshkov and Mashirov. Analysis of excited-state lifetime data suggests multiple relaxation pathways in the electronic structure of PuO 2 Cl 4 2- .

Intra-5f fluorescence from crystalline needles of Cs 2 Np(VI)O 2 Cl 4 has been observed in the near-infrared at room temperature following continuous wave excitation at 633 nm. Characterization of the molecular structure of Cs 2 Np(VI)O 2 Cl 4 by single-crystal X-ray diffraction analysis is reported. The observed emission originates from an excited state approximately 6889 cm −1 above the ground state. The vibronic structure in the emission spectrum is assigned based on comparison with the analyses of liquid helium absorption spectra of Cs 2 U(Np)O 2 Cl 4 published by Denning et al. and room temperature fluorescence data of Cs 2 U(Np)O 2 Cl 4 reported by Wilkerson et al. The room temperature fluorescence lifetime of the observed origin of Cs 2 NpO 2 Cl 4 is compared with lifetime data from the doped system, Cs 2 U(Np)O 2 Cl 4 .

This report is an assessment performed by LANL that examines packaging for plutonium-bearing materials and the resilience of its design. This report discusses residual stresses in the 3013 outer, the SRS/Hanford and RFETS/LLNL inner containers, and teardrop samples used in studies to assess the potential for SCC in 3013 containers. Residual tensile stresses in the heat affected zones of the closure welds are of particular concern.

Addition of excess NH4Cl to an aqueous solution containing {NpO2}2+ and Na8H[A-β-PW9O34] leads to the unexpected formation of (NH4)13 [Na(NpO2)2 (A-α-PW9O34)2] ·12H2O, which is characterized by single crystal XRD, UV/VIS/NIR, and IR spectroscopy.

A-type tri-lacunary heteropolyoxotungstate anions (e.g., [PW9O34](9-), [AsW9O34](9-), [SiW9O34](10-), and [GeW9O34](10-)) are multidentate oxygen donor ligands that readily form sandwich complexes with actinyl cations ({UO2}(2+), {NpO2}(+), {NpO2}(2+), and {PuO2}(2+)) in near-neutral/slightly alkaline aqueous solutions. Two or three actinyl cations are sandwiched between two tri-lacunary anions, with additional cations (Na(+), K(+), or NH4(+)) also often held within the cluster. Studies thus far have indicated that it is these additional +1 cations, rather than the specific actinyl cation, that direct the structural variation in the complexes formed. We now report the structural characterization of the neptunyl(VI) cluster complex (NH4)13[Na(NpO2)2(A-α-PW9O34)2]·12H2O. The anion in this complex, [Na(NpO2)2(PW9O34)2](13-), contains one Na(+) cation and two {NpO2}(2+) cations held between two [PW9O34](9-) anions, with an additional partial occupancy NH4(+) or {NpO2}(2+) cation also present. In the analogous uranium(VI) system, under similar reaction conditions that include an excess of NH4Cl in the parent solution, it was previously shown that [(NH4)2(U(VI)O2)2(A-PW9O34)2](12-) is the dominant species in both solution and the crystallized salt. Spectroscopic studies provide further proof of differences in the observed chemistry for the {NpO2}(2+)/[PW9O34](9-) and {UO2}(2+)/[PW9O34](9-) systems, both in solution and in solid state complexes crystallized from comparable salt solutions. This work reveals that varying the actinide element (Np vs U) can indeed measurably impact structure and complex stability in the cluster chemistry of actinyl(VI) cations with A-type tri-lacunary heteropolyoxotungstate anions.

Fluorescence from an excited 5f state of Np(VI) has been observed in the doped impurity system Cs{sub 2}U(Np)O{sub 2}Cl{sub 4}. This is the first intra-5f fluorescence transition that has been detected at room temperature in a condensed-phase system with an actinyl (An(VI)O{sub 2}{sup 2+}) core, and it is a rare example of fluorescence of any kind from non-uranyl ions of this type. The emission originates from an excited state approximately 6890cm{sup -1} above the ground state. Its emission spectrum and fluorescence lifetime at 295K will be discussed. Vibronic structure in the emission spectrum is assigned based on comparison with the detailed analysis of the absorption spectra published by Denning et al.

Batch sorption experiments and thermodynamic modeling of the interaction of UO2(2+) and its hydrolysis products with two smectitic clay minerals, the reference material SWy-1 [McKinley et al., Clays Clay Miner. 43 (1995) 586] and the soil isolate LK-1 [Turner et al., Geochim. Cosmochim. Acta 30 (1996) 3399], have established a conceptual framework for uranyl/smectite surface complexation based on general reactions between aqueous uranyl species and the reactive sites on the mineral surfaces. In this report, we have formulated and spectroscopically tested a set of hypotheses based on this conceptual framework using samples prepared under similar or identical conditions to evaluate the agreement between surface complexation/speciation as enumerated by spectroscopic characterization and that elaborated by the surface complexation model. Both steady-state and time-resolved optical emission spectral data are presented for uranyl on both smectite minerals as well as on the analogue phases SiO2 and Al(OH)3 spanning the pH range from approximately 4 to 8 and the background electrolyte concentrations from approximately 0.001 to 0.1 M. The spectral data enable the explicit identification of an outer-sphere exchange-site population of the hydrated cation [UO2(OH2)5(2+) ] in SWy-1. Spectral data also clearly establish the existence of inner-sphere surface complexes on the analogue phases and on the amphoteric clay crystallite edge sites [aluminol (Al-OH) and silanol (Si-OH)]. Based on the spectral characteristics of these uranyl edge-site populations, it is possible to readily infer for the SiO2, Al(OH)3, and SWy-1 samples the evolution in surface speciation with increasing pH to more hydrolyzed uranyl-surface complexes consistent with the conceptual model. The spectral domain characteristics of the edge-site populations on LK-1 with increasing pH suggest that there is no change in the hydrolysis of the uranyl-surface species. However, emission lifetime data are interpreted as indicating a shift in the surface speciation of the same uranyl-surface species from aluminol sites to silanol sites with pH increase. This observation is also consistent with the conceptual framework of the model. Data are also reported for Eu3+/smectite samples to provide additional insight into the exchange site populations. The emission spectra for Eu3+ in the basal-plane exchange sites differs significantly between SWy-1 and LK-1 samples reflecting a difference in the basal plane spacing between these two minerals, but the emission lifetime data suggest that the Eu3+ cation remains fully hydrated in both systems. The overall general description of surface speciation of uranyl on these mineral phases as enumerated by spectroscopy is in good accord with that derived from the conceptual thermodynamic model, lending added confidence to our understanding and descriptions of surface complexation behavior in this complex geochemical system.

The feasibility of using fiber-optic Raman probes to identify and quantify gases in enclosures is investigated by measuring and comparing detection thresholds using several probe and enclosure designs. Unfiltered, non-imaging, fiber-optic probes are shown to achieve lower detection thresholds than a filtered, imaging, fiberoptic probe, provided that light scattering within the sample enclosure is minimized and provided that a window is not used between the probe and the analyte gas. Achievable thresholds for hydrogen, oxygen, nitrogen, carbon monoxide, and methane in gas mixtures are demonstrated to be below 1 kPa with ten seconds signal acquisition and 0.1 kPa with twenty minutes signal acquisition with the use of 0.4 W of 532-nm excitation. Ambient carbon dioxide in air (.03 kPa) is shown to be detectable in a twenty minute acquisition, and ambient water vapor is well above the detection threshold. Background signals generated within the optical fibers remain the principal factors limiting detection thresholds. Factors affecting the magnitudes of these signals reaching the detector are investigated and discussed. A flat piece of light-absorbing colored glass tilted to direct reflected light away from the fiber-optic probe performs well as a beam stop to reduce background signal in a simple, cylindrical sample enclosure.

Standard modeling approaches can produce the most likely values of the formation constants of metal–ligand complexes if a particular set of species containing the metal ion is known or assumed to exist in solution equilibrium with complexing ligands. Identifying the most likely set of species when more than one set is plausible is a more difficult problem to address quantitatively. A Monte Carlo method of data analysis is described that measures the relative abilities of different speciation models to fit optical spectra of open-shell actinide ions. The best model(s) can be identified from among a larger group of models initially judged to be plausible. The method is demonstrated by analyzing the absorption spectra of aqueous Pu(IV) titrated with nitrate ion at constant 2 molal ionic strength in aqueous perchloric acid. The best speciation model supported by the data is shown to include three Pu(IV) species with nitrate coordination numbers 0, 1, and 2. Formation constants are β1 = 3.2 ± 0.5 and β2 = 11.2 ± 1.2, where the uncertainties are 95% confidence limits estimated by propagating raw data uncertainties using Monte Carlo methods. Principal component analysis independently indicates three Pu(IV) complexes in equilibrium.

Degradation of two types of anion exchange resins, Dowex 11 and Reillex HPQ, from the action of concentrated nitric acid (4 to 12 M) and radiolysis [from depleted uranium as UO22+ nitrate species and 239Pu as Pu(IV) nitrate species] was followed as a function of time with Raman vibrational spectroscopy. Elevated temperatures (∼ 50 °C) were used in the absence of actinide metal loading to simulate longer exposures of the resin to a HNO3 process stream and waste storage conditions. In the absence of actinide loading, only minor changes in the Dowex resin at acid concentrations ⩽10 M were observed, while at 12 M acid concentration, the emergence of a Raman peak at 1345 cm−1 indicates the addition of nitro functional groups to the resin. Similar studies with the Reillex resin show it to be more resistant to nitric acid attack at all acid concentrations. Incorporation of weakly radioactive depleted uranium as the UO22+ nitrate species to the ion-exchange sites of Dowex 11 under differing nitric acid concentrations (6 to 12 M) at room temperature showed no Raman evidence of resin degradation or nitration, even after several hundred days of contact. In contrast, Raman spectra for Dowex 11 in the presence of 239Pu as Pu(IV) nitrate species reveal numerous changes indicating resin alterations, including a new mode at 1345 cm−1 consistent with a Pu(IV)-nitrate catalyzed addition of nitro groups to the resin backbone.

Titrations of Pu(IV) with HNO3 in a series of aqueous HClO4 solutions ranging in ionic strength from 2 to 19 molal were followed using visible and near-infrared absorption spectrophotometry. The Pu 5f-5f spectra in the visible and near IR range change with complex formation. At each ionic strength, a series of spectra were obtained by varying nitrate concentration. Each series was deconvoluted into spectra of Pu4+ (aq), Pu(NO3)3− and Pu(NO3)22+ complexes, and simultaneously their formation constants were determined. When corrected for the incomplete dissociation of nitric acid, the ionic strength dependence of each formation constant can be described by two parameters, β0 and Δe using the formulae of specific ion interaction theory.

In this paper, we report for the first time the identification and assignments of complex atomic emission spectra of mixed actinide oxides using laser-induced plasma spectroscopy or laser-induced breakdown spectroscopy (LIBS). Preliminary results of LIBS measurements on samples of uranium dioxide (UO2)/plutonium dioxide (PuO2) and UO2/PuO2/americium dioxide (AmO2)/neptunium dioxide (NpO2) simulated fuel pellets (or mixed actinide oxide samples) are reported and discussed. We have identified and assigned >800 atomic emission lines for a UO2/PuO2/AmO2/NpO2 fuel pellet thus far. The identification and assignments of spectral emission lines for U, Pu, and Am are consistent with wavelength data from the literature. However, only a few emission lines have been assigned with a high degree of confidence for Np compared with atomic emission data from the literature. We also indicate where atomic emission lines for Cm would most likely appear in the spectral regions shown. Finally, we demonstrate that a LIBS system with a resolving power of approximately 20 000 is adequate for analyzing complex mixtures of actinide elements within the same sample.

The conditions for the production of oxygen during radiolysis of water adsorbed onto plutonium dioxide powder are discussed. Studies in the literature investigating the radiolysis of water show that both oxygen and hydrogen can be generated from water adsorbed on high-purity plutonium dioxide powder. These studies indicate that there is a threshold in the amount of water below which oxygen is not generated. The threshold is associated with the number of monolayers of adsorbed water and is shown to occur at approximately two monolayers of molecularly adsorbed water. Material in equilibrium with 50% relative humidity (RH) will be at the threshold for oxygen generation. Using two monolayers of molecularly adsorbed water as the threshold for oxygen production, the total pressure under various conditions is calculated assuming stoichiometric production of hydrogen and oxygen. The specific surface area of the oxide has a strong effect on the final partial pressure. The specific surface areas resulting in the highest pressures within a 3013 container are evaluated. The potential for oxygen generation is mitigated by reduced relative humidity, and hence moisture adsorption, at the oxide surface which occurs if the oxide is warmer than the ambient air. Plutonium dioxide of high specific surface area was subjected to long-term tests of gas generation in sealed containers. The material preparation and the storage conditions were outside the bounds of acceptable parameters defined by DOE-STD-3013-2012 in that the material was stabilized to a lower temperature than required and had higher moisture content than allowed. The data provide useful information for better defining the bounding conditions for safe storage. Net increases in internal pressure and transient increases in H{sub 2} and O{sub 2} were observed, but were well within the bounds of gas compositions previously shown to not threaten integrity of 3013 containers.

The nitrate complexes of Pu(IV) are studied in solutions containing nitrate at concentrations up to 13 molar (M) using absorption spectroscopy, 15N nuclear magnetic resonance (NMR), and extended X-ray absorption fine structure (EXAFS). Four major nitrato complexes are observed and identified as Pu(NO3)3+, Pu(NO3)22+, Pu(NO3)4, and Pu(NO3)62−. The Pu(NO3)31+ and Pu(NO3)51− complexes are not observed here and an upper limit of 0.10 can be set on the fraction for each of these species.
