We report the radio and high-energy properties of a new outburst from the radio-loud magnetar 1E 1547.0−5408. Following the detection of a short burst from the source with Swift-BAT on 2022 April 7, observations by NICER detected an increased flux peaking at (6.0 ± 0.4) × 10 ^−11 erg s ^−1 cm ^−2 in the soft X-ray band, falling to a baseline level of 1.7 × 10 ^−11 erg s ^−1 cm ^−2 over a 17 day period. Joint spectroscopic measurements by NICER and NuSTAR indicated no change in the hard nonthermal tail despite the prominent increase in soft X-rays. Observations at radio wavelengths with Murriyang, the 64 m Parkes radio telescope, revealed that the persistent radio emission from the magnetar disappeared at least 22 days prior to the initial Swift-BAT detection and was redetected two weeks later. Such behavior is unprecedented in a radio-loud magnetar, and may point to an unnoticed slow rise in the high-energy activity prior to the detected short bursts. Finally, our combined radio and X-ray timing revealed the outburst coincided with a spin-up glitch, where the spin frequency and spin-down rate increased by 0.2 ± 0.1 μ Hz and (−2.4 ± 0.1) × 10 ^−12 s ^−2 , respectively. A linear increase in the spin-down rate of (−2.0 ± 0.1) × 10 ^−19 s ^−3 was also observed over 147 days of postoutburst timing. Our results suggest that the outburst may have been associated with a reconfiguration of the quasi-polar field lines, likely signaling a changing twist, accompanied by spatially broader heating of the surface and a brief quenching of the radio signal, yet without any measurable impact on the hard X-ray properties.

The Florida Land Value Survey, conducted by the Food and Resource Economics Department at the University of Florida, provides estimates of the value of different types of agricultural land for geographic regions of the state. The survey questionnaire was designed to obtain estimates of the market value for different types of land as of May 2005. Survey respondents included rural appraisers, farm lenders, real estate brokers, farm managers, land investors, county extension agents, personnel from the Farm Services Agency and the Natural Resource Conservation Service, county property appraisers, and other persons who develop and maintain information about rural land values in their areas. The 2004 Florida Land Value Survey results indicate that the value of all types of agricultural land increased substantially in all regions of the state from 2003 to 2004. The market for agricultural land was very active this past year and the rate of increase in land values was particularly high in the South region. The percentage change in most categories was in the double-digits. Survey respondents indicated that increases in agricultural land values were primarily due to strong nonagricultural demand for land. Agricultural land values vary by the type of land use and geographic area. The survey results indicate that the average value for agricultural land ranges from approximately $1,500 per acre for unimproved pasture and farm woods in the Northwest region to over $6,500 for orange groves in the South region. To survive cold winter periods most, if not all, Florida manatees rely on warm-water refuges in the southern two-thirds of the Florida peninsula. Most refuges are either warm-water discharges from power plant and natural springs, or passive thermal basins that temporarily trap relatively warm water for a week or more. Strong fidelity to one or more refuges has created four relatively discrete Florida manatee subpopulations. Using statewide winter counts of manatees from 1999 to 2011, we provide the first attempt to quantify the proportion of animals using the three principal refuge types (power plants, springs, and passive thermal basins) statewide and for each subpopulation. Statewide across all years, 48.5% of all manatees were counted at power plant outfalls, 17.5% at natural springs, and 34.9 % at passive thermal basins or sites with no known warm-water features. Atlantic Coast and Southwest Florida subpopulations comprised 82.2% of all manatees counted (45.6% and 36.6%, respectively) with each subpopulation relying principally on power plants (66.6% and 47.4%, respectively). The upper St. Johns River and Northwest Florida subpopulations comprised 17.8% of all manatees counted with almost all animals relying entirely on springs (99.2% and 88.6% of those subpopulations, respectively). A record high count of 5,076 manatees in January 2010 revealed minimum sizes for the four subpopulations of: 230 manatees in the upper St. Johns River; 2,548 on the Atlantic Coast; 645 in Northwest Florida; and 1,774 in Southwest Florida. Based on a comparison of carcass recovery locations for 713 manatees killed by cold stress between 1999 and 2011 and the distribution of known refuges, it appears that springs offer manatees the best protection against cold stress. Long-term survival of Florida manatees will require improved efforts to enhance and protect manatee access to and use of warm-water springs as power plant outfalls are shut down.
