Conservation practices can maintain or enhance the quantity of ecosystem services realized by both private individuals and society. However, implementing these practices generally has costs that may exceed the benefit received by a private economic agent, particularly if costs are immediate and benefits accrue in the future. This study presents a framework to evaluate ranch-level financial incentives for grazing management that results in improved soil health. A range of hypothetical scenarios of improved forage production is considered for a representative central-Wyoming, US, profit-maximizing rancher. Modeled scenarios are then compared with the possible costs of implementing a practice to improve soil health. The net present value (NPV) of net benefits is shown to be positive if forage production increased immediately. However, it is likely that the forage response is not immediate and would occur over a significant period of time. Scenarios of linear and logistic forage response over a period of 35 yr and 105 yr, as well as two different initial conditions, all show a negative NPV of net benefits (greater implementation costs of rotational grazing than projected benefits from improved soil health) assuming a 7% discount rate. Due to the time it may take for forage benefits to be realized and the time value of money, financial assistance may be required for ranchers to at least break even when implementing practices that improve soil health on rangelands.

Rangelands and pastures include grasslands, savannas, shrublands, and woodlands and are often maintained to support grazing animals. Rangelands and pastures cover more than one-third of the land area in the USA and a similar extent globally. The ecosystem goods and services associated with rangeland and pastureland include critical wildlife habitat, forage for livestock, amenities related to water conservation, sustainable soil functions, and soil stabilization and support a diversity of biota and livelihoods. This paper provides a framework for development of a socio-ecological system (SES)–oriented set of indicators for rangeland and pasture systems to support evaluation of impacts of climate and land use changes. These indicators will also serve to inform adaptive management practices. We present a rationale for using an SES approach to evaluate trends and vulnerabilities of rangeland and pasture systems and provide an example of a set of system indicators arising from the SES approach. The indicators include evaporative demand, land cover extent, aboveground plant biomass, human demographics (population age distribution), cattle numbers, and economic value of cattle products relative to total agricultural value. These indicators are not meant to be comprehensive but are offered to illustrate how they might be used in a SES approach to plan for, assess, and mitigate climate change impacts. The conceptual framework provides a systems perspective on the impact of climate change on the socio-ecological dynamics of rangeland and pasture systems including measures of the resilience and vulnerability of ecosystem services with respect to the six indicators. The article focusses on livestock production in rangeland ecosystems, recognizing that additional work is needed to address pastures and other ecosystem services. Examples of the types of regional information associated with the indicators are provided. Guidance for future efforts in indicator development is offered. This framework will serve to guide future development of indicators for rangeland and pasture components of a larger national effort of indicators.

Background Cytomegalovirus (CMV) causes substantial morbidity and mortality after hematopoietic stem cell transplantation (HSCT). There are limited data on risk factors for CMV viremia and the safety of antiviral medications used to treat CMV in children. Methods We conducted a single-center retrospective study of children who underwent HSCT between 2000 and 2016. We used log-logistic regression to evaluate associations between clinical characteristics and CMV-free survival at 100 days after HSCT. We compared the incidences of laboratory-defined adverse events (AEs) during treatment with ganciclovir and foscarnet. Results Among 969 children, the median (interquartile range) age was 6.5 (3.1–11.5) years, and 80% underwent allogeneic HSCT. Two hundred forty-four (25%) children developed CMV viremia. Older age (odds ratio [OR], 0.95; 95% CI, 0.92–0.98), male sex (OR, 0.71; 95% CI, 0.51–0.99), non-Black, non-White race (OR, 0.56; 95% CI, 0.36–0.87), umbilical cord blood donor source (OR, 0.28; 95% CI, 0.08–0.97), and CMV seropositivity (R-/D+: OR, 0.17; 95% CI, 0.07–0.41; R+/D-: OR, 0.14; 95% CI, 0.09–0.21; R+/D+: OR, 0.08; 95% CI, 0.04–0.15) were associated with lower odds of 100-day CMV-free survival. Compared with foscarnet, ganciclovir was associated with lower incidences of thrombocytopenia (incidence rate ratio [IRR], 0.38; 95% CI, 0.15–0.97), electrolyte AEs (IRR, 0.42; 95% CI, 0.24–0.75), endocrine AEs (IRR, 0.52; 95% CI, 0.34–0.79), and renal AEs (IRR, 0.36; 95% CI, 0.19–0.65). Conclusions CMV viremia occurred commonly among children after HSCT, and ganciclovir and foscarnet were associated with distinct toxicity profiles among children with CMV infection. These findings should be considered when developing CMV prevention and treatment strategies for children after HSCT., D/C/F/TAF is the reference for combination therapy based on protease inhibitors but has not been compared with regimens containing integrase inhibitors as initial ART. We could not demonstrate D/C/F/TAF noninferiority relative to DTG/ABC/3TC, although both regimens were similarly well tolerated.

Beef cattle ranching and farming is a major agricultural industry in the U.S. that manages an estimated 147 million ha of private land and uses approximately 92% of forage authorized for grazing on federal rangelands. Rangelands, as working landscapes, sustain beef cattle ranching while providing habitat for wildlife, recreation and open space amenities, as well as spiritual and cultural values that define a way of life. Historically, discussions regarding the economics of beef cattle ranching have focused primarily on the value of beef production but have more recently expanded to consider related ecosystem services. A systematic search of peer-reviewed literature published between 1998 to 2018, found 154 articles that considered ecosystem services from rangelands/grasslands. Of these, only two articles (1%) provided an in-depth economic valuation (monetary measure) of ecosystem services in the U.S. To fill this knowledge gap, we primarily used publicly available data to conduct an economic valuation of major ecosystem services associated with beef cattle production in the U.S. at both the national and state-level. We find that over 186 million ha were actively grazed by beef cattle ranches and farms in the U.S. in 2017. We estimate the economic value of this land use to be $17.5 billion for wildlife recreation, $3.8 billion for forage production, and $3.2 billion for other ecosystem services related to the conservation of biodiversity—a combined total of $24.5 billion. Ecosystem services from federal rangelands in 16 western states accounted for 35% of the total value. Ecosystem services per beef cow and per kilogram of retail beef were estimated to be $1,043.35 and $2.74, respectively. More studies like these are needed to inform decision-makers at the industry, land management, and federal levels to ensure the conservation, improvement, and restoration of these ecosystem services are considered in future management and research efforts.

We examined multiple environmental factors related to climate change that affect cattle production on rangelands to identify sources of vulnerability among seven regions of the western United States. Climate change effects were projected to 2100 using published spatially explicit model output for four indicators of vulnerability: forage quantity, vegetation type trajectory, heat stress, and interannual forage variability. Departure of projections from the baseline (2001–2010) was used to estimate vulnerability of present-day cattle operations. The analysis indicated 1) an increase in forage quantity in northern regions; 2) a move from woody dominance toward grassier vegetation types overall but with considerable spatial heterogeneity; 3) a substantial increase in the number of heat-stress days across all regions beginning as early as 2020–2030; and 4) higher interannual variability of forage quantity for most regions. All four factors evaluated in tandem suggest declining production in southern and western regions. In northern and interior regions, the benefits of increased net primary productivity or increasing abundance of herbaceous vegetation are mostly tempered by increases in heat stress and forage variability. Multiple indicators point toward increasing vulnerability of cattle production in southwestern regions providing strong support for the need for adaptation measures and suggest significant change to the industry. Opposing indicators in northern regions point toward the need for cattle operations to increase flexibility to take advantage of periods of favorable production while preparing for uncertainty, variability, and increasing stress from individual factors.

Knowledge regarding the economic impacts of predicted increases in seasonal precipitation variability on cowcalf enterprises, through influences of precipitation on both forage and cattle productivity, is needed by land managers for developing risk management strategies. Here we use existing forage production and cattle performance data from the northern mixed-grass prairie, coupled with spring precipitation and economic data, in a ranch-level mathematical programming model. We estimate economic impacts across a 35-yr planning period with 100 iterations of different price cycles including five levels of increasing spring precipitation variation (10%, 20%, 30%, 40%, and 50% increases), examining the impact of resulting forage production and calf gain. On the Ground As funding for rangeland research becomes more difficult to secure, researchers and funding organizations must ensure that the information needs of public and private land managers are met. Usable science that involves the intended end users throughout the scientific enterprise and gives rise to improved outcomes and informed management on the ground should be emphasized. The SRR workshop on Future Directions of Usable Science for Rangeland Sustainability brought together university and agency researchers, public and private land managers and producers, non-governmental organizations, and representatives of funding agencies and organizations to initiate the process of charting a research agenda for future directions of usable science for rangeland sustainability. Workshop outcomes address issues and research questions for soil health, water, vegetation (plants), animals, and socio-economic aspects of rangeland sustainability.

Uncertainty as to the extent and magnitude of changes in conditions that might occur due to climate change poses a problem for land and resource managers as they seek to adapt to changes and mitigate effects of climate variability. We illustrate using scenarios of projected future conditions on rangelands in the Northern Great Plains and Desert Southwest of the United States. These two regions are different in the ways climate change is projected to affect the regions. Projection of a longer and warmer growing season in the Northern Great Plains could lead to increased forage production and land productivity. Highly uncertain effects on summer monsoons that primarily control rangeland productivity in the Desert Southwest, combined with the possibility of more intense and/or frequent drought events, could present land managers with challenges stemming from decreased forage production and land productivity. Climate projections, though uncertain, provide land managers with basic insight into future conditions they might encounter. They need more. A focus on vulnerability and resilience, with explicit recognition of interactions between ecological and socio‐economic factors, coupled with systematic monitoring and assessment of observable conditions on the land to supplement information based on climate projections, will more effectively provide critical and specific information managers need to adaptively manage rangelands under uncertain climate futures.

In a previous article, Beschta et al. (Environ Manag 51(2):474-491, 2013) argue that grazing by large ungulates (both native and domestic) should be eliminated or greatly reduced on western public lands to reduce potential climate change impacts. The authors did not present a balanced synthesis of the scientific literature, and their publication is more of an opinion article. Their conclusions do not reflect the complexities associated with herbivore grazing. Because grazing is a complex ecological process, synthesis of the scientific literature can be a challenge. Legacy effects of uncontrolled grazing during the homestead era further complicate analysis of current grazing impacts. Interactions of climate change and grazing will depend on the specific situation. For example, increasing atmospheric CO₂ and temperatures may increase accumulation of fine fuels (primarily grasses) and thus increase wildfire risk. Prescribed grazing by livestock is one of the few management tools available for reducing fine fuel accumulation. While there are certainly points on the landscape where herbivore impacts can be identified, there are also vast grazed areas where impacts are minimal. Broad scale reduction of domestic and wild herbivores to help native plant communities cope with climate change will be unnecessary because over the past 20-50 years land managers have actively sought to bring populations of native and domestic herbivores in balance with the potential of vegetation and soils. To cope with a changing climate, land managers will need access to all available vegetation management tools, including grazing.

Growing wolf (Canis lupus L.) populations in the US Rocky Mountain Region have increased conflicts between livestock production and wolf conservation. Given that the costs of large carnivore conservation are disproportionately borne by local livestock producers, the United States uses compensation for wolf damage to reduce conflicts and mediate negative attitudes toward the predators. Current compensation programs, however, only consider the direct effects of wolf predation. Indirect effects, such as wolf effects on weaning weights, and conception rates, may also reduce profitability. By not including indirect wolf effects, compensation programs may systematically undercompensate ranchers. We use a stochastic budget model of a representative cow–calf ranch in northwest Wyoming to estimate the economic impact of both direct (death loss and injured calves) and indirect effects (decreased weaning weights, decreased conception rates, and increased cattle sickness) of wolf predation. Our results suggest that short-run (i.e., year-to-year) financial impacts of wolf indirect effects may be as large as or larger than the direct effects. Including indirect effects implies that the compensation ratio (i.e., number of calves compensated per confirmed depredation) necessary to fully offset the financial impacts of wolves would need to be two to three times larger than current 7:1 compensation ratio used in Wyoming.

The potential of invasive plants to alter fuel properties over time has implications for the ranchers of semiarid rangelands throughout the world. A prime example of this phenomenon is the cheatgrass (Bromus tectorum L.) invasion of the native shrub-steppe lands in Great Basin of the western United States. The purpose of this study is to develop a bioeconomic model that optimizes simulated ranch behavior given the beginning stages of cheatgrass invasion on a public forage allotment. The bioeconomic model is applied to a typical eastern Oregon 300 cow-calf ranch. Livestock production decisions are simulated over a 40-yr planning horizon using a multiperiod linear programming model. Results showed changes in profit-maximizing ranch management strategies in the form of decreased optimal stocking rates and forage substitution. The net present value of the simulated ranch’s income stream declined, and the probability that the ranch cannot meet its full costs of livestock production and would exit the industry increased as a result. These economic impacts were more pronounced with decreased sale price. Sensitivity analysis showed that overall results in terms of ranch behavior were specific neither to the assumed discount rate nor to the assumed percentage of cheatgrass cover (as long as this percentage is within the reference state) on the public grazing allotment. This study introduces a method for managers to quantify impacts on ranches from fuel-altering invasive plants on public lands, emphasizing the importance of including information about native and invasive forage production characteristics and wildfire frequency as a function of the state of invasion.

More diverse sources of energy are needed for countries to progress toward energy independence and to meet future food production needs. The US Task Force on Strategic Unconventional Fuels concluded that to achieve this objective it is essential to develop a domestic unconventional fuels industry. Rangelands, which cover 50% to 70% of the earth’s terrestrial surface and dominate much of the western half of the United States, represent a major source of alternative energy resources. A framework to systematically identify biophysical-socioeconomic links that influence the delivery of ecosystem services affected by alternative uses of rangelands has been lacking. The Integrated Social, Economic, and Ecological Conceptual framework was developed by the Sustainable Rangeland Roundtable to address this deficiency. We apply this framework to demonstrate how the effect on ecosystem services of exploiting rangeland-based biofuel, natural gas, and wind energy resources can be systematically compared. We also demonstrate the use of this framework for selecting suitable indicators to monitor changes in the biophysical-socioeconomic links affected by the development of these unconventional energy sources. This type of approach can potentially enhance coordination between federal, state, and local agencies that are attempting to set polices and regulations for the sustainable development of unconventional energy resources on rangelands.

A ligning a rancher’s business plan goals with the capability of the ranch’s rangeland resources improves the viability and sustainability of family ranches. Strategically monitoring the condition of soil, water, vegetation, wildlife, livestock production, and economics helps inform business plan goals. Business plan- ning and resource monitoring help keep ranchers on the land, support the well-being of rangeland-dependent communities, and conserve the rural way of life. Research on the impacts of wildfire and invasive plants in rangelands has focused on biophysical rather than human dimensions of these environmental processes. We offer a synthetic perspective on economic and social aspects of wildfire and invasive plants in American deserts, focusing on the Great Basin because greater research attention has been given to the effects of cheatgrass expansion than to other desert wildfire/invasion cycles. We focus first on impacts at the level of the individual decision-maker, then on impacts experienced at the human community or larger socio-political scales. Economic impacts of wildfire differ from those of invasive grasses because although fire typically reduces forage availability and thus ranch profit opportunities, invasive grasses can also be used as a forage source and ranchers have adapted their grazing systems to take advantage of that circumstance. To reduce the threat of increased ranch bankruptcies, strategies are needed that can increase access to alternative early-season forage sources and/or promote diversification of ranch income streams by capturing value from ranch ecosystem services other than forage. The growth of low-density, exurban subdivisions in Western deserts influences not only the pattern and frequency of wildfire and plant invasions but also affects prevailing public opinion toward potential management options, and thereby the capacity of land management agencies to use those options. Outreach efforts can influence public opinion, but must be rooted in new knowledge about multiple impacts of invasion and increased wildfire in American deserts.

Currently, there is no standard method to assess the complex systems in rangeland ecosystems. Decision makers need baselines to create a common language of current rangeland conditions and standards for continued rangeland assessment. The Sustainable Rangeland Roundtable (SRR), a group of private and public organizations and agencies, has created a forum to discuss rangeland sustainability and assessment. The SRR has worked to integrate social, economic, and ecological disciplines related to rangelands and has identified a standard set of indicators that can be used to assess rangeland sustainability. As part of this process, SRR has developed a two-tiered conceptual framework from a systems perspective to study the validity of indicators and the relationships among them. The first tier categorizes rangeland characteristics into four states. The second tier defines processes affecting these states through time and space. The framework clearly shows that the processes affect and are affected by each other.

The Conservation Effects Assessment Project (CEAP) was created in response to a request from the Office of Management and Budget that the U.S. Department of Agriculture - Natural Resource Conservation Service (USDA – NRCS) document the societal benefits anticipated to accrue from a major increase in conservation funding authorized by the 2002 Farm Bill. A comprehensive evaluation of the efficacy of rangeland conservation practices cost-shared with private landowners was unable to evaluate conservation benefits because outcomes were seldom documented. Four interrelated suppositions are presented to examine the causes underlying minimal documentation of conservations outcomes. These suppositions are: 1) benefits of conservation practices are considered a certainty so that documentation in not required, 2) minimal knowledge exchange between the USDA-NRCS and research organizations, 3) a paucity of conservation-relevant science, and 4) inadequate technical support for land owners following implementation of conservation practices. We then follow with recommendations to overcome potential barriers to documentation of conservation outcomes identified for each supposition. Collectively, this assessment indicates that the existing conservation practice standards are insufficient to effectively administer large conservation investments on rangelands and that modification of these standards alone will not achieve the goals explicitly stated by CEAP. We recommend that USDA-NRCS modify its conservation programs around a more comprehensive and integrative platform that is capable of implementing evidence-based conservation. Collaborative monitoring organized around landowner-agency-scientist partnerships would represent the focal point of a Conservation Program Assessment Network (CPAN). The primary network objective would be to establish missing information feedback loops between conservation practices and their agricultural and environmental outcomes to promote learning, adaptive management and innovation. Network information would be archived and made available to guide other, related conservation programs in relevant ecoregions. Restructuring conservation programs as recommend above would: 1) provide site specific information, learning and accountability that has been requested by CEAP and, 2) further advance balanced delivery of agricultural production and environmental quality goals. ince the beginning of the range management pro-fession, distribution of livestock on rangelands has been one of many challenges. Much of the informa-tion on different livestock distribution practices has come from anecdotal evidence and case studies. Whereas the early focus was on distributing livestock evenly across a pasture, the more recent focus has been to keep livestock out of riparian areas. We have examined the effectiveness of several different distribution practices. It has become appar-ent that the effectiveness depends upon the ranching system to which it will be applied as to whether it is both eco-logically and economically practical. For this reason, we have developed a model of an eastern Oregon ranching system to test the effect of each practice. We will discuss the model ranch and demonstrate how it is used to evaluate livestock distribution practices and show how the model can be applied to a region in terms of economic impacts and job creation.The grazing distribution practices examined included off-stream water developments with trace mineralized salt, herding, early weaning, altering the season of use, fencing, and strategic supplementation. Northeast Oregon is charac-terized by mixed conifer forests in the mountains and valleys that are mostly cropped. The mountains have numerous riparian areas associated with a mixture of dry and wet meadows (Figs. 1 and 2). Seasonal grazing is tradi tionally practiced on a combination of deeded and federal land.

The economic and ecological benefits and control costs of western juniper (Juniperus occidentalis Hook) management on rangelands are evaluated using a discrete-time, dynamic economic model developed to depict 4 representative ranches in the John Day region of north-central Oregon. The model’s optimization criterion is to maximize the net present value of profits through decisions regarding herd size and composition, cattle sales, and the manipulation of forage production through juniper management practices. Projections are made regarding the impacts of economically optimal juniper management on wildlife populations, stream flows, and erosion levels. Results consistently showed that juniper management options resulted in larger equilibrium herd sizes and greater economic returns. Erosion levels were substantially lower in scenarios that contained juniper management options. Economically optimal juniper management decisions led to increased quail and elk populations, but generally resulted in decreased deer populations. The results indicate there are both economic and ecological benefits from controlling western juniper on Oregon rangelands.

The objective of this study was to test the combined effect of offstream water and trace mineral salt on cattle distribution in a riparian meadow and its adjacent uplands. From July 15 to August 26, 1996 and 1997, three treatments were each randomly assigned to one pasture in each of three blocks. Sixty cow/calf pairs were then randomly allotted to the grazed pastures. The treatments included 1) stream access and access to offstream water and trace-mineral salt (offstream), 2) stream access and no access to offstream water or trace-mineral salt (no-offstream), and 3) ungrazed control. The response of cattle was measured through visual observations of cattle distribution, grazing activity and travel distance, cow/calf performance, and fecal deposit distribution. Distribution patterns of the cattle, measured as the distance of cattle from the stream, was characterized by a time of day x treatment x time in grazing period x year interaction (P < 0.05). No-offstream cattle began the day further from the stream than offstream cattle but consistently moved closer to the stream after the morning grazing period (0600 to 0900). Differences in distribution patterns between the two treatments were more pronounced early in the grazing period than late in the grazing period. Grazing activity, fecal deposit distribution, and travel distance of cattle were not affected by the presence of offstream water and trace-mineral salt. Cows and calves with offstream water and trace-mineral salt gained 11.5 kg and 0.14 kg/d more, respectively, than no-offstream cows and calves averaged across years (P < 0.05). Overall, cattle distribution patterns and cow/ calf performance were influenced by the presence of offstream water and trace-mineral salt. Changes in distribution were most pronounced early in the grazing season.

The federal grazing fee is currently set using the Public Rangeland Improvement Act (PRIA) fee formula established in 1978 and modified in 1986. The formula is adjusted annually using indices of private land grazing lease rates (Forage Value Index, FVI), prices received for beef cattle (Beef Cattle Price Index, BCPI), and costs of beef production (Prices Paid Index, PPI). The FVI tracks price movement in the private forage market and was the only index originally proposed to be included in the fee formula. Public land ranchers and the Interdepartmental Grazing Fee Technical Committee assigned to study grazing fee alternatives in the 1960s questioned the ability of the FVI to account for short-term demand, supply, and price equilibrium, and, for this reason, the BCPI and PPI were added to the fee formula. Nearly 40 years of data are now available to evaluate whether adding the BCPI and PPI did, in fact, help explain short-term market fluctuations. Analysis shows that if tracking the private forage market is the primary objective, the fee formula should have included only the FVI. Including the BCPI and the PPI has caused calculated grazing fees to fall further and further behind private land lease rates. Had the $1.23 base fee in the PRIA formula been indexed by only the FVI, the federal grazing fee would have been $4.36 AUM-1 instead of $1.43 AUM-1 in 2002. It is time to consider the feasibility of a competitive bid system for public lands, or, at the very least, drop the BCPI and PPI indices and adopt a new fee formula that generates more equitable grazing fees. Livestock grazing in riparian areas is an important management issue on both private and public lands. A study was initiated in northeastern Oregon to evaluate the economic and ecological impacts of different cattle management practices on riparian areas. The effect of off-stream water and salt on livestock distribution and subsequent impact on riparian use, water quality, and livestock production was evaluated. A multi-period bioeconomic linear programming model is used to evaluate the long-term economic feasibility of this management practice with a riparian utilization restriction of 35% for a 300 cow-calf operation. The utilization restriction resulted in economically optimal herd sizes 10% smaller than the baseline herd size. With the management practice, cattle were distributed more evenly, consumed more upland forage before maximum riparian utilization was reached, and gained more weight. The economic impacts of these outcomes were increased with expected annual net returns to the ranch for the project ranging between $4,500 and $11,000 depending on cattle prices and precipitation levels.

This study identifies the characteristics and attitudes of public land ranchers. Data from a random survey of 2,000 U.S. Forest Service and Bureau of Land Management grazing permittees (53.5% response rate) were cluster analyzed and 8 distinct groups of ranchers were identified. Each cluster differed with respect to why they were in ranching and how they would respond to public land policy changes related to grazing fees, grazing reductions, and changes in grazing season. Although range researchers and managers involved in range revegetation often have little economics training, economic analysis is usually a crucial step in range revegetation decisions. This synthesis paper is intended to provide a useful background in economic analysis for teachers, students, and natural resource professionals who deal with range revegetation. First, 3 economic standards by which all revegetation projects must be judged are described and interpreted: (1) economic feasibility, (2) economic efficiency, and/or (3) cost effectiveness. Next, the information required for economic analysis and the analytical procedures used to evaluate range revegetation projects are described. A detailed reseeding example is then used to describe the following information requirements: project costs, benefits, value of benefits, interest rate (including real vs. nominal rates), risk, project life (including life extension and grazing deferment), and range site selected for revegetation. Last, procedures for determining optimal vegetation conversion and use are reviewed, emphasizing the vegetation response function as the key to balancing the 3 determinants of long-term net returns: initial vegetation conversion, grazing intensity, and project life.

AbStnCt An approach was developed for estimating the economic optimum rate of initial overstory kill for increasing seasonal forage availability. The model was formulated using: (1) a biological production function relating understory production to initial kill percentage, (2) a derived demand function for seasonal forage value, and (3) a cost of overstory kill function for each control method. The specific optimum solution will vary irith the situation; however, the general model may be applied to any ranching situation where understory forage production is constrained by undesirable overstory vegetation. The model was iilustrated using the big sagebrush-crested wheatgrass vegetation type on a Utah cow-calf-yearling operation with prescribed burning, 2,4-D spray ing, and tebuthiuron application as control methods. For the ranch analyzed, a big sagebrush kill rate between 92 and 100% is optimal depending on the derived demand and cost-of-kill functions used. Kill rates that differ from the optimum caused significant opportunity costs to be incurred. Investments in control of undesirable vegetation to increase forage production have the potential to increase red meat production, ranch profits, and other benefits to society such as reduced soil erosion. To achieve such benefits requires careful planning, implementation, and monitoring of vegetation control projects. The purpose of this study was to investigate and develop usable mathematical and tabular approaches for estimating the optimum (profit maximizing) rate of initial overstory kill for increasing seasonal forage availability on a given ranch. The focus is how the ranch should approach biological and economic decisions for the alleviation of an identified seasonal forage bottleneck in a yearlong ranch operation. The biological relationship between overstory dominance and understory production has been documented for many vegetation types (Ffolliott and Clary 1982, Bartlett and Betters 1983). The analytical approach examined in this study was illustrated using big sagebrush (Artemisia tridentata Nutt.)-crested wheatgrass (Agropyron deserrorum (Fisch. ex Link) Schult., A. crisratum (L.) Gaertn.) vegetation relationships in a Utah cow-calf-yearling operation. The rate of big sagebrush reestablishment on a specific site depends on the percentage initial kill, subsequent grazing management, ecological adaptation of sagebrush to the site, and reinvasion of sagebrush from outside the treatment area (Pechanec et al. 1965, Hull and Klomp 1966, Johnson and Payne 1968, Winward 1983). Benefits from brush reduction include improved range condition, increased forage and livestock production, ease of working cattle, increased feed for wildlife, and improved watershed conditions (McDaniel 1980).
