Man-made marine structures (MMS) are commonly used to describe any artificial structure in the marine environment, encompassing oil and gas infrastructure and pipelines, artificial reefs, jetties, piers and shipwrecks. MMS are increasingly proposed to address issues facing marine planners, including augmenting fish stocks through the creation of artificial reefs and the repurposing of redundant offshore oil and gas infrastructure (‘rigs to reefs’). Marine spatial planning is a highly contested process, characterised by multiple stakeholders with often divergent priorities due to competing objectives and values. Understanding stakeholder perspectives in relation to MMS is therefore critical in formulating appropriate policies. This review presents the first systematic and comprehensive integration of information from academic journals and ‘grey’ literature relating to social and economic values and perceptions of MMS. The review identifies that, despite advocacy for research on social and economic values of MMS, there are significant gaps in knowledge, in particular relating to comparative assessments of stakeholder values across different types of MMS. Priority areas for future research are highlighted.

Shark-diving tourism is a fast-growing industry that provides socio-economic benefits to local communities. This study estimated the economic contribution of the shark-diving tourism in the Maldives by using surveys with dive tourists and dive operators. Direct business revenue from shark divers was estimated to be US$14.4 million. Revenues to local businesses associated with travel expenses of shark divers were estimated to be US$51.4 million. Further economic benefits from shark-diving occurred in form of annual business tax revenues of US$7.2 million and annual salaries to employees working in the diving industry of US$4.1 million. These values were compared with the business revenues from shark-diving in the Maldives in 1992 to assess how the shark-diving industry has changed over time. The results of this study indicate that the business revenues of this industry have almost doubled (when inflation adjusted) over the last 24 years confirming its economic growth and importance for the Maldives. Effective management of shark dive operations is crucial for maintaining the value and sustainability of this tourism industry to improve ongoing conservation efforts for shark populations.

Shark-diving tourism provides important economic benefits to the Maldives. We examine the link between shark conservation actions and economic returns from diving tourism. A combined travel cost and contingent behaviour approach is used to estimate the dive trip demand under different management scenarios. Our results show that increasing shark populations could increase dive-trip demand by 15%, raising dive tourists’ welfare by US$58 million annually. This could result in annual economic benefits for the dive-tourism industry of >US$6 million. Conversely, in scenarios where shark populations decline, where dive tourists observe illegal fishing, or if dive operators lack engagement in shark conservation, dive trip demand could decrease by up to 56%. This decline causes economic losses of more than US$24 million annually to the dive tourism industry. These results highlight the dependence of the shark-diving industry on the creation and enforcement of appropriate management regimes for shark conservation.

This study estimated the economic value of the shark-diving industry in Semporna, the most popular diving destination of Malaysia, by surveying the expenditures of diving tourists and dive operators through the region. A willingness-to-pay survey was also used to estimate the potential of the industry as a financing mechanism for enforcement and management of a hypothetical Marine Protected Area (MPA) to conserve shark populations. The study showed that in 2012, shark-diving tourism provided direct revenues in excess of USD 9.8 million to the Semporna region. These economic benefits had a flow-on effect, generating more than USD 2 million in direct taxes to the government and USD 1.4 million in salaries to the community. A contingent valuation analysis indicated that implementation of a fee paid by divers could generate over USD 2 million for management and enforcement of the MPA each year. These findings suggest that shark diving is an important contributor to the economy of the Semporna region that could be used as a mechanism to assist financial resourcing for management and conservation strategies.

The regionally endemic Galapagos Grouper, locally known as bacalao, is one of the most highly prized finfish species within the Galapagos Marine Reserve (GMR). Concerns of overfishing, coupled with a lack of fishing regulations aimed at this species raises concerns about the current population health. We assessed changes in population health over a 30-year period using three simple indicators: (1) percentage of fish below reproductive size (Lm); (2) percentage of fish within the optimum length interval (Lopt); and (3) percentage of mega-spawners in the catch. Over the assessed period, none of the indicators reached values associated with healthy populations, with all indicators declining over time. Furthermore, the most recent landings data show that the vast majority of the bacalao caught (95.7%,) were below Lm, the number of fish within the Lopt interval was extremely low (4.7%), and there were virtually no mega-spawners (0.2%). Bacalao fully recruit to the fishery 15 cm below the size at which 50% of the population matures. The Spawning Potential Ratio is currently 5% of potential unfished fecundity, strongly suggesting severe overfishing. Our results suggest the need for bacalao-specific management regulations that should include minimum (65 cm TL) and maximum (78 cm TL) landing sizes, slot limits (64–78 cm TL), as well as a closed season during spawning from October to January. It is recognized that these regulations are harsh and will certainly have negative impacts on the livelihoods of fishers in the short term, however, continued inaction will likely result in a collapse of this economically and culturally valuable species. Alternative sources of income should be developed in parallel with the establishment of fishing regulations to limit the socio-economic disruption to the fishing community during the transition to a more sustainable management regime.

Fisheries bycatch is one of the most significant marine conservation issues as valuable fish are wasted and protected species harmed with potential negative ecological and socio-economic consequences. Even though there are indications that the small-scale handline fishery of the Galapagos Marine Reserve has a low selectivity, information on its bycatch never has been published. We therefore assessed the bycatch of the Galapagos handline fishery by estimating the bycatch ratio, determining species compositions of landings and bycatch, and identifying fishers’ reasons for discarding certain individuals using onboard monitoring and interview data. Moreover, we used interview surveys to reveal historical trends in the bycatch ratio. The estimated bycatch ratio of 0.40 confirmed a low selectivity of this fishery. Characterisation of the catch resulted in a total of 19 target species which were dominated by groupers, and 53 non-target species, with grunts and groupers being most prominent. Most individuals were not landed for economic motivations, either because species (77.4%) or sizes (17.7%) are not marketable and to a lesser extent for regulatory reasons (5.9%). However, sharks were after grunts with 69% the second most often mentioned bycatch taxa during interview surveys. We found that small sized individuals of some of the most exploited species suffer high bycatch mortality because they are used as bait. Moreover, over half of interviewees perceived a historical decrease in bycatch ratios that was explained by a diversification of the catch composition due to the reduction in abundance of the traditionally most important target species. As some target species show signs of overfishing and to date there are no specific regulations for the finfish fishery in place, we recommend the investigation of different gear settings such as the use of different hooks and bait species. Furthermore, we suggest the integration of faster growing species to the local market as well as spatio-temporal closures, and minimum and maximum catch sizes for overexploited species in order to improve the selectivity and sustainability of the Galapagos handline fishery.

Two shark species, Odontaspis ferox and Centrophorus squamosus, are recorded for the first time at the Galapagos Islands based on one sighting reported by tourist divers and one specimen captured by a local fisherman. The identification of a third shark species, Mustelus albipinnis, previously unidentified and recorded as Mustelus sp., is achieved based on several sightings at the same location.
