This article introduces the concept of ‘Sea Cities’ to emphasize a range of tactics to acknowledge the relationship between the sea and cities. This concept is critical for the possibility of integrating future aquatic-based urbanism to address climate change, and in particular, the issue of rising sea levels, which is currently faced by the majority of coastal cities. We compare and assess the tactics of four sea cities (i.e., to fortify, accommodate, release, and floating) against the case study of Jakarta. Jakarta is deemed to be among the metropolitan cities most vulnerable to sea level rise, owing to overpopulation alongside the fact that its land is sinking rapidly due to massive urban development. In order to understand the prospects and pitfalls of each tactic for Jakarta, we analyse scholarly literature on the subject, official government reports and documents, as well as policy briefs released by governments at the national level. This study finds that massive hard structural solutions are not only insufficient but also ineffective towards solving the challenges of climate change in Jakarta, especially the rising sea level. At the same time, it also identifies that while the combination of accommodating and floating tactics has never been considered as future a planning option, this could enable more resilient and adaptive solutions for the future development trajectory of Jakarta. In doing so, it could also provide important transferrable lessons for other coastal cities, especially those within developing countries.

Tourism is strongly interlinked with the natural and social environment, in particular in destinations around the Pacific. These environments are vulnerable to climate change which impacts on the social–ecological system of destinations. Ecosystem-based Adaptation (EbA) uses ecosystems to manage the risks of climate change. However, a gap remains in understanding how the tourism sector can use EbA to create destination-wide benefits. The destination EbA framework presented here aims to address this gap by focusing on well-being and climate risk reduction. The framework is applied to a Pacific case study site, Tanna Island in Vanuatu, by drawing on primary qualitative data. Results highlight that EbA offers an approach for the tourism sector to create holistic benefits to destinations. Several constraints to successful implementation, and how these may be overcome, are identified. The article contributes by providing a framework for other destinations which aim to create benefits through tourism.

Insurance represents an integral part of local government risk management strategy. As climate change progresses, increased loss and risk related to extreme weather events such as tropical cyclones, could motivate insurers to withdraw from certain markets. In some regions, such a withdrawal represents an emergent risk that, when coupled with increasing populations and other climate change impacts, could leave local governments and ratepayers particularly vulnerable. This paper investigates such a scenario and its ramifications in the context of a region particularly vulnerable to climate change, through an exploration of the degree that consideration of emergent risks, such as loss of insurance, and the potential application of insurance alternatives influence Queensland local government risk management. The study finds little appreciation amongst government officials of emergent risk implicit in extreme weather events such as cyclones, little understanding of the nuances of risk transfer mechanisms beyond familiar traditional insurance and disaster funding mechanisms, and by default, a lack of appreciation of the relationship between the two. A lack of resource and leadership with respect to emergent risk, and an absence of dialogue between insurance brokers and local government concerning climate change risk arise as the main reasons for this result. This research is significant because it challenges current local government risk management practice through an exploration of the risks inherent in the process itself. This has potential social, economic and ecological ramifications in drawing attention to aspects of possible “uninsurability” and prospects of alleviation thereto. Further research is recommended to consider the insurance industry’s part in this study’s findings in order to inform current industry practice and thinking and further enlighten the causes of local government disengagement in this critical area.

The Paris Agreement commits state parties to a global adaptation goal and the inclusion of adaptation into their National Communications. This requires national level planning, monitoring and reporting and methods for effective global-scale adaptation tracking. However, unlike mitigation, where clear targets and goals have been agreed, adaptation is a process with varied and changing goals and risk context. Assessing adaptation plans and strategies can provide valuable insights into ongoing adaptation policy, because the plans give good indications of priorities and institutional thinking. To assess how adaptation planning aligns to the Paris Agreement, this paper used Article 7 of the agreement to develop criteria and applied these to assess national adaptation plans and strategies available in English from 36 least developed, 8 developing and 10 developed countries. The results suggest that adaptation planning aligned to the Paris Agreement can help bring a different focus to development pathways that promotes synergies rather than trade-offs between environmental, social and economic goals. Importantly, tracking adaptation planning can help ensure the continued mobilisation of the parties, guide adaptation planning nationally and locally, and support global-scale consistency in planning and action.

Ecosystem-based Adaptation (EbA) is increasingly being advocated as a climate adaptation approach that can deliver multiple benefits to communities. EbA scholarship argues that community-based projects can strengthen those ecosystems that deliver critical services to communities and in doing so enhance community resilience. In particular, the inclusion of indigenous and traditional knowledge (ITK) into community-based EbA projects is positioned as critical to successful climate adaptation. Yet, there is surprisingly little investigation into how ITK is being defined and incorporated into EbA initiatives. This paper critically reviews EbA literature and provides empirical examples from Vanuatu and Samoa to demonstrate the different ways ITK relates to EbA projects. We find that there is widespread recognition that ITK is important for indigenous and local communities and can be employed successfully in EbA. However, this recognition is more aspirational than practical and is not being necessarily translated into ITK-informed or ITK-driven EbA projects. ITK should not be conceptualized simply as a collection of local environmental information that is integrated with Western scientific knowledge. Instead, ITK is part of nested knowledge systems (information–practices–worldviews) of indigenous peoples. This knowledge includes local natural resource management, sociocultural governance structures, social norms, spiritual beliefs, and historical and contemporary experiences of colonial dispossession and marginalization. At present, most EbA projects focus on the provision of information to main decision-makers only; however, since ITK is held collectively, it is essential that entire communities are included in ITK EbA projects. There is a huge potential for researchers and ITK holders to coproduce knowledge that would be best placed to drive climate adaptation in a changing world.

A large body of knowledge has been evolving to guide efforts in how we adapt to climate change. This knowledge is underpinned by a set of standardised rules of thumb (heuristics) that define what climate adaptation is and what it means. For example, it is widely accepted that adaptation is a local issue that is best achieved by urgent anticipatory action by using participatory processes. Yet, the validity and relevance of these heuristics have rarely been tested or questioned. If these heuristics are not based on sound empirical evidence, their inclusion and use in scientific studies, policy development, planning and implementation processes can generate inappropriate solutions for highly complex problems. This research critically examines and tests a set of common climate adaptation heuristics and investigates the extent to which they correspond to with the lived experiences of practitioners who are engaged in climate adaptation planning in Queensland, Australia. The findings provide new insights into the applicability of adaptation heuristics, and point to several new rules of thumb that underpin climate adaptation in practice. For example, adaptation was mainly seen as a regional/transboundary issue with broader stakeholder involvement that is best pursued through an incremental ‘learn-as-we-go’ approach. Retaining flexibility in the policy- and decision-making systems was preferred as were no-regret, value- and risk-based approaches. Future research is needed to explore further the different types of heuristics and how these best support adaptation science, policy, planning and decision-making processes.

Recent evidence shows that climate change is leading to irreversible and existential impacts on vulnerable communities and countries across the globe. Among other effects, this has given rise to public debate and engagement around notions of climate crisis and emergency. The Loss and Damage (L&D) policy debate has emphasized these aspects over the last three decades. Yet, despite institutionalization through an article on L&D by the United Nations Framework Convention on Climate Change (UNFCCC) in the Paris Agreement, the debate has remained vague, particularly with reference to its remit and relationship to adaptation policy and practice. Research has recently made important strides forward in terms of developing a science perspective on L&D. This article reviews insights derived from recent publications by the Intergovernmental Panel on Climate Change (IPCC) and others, and presents the implications for science and policy. Emerging evidence on hard and soft adaptation limits in certain systems, sectors and regions holds the potential to further build momentum for climate policy to live up to the Paris ambition of stringent emission reductions and to increase efforts to support the most vulnerable. L&D policy may want to consider actions to extend soft adaptation limits and spur transformational, that is, non-standard risk management and adaptation, so that limits are not breached. Financial, technical, and legal support would be appropriate for instances where hard limits are transgressed. Research is well positioned to further develop robust evidence on critical and relevant risks at scale in the most vulnerable countries and communities, as well as options to reduce barriers and limits to adaptation.

Tourism is inherently dependent on weather and climate, and its sustainability and resilience to adverse weather and climate impacts is greatly enhanced by providing tailored climate services to tourism sector stakeholders. Climate services need to integrate standard weather forecasts, with early warning systems, seasonal forecasts, and long-term projections of climatic changes in order to meet the information needs of the sector. While a growing number of studies address the potential climate change impacts on tourism, little is known about how the tourism sector accesses, uses, and analyses the available weather and climate information.This research presents findings from an exploratory study on weather and climate information-seeking behavior of 15 private and public tourism sector stakeholders in the Republic of Fiji. The results show a variety of weather and climate information-seeking paths in use, which differ depending on levels of professional responsibility, weather and climate literacy, and information and digital competency. Those with high weather information literacy access a broader variety of sources. Hence, their interpretation does not focus only on their own location, but “weather” is seen as a broad spatial phenomenon that might or might not result in adverse effects in their location. Understanding diverse weather and climate information-seeking paths can aid in better targeting climate and adaptation services across different stakeholder groups. Especially in the context of small island developing states (SIDS), the integration of traditional, local, and scientific knowledge as information sources is likely to provide a more useful and context-specific basis for climate adaptation planning within the sector.

Small island developing states (SIDS) are often perceived to be at the forefront of climate change impacts with high urgency to undertake adaptation actions. SIDS consist of 52 nations and territories, mainly islands, classified by the United Nations as facing similar geographical, developmental and sustainability issues which can be addressed collectively (United Nations 2005). The United Nations (UN) recognizes 38 member states that belong to the Alliance of Small Island States (AOSIS), which is a global network of island states established in 1990 to negotiate at the UN, as SIDS (as well as Bahrain, which is not part of AOSIS). The AOSIS also includes non-independent territories that are members of regional commissions. Many SIDS communities are small and dependent on a narrow range of natural resources, with land-based livelihoods often more constrained than those provided by the ocean (Mimura et al. 2007; Nurse et al. 2014; Kelman 2014). Most SIDS have long histories of experiencing and responding to social and environmental shocks, with differing degrees of success, which offer important lessons that could be applied to climate change adaptation (Kelman 2014; Warrick 201 I; Campbell 2014; Barnett and Waters 2016).

The Fifth Assessment of the Intergovernmental Panel on Climate Change's (IPCC) notes that constraints to adaptation 'are linked to governance systems and the quality of national institutions as well as limited scientific capacity and ongoing development challenges (e.g., poverty, literacy, and civil and political rights)' (Klein et al. 2014, p. 904). The literature on adaptation constraints and limits has evolved over recent years into a comprehensive body of literature that describes the technological, physical, ecological, financial, social, cultural, information and cognitive issues (Adger et al. 2009; Biesbroek et al. 2013; Klein et al. 2014; Leal Filho and Nalau 2018; Reisigner et al. 2014) that are likely to hinder adaptation efforts. In relation to institutions, the main institutional governance constraints have been identified as 'those barriers in policy processes that stagnate policy processes, which are beyond the capabilities of individuals to break through and need collective action to change them' (Biesbroek et al. 2009, p. 3).

Climate is one of the most decisive attraction and risk factors for the tourism industry as a whole (Scott & Lemieux, 2010) and weather is often the driving factor in tourism decision-making. Climate change will have significant impacts on destination choice as parameters change, for example, with respect to visitor comfort in terms of increased heat stress due to rises in temperature (Matzarakis, 2006), and changing seasonality with impacts on the potential range of available leisure activities (Yu, Schwartz, & Walsh, 2009). Furthermore, increases in the number of extreme weather events have the potential to alter tourists’ perceptions of ‘safe’ destinations, leading to a decrease in tourism arrivals for some areas (Jeuring & Becken, 2013), while extreme events can damage ecosystems that tourism depends on such as coral reefs (Nalau, Schliephack, & Becken 2017a; World Meteorological Organization, United Nations Environmental Programme, & World Tourism Organization, 2008). Changes in weather and climatic conditions such as longer warm seasons can, however, also open up new areas and opportunities for tourism (Johnston, Johnston, Stewart, Dawson, & Lemelin, 2012; Uyarra et al., 2005). With such changes, the tourism industry at large is facing a somewhat uncertain operational environment. This means that the sector overall needs to plan and take into account changing environmental conditions, and increase its resilience by investing in strategies that can enable it to continue to flourish, including actions around climate change adaptation.

The debate on "Loss and Damage" (L&D) has gained traction over the last few years. Supported by growing scientific evidence of anthropogenic climate change amplifying frequency, intensity and duration of climate-related hazards as well as observed increases in climate-related impacts and risks in many regions, the "Warsaw International Mechanism for Loss and Damage" was established in 2013 and further supported through the Paris Agreement in 2015. Despite advances, the debate currently is broad, diffuse and somewhat confusing, while concepts, meth ods and tools, as well as directions for policy remain vague and often contested. This book, a joint effort of the Loss and Damage Network - a partnership effort by scientists and practitioners from around the globe - provides evidence-based insight into the L&D discourse by highlighting state-of-the-art research conducted across multiple disciplines, by showcasing applications in practice and by providing insight into policy contexts and salient policy options. This introductory chapter summarises key findings of the twenty-two book chapters in terms of five propositions. These propositions, each building on relevant findings linked to forward-looking sugges tions for research, policy and practice, reflect the architecture of the book, whose sections proceed from setting the stage to critical issues, followed by a section on methods and tools, to chapters that provide geographic perspectives, and finally to a section that identifies potential policy options. The propositions comprise (1) Risk management can be an effective entry point for aligning perspectives and debates, if framed comprehensively, coupled with climate justice considerations and linked to established risk management and adaptation practice; (2) Attribution science is advancing rapidly and fundamental to informing actions to minimise, avert, and address losses and damages; (3) Climate change research, in addition to identifying physical/hard limits to adaptation, needs to more systematically examine soft limits to adaptation, for which we find some evidence across several geographies globally; (4) Climate risk insurance mechanisms can serve the prevention and cure aspects emphasised in the L&D debate but solidarity and accountability aspects need further attention, for which we find tentative indication in applications around the world; (5) Policy deliberations may need to overcome the perception that L&D constitutes a win-lose negotiation "game" by developing a more inclusive narrative that highlights collective ambition for tackling risks, mutual benefits and the role of Transformation.

Pacific Island states occupy the top categories in the World Risk Index for natural hazards, with Vanuatu consistently at the Number One spot. For some low-lying island states climate change poses an existential threat, and the region is increasingly recognized as the most immediately vulnerable area to potential mass migration and relocation due to climate change. This chapter aims to localise the global debate by focusing on the issue of Loss and Damage in Pacific SIDS. It also provides a commentary regarding the risk and options space in the Pacific SIDS context where many of the livelihood activities are subsistence-based, reliant on the current climate and its variability, and already seriously disrupted by extreme weather events.

The idea of relocation as a transformative disaster risk reduction, climate adaptation, and development strategy follows the assumption that relocation reduces the vulnerability of communities. Yet, it is unclear whose and what kind of vulnerability is reduced through relocation, and which factors are important in determining the “success” of relocation efforts as strategies for development, climate change adaptation (CCA), and disaster risk reduction (DRR). Temporary and short distance relocation is highly likely to achieve increased resilience by reducing exposure, but relocation to a new area and new communities brings a range of issues. CCA and DRR use different timescales and focal points regarding relocation: CCA focuses on future mass permanent relocation and the subsequent potential loss of cultures and identities mainly due to projected sea level rise. The DRR community focuses on temporary relocation as a way to reduce exposure to a range of hazards, although it is also involved in permanent movement as a transformative way to reduce risk and enhance development. We explore these differences in this paper, with examples mainly from the Pacific Small Island Developing States where past relocations have been numerous. Better understanding and articulation of the underlying assumptions and preferences in CCA, DRR, and development discourses on planned community relocation could provide a richer context for future planning and dealing with both slow-onset and sudden disasters.

The COVID-19 pandemic and climate change are complex existential threats, unpredictable in many ways and unprecedented in modern times. There are parallels between the scale and scope of their impacts and responses. Understanding shared drivers, coupled vulnerabilities, and criteria for effective responses will help societies worldwide prepare for the simultaneous threats of climate change and future pandemics. We summarize some shared characteristics of COVID-19 and climate change impacts and interventions and discuss key policy implications and recommendations.

There is growing interest in using ecosystem-based adaptation (EbA) to maintain or restore ecosystem services to increase human resilience to climate change. However, to date, the focus on EbA has been on conceptualising the approach and encouraging its use, rather than understanding EbA in practice. We review the EbA literature to synthesise where, why and how marine and coastal EbA projects have been implemented and examine how EbA has been integrated with marine spatial planning. We focus specifically on EbA projects in Asia and Oceania, where climate variability and dependence on marine and coastal ecosystems is high. Most projects were found in the grey literature, implemented in developing countries, and targeted extreme events and sea level rise. Mangroves, particularly mangrove restoration, was the most common ecosystem used, followed by coral reefs. EbA across ecosystems commonly targeted capacity building and livelihood enhancement, and maintenance of wildlife, alongside shoreline protection for mangroves and food security for coral reefs. Integrated EbA and marine spatial planning projects were participatory, implemented at local–regional scales, displayed adaptive management, and community-based or shared governance. Our research helps to build an understanding of EbA in practice and a knowledge base to assist coastal communities in adapting to climate change.

The impacts of global environmental change create new challenges and opportunities for indigenous peoples worldwide. Yet, there remains limited recognition that indigenous knowledge frameworks could (and should) influence the processes and outcomes of climate change mitigation and adaptation. This paper presents insights relating to indigenous issues in a global environmental change context from two workshops, which were held in Brisbane, Australia, and Umea, Sweden. These workshops were attended by more than 30 indigenous and non-indigenous researchers, natural resource managers, policy-makers, and representatives from government and non-governmental organizations from across Asia, Oceania, and Scandinavia. This paper builds on workshop participants’ insights and illuminates key components of the process of co-creation of knowledges for and with indigenous communities, and describes some of the main challenges to, and opportunities for, transdisciplinary and cross-cultural knowledge production. We argue that indigenous methodologies offer important lessons for current efforts within global sustainability research to integrate different knowledges and design and conduct research in culturally and ethical respectful manner.

Historical analogies of environmental change and stress are a well-established method of examining vulnerability to the impacts of climate change. In our view historical analogies of social transformations can similarly illuminate what factors are conducive to transformation. In this paper we draw on the historical example of the environmental transformation of Aotearoa New Zealand from predominately woodlands into farmlands; a transformation which was inextricably linked with the social transformation of indigenous Māori society following European colonisation. The Aotearoa New Zealand case study illustrates how both incidental and purposeful transformations can be instigated by small groups of committed individuals working in formal or informal networks, but can also be imposed by outside experts who instituted widespread changes under notions of progress and improvement without local support or consent. Such transformations involved widespread changes to Indigenous governance regimes, agricultural systems, production and consumption patterns, lifestyles, values and worldviews, and inevitably involved both beneficial and negative outcomes for local peoples. We argue that thinking historically about transformational change provides an opportunity to assess the processes that shape both vulnerability and resilience, and the circumstances under which transformational change occurs, as well as the potential dangers of irreversible changes.

The most common response to change by societies is either to take incremental steps and maintain the current system or accept gradual partial change. Yet, given the current and future complex large-scale challenges like climate change, such responses are increasingly inadequate. Calls are now made for societies to implement transformative approaches in order to manage complex problems in a more sustainable and adaptive manner. However, the discussion around transformative change is still emerging and it is not clear as to what transformation means, how it can be evaluated, and how the conceptions of transformation fit within the current understanding of dealing with policy problems in practice. This paper explores the range of current understandings on transformation and its characteristics, and uses Handmer and Dovers’ (2007, 2009, 2013) three-staged typology to investigate different approaches to identifying and managing policy problems and the potential scope for transformation. Examples from policy and practice within disaster risk management are used to demonstrate how different management approaches attempt to deal with particular problems and to investigate to what extent these could be transformative. It is argued that not all transformation is positive and welcome, and that greater focus needs to be placed on how complex problems are managed in a manner that enables long-term positive transformation.

In the international climate policy arena, Ecosystem-based Adaptation (EbA) has become the preferred adaptation approach to climate change in the least developed and developing countries. Its perceived strength lies in the premise that adaptation strategies need to address both ecosystems and livelihoods simultaneously, given these are crucially intertwined and both under a threat from climate change. While EbA has certainly made progress as an adaptation approach, a lack of understanding still exists how EbA approaches contribute to ‘effective’ adaptation, including the circumstances where they face constraints and limits. Furthermore, implementation of EbA approaches ideally requires a level of understanding about ecosystem structure, productivity and dynamics, and how these are affected by climate change and other direct anthropogenic stressors, that are rarely available in developing countries. This paper aimed to synthesise the current knowledge in the emerging body of EbA specific literature on the kinds of constraints that hamper the use of EbA. Our analysis examined the following constraints: economic and financial, governance and institutional, social and cultural, knowledge constraints and gaps, and physical and biological constraints and limits. The identified constraints demonstrate the complexities in developing, implementing, monitoring and evaluating EbA and propose significant further areas of research, including the need to provide well-documented case studies of EbA, which crystallise the main lessons learned such as practical challenges in designing and implementing EbA projects and research programs.

This short chapter draws some general conclusions from the experiences and insights from various chapters in the book and outlines some of the challenges in implementing climate change initiatives, with a view to overcoming the limits to adaptation.

Disaster risk reduction (DRR) and emergency management (EM) efforts are integral to climate change adaptation (CCA). The integration of DRR with adaptation is globally recognized as a rational use of resources benefiting both areas. There is a substantial literature on the topic, but little on the practice of implementing such integration on the ground. This paper presents some of these experiences at national and agency levels in the south-west Pacific and outlines possible future directions to support policy and practice. Based on the perspectives of practitioners from Australia, Vanuatu and the Solomon Islands, it explores institutional changes with country examples, and the range of constraints and enabling factors in integrating adaptation with DRR and EM practices. The Australian aim of spreading responsibility for CCA and DRR integration through mainstreaming across departments and agencies was seen as effective in increasing whole-of-government approaches. Adaptation is now firmly embedded in the societal discourse regarding the management of climate risk. In this discourse, adaptation planning and implementation at the local level are seen as particularly important for developing robust responses to climate change. However, it is not clear whether the mantra that adaptation is local holds true given the multi-level nature of climate risk governance. Using a multi-method approach, this paper examines the extent to which adaptation should be framed as a local issue and, specifically, the role of local government in adaptation relative to other actors. In so doing, the paper first explores the extent to which the local framing of adaptation is embedded in the international adaptation literature. This is followed by a specific case study from Southeast Queensland, Australia, which focuses on the critical examination of the processes of responsibility shifting and taking among actors involved in coastal adaptation planning. Results indicate the assumption that adaptation is local remains widely held in adaptation science, although counter arguments can be readily identified. Interviews with adaptation actors revealed unclear divisions of responsibility for climate change adaptation as a significant constraint on actors’ willingness to implement adaptation. Furthermore, attributing responsibility for adaptation to local actors might not necessarily be a robust strategy, due to the existence of particularly strong constraints and value conflicts at local levels of governance. Greater appreciation by researchers and practitioners for the interactions between local actors and those at higher levels of governance in shaping response capacity may contribute to more equitable and effective allocations of responsibilities for adaptation action.

The integration of disaster risk reduction (DRR) with climate change adaptation (CCA) is globally recognized as a rational use of resources benefiting both areas, with a substantial theoretical literature now existing on the topic. Countries in the Pacific have began to implement the integration agenda, and for example Vanuatu has set up the necessary institutional structures to increase its resilience to disasters and climate change. However, the problem often is not the practical implementation of CCA and DRR integration but more systemic and contextual issues such as relationships, responsibilities, capacity and expectations between government agencies and other actors, such as international donors and non-governmental organizations. These points are illustrated with an examination of Vanuatu’s response to the recent category 5 cyclone, Tropical Cyclone Pam (TC Pam). In the context of CCA and DRR it provides an analysis of a range of systemic and contextual issues that emerged in the response and recovery process. Information on the cyclone response was collated from a variety of sources, including stakeholder interviews in Vanuatu. The results demonstrate a range of issues such as overlapping governance models employed by different stakeholders involved in the process, and differing views on government capacity to manage complex problems such as mega disasters.
