Globally, higher education institutions (HEIs) have undergone rapid transformation, with a shift to virtual and electronic learning approaches. It has become increasingly important for institutions to adopt innovative teaching-learning systems which are based on well developed Information and Communication Technology (ICT) systems. ICThas become a crucial instrument for the daily activities in HEIs in the promotion of research, development and economic growth globally. The adoption of ICT infrastructure calls for large financial investments, something that Zimbabwe does not have. Consequently, most state universities have failed to maintain and update their ICT infrastructure. Against this background Cloud Computing (CC) technology has been viewed as a means to reduce costs, whilst improving accessibility and operational performance in the higher education sector. This article evaluates the adoption of a CC framework in Zimbabwe, with specific reference to state universities. The study utilises the Technology-Organisation-Environment(TOE) as its theoretical foundation to guide the adoption of the CC within state Universities in Zimbabwe. Findings reveal that, despite the extensive benefits associated with CC initiatives, its adoption has remained very low in Zimbabwe’s HEI, due to a lack of security(especially trust issues). This article investigates alternative ways to increase the adoption of CC in Zimbabwe’s state-funded HEIs. Good institutions were pivotal to the emergence of capitalism and hence the creation of wealth, prosperity and development in the world. In this paper, the authors argue that one of the reasons for the poverty and underdevelopment in sub-Saharan Africa is the weak institutional framework which exists in these countries. The laws, rules and regulations governing businesses and entrepreneurial activities are either too weak or ineffective, and could be riding roughshod over any political interest or individual. The paper presents evidence from the literature to amplify the view that strong and effective institutions are fundamental to reinvigorating economic growth and development. Finally, the authors suggest that a complete overhaul and rejuvenation of the institutional framework which exists in the countries of sub-Saharan Africa is crucial to the creation of jobs, and the alleviation of poverty and underdevelopment.
