12. Post-earthquake short-run labor income shifts. What happens with the distribution of wages after an earthquake?

Abstract

In this article we explore whether a strong earthquake (Manabí and Esmeraldas provinces, Ecuador, April 16th, 2016) had a distributional effect in labor income. We use survey micro-data and exploit the exogenous nature of the shock with an empirical strategy based on a combination of matching, difference in difference (DID) and quantile regression (QR) methods using three earthquake intensity measures to define our treatment group (Peak Ground Acceleration, PGA; Modified Mercalli Intensity, MMI; Peak Ground Velocity, PGV). We find a short-run distributional effect of the earthquake favorable to the poorest workers in the most seismic areas, with higher growth rates for female workers in the first deciles. Quantile difference in differences (QDID) estimates for matched individuals show increases of approximately 12% in the first decile of labor income and 9.5% in the second one. Our results suggest that some opportunities might arise for lower-paid workers if economic incentives are directed towards the most affected areas.

17. Would you Value a few More Hours of work? Underemployment and Subjective Well-Being Across Chilean Workers

Abstract

Underemployment has gained attention in recent years because of its effects on health and well-being (life satisfaction), it is a widespread phenomenon in the labor force that affects not only workers, but also households, companies and governments. This paper explores the relationship between underemployment and subjective well-being for a representative sample of Chilean workers using an ordered probit model. Also, by using different underemployment definitions and a latent class ordered probit model we analyze the observed and unobserved heterogeneity in this relationship. Finally, we assess the monetary valuation of well-being costs by estimating the amount of money that a worker is willing to accept in order to bear the potential negative effects of underemployment on well-being. Our results find a negative relationship between underemployment and subjective well-being, as the average worker is willing to accept an increase of CLP$64,009 (roughly 30.5% of the minimum wage) in her/his monthly wage for being underemployed. If we take into account the observed and unobserved heterogeneity, our results identify a group that is not sensitive to underemployment, while others are willing to accept an increase of CLP$146,622 in her/his monthly wage for being underemployed. Our work highlights the importance of well-being in the workplace and has implications for labor flexibility legislation and the empowerment of workers. Heterogeneous responses to underemployment imply that one-size-fits-all policies to regulate working hours might not suffice

Abstract

Place-based policy is both ubiquitous and widely criticised. The conventional economic case against place-targeted interventions is strong, relegating its application to a narrow range of cases of immobile labour resources, market imperfections and/or other externalities. However, both internationally and domestically, equity considerations lead to policies and programmes for disadvantaged regions and their populations. Budget constraints and accountability suggest a selection or 'triage' process targeting places with the highest returns in contributing to social welfare. Furthermore, the challenges facing rural areas may be fundamentally different in developed from developing countries. This article proposes a framework for assessing places appropriate for place-based policies, using the examples of Canada, Chile and Peru. [ABSTRACT FROM AUTHOR]
