The $\gamma$ decays of the Isovector Giant Dipole Resonance (GDR) of the deformed nucleus $^{154}$Sm from $2^+_1$-Smekal-Raman and elastic scattering were measured using linearly polarized, quasi-monochromatic photon beams. The two scattering processes were disentangled through their distinct angular distributions. Their branching ratio and cross sections were determined at six excitation energies covering the $^{154}$Sm GDR. Both agree with the predictions of the geometrical model for the GDR and establish $\gamma$ decay as an observable sensitive to the structure of the resonance. Consequently, the data place strong constraints on the nuclear shape, including the degree of triaxiality. The derived $^{154}$Sm shape parameters $\beta=0.2926(26)$ and $\gamma=5.0(14)$ agree well with other measurements and recent Monte Carlo Shell-Model calculations., Comment: 7 pages, 3 figures, 3 tables

Chirality is a distinct signature that characterizes triaxial shapes in nuclei. We report the first observation of chirality in the nucleus $^{135}$Pr using a high-statistics Gammasphere experiment with the $^{123}$Sb($^{16}$O,4n)$^{135}$Pr reaction. Two chiral-partner bands with the configuration $\pi(1h_{11/2})^1\otimes \nu(1h_{11/2})^{-2}$ have been identified in this nucleus. Angular distribution analyses of the $\Delta I = 1$ connecting transitions between the two chiral partners have revealed a dominant dipole character. Quasiparticle triaxial rotor model calculations are in good agreement with the experiment. This is the first time that both signatures of triaxiality--chirality and wobbling--have been observed in the same nucleus., Comment: 11 pages, 11 figures

A method was developed for measuring photonuclear reactions concurrently at several discrete photon beam energies on a stack of different target materials via a single irradiation. Concentric ring targets of the materials (in order from front to back targets: Au, TiO$_2$, Zn, Os, and Au) were irradiated at the High Intensity Gamma-ray Source (HI$\gamma$S). As a proof of principle, we report the result of the cross section measurements from the front Au target. The excitation functions of the $^{197}$Au($\gamma$,n)$^{196}$Au and $^{197}$Au($\gamma$,3n)$^{194}$Au reactions were determined in the incident photon energy range of 13-31 MeV using quasi-monoenergetic photon beams provided at HI$\gamma$S. The cross sections of the combined ground state (2$^{-}$) and short-lived first isomeric state (m1, 5$^{+}$), and of the second isomeric state (m2, 12$^{-}$) in the $^{196}$Au production are obtained separately by subtracting the $\gamma$ rays from the internal conversion of the second isomeric state. The excitation function of the second isomeric state via the photon-induced reaction $^{197}$Au($\gamma$,n)$^{196m2}$Au was measured for the first time. By using the activation method rather than direct neutron counting, the exclusive cross sections for the ($\gamma$,n) and ($\gamma$,3n) reactions were determined. Comparing the yields from the front and back gold targets validates our ability to simulate the effect of photon scattering in the target stack and provides a method for assessing the systematic uncertainty of our technique.

Two 0$^{+}$ states at 1294.5 and 1774.0 keV, together with three 2$^{+}$ and one 4$^{+}$ levels, were identified or unambiguously spin-parity assigned for the first time in $^{100}$Zr utilizing $\gamma$-ray spectroscopy and $\gamma$-$\gamma$ angular correlation techniques with the Gammasphere spectrometer, following the $\beta^{-}$ decay of neutron-rich, mass separated $^{100,100m}$Y isotopes. Comparisons with recent Monte Carlo Shell-Model (MCSM) calculations indicate that these two states are candidates for the bandhead of a sequence in a shape-coexisting spherical minimum predicted to be located around $\approx$1500 keV. According to the measured relative B(E2)$_{relative}$ transition probabilities, the 0$_{5}^{+}$ state exhibits decay properties which more closely align with those predicted for a spherical shape, while the 0$_{4}^{+}$ level is suggested to be associated with a weakly-deformed shape similar to one related to the 0$_{2}^{+}$ state.

This whitepaper presents the research priorities decided on by attendees of the 2022 Town Meeting for Fundamental Symmetries, Neutrons and Neutrinos, which took place December 13-15, 2022 in Chapel Hill, NC, as part of the Nuclear Science Advisory Committee (NSAC) 2023 Long Range Planning process. A total of 275 scientists registered for the meeting. The whitepaper makes a number of explicit recommendations and justifies them in detail.

The collective structure of $^{106}$Cd is elucidated by multi-step Coulomb excitation of a 3.849 MeV/$A$ beam of $^{106}$Cd on a 1.1 mg/cm$^2$ $^{208}$Pb target using GRETINA-CHICO2 at ATLAS. Fourteen $E2$ matrix elements were obtained. The nucleus $^{106}$Cd is a prime example of emergent collectivity that possesses a simple structure: it is free of complexity caused by shape coexistence and has a small, but collectively active number of valence nucleons. This work follows in a long and currently active quest to answer the fundamental question of the origin of nuclear collectivity and deformation, notably in the cadmium isotopes. The results are discussed in terms of phenomenological models, the shell model, and Kumar-Cline sums of $E2$ matrix elements. The ${\langle 0_2^+ ||E2||2_1^+ \rangle}$ matrix element is determined for the first time, providing a total, converged measure of the electric quadrupole strength, $\langle Q^2 \rangle$, of the first-excited $2_1^+$ level relative to the $0_1^+$ ground state, which does not show an increase as expected of harmonic and anharmonic vibrations. Strong evidence for triaxial shapes in weakly collective nuclei is indicated; collective vibrations are excluded. This is contrary to the only other cadmium result of this kind in $^{114}$Cd by C. Fahlander et al., Nucl. Phys. A485, 327 (1988), which is complicated by low-lying shape coexistence near midshell., Comment: 7 pages, 4 figures

The $^{25}$F($5/2^+) (-1p) ^{24}$O reaction was studied at the NSCL using the S800 spectrometer. The experimental spectroscopic factor for the ground-state to ground-state transition indicates a substantial depletion of the proton $d_{5/2}$ strength compared to shell-model expectations. Our result supports the findings reported by Tang \textit{et al.}, from their study of the $(p,2p)$ reaction at RIBF. The overlap between the $^{25}$F and $^{24}$O ground-states is considerably less than anticipated if $^{24}$O acted as a robust and rigid doubly-magic core in $^{25}$F. We interpret the results within the framework of the Particle-Vibration Coupling (PVC) of a $d_{5/2}$ proton coupled to a quadrupole phonon of an effective core. This approach provides a good description of the experimental data by requiring an effective $^{24}$O* core with a phonon energy of $\hbar\omega_2$= 3.2 MeV, and a $B(E2) ~ 2.7$ W.u., softer and more collective than a bare $^{24}$O. Both the Nilsson deformed mean field and the PVC models appear to capture the properties of the effective core of $^{25}$F, suggesting that the additional proton tends to polarize the free, doubly magic $^{24}$O in such a way that it becomes either slightly deformed or a quadrupole vibrator., Comment: 6 pages, 2 figures

[Background] Photon strength functions are an important ingredient in calculations relevant for the nucleosynthesis of heavy elements. The relation to the photoabsorption cross section allows to experimentally constrain photon strength functions by investigating the photo-response of atomic nuclei. [Purpose] We determine the photoresponse of $^{66}$Zn in the energy region of 5.6 MeV to 9.9 MeV and analyze the contribution of the "elastic" decay channel back to the ground state. In addition, for the elastic channel electric and magnetic dipole transitions were separated. [Methods] Nuclear resonance fluorescence experiments were performed using a linearly-polarized quasi-monoenergetic photon beam at the High Intensity $\gamma$-ray Source. Photon beam energies from 5.6 to 9.9 MeV with an energy spread of about 3% were selected in steps of 200-300 keV. Two High Purity Germanium detectors were used for the subsequent $\gamma$-ray spectroscopy. [Results] Full photoabsorption cross sections are extracted from the data making use of the monoenergetic character of the photon beam. For the ground-state decay channel, the average contribution of electric and magnetic dipole strengths is disentangled. The average branching ratio back to the ground state is determined as well. [Conclusions] The new results indicate lower cross sections when compared to the values extracted from a former experiment using bremsstrahlung on $^{66}$Zn. In the latter, the average branching ratio to the ground state is estimated from statistical-model calculations in order to analyze the data. Corresponding estimates from statistical-model calculations underestimate this branching ratio compared to the values extracted from the present analysis, which would partly explain the high cross sections determined from the bremsstrahlung data.

We report on the measurement of $^{11}$B and $^{40}$Ca levels between excitation energies of 8 and 9 MeV using nuclear resonance fluorescence (NRF). The experiment was carried out with nearly-monoenergetic and linearly polarized photon beams provided by the High-Intensity $\gamma$-ray Source (HI$\gamma$S) facility at the Triangle Universities Nuclear Laboratory (TUNL). States in $^{11}$B are important for calibrations of NRF measurements, while the properties of $^{40}$Ca levels impact potassium nucleosynthesis in globular clusters. For $^{40}$Ca, we report on improved excitation energies and an unambiguous $2^-$ assignment for the state at 8425 keV. For $^{11}$B, we obtained improved values for $\gamma$-ray multipolarity mixing ratios and branching ratios of the 8920 keV level., Comment: 14 pages, 9 figures, to be published in Physical Review C

Metastable states with T$_{1/2}$ = 8(2) ms in $^{205}$Bi and T$_{1/2}$ = 0.22(2) ms in $^{204}$Pb, with $\approx $ 8 MeV excitation energy and angular momentum $\ge $ 22 $\hbar $, have been established. These represent, by up to two orders of magnitude, the longest-lived nuclear states above an excitation energy of 7 MeV, ever identified in the nuclear chart. Additionally, the half-life of the 10.17 MeV state in $^{206}$Bi has been determined to be 0.027(2) ms, the next highest value in this highly excited regime. These observations indicate the emergence of an island of extreme nuclear isomerism arising from core-excited configurations at high excitation in the vicinity of the doubly closed-shell nucleus $^{208}$Pb. These results are expected to provide discriminating tests of the effective interactions used in current large-scale shell-model calculations., Comment: 17 pages, 5 figures

Non-yrast, excited states in neutron-rich $^{186}$W were populated via inelastic-scattering reactions using beams of $^{136}$Xe nuclei accelerated to 725 and 800 MeV. Levels populated in the reactions were investigated via particle-$ \gamma $ coincidence techniques using the Gammasphere array of High-Purity Germanium detectors and the compact heavy-ion counter, CHICO2. The $ K^{\pi} = 2 ^{+} $ ($\gamma$), $ K^{\pi} = 0^{+}$ and $ K^{\pi} = 2^{-} $ (octupole) rotational side bands were extended to spins $ 14\hbar $, $ 12\hbar $, and $ 13\hbar $, respectively. A staggering pattern observed in the energies of levels in the $ K^{\pi} = 2^{+} $ band was found to be consistent with a potential that gets softer to vibration in the $ \gamma $ degree of freedom with increasing spin. The odd-even staggering of states in the $ K^{\pi} = 2^{-}$ band was found to exhibit a phase opposite to that seen in the $ \gamma $ band; an effect most probably associated with Coriolis coupling to other, unobserved octupole vibrational bands in $^{186}$W., Comment: 14 pages, 16 figures

Isomers with three- and five-nucleon-hole configurations have been established in $^{203}$Tl. These include newly identified levels with a three-nucleon structure: {\it I}$^{\pi }$ = (15/2$^{-}$) with {\it T}$_{1/2}$ = 7.9(5) ns, and {\it I}$^{\pi }$ = (35/2$^{-}$) with {\it T}$_{1/2}$ = 4.0(5) ns. In addition, five-quasiparticle states: {\it I}$^{\pi }$ = (39/2$^{-}$) with {\it T}$_{1/2}$ = 1.9(2) ns, and {\it I}$^{\pi }$ = (49/2$^{+}$) with {\it T}$_{1/2}$ = 3.4(4) ns have also been established. The previously determined long-lived decay [{\it T}$_{1/2}$ = 6.6(3) $\mu $s from this work] is associated with isomerism of the {\it I}$^{\pi }$ = (29/2$^{+}$) state. Levels above this long-lived isomer have been identified through a delayed-prompt coincidence measurement. Five-nucleon-hole states with excitation energies {\it E}$_{x}$ $\approx $ 7 MeV have been established as well as possible octupole excitations of the $^{208}$Pb core built on these levels. The level scheme of $^{203}$Tl is extended up to {\it E}$_{x}$ $\approx $ 11 MeV with the inclusion of 25 new transitions. Empirical and shell-model calculations have been performed to aid in the description of the observed states which are found to be predominantly of intrinsic character., Comment: 14 pages, 10 figures

The ground-state properties of neutron-rich 106Nb and its beta decay into 106Mo have been studied using the CARIBU radioactive-ion-beam facility at Argonne National Laboratory. Niobium-106 ions were extracted from a 252Cf fission source and mass separated before being delivered as low-energy beams to the Canadian Penning Trap, as well as the X-Array and SATURN beta-decay-spectroscopy station. The measured 106Nb ground-state mass excess of -66202.0(13) keV is consistent with a recent measurement but has three times better precision; this work also rules out the existence of a second long-lived, beta-decaying state in 106Nb above 5 keV in excitation energy. The decay half-life of 106Nb was measured to be 1.097(21) s, which is 8% longer than the adopted value. The level scheme of the decay progeny, 106Mo, has been expanded up to approximately 4 MeV. The distribution of decay strength and considerable population of excited states in 106Mo of J >= 3 emphasises the need to revise the adopted Jpi = 1- ground-state spin-parity assignment of 106Nb; it is more likely to be J => 3., Comment: 16 pages, 9 figures, accepted in Physical Review C (02/02/2021)

A workshop on The Next Generation Gamma-Ray Sources sponsored by the Office of Nuclear Physics at the Department of Energy, was held November 17--19, 2016 in Bethesda, Maryland. The goals of the workshop were to identify basic and applied research opportunities at the frontiers of nuclear physics that would be made possible by the beam capabilities of an advanced laser Compton beam facility. To anchor the scientific vision to realistically achievable beam specifications using proven technologies, the workshop brought together experts in the fields of electron accelerators, lasers, and optics to examine the technical options for achieving the beam specifications required by the most compelling parts of the proposed research programs. An international assembly of participants included current and prospective $\gamma$-ray beam users, accelerator and light-source physicists, and federal agency program managers. Sessions were organized to foster interactions between the beam users and facility developers, allowing for information sharing and mutual feedback between the two groups. The workshop findings and recommendations are summarized in this whitepaper.

The low-spin structure of the semimagic 64Ni nucleus has been considerably expanded: combining four experiments, several 0+ and 2+ excited states were identified below 4.5 MeV, and their properties established. The Monte Carlo shell model accounts for the results and unveils an unexpectedly complex landscape of coexisting shapes: a prolate 0+ excitation is located at a surprisingly high energy (3463 keV), with a collective 2+ state 286 keV above it, the first such observation in Ni isotopes. The evolution in excitation energy of the prolate minimum across the neutron N = 40 subshell gap highlights the impact of the monopole interaction and its variation in strength with N.

A previous study of symmetric collisions of massive nuclei has shown that current models of multi-nucleon transfer (MNT) reactions do not adequately describe the transfer product yields. To gain further insight into this problem, we have measured the yields of MNT products in the interaction of 977 (E/A = 4.79 MeV) and 1143 MeV (E/A = 5.60 MeV) $^{204}$Hg with $^{208}$Pb. We find that the yield of multi-nucleon transfer products are similar in these two reactions and are substantially lower than those observed in the reaction of 1257 MeV (E/A = 6.16 MeV) $^{204}$Hg + $^{198}$Pt. We compare our measurements with the predictions of the GRAZING-F, di-nuclear systems (DNS) and improved quantum molecular dynamics (ImQMD) models. For the observed isotopes of the elements Au, Hg, Tl, Pb and Bi, the measured values of the MNT cross sections are orders of magnitude larger than the predicted values. The exact nature of the lowest $K^\pi =2_\gamma ^+$ rotational bands in all deformed nuclei remains obscure. Traditionally they are assumed to be collective vibrations of the nuclear shape in the $\gamma$ degree of freedom perpendicular to the nuclear symmetry axis. Very few such $\gamma$-bands have been traced past the usual back-bending rotational alignments of high-j nucleons. We have investigated the structure of positive-parity bands in the N=90 nucleus 156Dy, using the 148Nd(12C,4n)156Dy reaction at 65 MeV, observing the resulting ${\gamma}$-ray transitions with the Gammasphere array. The even- and odd-spin members of the $K^\pi =2_\gamma^+$ $\gamma$-band are observed to 32+ and 31+ respectively. This rotational band faithfully tracks the ground-state configuration to the highest spins. The members of a possible $\gamma$-vibration built on the aligned yrast S-band are observed to spins 28+ and 27+. An even-spin positive-parity band, observed to spin 24+, is a candidate for an aligned S-band built on the seniority-zero configuration of the $0_2^+$ state at 676 keV. The crossing of this band with the $0_2^+$ band is at $\hbar\omega$= 0.28(1) MeV and is consistent with the configuration of the $0_2^+$ band not producing any blocking of the monopole pairing., Comment: Published in Physics Review C

The neutron-rich Ni isotopes have attracted attention in recent years due to the occurrence of shape or configuration coexistence. We report on the difference in population of excited final states in 70Ni following gamma-ray tagged one-proton, one-neutron, and two-proton knockout from 71Cu, 71Ni, and 72Zn rare-isotope beams, respectively. Using variations observed in the relative transition intensities, signaling the changed population of specific final states in the different reactions, the role of neutron and proton configurations in excited states of 70Ni is probed schematically, with the goal of identifying those that carry, as leading configuration, proton excitations across the Z = 28 shell closure. Such states are suggested in the literature to form a collective structure associated with prolate deformation. Adding to the body of knowledge for 70Ni, 29 new transitions are reported, of which 15 are placed in its level scheme., Comment: accepted for publication in Phys. Rev. C

An extensive, model-independent analysis of the nature of triaxial deformation in $^{76}$Ge, a candidate for neutrinoless double-beta ($0\nu\beta\beta$) decay, was carried out following multi-step Coulomb excitation. Shape parameters deduced on the basis of a rotational-invariant sum-rule analysis provided considerable insight into the underlying collectivity of the ground-state and $\gamma$ bands. Both sequences were determined to be characterized by the same $\beta$ and $\gamma$ deformation parameter values. In addition, compelling evidence for low-spin, rigid triaxial deformation in $^{76}$Ge was obtained for the first time from the analysis of the statistical fluctuations of the quadrupole asymmetry deduced from the measured $E2$ matrix elements. These newly determined shape parameters are important input and constraints for calculations aimed at providing, with suitable accuracy, the nuclear matrix elements relevant to $0\nu\beta\beta$., Comment: 6 pages, 5 figures

The rare phenomenon of nuclear wobbling motion has been investigated for the nucleus $^{187}$Au. A longitudinal wobbling-bands pair has been identified and clearly distinguished from the associated signature-partner band on the basis of angular distribution measurements. Theoretical calculations in the framework of the Particle Rotor Model (PRM) are found to agree well with the experimental observations. This is the first experimental evidence for longitudinal wobbling bands where the expected signature partner band has also been identified, and establishes this exotic collective mode as a general phenomenon over the nuclear chart., Comment: Revised version. Excited states in the neutron-rich \nuc{70}{Fe} nucleus were populated in a one-proton removal reaction from \nuc{71}{Co} projectiles at 87~MeV/nucleon. A new transition was observed with the $\gamma$-ray tracking array GRETINA and shown to feed the previously assigned $4^+_1$ state. In comparison to reaction theory calculations with shell-model spectroscopic factors, it is argued that the new $\gamma$ ray possibly originates from the $6^+_1$ state. It is further shown that the Doppler-reconstructed $\gamma$-ray spectra are sensitive to the very different lifetimes of the $2^+$ and $4^+$ states, enabling their approximate measurement. The emerging structure of \nuc{70}{Fe} is discussed in comparison to LNPS-new large-scale shell-model calculations., Comment: accepted for publication as PRC rapid communication

A model-independent technique was used to determine the $\gamma$-ray Strength Function ($\gamma$SF) of $^{56}$Fe down to $\gamma$-ray energies less than 1 MeV for the first time with GRETINA using the $(p,p')$ reaction at 16 MeV. No difference was observed in the energy dependence of the $\gamma$SF built on $2^{+}$ and $4^{+}$ final states, supporting the Brink hypothesis. In addition, angular distribution and polarization measurements were performed. The angular distributions are consistent with dipole radiation. The polarization results show a small bias towards magnetic character in the region of the enhancement.

A beam containing a substantial component of both the $J^{\pi}=5^+$, $T_{1/2}=162$ ns isomeric state of $^{18}$F and its $1^+$, 109.77-min ground state has been utilized to study members of the ground-state rotational band in $^{19}$F through the neutron transfer reaction $(d$,$p)$ in inverse kinematics. The resulting spectroscopic strengths confirm the single-particle nature of the 13/2$^+$ band-terminating state. The agreement between shell-model calculations, using an interaction constructed within the $sd$ shell, and our experimental results reinforces the idea of a single-particle/collective duality in the descriptions of the structure of atomic nuclei.

The observation of neutrinoless double-beta decay (0${\nu}{\beta}{\beta}$) would show that lepton number is violated, reveal that neutrinos are Majorana particles, and provide information on neutrino mass. A discovery-capable experiment covering the inverted ordering region, with effective Majorana neutrino masses of 15 - 50 meV, will require a tonne-scale experiment with excellent energy resolution and extremely low backgrounds, at the level of $\sim$0.1 count /(FWHM$\cdot$t$\cdot$yr) in the region of the signal. The current generation $^{76}$Ge experiments GERDA and the MAJORANA DEMONSTRATOR utilizing high purity Germanium detectors with an intrinsic energy resolution of 0.12%, have achieved the lowest backgrounds by over an order of magnitude in the 0${\nu}{\beta}{\beta}$ signal region of all 0${\nu}{\beta}{\beta}$ experiments. Building on this success, the LEGEND collaboration has been formed to pursue a tonne-scale $^{76}$Ge experiment. The collaboration aims to develop a phased 0${\nu}{\beta}{\beta}$ experimental program with discovery potential at a half-life approaching or at $10^{28}$ years, using existing resources as appropriate to expedite physics results., Comment: Proceedings of the MEDEX'17 meeting (Prague, May 29 - June 2, 2017)

The calcium isotopes have emerged as an important testing ground for new microscopically derived shell-model interactions, and a great deal of focus has been directed toward this region. We investigate the relative spectroscopic strengths associated with $1f_{7/2}$ neutron hole states in $^{47, 49}$Ca following one-neutron knockout reactions from $^{48,50}$Ca. The observed reduction of strength populating the lowest 7/2$^{-}_{1}$ state in $^{49}$Ca, as compared to $^{47}$Ca, is consistent with the description given by shell-model calculations based on two- and three-nucleon forces in the neutron $pf$ model space, implying a fragmentation of the $l$=3 strength to higher-lying states. The experimental result is inconsistent with both the GXPF1 interaction routinely used in this region of the nuclear chart and with microscopic calculations in an extended model space including the $\nu1g_{9/2}$ orbital., Comment: 6 pages, 2 figures

{\bf Background:} Level sequences of rotational character have been observed in several nuclei in the $A=60$ mass region. The importance of the deformation-driving $\pi f_{7/2}$ and $\nu g_{9/2}$ orbitals on the onset of nuclear deformation is stressed.\\ {\bf Purpose:} A measurement was performed in order to identify collective rotational structures in the relatively neutron-rich $^{62}$Ni isotope. \\ {\bf Method:} The $^{26}$Mg($^{48}$Ca,2$\alpha$4$n\gamma$)$^{62}$Ni complex reaction at beam energies between 275 and 320~MeV was utilized. Reaction products were identified in mass ($A$) and charge ($Z$) with the Fragment Mass Analyzer (FMA) and $\gamma$ rays were detected with the Gammasphere array. \\ {\bf Results:} Two collective bands, built upon states of single-particle character, were identified and sizable deformation was assigned to both sequences based on the measured transitional quadrupole moments, herewith quantifying the deformation at high spin. \\ {\bf Conclusions:} Based on Cranked Nilsson-Strutinsky calculations and comparisons with deformed bands in the $A=60$ mass region, the two rotational bands are understood as being associated with configurations involving multiple $f_{7/2}$ protons and $g_{9/2}$ neutrons, driving the nucleus to sizable prolate deformation.

Medium and high-spin states in $^{133}$Ce were investigated using the $^{116}$Cd($^{22}$Ne, $5n$) reaction and the Gammasphere array. The level scheme was extended up to an excitation energy of $\sim22.8$ MeV and spin 93/2 . Eleven bands of quadrupole transitions and two new dipole bands are identified. The connections to low-lying states of the previously known, high-spin triaxial bands were firmly established, thus fixing the excitation energy and, in many cases, the spin parity of the levels. Based on comparisons with cranked Nilsson-Strutinsky calculations and tilted axis cranking covariant density functional theory, it is shown that all observed bands are characterized by pronounced triaxiality. Competing multiquasiparticle configurations are found to contribute to a rich variety of collective phenomena in this nucleus., Comment: 20 pages, 11 figures

The quadrupole collectivity of low-lying states and the anomalous behavior of the $0^+_2$ and $2^+_3$ levels in $^{72}$Ge are investigated via projectile multi-step Coulomb excitation with GRETINA and CHICO-2. A total of forty six $E2$ and $M1$ matrix elements connecting fourteen low-lying levels were determined using the least-squares search code, gosia. Evidence for triaxiality and shape coexistence, based on the model-independent shape invariants deduced from the Kumar-Cline sum rule, is presented. These are interpreted using a simple two-state mixing model as well as multistate mixing calculations carried out within the framework of the triaxial rotor model. The results represent a significant milestone towards the understanding of the unusual structure of this nucleus., Comment: 7 pages and 7 figures

The neutron-rich nucleus $^{144}$Ba ($t_{1/2}$=11.5 s) is expected to exhibit some of the strongest octupole correlations among nuclei with mass numbers $A$ less than 200. Until now, indirect evidence for such strong correlations has been inferred from observations such as enhanced $E1$ transitions and interleaving positive- and negative-parity levels in the ground-state band. In this experiment, the octupole strength was measured directly by sub-barrier, multi-step Coulomb excitation of a post-accelerated 650-MeV $^{144}$Ba beam on a 1.0-mg/cm$^2$ $^{208}$Pb target. The measured value of the matrix element, $\langle 3_1^- \| \mathcal{M}(E3) \| 0_1^+ \rangle=0.65(^{+17}_{-23})$ $e$b$^{3/2}$, corresponds to a reduced $B(E3)$ transition probability of 48($^{+25}_{-34}$) W.u. This result represents an unambiguous determination of the octupole collectivity, is larger than any available theoretical prediction, and is consistent with octupole deformation., Comment: 5 pages, 2 figures, 1 table, Physical Review Letters 2016

Research efforts ranging from studies of solid helium to searches for a neutron electric dipole moment require isotopically purified helium with a ratio of 3He to 4He at levels below that which can be measured using traditional mass spectroscopy techniques. We demonstrate an approach to such a measurement using accelerator mass spectroscopy, reaching the 10e-14 level of sensitivity, several orders of magnitude more sensitive than other techniques. Measurements of 3He/4He in samples relevant to the measurement of the neutron lifetime indicate the need for substantial corrections. We also argue that there is a clear path forward to sensitivity increases of at least another order of magnitude., Comment: 11 pages, 10 figures

Low-spin states in the neutron-rich, N = 90 nuclide $^{146}$Ba were populated following $\beta$-decay of $^{146}$Cs, with the goal of clarifying the development of deformation in Ba isotopes through delineation of their non-yrast structures. Fission fragments of $^{146}$Cs were extracted from a 1.7-Ci $^{252}$Cf source and mass-selected using the CARIBU facility. Low-energy ions were deposited at the center of a box of thin $\beta$ detectors, surrounded by a high-efficiency HPGe array. The new $^{146}$Ba decay scheme now contains 31 excited levels extending up to ~2.5 MeV excitation energy, double what was previously known. These data are compared to predictions from the Interacting Boson Approximation (IBA) model. It appears that the abrupt shape change found at N = 90 in Sm and Gd is much more gradual in Ba and Ce, due to an enhanced role of the $\gamma$ degree of freedom., Comment: 10 pages, 8 figures, accepted to Physical Review C

The yields of over 200 projectile-like fragments (PLFs) and target-like fragments (TLFs) from the interaction of (E$_{c.m.}$=450 MeV) $^{136}$Xe with a thick target of $^{208}$Pb were measured using Gammasphere and off-line $\gamma$-ray spectroscopy, giving a comprehensive picture of the production cross sections in this reaction.The measured yields were compared to predictions of the GRAZING model and the predictions of Zagrebaev and Greiner using a quantitative metric, the theory evaluation factor, {\bf tef}. The GRAZING model predictions are adequate for describing the yields of nuclei near the target or projectile but grossly underestimate the yields of all other products. The predictions of Zagrebaev and Greiner correctly describe the magnitude and maxima of the observed TLF transfer cross sections for a wide range of transfers ($\Delta$Z = -8 to $\Delta$Z = +2). However for $\Delta$Z =+4, the observed position of the maximum in the distribution is four neutrons richer than the predicted maximum. The predicted yields of the neutron-rich N=126 nuclei exceed the measured values by two orders of magnitude. Correlations between TLF and PLF yields are discussed.

An extensive study of the level structure of 61Co has been performed following the complex 26Mg(48Ca, 2a4npg)61Co reaction at beam energies of 275, 290 and 320 MeV using Gammasphere and the Fragment Mass Analyzer (FMA). The low-spin structure is discussed within the framework of shell-model calculations using the GXPF1A effective interaction. Two quasi-rotational bands consisting of stretched-E2 transitions have been established up to spins I = 41/2 and (43/2), and excitation energies of 17 and 20 MeV, respectively. These are interpreted as signature partners built on a neutron {\nu}(g9/2)2 configuration coupled to a proton {\pi}p3/2 state, based on Cranked Shell Model (CSM) calculations and comparisons with observations in neighboring nuclei. In addition, four I = 1 bands were populated to high spin, with the yrast dipole band interpreted as a possible candidate for the shears mechanism, a process seldom observed thus far in this mass region.

A pair of transverse wobbling bands has been observed in the nucleus $^{135}$Pr. The wobbling is characterized by $\Delta I$ =1, E2 transitions between the bands, and a decrease in the wobbling energy confirms its transverse nature. Additionally, a transition from transverse wobbling to a three-quasiparticle band comprised of strong magnetic dipole transitions is observed. These observations conform well to results from calculations with the Tilted Axis Cranking (TAC) model and the Quasiparticle Triaxial Rotor (QTR) Model., Comment: 6 pages; 5 figures; accepted for publication in the Physical Review Letters
