Niet meegenomen zijn calamiteiten voor de voedselveiligheid (zoals een kernramp) en calamiteiten die een veel breder effect hebben dan alleen op de voedselketens (zoals een grieppandemie of uitval van de elektriciteit).

During the 1960s and 1970s, the EU succeeded in becoming largely self-sufficient in food production, thus assuring its food security for the most part. However, it is unclear which areas of food security are still vulnerable and/or whether there are there new vulnerabilities. In this report we have focused on emergencies and geopolitical shocks that can have a major impact on food security, i.e. food volume. We have not included emergencies that affect food safety (such as a nuclear disaster) or emergencies that have a much broader effect than on food chains alone (such as a flu pandemic or power failure).

The paper presents two approaches that use economic and ecological indicators to evaluate farm (household) performance. NUPFRA mainly focuses on ecological performance, using indicators such as nitrogen surplus, groundwater nitrate concentration and residual mineral soil nitrogen, and economic indicators calculating farm income or additional costs made for improvement of the system. It is applied in research projects aiming at improved nitrogen (N) management and reduced environmental stress. Recently, EPHOS was developed to assess economic and environmental performance of farm households in tropical areas, characterizing farm activity diversification and integration. This approach can be used to identify options for improvement in nutrient (N) and carbon management or food availability. Advantages of both approaches include their flexibility and comprehensiveness, providing links to farmers or farm households as well as researchers and policy analysts. They describe compartments, internal and external flows and indicators in an integrative, multi-disciplinary assessment of farm (household) performance, providing results to analytical, policy oriented procedures. Major differences exist in the use of existing data (EPHOS) versus generation of new data (NUPFRA), static (EPHOS) versus sequential evaluation (NUPFRA), inclusion of farm households (only in EPHOS), involvement of farmers and stakeholders (only in NUPFRA), and inclusion of additional process research (only NUPFRA). Major limitations are data intensity (especially NUPFRA) and expertise requirements, while NUPFRA does not allow statistical analyses due to lack of replications and EPHOS gives no representation of dynamic (soil) processes, or of farm households¿ abilities to adjust. Both approaches are useful to design, apply and evaluate changes in complex systems and can be applied at farm as well as regional level, facilitating meta analysis of actual and future systems, including a range of disciplines, using relatively simple indicators that appeal to farmers, advisors, researchers and policy makers, thus allowing exchanges of ideas and insights during a process of strategic cooperation

The inclusive single and double differential cross-sections for neutral and charged current processes with four-momentum transfer squared Q^2 between 150 and 30,000 GeV2 and with Bjorken x between 0.0032 and 0.65 are measured in e^+ p collisions. The data were taken with the H1 detector at HERA between 1994 and 1997, and they correspond to an integrated luminosity of 35.6 pb^-1. The Q^2 evolution of the parton densities of the proton is tested, yielding no significant deviation from the prediction of perturbative QCD. The proton structure function F_2(x,Q^2) is determined. An extraction of the u and d quark distributions at high x is presented. At high Q^2 electroweak effects of the heavy bosons Z0 and W are observed and found to be consistent with Standard Model expectation.

The triple-differential dijet cross-section, d^3 sigma_{ep}/dQ2 dE_t2 dxgjets, is measured with the H1 detector at HERA as a function of the photon virtuality Q^2, the fraction of the photon's momentum carried by the parton entering the hard scattering, xgjets, and the square of the mean transverse energy, E_t2, of the two highest E_t jets. Jets are found using a longitudinal boost-invariant k_T clustering algorithm in the gamma* p center of mass frame. The measurements cover the ranges 1.6 < Q^2 < 80 GeV$^2 in virtuality and 0.1 < y < 0.7 in inelasticity y. The results are well described by leading order QCD models which include the effects of a resolved component to the virtual photon. Models which treat the photon as point-like fail to describe the data. An effective leading order parton density for the virtual photon is extracted as a function of the photon virtuality, the probing scale and the parton momentum fraction. The x_gamma and probing scale dependences of the parton density show characteristic features of photon structure, and a suppression of this structure with increasing Q^2 is seen., 32 pages, 10 figures, 4 tables, submitted to Eur. Measurements of transverse energy flow are presented for neutral current deep-inelastic scattering events produced in positron-proton collisions at HERA. The kinematic range covers squared momentum transfers Q^2 from 3.2 to 2,200 GeV^2, the Bjorken scaling variable x from 8.10^{-5} to 0.11 and the hadronic mass W from 66 to 233 GeV. The transverse energy flow is measured in the hadronic centre of mass frame and is studied as a function of Q^2, x, W and pseudorapidity. A comparison is made with QCD based models. The behaviour of the mean transverse energy in the central pseudorapidity region and an interval corresponding to the photon fragmentation region are analysed as a function of Q^2 and W.

We report results of the first measurements of Lambda and Antilambda polarization produced in deep inelastic polarized muon scattering on the nucleon. The results are consistent with an expected trend towards positive polarization with increasing x_F. The polarizations of Lambda and Antilambda appear to have opposite signs. A large negative polarization for Lambda at low positive x_F is observed and is not explained by existing models. A possible interpretation is presented.

As the high abstention rate during the last european election shows, it seems that a large part of the european population is rather sceptical towards the european integration process. One ascribe this "euroscepticism" to the European Union communication. Our paper aims to evaluate this hypothesis which is not as obvious as it seems first. To do so we have evaluated the communication policy which as been set up by the European Commission (before the Romano Prodi Presidence) to conclude that the lack of a real european public sphere is probably a better explanation of this phenomenon.
