This article describes experiences and lessons learned from the Trusted CI project, funded by the US National Science Foundation to serve the community as the NSF Cybersecurity Center of Excellence. Abstract

Cyber has changed the scope of the national security mission and is placing new strains on our diplomatic, warfighting, legal, and economic/budgetary processes. Cybersecurity processes and techniques are increasingly critical to our warfighting missions, but they can also inhibit the pace and potential for high impact, game-changing innovation. Throughout its history, the Navy has shown the ability of innovation (in policy, process, and technology) to change the game when our security is on the line. We believe the Navy is capable of dramatically impacting not only the U.S. capabilities in cyber conflict and information operations, but also in cyber defense and information assurance, as well as cybersecurity for our society. While cyber risk management is challenging, the transition from DoD Information Assurance Certification and Accreditation Process (DIACAP) to the Risk Management Framework (RMF) has the potential to harmonize our cybersecurity efforts with our need (and demonstrated ability to provide) for game-changing strategies, tactics, and technologies. We offer a foundation for the foregoing assertions and recommendations on ways to encourage innovation in the context of effective cyber risk management.

Abstract

In its Vision and Strategy for Software for Science, Engineering, and Education the NSF states that it will invest in activities that: "Recognize that software strategies must include the secure and reliable deployment and operation of services, for example by campuses or national facilities or industry, where identity, authentication, authorization and assurance are crucial operational capabilities." and "Result in high-quality, usable, secure, vulnerability-free, sustainable, robust, well-tested, and maintainable/evolvable software; and which promotes the sustainability of solid and useful on-going investments." Such statements evidence that security should indeed be a first-class consideration of the software ecosystem. In this position paper, we share some thoughts related to research software security. Our thoughts are based on the observation that security is not a binary, all-or-nothing attribute, but a range of practices and requirements depending on how the software is expected to be deployed and used. We propose that the community leverage the concept of a maturity model, and work to agree on a research software security maturity model. This model would categorize different sets of security needs of the deployment community, and provide software developers a roadmap for advancing the security maturity of their software. Abstract

We construct representations of the braid groups B_n on n strands on free Z[q,q^-1,s,s^-1]-modules W_{n,l} using generic Verma modules for an integral version of quantum sl_2. We prove that the W_{n,2} are isomorphic to the faithful Lawrence Krammer Bigelow representations of B_n after appropriate identification of parameters of Laurent polynomial rings by constructing explicit integral bases and isomorphism. We construct embeddings $\mathcal{Y}_{n,\tau} \to {Hilb}^n (\Sigma_{\tau})$ for each of the classical Lie algebras $\ger{sp}_{2m}(\Cc)$, $\ger{so}_{2m}(\Cc)$, and $\ger{so}_{2m+1}(\Cc)$. The space $\mathcal{Y}_{n,\tau}$ is the fiber over a point $\tau \in \ger h / W$ of the restriction of the adjoint quotient map $\chi : \ger g \to \ger h /W$ to a suitably chosen transverse slice of a nilpotent orbit. These embeddings were discovered for $\ger{sl}_{2m}(\Cc)$ by Ciprian Manolescu. They are related to the symplectic link homology of Seidel and Smith.

Abstract

Levels of carbon dioxide (C[O.sub.2]) that have been proposed for aquatic invasive species control (24 000-96 000 [mu]atm partial pressure of C[O.sub.2] (PC[O.sub.2]); 1 atm = 101.325 kPa) were tested on two juvenile mussels, the fat-mucket (Lampsilis siliquoidea) and the US federally endangered Higgins' eye (Lampsilis higginsii). A suite of responses (survival, growth, behavior, and gene expression) were measured after 28 days of exposure to C[O.sub.2] and 14 days postexposure. The 28-day LC[O.sub.20] (concentration lethal to 20% of organisms) was lower for L. higginsii (31800 [mu]atm PC[O.sub.2], 95% confidence interval (CI) 15 000-42 800 [mu]atm) than for L. siliquoidea (58 200 [mu]atm PC[O.sub.2], 95% CI 45 200-68 100 [mu]atm). Treatment-related reductions occurred in all measures of growth and condition. Expression of chitin synthase, key for shell formation, was downregulated at 28 days of exposure. Carbon dioxide caused narcotization and movement to the substrate surface of mussels, behaviors that could increase mortality by predation and displacement. We conclude that survival and growth of juvenile mussels could be reduced by continuous exposure to elevated C[O.sub.2], but recovery may be possible with shorter-duration exposure.Les concentrations de dioxyde de carbone (C[O.sub.2]) proposees pour le controle d'especes aquatiques envahissantes (pression partielle de C[O.sub.2] (PC[O.sub.2]) de 24 000-96 000 [mu]atm; 1 atm = 101,325 kPa) ont ete testees sur des moules juveniles Lampsilis siliquoidea (lampsiles siliquoides) et Lampsilis higginsii, cette derniere espece figurant sur la liste federale des especes menacees des Etats-Unis. Abstract

Background: Germline mutations provide the raw material for all evolutionary processes and contribute to the occurrence of spontaneous human diseases and disorders. Yet despite the daily interaction of humans and other organisms with an increasing number of chemicals that are potentially mutagenic, precise measurements of chemically induced changes to the genome-wide rate and spectrum of germline mutation are lacking. Objectives: A large-scale Daphnia pulex mutation-accumulation experiment was propagated in the presence and absence of an environmentally relevant cadmium concentration to quantify the influence of cadmium on germline mutation rates and spectra. Results: Cadmium exposure dramatically changed the genome-wide rates and regional spectra of germline mutations. In comparison with those in control conditions, Daphnia exposed to cadmium had a higher overall A:T [right arrow] G:C mutation rates and a lower overall C:G [right arrow] G:C mutation rate. Daphnia exposed to cadmium had a higher intergenic mutation rate and a lower exonic mutation rate. The higher intergenic mutation rate under cadmium exposure was the result of an elevated intergenic A:T [right arrow] G:C rate, whereas the lower exon mutation rate in cadmium was the result of a complete loss of exonic C:G [right arrow] G:C mutations--mutations that are known to be enriched at 5-hydroxymethylcytosine. We experimentally show that cadmium exposure significantly reduced 5-hydroxymethylcytosine levels. Discussion: These results provide evidence that cadmium changes regional mutation rates and can influence regional rates by interfering with an epigenetic process in the Daphnia pulex germline. We further suggest these observed cadmium-induced changes to the Daphnia germline mutation rate may be explained by cadmium's inhibition of zinc-containing domains. 35. 'You Know Nothing at All': Ironic Prophecy and Reversal of Meaning in John 11:45–53

Abstract

The advice given to the Sanhedrin by Caiaphas in John 11:49–50—namely, that Jesus should be executed for the public good—proves to be ironically prophetic. The saying is ultimately true, but in a manner that runs counter to the high priest’s expectations. The Evangelist takes pains to point out that the words are not Caiaphas’ own, but rather come by virtue of his office as high priest. Caiaphas misunderstands his own prophecy.Both ancient and modern conceptions of irony, its forms, and its purposes can help the reader make sense of this puzzling prophecy. Through comparison with Greek tragedy and the work of modern ironologists such as D.C. Muecke, Wayne C. Booth, Glenn S. Holland, and others, it becomes evident that John 11:45–53 fits the generally established characteristics of irony. Moreover, the irony fits the categories of simple, stable, divine, and dramatic ironies. This passage is particularly important in the Gospel of John, as it serves as a bridge between the Book of Signs and the Book of Glory. In fact, the statement of Caiaphas, when viewed through the Evangelist’s interpretive lens, becomes the definitive explanation for Jesus’s death in the Fourth Gospel. Therefore, the inclusion of this brief episode in the Gospel narrative imbues the death of Jesus with meaning and highlights an important paradox in the Fourth Gospel—salvation offered through death—as well as the gap between human and divine understanding. The function of this irony, then, is crucial for the interpretation of Jesus’s death, for understanding the characterization of Caiaphas, and for grasping the place of the Gospel’s audience in the narrative.

44. A camera trap‐based assessment of climate‐driven phenotypic plasticity of seasonal moulting in an endangered carnivore.

Abstract

For many species, the ability to rapidly adapt to changes in seasonality is essential for long‐term survival. In the Arctic, seasonal moulting is a key life‐history event that provides year‐round camouflage and thermal protection. However, increased climatic variability of seasonal events can lead to phenological mismatch. In this study, we investigated whether winter‐white (white morph) and winter‐brown (blue morph) Arctic foxes (Vulpes lagopus) could adjust their winter‐to‐summer moult to match local environmental conditions. We used camera trap images spanning an eight‐year period to quantify the timing and rate of fur change in a polymorphic subpopulation in south‐central Norway. Seasonal snow cover duration and temperature governed the phenology of the spring moult. We observed a later onset and longer moulting duration with decreasing temperature and longer snow season. Additionally, white foxes moulted earlier than blue in years with shorter periods of snow cover and warmer temperatures. These results suggest that phenotypic plasticity allows Arctic foxes to modulate the timing and rate of their spring moult as snow conditions and temperatures fluctuate. With the Arctic warming at an unprecedented rate, understanding the capacity of polar species to physiologically adapt to a changing environment is urgently needed in order to develop adaptive conservation efforts. Moreover, we provide the first evidence for variations in the moulting phenology of blue and white Arctic foxes. Our study underlines the different intraspecific selective pressures that can exist in populations where several morphs co‐occur, and illustrates the importance of integrating morph‐based differences in future management strategies of such polymorphic species. NINA Rapport 2200. Norsk institutt for naturforskning. Denne rapporten presenterer en statusbeskrivelse for fjellreven i Norge i 2022, og gjennomgår bestandsutviklingen for alle delbestander siste 15 år, med en oversikt over gjennomførte tiltak for å bevare fjellreven. Overvåkingsprogrammet for fjellrev er forankret i Handlingsplanen for fjellrev (2017-2021), og bygger på kontroll av kjente fjellrevhi og kartlegging av individer gjennom DNA. Det ble dokumentert 72 ynglinger av fjellrev i Norge i 2022. Det er det meste som noen gang er registrert siden etableringen av overvåkingsprogrammet. Ynglingene var spredt over hele landet, fordelt på 14 delbestander: 12 ynglinger ble registrert lengst sør i Norge (Hardangervidda, Finse), 6 nord i Sør-Norge (Snøhetta), 23 i Midt-Norge (Kjølifjellet/Sylane, Blåfjellet, Hestkjølen, Børgefjell, Engerdal) 15 i Nordland (Artfjellet, Junkeren, Saltfjellet) og 16 ynglinger i Nord-Norge (Indre Troms, Reisa Nord, Varangerhalvøya). Den geografiske fordelingen av ynglingene henger godt sammen med smågnagerforekomstene slik vi kjenner dem fra annen pågående overvåking, samt oppsynets feltobservasjoner gjennom dette året. Det ble i 2022 identifisert 186 unike fjellrevindivider fra innsamlet DNA-materiale. Noen av bestandene hadde lav andel tidligere kjente individer, som tyder på at nye individer har kommet til, enten gjennom god overlevelse av valper født foregående år eller innvandring fra andre delbe-stander. Fjellrevbestanden i Norge er gjennom en bestandsmodell som bygger på fangst-gjenfangst av kjente individer beregnet til å være mellom 263 og 320 (midtpunkt 288) voksne individer siste treårsperiode (2020-2022). Løst opp på fem regioner, viser bestandsmodellen at det er synlig fremgang i alle regioner, med unntak av en antydning til nedgang i regionene som omfatter Snøhetta. Her pågår det undersøkelser knyttet til effekter av redusert støttefôring. Det kan synes som nedgangen i Snøhetta begynner å ha negative ringvirkninger i hele regionen. Det har de siste årene vært langt mindre fjellrevaktivitet i vadesteinsbestandene Knutshø og Forollhogna med færre dokumenterte forflytninger av rever mellom Snøhetta og Kjølifjellet-Sylan/Helags, sammenliknet med tidligere år. Dette kan tyde på at sammenhengen mellom delbestandene i regionen er i ferd med å gå ned. I år er det tydeligere at bestandene i nord er i en positiv utvikling. Inkludert de svenske og den finske delbestand, var det yngling i seks av fjellområdene (totalt 14 ynglinger) mellom de to litt større delbestandene Saltfjellet/Vindelfjällen og Varangerhalvøya. For første gang på 26 år ble det også dokumentert en fjellrevyngling i Finland. Utviklingen i nord kan knyttes til intensiverte tiltak for å bevare arten i alle tre land, i år støttet av en regional oppgang i smågnagerforekomstene. Mange av fjellrevene satt ut gjennom Avlsprogrammet i Reisa Sør de to siste vinterne er å se igjen i Finland og Sverige, der det er økende aktivitet på hiene nær riksgrensen mot Norge. Positiv utvikling til tross, de fleste delbestandene er svært små, og en betydelig vekst i flere av disse må til for å sikre langsiktig overlevelse for fjellreven også i den nordligste regionen. Norwegian Institute for Nature Research. This report describes the status for the Arctic fox in Norway 2022, summarizing current management actions and population trends for Norway, regions of Norway and all sub-populations over the past 15 years. The national monitoring program was established in 2003, now rooted in the action plan (2017-2021). The monitoring programme is based on annual monitoring of known Arctic fox dens and collection of DNA samples for individual identification. A total of 72 Arctic fox litters were documented in Norway in 2022. Which is the highest record in the history of the monitoring programme. The breeding events were documented throughout the species range from south to north, occurring in 13 of the 16 subpopulations: 12 in southern Norway (Hardangervidda, Finse), six in northern parts of South-Norway (Snøhetta), 23 in Central-Norway (Kjølifjellet/Sylane, Blåfjellet, Hestkjølen, Børgefjell, Other areas – Engerdal commune), 15 in Nordland (Artfjellet, Junkeren, Saltfjellet), and 16 in North-Norway (Indre Troms, Reisa Nord, Varangerhalvøya). The geographical distribution across the country mirrors the density of small rodents, based on data from other monitoring initiatives and observations reported by park rangers. In 2022, 186 unique individuals were identified from collected DNA-samples. Some of the populations had a low proportion of known individuals, which indicates that new recruits have been added, either through high survival of pups born the previous year or immigration from other sub-populations (including Sweden). The arctic fox population in Norway is estimated to be between 263 and 320 adult foxes (midpoint 288) for the last three-year period (2020-2022). With the populations grouped into five regions, the population model revealed that there was an increase in all regions except for the region that includes the Snøhetta population. This area is subject to research exploring effects of reduced supplemental feeding. In recent years, there has been far less Arctic fox activity in the stepping-stone populations Knutshø and Forollhogna, with fewer documented movements of foxes between Snøhetta and Kjølifjellet-Sylan/Helags, com-pared to previous years. This may indicate that connectivity in the region is declining. This year it was clear that the populations in the north are developing positively. Including the Swedish and Finnish sub-populations, there were breeding attempts in six of the mountain areas (a total of 14 breeding events) between the two major sub-populations Saltfjellet/Vindelfjällen and Varangerhalvøya. For the first time in 26 years, one Arctic fox breeding attempt was also documented in Finland. The population increase in the north can be linked to the intensified measures to conserve the species in all three countries, and this year was enhanced by a regional increase in small rodent occurrence. Several of the Arctic foxes released in Reisa Sør during the last two winters through the Captive Breeding Program were seen again in Finland and Sweden, where there was increasing activity at the dens close to the national border with Norway. Despite positive developments, most of the sub-populations are still very small, and a substantial population growth is needed to achieve a functional metapopulation and long-term viability of the Arctic fox in this northernmost region.

Abstract

Although Kori Bustards (Ardeotis kori) are reported as diurnal, the species’ activity patterns have not been assessed to date. We report on the movement during different parts of the day of eight GPS-tagged individuals in the Serengeti ecosystem, Tanzania. Overall, mean distance moved was 206.2 m per hour. The shortest movements were recorded during the night (18.7 m per hour). Our results show strong support for Kori Bustards remaining mostly stationary during the nighttime compared with higher levels of movement during the day.
