2. Assessing Pre-Literacy Behaviors in Infants and Toddlers: Psychometric Evaluation of the Infant Toddler Literacy Assessment ('ITLA-3')

- Abstract
Assessment of emerging literacy in young children is generally limited to either skill development in children over 3 years of age or the quality and context of young children's early literacy experiences. Although there has been promotion of their early literacy experiences, assessment of emerging pre-literacy behaviors in children younger than 3 years has yet to be organized into a single tool. Preliminary work on the "Infant Toddler Literacy Assessment (ITLA)" has progressed through initial steps of scale development and shown promise as a criterion-based, standardized assessment for tracking children's pre-literacy behaviors and guiding practitioners in supporting development of those behaviors in populations that might otherwise show delays later-on. Previous analyses of data on 450+ children provided statistical support of a developmental sequence of "ITLA" exemplar behaviors, from easiest or earliest learned to later developed skills. Results of the present study showed the "ITLA-3" has moderate construct validity with the "PPVT™-IV" and demonstrates one overall construct of pre-literacy across its 15 exemplars and 105 behaviors. Evidence now exists to support use of "ITLA-3" by early childhood teachers to assess and guide the advancement of pre-literacy behaviors in infants and toddlers. Ongoing development of the "ITLA-3" is recommended for further standardization.

9. Too Many Boys Are Failing in American Schools: What Can We Do about It?

- Abstract
This research studied those factors that impact the failure of boys in American schools. Multiple areas were explored. Among the broadly investigated area were: physiological, social and cognitive. Attributing to the failure of boys included brain structure, cultural standards, teaching practices, economics, environmental factors, and familial expectations. Included among the list of negative factors attributed to the failure of boys were: poor academic performance, behavioral penalties, substance abuse, and self inflicted death. Greater emphasis was give to seeking solutions to the failure of the African American male because the data reflected higher failure rates among this group. Alternatives to these negative attributes are offered to a range of publics in soliciting their support in ameliorating the problem. Among the public are: parents, educators, community organizers, government personnel, and medical professionals.

10. Six Years Later: Effect of Family Involvement Training on the Language Skills of Children from Migrant Families

- Abstract
This six year follow-up study to the previously published quasi-experimental study on this group of children and their migrant families examines the effects of a parent involvement program on kindergarten children's families. Parents in the original study participated in sessions available throughout their child's kindergarten year that helped them engage their children in academic activities linked to their children's curriculum in school. These parent involvement sessions were implemented as one component of a Migrant Education Even Start family literacy program. The study was conducted at a rural Midwestern elementary school with 22 kindergarten children from families participating in the parent involvement training program, and 28 kindergarten children from families not participating. This longitudinal study first followed these children through the end of first grade. Findings indicated that by the end of first grade, children from families participating in the parent involvement training program scored significantly higher on language measures than children in the control group. Now researchers at the University of Nebraska Medical Center have followed these children through 5th or 6th grade and have collected state reading assessment scaled scores. Results demonstrate that children in the treatment group again scored significantly higher than children in the control group. This suggests that equipping migrant families with new abilities to nurture their children's language skills leads to positive and lasting reading outcomes for their children. Many school leaders today are experiencing many challenges to ensure that their schools are successful. Since the passage of No Child Left Behind Act, school leaders have been faced with making sure that all students, regardless of language and/or background, are successful on the state assessment test. If students do not make AYP Annual Yearly Progress based on set standards, the school leader is viewed as not being effective. The school leader/administrator is at the front-line for their school's progress on a daily basis and just to name a few items, school safety, appropriate curriculum and accommodations for students, high quality instruction service to all students and utilizing technology to enhance instruction and management tasks (Lashway, 2003). This research paper will discuss aspects and trends in leadership in the following areas: leadership standards, leadership development, shared leadership, support for school leadership, change in mission, facility planning and designing, classroom configuration, use of school time, early programs, special programs, school transfer, use of technology and virtual schools.

13. Increasing Male Academic Achievement

- Abstract
The No Child Left Behind legislation has brought greater attention to the academic performance of American youth. Its emphasis on student achievement requires a closer analysis of assessment data by school districts. To address the findings, educators must seek strategies to remedy failing results. In a mid-Atlantic district of the Unites States, the failing of male students was manifested on the statewide assessment as follows: Of the thirty-five schools serving grades 9 through 12, thirty schools or 86% showed boys scoring lower than girls in reading, and twenty-one schools or 60% showed boys scoring lower than girls in mathematics. Seeking a possible solution to the failing of the male students in the school district resulted in uncovering valuable research on how and why boys learn the way they do. These data also offer suggestions and strategies for educators and parents that will lead to greater academic success for male students. The proposed organizational solution was to apply for public charter school funding to establish an all-boys school, with an emphasis on athletics (an area of interest for boys). Athletics was to be the strategy for getting the boys hooked on academic rigor. The school was identified as the Capital City Collegiate Sports Academy (the academy). Preparation for such an undertaking required background information on the following: (1) charter schools, (2) single-sex schools, (3) learning theories, (4) brain research, (5) curriculum and instruction innovation, and (6) the sports industry. Additionally, a school plan was developed in accordance with the public charter schools' organization guidelines. The academy school plan includes (1) a statement of need, (2) the population, (3) the mission statement, (4) the philosophy, (5) the school goals, (6) the curricular offerings, and (7) the governance structure. The results of this proposed solution are futuristic. However, what has been discovered in the planning stages for the academy should prove invaluable in developing a sound research-based instructional program to meet the academic needs of male students. Moreover, the curricular approach should result in these male students' personal fulfillment as productive, contributing members of society.

15. Effect of Family Involvement Training on the Language Skills of Young Elementary Children from Migrant Families

- Abstract
This quasi-experimental study (based on parent self-selection) examines the effects of a parent involvement program on kindergarten children's English language skills. This program was implemented as one component of a Migrant Even Start Family Literacy Program. The study was conducted at a rural Midwestern elementary school with 14 kindergarten children of families participating in the parent involvement training program, and 15 kindergarten children from families not participating. This study followed these children through the end of first grade. Findings indicate that by the end of first grade, children from families participating in the parent involvement training program scored significantly higher on language measures than children in the control group. - Abstract
The history of graduate programs in educational leadership is relatively brief compared to other professional fields and the arts and sciences disciplines. This paper lists criticisms expressed by the National Commission on Excellence in Education Administration (NCEEA) bearing on program deficiencies, such as lack of a definition of good educational leadership and lack of collaboration between school districts and universities. It also lists NCEEA recommendations to all stakeholders involved in education, including having professors collaborate with administrators on reform in curricula for administrator preparation, and having universities fund and staff administrator preparation programs at a level that makes excellence possible. Review topics include patterns and themes of new or revised programs, the knowledge base needed for programs, accreditation standards, and the need for internship and clinical experiences. A series of programs are described--some supported by the Danforth Foundation and others that confer degrees. It would seem that change is taking place in school leadership preparation programs, but some commentators urge caution in assessing the change. Recent changes may be characterized more as incremental rather than dramatic and comprehensive. Points for continued discussion include program knowledge base, clinical experiences (internships), degrees conferred, instructional strategies, students, and faculty. (Contains 34 references.) (RT)

21. The League of Schools Reaching Out: New York City Cluster. Building Family-School-Community Partnership. Report 1990-93.

- Abstract
The Schools Reaching Out program attempts to help urban public schools change their relations with low-income parents and their communities and to move closer to academic and social success for all children. The program, initiated in 1988, has grown into the 89-member League of Schools Reaching Out. The New York Cluster of Schools Reaching Out was formed in 1990-91 when four schools joined another elementary school that had begun research efforts. Each of the schools in the cluster had a collaborating outside partner organization or agency. Each school defined a project that focused on some aspect of student learning. Two schools identified students' social skills; one chose curriculum reform, one selected assessment, and the last chose to participate in New York City's Accelerated Schools Program. This report begins with a description of the projects through 1992-93 and the subsequent steps they are planning. The second section of the report is comprised of reflections on the cluster experience in the larger context of research and on efforts to build family-school-community partnerships. The final section proposes a framework for building partnerships through shared decision making and activities. Appendixes list the cluster schools and partners and the minigrants received by one school. (Contains 38 references.) (SLD)

- Abstract
The final report describes Project Continuity, a federally funded effort to provide continuity of care for handicapped infants with chronic illness or complex medical needs while in the acute care setting and to facilitate transition of the infant into the home environment. Goals were accomplished within the context of a family-centered intervention model. The project provided habilitative, educational, nursing and medical care in various settings to 42 infants and toddlers with such diagnoses as congenital heart condition, gastrointestinal anomalies, genetic disorders, and muscular skeletal problems. Major project components included: (1) support for primary care nurses for incorporation of developmental strategies in nursing care plans for the hospitalized infants; (2) developmental assessment and intervention; and (3) case coordination. Quality assurance procedures required identifying national or local standards and monitoring the case coordination and nursing. Ten appendixes present such information as: the condition classification system, an Individualized Family Service Plan, the roles and sequence of activities for the case coordination process, a product dissemination flyer, and a workshop flyer. Introduction.: Feedback after computer-based assessments is essential to the learning process. Options include knowledge of results (KR), knowledge of correct results (KCR), and elaborated feedback (EF). This study aimed to identify whether specific or broader forms of postassessment feedback optimize physical therapist students' computer-based assessment scores. Review of Literature.: Health care educators have various types of feedback they can provide to students. Educators may consider the need for exam integrity and increasing student engagement when determining what type of feedback to deliver. Elaborated feedback seems to be most effective in higher-order learning objectives than KCR or KR to improve learning outcomes and can be delivered in clear and engaging ways for students while maintaining exam integrity. Subjects.: Forty-nine first-year Doctor of Physical Therapy students. Methods.: This study was a quasi-experimental design. Students were given a feedback form postassessment: secure exam review with note sheet (KCR) or Strengths and Opportunities Report (EF). Students repeated assessments on the same content (mix of repeat and related items). Exam scores and question performance were analyzed with linear and logistic regression. Students were surveyed about feedback preferences. Results.: After adjusting for differences in the initial exam scores and graduate Grade Point Average, KCR improved retake exam scores (confidence interval [CI
95 ] = 0.07–1.82 percentage points). Knowledge of correct results was more effective than EF for repeated questions (RR = 1.53, CI95 = 1.12–2.09, P =.0031). Knowledge of correct results and EF were similarly effective for related questions (RR = 1.01, CI95 = 0.76–1.33, P =.9997). Most students (89.75%) preferred KCR. Discussion and Conclusion.: Compared with EF, KCR provided modest improvements on follow-up exams, specifically on repeated questions. Because students are unlikely to encounter repeated questions on licensure exams, EF may be an excellent choice to balance exam integrity and feedback quality. [ABSTRACT FROM AUTHOR]- Published

- Abstract
The shortage of school leaders has led several universities to offer training programs to increase the number of qualified and certified individuals prepared to assume future leadership positions in public schools, such as assistant principals and principals. The purpose of this study was to develop, deliver and evaluate a participatory leadership training program so that more qualified individuals would take positions as leaders in the public schools. Armed with data regarding the shortage of leaders being ready to assume leadership positions in schools, a proposal was written and approved for the leadership training program that was established through grant support funding for a small university on the east coast of the United States of America. This study took place in a small suburban university with a student population of less than ten thousand students. The training university collaborated with a large county school system with which it has had partnership programs for more than 15 years. Working in collaboration with the county school system, 16 individuals were chosen in spring 2008 to participant in an educational leadership training program for 18 months. The program ended in spring 2010. The financial aspect of the leadership training program was sponsored by a federal agency. The leadership training program met its objectives satisfactorily. The 15 program participants met the state's standards for certification as Level I, School Administrators (as assistant principals). This also suggests that the leadership training program adequately prepared participants to assume the roles of school leaders. However, there were areas that needed improvement based on feedback from the participants.

- Abstract
This article explores the legacies of the 1954 "Brown v. Board of Education" Supreme Court decision within the historical context of race relations in the United States. The pursuit by African Americans to exercise their rights of citizenship is described as influenced by the changing face of fear. The Supreme Court decisions that determined the status of African Americans provide the framework for the description of the strategies (e.g. litigation, community protest, and electoral politics that were used in the past). The last section looks to the future, assessing the current changes in the social and economic status of African Americans. Can education still make a difference and keep the promise of social justice, equity, and equality--the fundamental values on which the nation was founded--alive? Will new fears emerge even as some progress is made toward a more integrated society?

37. The Impact of 'HeadsUp! Reading' on Early Childhood Educators' Literacy Practices and Preschool Children's Literacy Skills

This study evaluated the effects of "HeadsUp! Reading" (HUR), a professional development literacy workshop series, with and without supplementary mentoring on early childhood educators' (ECEs) practices and its subsequent effect on preschool children's literacy skills. ECEs who served children in high poverty communities participated in a 15-week satellite broadcast training series. Pre- and post-assessments were completed for both the control and intervention groups. Participants in HUR and HUR+mentoring significantly exceeded the control ECEs on the quality of their classroom environments. Children's literacy skills improved more in the HUR classrooms than in control classrooms. Mentoring did not enhance preschool children's literacy skills more than HUR alone. The treatment was equally effective for Spanish- and English-speaking children. Early childhood educator participation in "HeadsUp! Reading" can enhance the effectiveness of classroom literacy practices and has subsequent benefits on language and literacy skills of preschool children from poverty backgrounds. These findings further support the crucial role of high quality programs for the development of children's literacy skills.

In the United States, injuries are the most common cause of morbidity and mortality in children that lead to emergency department visits (Hammig & Henry, 2011). In 2010, there were [...], Purpose: To evaluate home safety of children in the Ohio Valley Region. Design and Methods: Using a cross-sectional design, data were collected by baccalaureate nursing students enrolled in a pediatric nursing course. A standardized Home Safety Assessment Survey and a Rural or Urban Safety Assessment were used with 95 families. Participants included 15 families who lived in rural areas and 80 families who lived in urban areas. The surveys were conducted in the homes of families that nursing students selected. Results: Families with children under the age of 1 year had lower safe practices, while those with older and more than one child demonstrated higher safe practices. Practice Implications: Based on these findings, interventions could be developed that focus on child injury prevention within home settings. Families presenting with the greatest risk of unintentional injuries can be identified and given extra attention and education.

43. A Re-Definition of Black Folk: Implications for Education.

- Abstract
Various issues involved in the redefinition of black people, especially as it concerns their education, are addressed in this paper. The cultural context is especially pertinent, as it forces black educators to be explicit about the issue of a distinctive black subculture. Other issues addressed include the following: the society's and in particular, the public school's failure to prepare the majority of black people for the complex, technological society of the present or future, the concept of culture and the problems involved in its definition, factors that set blacks apart from other immigrants in America, slavery, black self-concept, federal funding for the education of the disadvantaged, the dual culturalization processes, language and communication systems and the preservation of culture, the role of the church in the development of the personality of black folks and the role of music -- especially jazz and the blues. Various policy implications derived from the discussion are suggested. Among these are that there should be opposition to the philosophy and value system of this county based on the definition of black people which proclaimed as the supreme law of the land the status of black people as property. The importance of research on the concept of dual, simultaneous culturalization is also stressed. (Author/AM)

The final report describes the Getting Started Together Project which provided inservice/continuing education for health and education professionals serving Nebraska's handicapped and at-risk children birth to 3 years of age. The programs's objectives were: (1) develop a 48-hour curriculum on developmental and psychosocial needs of the handicapped infant; (2) define and deliver this training to health professionals; (3) develop teaching tools to support this training; and (4) develop and implement a plan of evaluation. Among project activities were implementation of a needs assessment; development of the curriculum which included assessment, intervention, parent techniques, developmental disabilities, case coordination, and interdisciplinary team development; presentation of the curriculum through a variety of delivery methods (e.g., brief local courses, telecommunications courses, and independent learning packets); and evaluation using both formative and summative techniques. A special feature of the program was the collaboration of experts from the fields of special education, nursing, and continuing education. The training model is recommended for replication in other states. Appendixes include brochures describing inservice offerings, a listing of dissemination activities, and dissemination brochures. In this study, we investigated age differences in sensitivity to semantic satiation.Semantic satiation was conceptualized as occurring within a semantic activation framework. A prime or to-be-satiated word (e.g., ANIMAL) was presented repeatedly for an average of 2.5, 12.5, or 22.5 times. Afterward, a word triad comprised of two related words (e.g., PURPLE, YELLOW) and one unrelated word (e.g., DOG) was presented. The two related words were designated as nontargets or context words in the display and the unrelated word was the target. Participants were instructed to indicate as quickly and as accurately as possible which of the words in the triad was the unrelated word by pressing a key which was spatially compatible to the position of the stimulus on the CRt. For young but not older adults, there was an attenuation of priming effects in the response latency data as repetition of the prime increased. These results were interpreted as evidence that older adults are less sensitive to the semantic satiation phenomenon than young adults. [ABSTRACT FROM AUTHOR]

- Abstract
During 1987-88, the New York City comptroller allocated $800,000 to city's schools exclusively for promising, replicable parent involvement programs. Article describes successful programs involving two high school districts in Bronx and Staten Island. Success factors include strong administrative leadership, staff accessibility and cultural awareness, sufficient planning time, active teacher roles, continuity, public recognition, and broad-based community support.
