The effects of the COVID-19 pandemic led many governments to suspend their fiscal rules to gain additional fiscal space to mitigate the social and economic consequences of the health crisis. As a result, the return and subsequent compliance with fiscal rules have been compromised, and the opportunity to improve them and consider the new global macroeconomic conditions has emerged. Understanding what elements relate to increased compliance with the rules and what has worked and has not can shed light on upcoming reforms. This paper uses an empirical model to investigate Latin American countries' factors influencing numerical compliance with fiscal rules. We associate three groups of specific factors with a greater or lesser probability of compliance with the rule: the macroeconomic and political environment of the countries and the design features of the enforced rules. We find that only changes in the macroeconomic and political context are associated with higher levels of compliance. In contrast, the institutional design of the fiscal rules does not seem to play an essential role in the compliance outcome. This result suggests that adjustments in this direction are not decisive for rule compliance.

This paper investigates how banks adjust their business model amid rising global economic uncertainty. Specifically, we analyze the effect of economic policy uncertainty (EPU) on banks' non-interest income activities, using a large panel dataset of 3913 banks operating in 9 countries over the period 2009–2018. We find no statistically significant effect of EPU on banks’ net non-interest income (NNII). Further analysis shows that the lack of impact on NNII is due to a reduction in gross non-interest income which was offset by a decrease in gross non-interest expenses. Our results also suggest that the likelihood of banks to diversify income amid high EPU is conditional on the negative interest rate environment.

International audience; We provide evidence on the link between the policy response to the SARS CoV-2 pandemic and conflicts worldwide. We combine daily information on conflict events and government policy responses to limit the spread of SARS CoV-2 to study how demonstrations and violent events vary following shutdown policies. We use the staggered implementation of restriction policies across countries to identify the dynamic effects in an event study framework. Our results show that imposing a nation-wide shutdown is associated with a reduction in the number of demonstrations, which suggests that public demonstrations are hampered by the rising cost of participation. However, the reduction is short-lived, as the number of demonstrations are back to their pre-restriction levels in two months. In contrast, we observe that the purported increase in mobilization or coordination costs, following the imposition of restrictions, is not followed by a drop of violent events that involve organized armed groups. Instead, we find that the number of events, on average, increases slightly following the implementation of the restriction policies. The rise in violent events is most prominent in poorer countries, with higher levels of polarization, and in authoritarian countries. We discuss the potential channels underlying this heterogeneity.

Three of these crises have had a significant financial dimension, the fourth is atypical. However, they have all had a high fiscal cost. However, given the limited diversification of its export base, government finance and monetary policy have been highly dependent on the proceeds from gas and oil. In chapter X, Fatiha Talahite analyses Algeria's monetary policy during the rule of President Bouteflika from 1999 to 2019. Most of this period, until the downward choc of 2014, has been characterized by a boom in external revenues, thanks to high hydrocarbon prices. The government implemented a countercyclical policy mix aimed at stabilising the economy by protecting it from external shocks. Since 2002, the influx of hydrocarbon export revenues not absorbed by the economy has led to a chronic excess liquidity of the banking system. The Bank of Algeria's policy, whose principal objective was to target inflation, consisted mainly in recovering liquidity from primary banks. The absence of any real credit market deprived the economy of the instruments needed for transmitting monetary policy measures to growth. The Revenue Regulation Fund (FRR), created in 2000 to cushion the effects of erratic oil price fluctuations on the economy, helped to freeze excess money supply due to the monetisation of large foreign exchange reserves, leading to a huge accumulation of idle savings by the Treasury, in a context of structural underfinancing of the economy. Gradually, this fund was diverted from its purpose. Used since 2006 to finance growing budget deficits, it has contributed to the opaque leakage of public spending, leading to resource waste and widespread corruption. The economic downturn in 2014 caused a liquidity shortage that the Bank of Algeria tried to curb through an "accommodating" monetary policy, which proved ineffective due to the rigidity of the banking system. This impasse led the authorities to resort massively to quantitative easing, amid a political crisis that paralyzed any government initiative in terms of structural reform. At the end of Bouteflika's fourth term, the prospect of having to resort to devaluation of the dinar and external debt to curb the crisis of financing twin deficits brought back the nagging question of financial sovereignty, which the regime thought it had exorcised since the end of structural adjustment programmes in 1999. Overall, although Algeria has managed to achieve more external stability than some hydrocarbon-rich countries such as Venezuela, Nigeria and Angola, it has not reduced its dependence on hydrocarbon exports nor its vulnerability to external shocks. Based on a narrow conception of sovereignty, this policy has been weakened by the lack of legitimacy of institutions. This paper argues that central bankers should raise inflation to signal their credibility to forward guidance policies. As inflation can be stabilized in normal times either because of central banker's credibility (e.g. because of reputation concerns) or because of his aversion to inflation, the private sector is unable to infer the central banker's type from observing stable inflation before a liquidity trap, jeopardizing the efficiency of forward guidance policy. We derive optimal policy in a new-Keynesian model subject to liquidity traps where agents are uncertain about the central banker's type and we show that the credible central banker can signal his type by raising inflation before a trap. We show that this signaling motive can justify level of inflation well above 2% but also that the low inflation volatility during the Great Moderation was insufficient to ensure fully efficient forward guidance when needed.

Since the end of the Cold War, armed conflicts have become more complex, and their causes are even more diverse than during the Cold War. They were caused by the deterioration of inter-ethnic divisions, hybrid and cyber wars over energy resources and the activities of terrorist groups. Due to the changing security dimension, a new study was conducted examining the determinants of defense spending in a changing security environment: the creation of new islands in the South China Sea to expand China's military-political power in the region; the possibility of using North Korea's nuclear energy. weapons, Russia's military maneuver in the conflict in Ukraine, its naval operation in the Black Sea, the occupation of Crimea, military operations in Syria, a change in U.S. military doctrine. The state that has spent the most military spending is returning to the creation of large military units, and to do so, the country needs to increase defense spending. Looking at how these world events work, we see one component that connects them. Strong force, expressed in military action, is used to achieve their political goals. Military power is gaining more and more influence in the formation of foreign policy, therefore the defense budget, as an instrument of foreign policy expressed in military power, is becoming an increasingly relevant object of research. Lithuania's defense budget is not as important to world politics as the United States, China or other major countries in the world, but it is relevant and significant in its region. Expenditures on the Lithuanian military budget began to increase significantly by two thousand and fourteen. It can be argued that the factor that has now influenced cost growth is Russia's military aggression in Ukraine. Nevertheless, in 2008 Russia's aggression in Georgia did not affect the growth of Lithuania's defense budget. 2008 The economic crisis may have influenced Lithuania's decision not to increase military spending. Some pressure on the country's defense budget is also related to the 2020 Pandemic crisis. The question arises as to why seemingly similar conflicts affect Lithuanian political decisions differently.

National audience; The real causes of the euro crisis (2010-2013) are still questioned. For the European authorities, it is mainly due to the imperfection of the national institutions of the affected countries. In response, the policies implemented in these countries were to correct these imperfections by reforming deeply their national institutions in a move towards a balanced budget and improved competitiveness. In this article, it is argued that the origins of the crisis lie in the very functioning of the Single Market. By organizing the European economy according to the principles of free competition and by promoting the circulation of mobile production factors, the Single Market has strengthened the agglomeration mechanisms, which has led to a European industrial polarization. Although this dynamic has been beneficial for the core European countries, it accelerated the deindustrialization of peripheral economies. Moreover, the policies pursued since 2010 in the countries affected by the euro crisis have failed to correct the economic imbalances. It then appears that only a profound reconsideration of the rules that organize the functioning of the European Single Market would be likely to stop the current divergence dynamics of European economies.; Les causes de la crise de l'euro (2010-2013) ne font toujours pas consensus. Pour les autorités européennes, la crise serait essentiellement due à l'imperfection des institutions nationales des pays touchés. Les politiques engagées dans ces pays pour y répondre ont donc consisté à corriger ces imperfections en réformant profondément leurs institutions nationales dans une marche vers l'équilibre budgétaire et l'amélioration de la compétitivité. Dans cet article, nous soutenons à l'inverse que les origines de la crise sont à trouver dans le fonctionnement même du marché unique. En organisant l'économie européenne autour des principes d'une libre concurrence et en favorisant la circulation des facteurs de productions mobiles, le marché unique a renforcé les mécanismes d'agglomération, entrainant une polarisation industrielle au bénéfice des pays du coeur de l'Europe, avec pour conséquence l'accélération de la désindustrialisation des économies périphériques. Les politiques menées depuis 2010 dans les pays en crise n'ont de fait pas permis de corriger les déséquilibres économiques de la zone euro. Il apparaît donc que seule une remise en cause profonde des règles qui organisent le fonctionnement du marché unique européen serait susceptible d'enrayer la dynamique de divergence actuelle des économies européennes.

This paper revisits the ability of central banks to manage private sector's expectations depending on its credibility and how this affects the use of interest rate rules and pegs to achieve monetary policy objectives. When private agents can only provide limited incentives for the central bank to follow a policy, we show that resulting limited credibility allows a central bank to prevents the inflation from diverging by defaulting on past promises if necessary. As a result, the Taylor rule, when expected, anchors inflation expectations on a unique equilibrium path as long as the Taylor principle is satisfied. Finally, we also show that limited credibility restricts the impact of long-term interest rate pegs, so as to make current conditions less dependent on future policy changes.

While there has been intense debate in the empirical literature about the effects of minimum wages on inequality in the US, its general equilibrium effects have been given little attention. In order to quantify the full effects of a decreasing minimum wage on inequality, I build a dynamic general equilibrium model, based on a two-sector growth model where the supply of high-skilled workers and the direction of technical change are endogenous. I find that a permanent reduction in the minimum wage leads to an expansion of low-skilled employment, which increases the incentives to acquire skills, thus changing the composition and size of high-skilled employment. These permanent changes in the supply of labour alter the investment flow into R&D, thereby decreasing the skill-bias of technology. The reduction in the minimum wage has spill-over effects on the entire distribution, affecting uppertail inequality. Through a calibration exercise, I find that a 30 percent reduction in the real value of the minimum wage, as in the early 1980s, accounts for 15 percent of the subsequent rise in the skill premium, 18.5 percent of the increase in overall inequality, 45 percent of the increase in inequality in the bottom half, and 7 percent of the rise in inequality at the top half of the wage distribution.

In this paper, we study the optimal unemployment benefits financing scheme when the economy is subject to labor market imperfections characterized by real wage rigidities and search frictions. The US unemployment insurance financing is such that firms are taxed proportionately to their layoffs to finance unemployment benefits. Using DSGE methodology, we investigate how policy instruments should interact with labor market imperfections. It is shown that wage rigidities in a search and matching environment cause welfare costs, especially in the absence of an incentive-based unemployment insurance. This cost is mainly due to the distorting effect of wage rigidities which generate inefficient separations. We show that the optimal unemployment benefits financing scheme – corresponding to the Ramsey policy – offsets labor market imperfections and allows implementation of the Pareto allocation. The second-best allocation brings the economy close to the Ramsey allocation. The implementation of the optimal policies clearly highlights the role of labor market institutions for short-run stabilization.

After two years of relative stability, the three months spread between bank offered rates (BOR) and Overnight Indexed Swaps (OIS) in the euro area has quadrupled between July and December 2011 and reached more than 100 basis points. This sharp increase is also observed in the spread between euro-denominated general collateral repos (EUREPO) and EURIBOR, which is another measure of interbank risk premia. This phenomenon has two outstanding characteristics. Firstly, it is not caused by an increase in the EURIBOR rate. Contrary to the 2007-2008 crisis, the increase in interbank spreads is caused by a stabilization of the EURIBOR rate, combined with a decrease in the OIS and EUREPO rates. Secondly, the term structure of EURIBOR shows a normal, positive sloped yield curve. Using a specific monetary policy announcements and financial indicators database, our tests show that in second half of 2011 unconventional actions did not always have a claming effect : Liquidity provision and assets buy-outs announcements decreased interbank markets strains, whereas interest rates decisions seem to have an unexpected stressing effect., Après deux années de relative stabilité, l'observation des spreads EURIBOR/OIS fait apparaître, entre juillet et écembre 2011, une augmentation de 80 points de base (spread EURIBOR 3m/OIS). Ensuite, la structure par terme des taux EURIBOR correspond à une courbe des taux normalement croissante, contrairement à la crise de 2007-2008. Simultanément, la BCE augmente le nombre et le volume de ses opérations de politique monétaire non conventionnelle. A partir d'une base spécifique d'évènements de politique monétaire et d'indicateurs financiers propre à la zone euro, nos tests économétriques font apparaître, pour le second semestre 2011, des résultats mitigés quant à ces actions de politique monétaire non conventionnelle. En effet, seules les annonces (mais non les réalisations) d'opérations de rachats de titres et d'injections de liquidité calment les tensions interbancaires. Paradoxalement, la politique de taux semble au contraire être à l'origine d'un renforcement des tensions.

THE ALGERIEN ECONOMY, FROM ONE CRISIS TO ANOTHER. Following the debt crisis of the 1985s and the structural adjustment (1994-1998), the macro-economic stability of the Algerian economy was restored at the price of a restrictive budget and monetary policies. From 2001, the improvement of the external financial position of the country and the accumulation of surpluses allowed a revival of the growth supported by public expenditure, primarily in the infrastructures. The persistence of main issues - under-employment, non-diversification of exports, and industrial decline - has cast a doubt about the soundness of the policy of liberalization carried out in a chaotic way for two decades. If the first impacts of the crach of 2007-2008 could be controlled - thanks to accumulated monetary reserves and important budgetary saving, but also weak integration into the international financial sphere - the economy remains vulnerable to the instability of the markets of hydrocarbons and food goods on which it is very dependent. The crisis reinforced the tendency to question the economic opening and it strengthended the authoritarian and the isolated regime's leaning towards the rehabilition of the mecanism of the managed economy, interventionism and protectionism., Après la crise de la dette des années 1985 et l'ajustement structurel (1994-1998), la stabilité macro-économique de l'économie algérienne est rétablie au prix d'une politique budgétaire et monétaire restrictive. A partir de 2001, l'amélioration de la position financière externe du pays et l'accumulation d'excédents autorisent une relance de la croissance tirée par la dépense publique, essentiellement dans les infrastructures. La persistance de problèmes majeurs - sous-emploi, non diversification des exportations, déclin industriel - fait alors peser un doute sur le bien-fondé de la politique de libéralisation menée de manière chaotique depuis deux décennies. Si les premiers impacts du krach de 2007-08 ont pu être maîtrisés - grâce aux réserves de change accumulées et à une importante épargne budgétaire, mais aussi à la faible intégration à la sphère financière internationale - l'économie reste vulnérable à l'instabilité des marchés d'hydrocarbures et de biens alimentaires dont elle est très dépendante. La crise renforce la tendance à une remise en cause de l'ouverture économique avec un penchant, de la part d'un régime autoritaire et isolé, à la réhabilitation des rouages de l'économie administrée, de l'interventionnisme étatique et d'un repli protectionniste.

This paper investigates economic performance and policies in OECD countries. Our hypothesis is that the effects of policy are determined by country-size. We employ non parametric distribution dynamics techniques (e.g. Quah, 1993) and we analyze differences across and within groups of countries by controlling for size and EMU membership. We first show that controlling for size only does not imply significant cross-country differences in performance. In contrast, controlling for both size and EMU membership reveals marked differences in performance and policies across groups of big and small countries, and between groups of similar size as well. Moreover, differences are more marked in the Euro Area than outside, and among big countries than among small ones. Furthermore, we show that differences in performances are related to diverging dynamics in domestic vs. external demand components, and to different strategies concerning fiscal, openness and structural policies. Finally, we draw implications on the most appropriate policy for countries of a given size.

In 2009, as they were emphazing on the resilience of the Algerian economy facing the global crisis, the authorities introduced severe restrictions on both import, foreign investment and consumer credit. Do these measures simply mean an adaptation to the international context of crisis or do they reflect deeper policy changes in a context of deindustrialization, perverse effects of oil and gas profits, and import drift? Should we see there a challenge to economic openness, a restoration of control levers or a willingness to respond to growing social tensions? More fundamentally, these measures appear particularly symptomatic of the impasse in the process of economic reform, which has its roots in the contradictions of the role of the State in the national economy since the late 1980s., En 2009, alors même qu'elles insistaient sur la résilience de l'économie algérienne face à la crise internationale, les autorités introduisaient de fortes restrictions à la fois aux importations, à l'investissement étranger et au crédit à la consommation. Ces mesures traduisent-elles une simple adaptation au contexte international de crise ou expriment-elles des changements d'orientation plus profonds, dans un contexte de désindustrialisation, d'effets pervers de la rente pétrolière et gazière, et de dérive des importations? Faut-il y voir une remise en cause de l'ouverture économique, une restauration des leviers de régulation ou une volonté de répondre à des tensions sociales croissantes ? Plus fondamentalement, ces mesures semblent surtout symptomatiques de la situation de blocage du processus de réformes économiques, qui trouve ses racines dans les contradictions du rôle de l'État dans l'économie nationale depuis la fin des années 1980.

In this paper we study, in a dsge model, the properties of an optimal financing scheme for unemployment benefits in a rigid, and in a flexible labor market. Taking inspiration from the us unemployment insurance system, we ask if firms should be taxed in proportion to their layoffs to finance the cost incurred by the unemployment-benefits fund. Moreover, we investigate how macroeconomic variables respond to aggregate shocks when labor market institutions differ. We study how a labor-market reform should be engaged to reduce the cost of fluctuations. The optimal policy is determined using dsge techniques and the welfare gains are evaluated. We find that an optimal combination of unemployment benefits and layoff taxes is welfare-improving and can also improve labor market performances. In our two benchmark economies, the efficient layoff tax is close to the expected fiscal cost of an unemployed worker. Layoff taxes create a financial incentive for employers to stabilize their employment, reducing the worker flows and unemployment volatility considerably. The welfare cost induced by the reform is sizeable.

The difficult implementation of the Stability and Growth Pact (SGP) during the 2000s can be explained by the low rank of the policy mix in the general process of European integration. Actually the coordination between a common monetary policy and a series of national budgetary policies has emerged rather recently, whereas the extension and deepening of competition on the single market has been the key principle governing the European integration. Since 1999, all the actors have had to readjust their anticipations and strategies about the consequence of the euro: they are in the process of learning how to manage a new policy mix. Various reform proposals of the SGP are presented and discussed. Finally they are related to the nature of the European institutional reforms. The agreement of the European council about the reform of the SGP on March 2005 is interpreted in the light of some major scenarios analyzing the medium-long term evolution of competences in the European Union., Les difficultés d'application du pacte de stabilité et de croissance, apparues au début des années 2000, sont rattachées à la question plus générale du statut des politiques économiques, budgétaires et monétaires dans l'intégration européenne. Ce statut est relativement secondaire par rapport au principe fondateur qu'est la concurrence sur le grand marché européen. Depuis 1999,les anticipations des divers acteurs ont été déjouées, déclenchant un processus d'apprentissage du nouveau policy mix qui résulte de l'adoption de l'euro. Les diverses propositions d'adaptation ou de réforme du parte de stabilité et de croissance sont présentées et discutées, puis l'article examine dans quelle mesure la réforme des institutions européennes implique un changement en terme de policy mix. L'accord du Conseil européen de mars 2005 est finalement resitué par rapport à quelques grands scénarios d'évolution à moyen-long terme de la distribution des compétences dans l'Union Économique.

Under high inflation, money experiences a process of institutional fragmentation: the unit of account and the unit of payment are split and transferred on alternate supports, either a foreign currency as for instance in Argentina, or domestic indices as in Brazil. Since the early 1970s', this alternate options have had far-ranging consequences on stabilisation strategies, on how monetary functions have then been re-integrated as on the overall quality of monetary regulation, i.a. for macroeconomic management. This paper compares the 1994 Brazilian Real Plan, which rebuilt a working, national monetary order, and the bimonetary Argentine Currency Board regime. After the 1999 devaluation in Brazil had demonstrated the resilience of the new money, un-pegging the Argentine peso caused a major dislocation in 2002. 'Pesification' is then analysed as an improvised attempt at rebuilding a single, national money. Surprising positive results were observed as regard the price mechanism for labour and goods. Conversely, 'pesification' of financial contracts (deposits, credits, bonds, etc.) proved a disaster : State intervention into private contracts, which was justified by the presence of a valuable public good - money -, opened the way for a large-scale, opaque redistribution of private wealth. This in turn raises the risks of a dangerous weakening of the interaction rules between private and public spheres.

Cet article porte sur les causes plus ou moins lointaines de la crise thaïlandaise, son développement à court terme, en 1997-1998, et les réponses successives apportées par les autorités. Une première partie analyse les déséquilibres apparus dans la croissance, depuis le début des années 1990. Si les performances de l’économie réelle montrent une inflexion sensible, les sources principales de la déstabilisation sont financières : en particulier, des intermédiaires faibles et un marché mal régulé ont mal géré la croissance rapide des entrées de capitaux à court terme, à partir de 1993. Ceci s’est traduit par un cycle de surinvestissement et de sur-endettement dans le secteur manufacturier, ainsi que par une large bulle immobilière. A partir de 1996, des tensions de plus en plus visibles sont apparus dans le système financier, qui ont abouti à la crise de change de juillet 1997. La seconde partie de l’article analyse le développement de la crise à plus court terme, notamment le passage de la crise de liquidité, du système bancaire (été 1997) vers une grande partie de l’économie réelle (fin d’année). On a observé alors une rupture large de la discipline du crédit, qui s’est étendue à un grand nombre d’entreprises solvables, par une dynamique classique d’aléa moral ; cette situation sera très difficile à résorber ultérieurement. On souligne aussi les erreurs graves commises par la Banque centrale, d’abord dans la défense de l’ancrage du change, puis lors des injections incontrôlées de liquidité dans le système financier : les pertes totales peuvent être estimées à près de 23% du Pib. La dernière partie analyse les réponses plus cohérentes apportées à la crise, surtout à partir de novembre 1997 : restructuration et remise en fonctionnement du système financier, cadre macroéconomique.

National audience; L'objet de cette recherche est d'instruire l'évaluation des effets sur l'emploi des dispositifs contenus dans l'article 1 de la Loi quinquennale pour l'emploi. Nous nous sommes appuyés sur l'ensemble des travaux théoriques et appliqués disponibles ainsi que sur les exercices de simulations variantielles de mesure de politique économique d'allègement des cotisations sociales employeurs, exercices conduits avec des modèles économétriques et des modèles d'équilibre général appliqués.La première partie de l'article présente les diverses conséquences de l'allègement des cotisations sociales sur une catégorie particulière de travail, en insistant sur les incertitudes des analyses traditionnelles. La seconde partie détaille les effets de bouclage macro-économiques, leur traduction dans les modèles économétriques ainsi que les résultats de variantes de baisse de cotisations sociales employeurs testées sur de tels modèles, en comparant leurs résultats et les éventuels motifs de divergence ; elle propose enfin des évaluations fondées sur de nouveaux chiffrages des substitutions factorielles, notamment entre les différentes catégories de travail et sur une représentation du marché du travail en termes de négociations entre entreprises et salariés.
