Far-infrared (FIR) images and photometry are presented for 201 Luminous and Ultraluminous Infrared Galaxies [LIRGs: log$(L_{\rm IR}/L_\odot) = 11.00 - 11.99$, ULIRGs: log$(L_{\rm IR}/L_\odot) = 12.00 - 12.99$], in the Great Observatories All-Sky LIRG Survey (GOALS) based on observations with the $Herschel$ $Space$ $Observatory$ Photodetector Array Camera and Spectrometer (PACS) and the Spectral and Photometric Imaging Receiver (SPIRE) instruments. The image atlas displays each GOALS target in the three PACS bands (70, 100, and 160 $\mu$m) and the three SPIRE bands (250, 350, and 500 $\mu$m), optimized to reveal structures at both high and low surface brightness levels, with images scaled to simplify comparison of structures in the same physical areas of $\sim$$100\times100$ kpc$^2$. Flux densities of companion galaxies in merging systems are provided where possible, depending on their angular separation and the spatial resolution in each passband, along with integrated system fluxes (sum of components). This dataset constitutes the imaging and photometric component of the GOALS Herschel OT1 observing program, and is complementary to atlases presented for the Hubble Space Telescope (Evans et al. 2017, in prep.), Spitzer Space Telescope (Mazzarella et al. 2017, in prep.), and Chandra X-ray Observatory (Iwasawa et al. 2011, 2017, in prep.). Results of observations with the Spitzer, Hubble, GALEX, Chandra, and XMM-Newton space telescopes are presented for the Luminous Infrared Galaxy (LIRG) merger Mrk 266. The SW (Seyfert 2) and NE (LINER) nuclei reside in galaxies with Hubble types SBb (pec) and S0/a (pec), respectively. Both galaxies have L > L*, and they are inferred to each contain a ~2.5x10^8 M_sun black hole. Mrk 266 SW is likely the primary source of a bright Fe K-alpha line detected from the system, consistent with the reflection-dominated X-ray spectrum of a heavily obscured AGN. Optical knots embedded in an arc with aligned radio continuum radiation, combined with luminous H_2 line emission, provide evidence for a radiative bow shock in an AGN-driven outflow surrounding the NE nucleus. Soft X-ray emission modeled as shock-heated plasma is co-spatial with radio continuum emission between the galaxies. Mid-IR diagnostics indicate roughly equal contributions of AGN and starburst radiation powering the bolometric luminosity. Approximately 120 star clusters have been detected, with most having estimated ages < 50 Myr. Detection of 24 micron emission extending ~34 arcsec (20 kpc) north of the galaxies is interpreted as ~2x10^7 M_sun of dust entrained in an outflowing superwind; at optical wavelengths this region is resolved into a fragmented morphology indicative of Rayleigh-Taylor instabilities in an expanding shell of ionized gas. Mrk 266 demonstrates that the dust "blow-out" phase can begin in a LIRG well before the galaxies fully coalesce during a subsequent ULIRG phase, and rapid gas consumption in luminous dual AGNs (kpc scale separations) early in the merger process may explain the paucity of detected binary QSOs (sub-pc scale orbits) in large surveys. We present multi-waveband optical imaging data obtained from observations of the Subaru/XMM-Newton Deep Survey (SXDS). The survey field, centered at R.A.=02:18:00, decl.=-05:00:00, has been the focus of a wide range of multi-wavelength observing programs spanning from X-ray to radio wavelengths. A large part of the optical imaging observations are carried out with Suprime-Cam on Subaru Telescope at Mauna Kea in the course of Subaru Telescope Observatory Projects. This paper describes our optical observations, data reduction and analysis procedures employed, and the characteristics of the data products. A total area of 1.22 sqdeg is covered in five contiguous sub-fields, each of which corresponds to a single Suprime-Cam field of view (34'x27'), in five broad-band filters B, V, Rc, i', z' to the depths of B=28.4, V=27.8, Rc=27.7, i'=27.7 and z'=26.6 (AB, 3-sigma, 2-arcsec aperture). The data are reduced and compiled into five multi-waveband photometric catalogs, separately for each Suprime-Cam pointing. The i'-band catalogs contain about 900,000 objects, making the SXDS catalogs one of the largest multi-waveband catalogs in corresponding depth and area coverage. The SXDS catalogs can be used for an extensive range of astronomical applications such as the number density of the Galactic halo stars to the large scale structures at the distant universe. The number counts of galaxies are derived and compared with those of existing deep extragalactic surveys. At luminosities above ~10^{11} L_sun, infrared galaxies become the dominant population of extragalactic objects in the local Universe (z < 0.5), being more numerous than optically selected starburst and Seyfert galaxies, and QSOs at comparable bolometric luminosity. At the highest luminosities, ultraluminous infrared galaxies (ULIGs: L_ir > 10^{12} L_sun), outnumber optically selected QSOs by a factor of ~1.5-2. All of the nearest ULIGs (z < 0.1) appear to be advanced mergers that are powered by both a circumnuclear starburst and AGN, both of which are fueled by an enormous concentration of molecular gas (~10^{10} M_sun) that has been funneled into the merger nucleus. ULIGs may represent a primary stage in the formation of massive black holes and elliptical galaxy cores. The intense circumnuclear starburst that accompanies the ULIG phase may also represent a primary stage in the formation of globular clusters, and the metal enrichment of the intergalactic medium by gas and dust expelled from the nucleus due to the combined forces of supernova explosions and powerful stellar winds., Comment: LaTex, 6 pages with 4 embedded .eps figures.
