While the technological development of vehicles and fuels is not adequate to meet current climate mitigation targets, infrastructure development also plays an important role in transforming the transport system. Previous studies have argued that conventional infrastructure planning is incapable of implementing climate mitigation. The aim of the paper is to provide insights into power means and mechanisms that counteract integration of climate mitigation targets in infrastructure planning. This is done by an in-depth case study of current Swedish national transport planning. This case provides a rich illustration of a situation with high political ambitions regarding climate mitigation on the one hand, and power mechanisms and resistance with regard to climate goals during the planning process on the other. The case is analysed using the perspective of power circuits and shows how forecasting works as an obligatory passage point, sorting in and out which analyses will be part of the decision-making material. Analyses which do not fit the forecasting model are dismissed from planning. The conclusion is that as long as the transport infrastructure planning practice is dependent on forecasting as the only central analysis there will be difficulties in changing the scope of infrastructure planning and making climate goals central for transport planning.

The influx of digital platforms into the mobility sector has created a myriad of new forms of mobility services in urban transport. The proliferation of digital platforms raises questions regarding public actors’ strategic planning capacities in times of platformisation. In this paper, focus is directed towards Mobility-as-a-Service (MaaS) as an example of platformisation taking place in a setting where public actors have (in theory) had an opportunity to influence platform developments in relation to urban and mobility planning. Based on qualitative research into a pilot project for MaaS in the Stockholm region, the aim of this paper is to provide insights into the relationship between platformisation and strategic planning. Under de senaste åren har det utvecklats nya organisatoriska sätt att styra och planera framtidens mobilitet genom pilotprojekt, living labs, testbäddar och liknande. Sådana projekt och arbetsformer, som i denna rapport benämns som ”experimentella initiativ”, förväntas ofta bidra till nya former av lärande och erfarenhetsutbyte, och till att öka takten i hållbarhetsarbetet. Det är dock viktigt att följa upp och diskutera hur experimentella initiativ utvecklas i praktiken, och hur de kan påverka transportsektorns styrning mot långsiktiga samhällsmål. I denna rapport sammanfattas lärdomar om både möjligheter och risker med experimentella initiativ med fokus på offentliga planeringsaktörers strategiska kapacitet att styra och planera framtidens kollektiva mobilitet. Discursive power dynamics are explored that shape dominant meanings and understandings related to climate mitigation in national transport policy and planning. The research is carried out as a Foucauldian-inspired discourse analysis of policy and planning documents from national transport planning in Sweden, focusing on the recent and ongoing rounds of national transport planning. The meanings, problem definitions and suggestions about possible and reasonable ways forward for climate mitigation are examined within the documentation, with specific attention given to the framing of strategic choices and priorities for the future. Five dominant themes are identified on climate mitigation that permeate the documents from national transport policy and planning. Altogether, the discursive framings and meaning making has led to a situation where deep political issues and strategic choices are being avoided and not dealt with explicitly. The overarching ambition of this book is to generate dialogue between research and practice around the phenomenon of experimentation, its prospects, and limitations in terms of sustainable transport transformations. It seeks to communicate key insights, themes, and questions from current research for public actors with key roles in governing the transport system to reach goals of sustainable transport and mobility. The book seeks to highlight and discuss the following questions: What are the strengths of experimentation? What prospects can it bring for sustainable transport and mobility? What are the limits of experimentation? What can it not bring, and what are the risks involved? What are the governance implications, in light of the need for a rapid transformation to sustainable transport and mobility systems? To realise this aim we include chapters from researchers from Sweden and the UK researching various aspects of experimentation as well as key take aways from current research to practitioners.

This article presents findings from a qualitative in-depth analysis of a four-year Swedish national policy initiative where six public agencies got the task to produce a strategic plan for a transformation towards a fossil-free transport sector. The specific aim of the article is to provide empirically grounded insights on principles and practices of importance for building transformative capacity in strategic, long term transport planning. In the analysis, we have applied the concepts stewarding, unlocking, transforming and orchestrating to explore and discuss transformative features of the policy initiative. Altogether, we found that several elements of transformative capacity were developed through the process. Of specific importance was the open and explorative approach to the task, and the ways in which the organizations involved challenged existing routines, perspectives and ways of working in conventional transport planning. New joint principles for assessment of policy measures for climate mitigation were developed, as well as ways to accommodate uncertainties. The contemporary transport policy discourse has come to include an increasing focus on smart mobility. This paper contributes to this discussion by exploring early understandings among local public authorities who have a formal responsibility to steer the transport system toward sustainability objectives. The paper analyzes different governing strategies expressed by local civil servants and shows examples of leadership, a market-driven approach or reactive tactics. We conclude that commercial interests are currently shaping smart mobility, which will not necessarily result in sustainable mobility. There is a need for a political focus on how digitalization should be used to achieve sustainability.

Syftet med detta projekt har varit att fördjupa kunskapen om nationell transportplanering, med fokus på vilka förutsättningar som finns att integrera klimatmål i strategisk planering på transportområdet. Vi har fokuserat på processen för planering av nationell transportinfrastruktur (även kallad nationell planering). Denna process ligger till grund för långsiktiga beslut, handlingsinriktningar och investeringar när det gäller utvecklingen av nationell transportinfrastruktur, och är ett sammanhang av stor vikt för hela transportsystemets utveckling. Det handlar inte minst om att nå ett mer transporteffektivt samhälle, som ingår som ett av tre ben i regeringens aktuella strategi för transportsystemets klimatomställning. Studien har genomförts med fokus på: (i) Aktörer och processer som formar inriktningen för den långsiktiga nationella planeringen. (ii) Idéer, perspektiv och förgivettaganden som villkorar hur klimatmål integreras och ges mening i nationell planering. (iii) Spänningar och konflikter kopplat till klimatmål och klimatomställning. De analyser som har gjorts i projektet grundas i empiriskt material från två nationella transportinfrastrukturplaneringprocesser; dels den som bedrevs mellan 2015-2017 och som avsåg nationell plan 2018-2029, dels den nu pågående omgången som inleddes 2020 och som omfattar perioden 2022-2033. Dessa två planomgångar har studerats genom kvalitativa intervjuer och analyser av policy- och planeringsdokument. Analysen inspireras av ett maktteoretiskt ramverk med fokus på främst diskursiv makt, men inkluderar också maktanalys utifrån ett aktörsperspektiv., The purpose of this project has been to advance the knowledge of Swedish national transport planning, with a focus on the conditions to integrate climate mitigation goals into strategic transport planning. We have chosen to focus on national transport infrastructure planning (also called national planning), which is a planning process of importance for the development of the entire Swedish transport system; not the least when it comes to the stated ambition to reach a more ‘transport-efficient society’, which is one of three main focus areas in the current government strategy for accomplishing a climate transformation of the Swedish transport sector. The study has been conducted with a focus on: (i) Key actors and processes that shape the direction of long-term national planning. (ii) Ideas, perspectives and assumptions that condition how climate goals are integrated and given meaning in national planning. (iii) Tensions and conflicts linked to climate goals and climate transformation. The research builds on empirical material from two rounds of national transport infrastructure planning; the one that was conducted between 2015-2017 and which referred to the national plan 2018-2029, and the current round which began in 2020 and which is focused on infrastructure investments for the period 2022-2033. These two planning rounds have been studied through qualitative interviews and analysis of documents from policy and planning. Analytically, the research has been inspired by theories of power, with a focus on discursive power, complemented by an actor-oriented perspective.

Transportsystemet behöver ställas om i grunden om det ska gå att realisera mål om hållbar utveckling och minskad klimatpåverkan. Denna studie tar avstamp i befintlig forskning som diskuterar möjliga ”katalysatorer” som kan stimulera en sådan genomgripande omställning. I rapporten riktas fokus mot tre fenomen som skulle kunna ha en sådan katalyserande inverkan på transportsystemets omställning, nämligen smart mobilitet, medborgardeltagande och erfarenheter från coronakrisen. Syftet med studien är att analysera om och hur dessa tre fenomen kan stimulera en hållbar omställning av transportsystemet. Studien har genomförts som en så kallad ”desk study”, och bygger på tidigare forskning. Den teoretiska inspirationen kommer från det så kallade flernivåperspektivet (multi-level perspective, MLP) på hållbarhetsomställning, och styrmedelsperspektiv., There is a need for a transformation of the transport sector if the long-term goals of sustainable development and reduced climate emissions are to be met. This study finds inspiration in previous literature that focuses on possible “catalysts” that have the potential to initiate such a transformation. It is focused on three phenomena that could have such a catalytic potential for the transport sector, namely smart mobility, citizen participation, and current experiences from the corona crisis. The overall purpose is to investigate if and how these three phenomena can support a transformation of the transport system towards sustainable development and climate mitigation. The study was carried out as a desk study and builds on previous literature. Theoretically, it finds inspiration in the multi-level perspective (MLP) on sustainability transitions, and literature on policy instruments.

Specifikt undersöks hur den regionala trafikförsörjningsplaneringen i nuläget förhåller sig till, och inkluderar social hållbarhet. Mot denna bakgrund diskuteras möjliga sätt att vidareutveckla dagens ansatser och praktik. Studien har genomförts utifrån en kvalitativ metodansats, och grundas dels i semistrukturerade intervjuer med planerare och analytiker som arbetar med strategisk samhälls- och kollektivtrafikplanering samt hållbarhetsfrågor vid Region Stockholm, dels i analyser av centrala dokument från aktuell regional planering och kollektivtrafikplanering.

Automatisering, elektrifiering, integrerad mobilitet samt plattforms- och delningsekonomin diskuteras i allt större omfattning. Smart mobilitet är en samlingsterm för dessa olika fenomen och trender. Smart mobilitet anses kunna bidra till ett mer hållbart transportsystem, attraktiva städer och levande landsbygd, men kan också leda till ökad privatbilism, mer trängsel och en försämrad stadsmiljö. Forskning visar att en central förutsättning för att smart mobilitet ska kunna bidra till ett mer hållbart transportsystem är att andelen kollektivtrafik och delade mobilitetstjänster ökar. Nya aktörer har dykt upp på transportområdet och erbjuder olika typer av mobilitetstjänster. Frågan är hur befintliga kollektivtrafikmyndigheter strategiskt ska positionera sig i detta nya och snabbt föränderliga landskap. Vilken typ av ansvarsfördelning och vilken typ av samverkan kommer att krävas för att uppnå attraktiva och hållbara transporter i en framtid präglad av smart mobilitet? Det är bakgrunden till detta forskningsprojekt, som har finansierats av K2. I projektets har vi genomfört fallstudier från (främst) nordiska storstäder om det som betecknas kombinerad mobilitet eller Mobility as a Service (MaaS), samt pågående försök med autonoma bussar. Hanteringen av MaaS har studerats i storstadsregionerna Stockholm, Västra Götaland, Skåne, Oslo, Helsingfors, Köpenhamn. Utblickar har även gjorts till Birmingham och Amsterdam. När det gäller autonoma bussar har merparten av det empiriska arbetet genomförts i Barkarby i Järfälla kommun (Region Stockholm). Därtill har vi även genom en workshop inhämtat erfarenheter från Oslo och Själland (Danmark) samt från ett utredningsarbete i Sjöbo och Tomelilla kommuner (Skåne). Vidare har vi studerat uppfattningar om autonoma bussar bland representanter för svenska bussförare. Analyserna i projektet har lett fram till en tydlig bild av att den offentliga sektorns organisationer spelar en viktig roll

In this chapter, focus is directed towards the political dimensions of a paradigm to sustainable transport. This is explored through a case study of 30 years of transport policy and planning in Stockholm, Sweden, with a specific focus on key initiatives, policies and plans for the development of the transport system in the city and the region and the conflicts and tensions that have arisen around these initiatives. Examples discussed in the text include the Dennis package, the Congestion charging trial and recent initiatives for sustainable transport, which are implemented in parallel to conventional road development.
