The long-term millennial oscillations of the baseline solar background magnetic field (SBMF) and the ephemeris of the Sun-Earth distances are compared with the oscillations of solar irradiance at the terrestrial biomass (Hallstatt's cycle). Based the Sun-Earth distances derived from the current JPL ephemeris based on solar inertial motion and gravitational effects on the Sun by four large planets: Jupiter, Saturn, Neptune and Uranus we demonstrate the S-E distance is reduced by 0.005 au in the millennium M1 600-1600 and 0.011 au in millennium M2 1600-2600. We show that variations of the Sun-Earth distances are accountable for the increase of the solar irradiance by about $20-25$ $Wm^{-2}$ since 1700 that will continue to last until 2500. he decrease of the S-E distance per century in the current millennium follows the rate of the terrestrial temperature increase reported since MM. We evaluate that this difference of the Sun-Earth distances caused by SIM leads to the different magnitudes of solar irradiance deposited in the Northern and Southern hemispheres in M2 with thee Northern hemisphere to obtain more radiation compared to the Southern one. These estimations show that in the next 600 years the Sun will continue moving towards the Earth that will result in a further increase of solar irradiance and the baseline terrestrial temperature in 2500-2600. These variations are expected to be over-imposed by a reduction of solar activity during two grand solar minima (GSMs) with a reduce terrestrial temperatures by 1C to occur in 2020-2053 and 2370-2415.

Formulation of the problem. The problem of developing and implementing exploration technology that will ensure the protection of mine workings and prevent catastrophes in the development of coal deposits is especially relevant now, when the issue of environmental protection and safety at coal mines is very acute. Analysis of recent research and publications. The idea of degassing of the Earth as a global process of its self-organization was developed by V.I. Vernadsky in a number of works published in 1911, 1912, 1924. This concept has had and continues to have a powerful growing influence on modern Earth sciences. The idea of the key role of hydrogen in degassing of the Earth is developed in the works of V.M. Larin, F.A. Letnykov, А.А. Marakushev, V.V. Khmelyovska, A.V. Shcherbakov, N.D. Kozlova, Yu.A. Kolyasnikov, V.M. Shestopalov, V.I. Starostenko, A.N. Ponomarenko. The purpose of the article is: analysis of the current state of coal mining in Ukraine and in the world as a whole; substantiation of the possibility of using the technology of safe search for hydrogen in minefield development zones. Presentation of the main research material. The new development of safe exploration technology for coal deposits, proposed by the authors, will allow to track in advance, to identify places of possible manifestations of gas-dynamic phenomena and to make operational decisions to eliminate them. The technology is based on the use of exploratory gas-geochemical methods for mapping the places of gas-hydrogen accumulations and together with a set of geological and geophysical methods allows to allocate areas of possible emergency processes in the development zones of mine fields. On a large massif of field work of areal and profile surveys, the feasibility of using search technology has been proven to justify the use of advance degassing wells to prevent uncontrolled explosive processes and technical disasters. The proposed technology has been tested at numerous mining sites in the process of exploration and environmental research in areas of operating and developed mine fields. Conclusions. For the first time in the world practice, new approaches were proposed and substantiated to change the safety paradigm of coal mining, which will prevent the manifestations of unpredictable GDP and the associated material and human losses. Analysis of the results of a complex of fundamental and applied research at coal mining facilities allows, according to the proposed technology, to identify and map the studied areas of abnormal hydrogen concentrations, their characteristics and use it as reliable markers for operational decisions for safe mining by laying advance degassing wells, which will ultimately make emergency GDP impossible. The expediency of application of the proposed technology for substantiation and allocation of geodynamic active and stable zones and blocks promising for industrial exploration of hydrocarbons, determining the locations of possible manifestations of GDP and complex making operative decisions for safety of mining works is proved. And, unfortunately, the research carried out by scientists and the results obtained have not yet found worthy support from the President of Ukraine, state line ministries, commercial structures and the Academy of Sciences.

Existing methods of quality assessment of flat products are not sufficiently effective: they can be used for technological process management with certain limitations. Our research suggests an improved approach to the calculations of priority number of risks. The new suggested approach will allow risk assessment of dependent undesired events.

The article discusses the models of repair process of a turbine compressor package blades. The author determines the boundaries of the assured quality area considering mathematical model analysis and defect detection of rotor blades based on the results of natural vibration frequency measurements.

Modern databases are crucial components of quality management systems according to the requirements of ISO 9001:2015, but their design and maintenance need significant resources. Despite the fact that modern databases are a key factor of management decision making, not all organizations can spend sufficient resources on their development what results in the necessity to find a model for database maintenance in the conditions of limited resources.

Human factor plays a crucial role at a company. Thus, it is important to consider and forecast its reaction (such as resistance) at implementation of changes. Our paper suggests an approach which compares models of new management standards to be introduced with key concepts of a management system as seen by management staff. If we define the coordination degree between management model suggested by an official standard and conceptual subjective model of a member of managerial staff, we can make a conclusion about the resistance degree to changes. Assessment of the resistance degree and evaluation of resistance causes allows us organizing special training aimed at elimination of unharmonious and conflictive aspects of new standards. As a result of the training the most compromise pilot project can be chosen to valuate changes.

Small unmanned aerial vehicles (SUAVs) have recently attracted considerable research and development interest owing to their small size, portability, and limited operational risk. In SUAVs, the Reynolds number Re is typically very low because they are small and fly at low speeds. The Reynolds number strongly influences the airfoil performance, and at Re = 105, the lift-drag (L/D) ratio decreases significantly and the airfoil performance deteriorates. Since SUAVs must be able to carry payloads such as communication devices and observation equipment, the challenge is to maintain sufficient payload capacity. We propose a high-lift wing that can maintain a high L/D ratio and increase more payload in the low Reynolds number region (Re = ~105) by small size airfoil (SUAV), thereby expanding the application range of SUAVs. A high L/D ratio is achieved by converting the top and bottom face of the wing into a driven belt, thereby actively adding momentum to the flow around the wing. A test was conducted at a Reynolds number of 1.1 × 105 chord. The maximum L/D ratio increased by a factor of 1.67. A flow visualization test was also conducted at a Reynolds number of 105. Flow attachment was observed up to an angle of attack of 28° with the device; in comparison, the flow separated at an angle of attack of 11° in a non-driven wing.

Self-organization is an important factor in the processes of quality management systems. The advantage of self-organization processes is that these processes have a certain stability and adaptability to the environment. The knowledge of fundamental regularities of self-organization allows the designing of active artificial environments, activities of which can result in the formation of desired structures. For example, changes in customers’ requirements can make necessary additional professional development for employees, introduction of benchmarking procedures etc. Self-organization, enables the process ability to enhance its structure and implementation technology depending on the environment. Formally, self-organization model is described as follows. Quality management process is represented as a model of a complex system with input values (such as requirements to the quality level [Formula: see text] and managing actions [Formula: see text]) and output signals (such as multiple factors of a process quality [Formula: see text]). Development of quality management system processes in the mechanical engineering industry (complication of a structure or production technology, etc.) is realized considerably by using self-organization principles. By analyzing the causes of self-organizational processes development, we can conclude that a fundamental factor for that process is the desire to improve the competitiveness of an organization which implies the development of effective quality management system.
