Subject. This article considers the stages of development of the Russian healthcare infrastructure. Objectives. The article aims to highlight the sustainable trends of the development of the multi-level public and market healthcare system in Russia at the turn of the 20th and 21st centuries in terms of financial and organizational support. The article also intends to consider the prospects for the development of the Russian healthcare system. Methods. For the study, we used the methods of the evolution theory, economics, statistical, and structural analyses, and the expert assessment approach. Results. The article presents an evolutionary model of the health system financing in Russia. It describes the prospects for the development of Russian healthcare in the context of creating a digital single circuit built on the network interaction of regional digital platforms. Conclusions. Creating a regional digital platform based on next-generation smart information systems will help improve the quality of healthcare delivery and the level of health investment.

The work is devoted to the study of sources and mechanisms of financing investment activities of health care institutions in the region at the municipal level. It is established that out of the three state-controlled sources of financing, only the Federal budget and the budget of the subject of the Federation are allocated for investment purposes as part of the implementation of the region's sectoral state health program. The results of the reorganization of Central district hospitals conducted in 2019 are studied. in Kaluga region. Significant amounts of allocated funds and a lot of "pain points" for investment create a problem of their effective distribution between inter-district and district Central hospitals. The methodical approach to its solution based on the evaluation of the ratio of supply and demand for health services in each municipality in the study, the proposals of the Central district hospitals according to the volume and quality of medical services and demand for them with the position of the current and future needs of the population in the conditions of formation and use of regional information and consultancy platforms of the Unified state information system of health (USISH).

Intensive fat deposition is accompanied by an increased synthesis of saturated and monounsaturated fatty acids, resulting in a decrease in the proportion of polyunsaturated fatty acids in muscle tissue. The TG5 (c.-422C >T) polymorphism is associated with fat metabolism in Bos Taurus. The aim of the research was to study the effect of TG5 (c.-422C >T) polymorphism on fatty acid composition of muscle tissue in Hereford bulls. Polymorphism TG5 (c.-422C >T) was analyzed by polymerase chain reaction (PCR) and restriction fragment length polymorphism (RFLP) methods. The fatty acid composition of lipids was determined by gas-liquid chromatography on a “Kristall-4000 Lux” chromatograph (Russia). Hereford bulls were slaughtered at 15 months of age. Two groups of bulls with TG5CC and TG5CT genotypes were formed according to the results of genotyping. The total share of SFA and MUFA in muscles of bulls with the TG5CC genotype was 71.2% and exceeded indicators of their peers by 1.0%. These data were consistent with increased synthesis of inter- and intramuscular fat, as well as subcutaneous adipose tissue. The TG5CT genotype was associated with better fat quality in terms of essential fatty acids content, which accounted for 29.8%. Bulls with TG5CT genotype outperformed their peers in content of palmitic by 0.74% and behenic by 0.02% among saturated fatty acids, palmitoleic by 0.67% among monounsaturated fatty acids, linoleic by 1.07%, linolenic by 0.15 % and arachidonic by 0.05% among polyunsaturated fatty acids. The maximum content of stearic (by 1.72%) and oleic (by 0.72%) fatty acids was observed in the group with the TG5CC genotype. The greatest (by 0.08 units) ratio of unsaturated to saturated fatty acids indicated the best quality of adipose tissue in TG5CT bulls. Thus, the increased intensity of fat deposition in TG5CC carriers had a negative impact on the quality of meat.

GENCODE produces high quality gene and transcript annotation for the human and mouse genomes. All GENCODE annotation is supported by experimental data and serves as a reference for genome biology and clinical genomics. Here, we present an update on the annotation of human and mouse genes, including developments in the tools, data, analyses and major collaborations which underpin this progress. For example, we report the creation of a set of non-canonical ORFs identified in GENCODE transcripts, the LRGASP collaboration to assess the use of long transcriptomic data to build transcript models, the progress in collaborations with RefSeq and UniProt to increase convergence in the annotation of human and mouse protein-coding genes, the propagation of GENCODE across the human pan-genome and the development of new tools to support annotation of regulatory features by GENCODE. Subject. This article deals with the issues of involvement and participation of private investors in stock market trading. Objectives. The article aims to systematize stock risks in terms of improving the quality of private investor risk management and develop a scientific and methodological approach to the construction of a private investor's portfolio on the stock market, which helps minimize risk in various stock trading strategies. Methods. For the study, we used the methods of logical and statistical analyses, correlation, and classification. Results. The article presents a classification of stock market risk, helping apply the criteria of quantitative assessment and source of risk. The developed methodology helps a private investor build a portfolio with minimal risk on the Russian stock market. Conclusions. The existing methods to identify a number of risks are incorrect and need to be refined. For the sustainable development of the country's stock market, it is necessary to develop new and disseminate the current methods to reduce stock risk for the private investor. Based on the presented classification of stock risk, it is possible to develop other new effective methods.

A set ofphased measures is proposed aimed at achieving the goal of modernizing the regional monitoring system for atmospheric air pollution in the Tula region, which allows analyzing its quality based on data from automated control of emissions of microparticles of harmful substances obtained on the basis of digitalization communications and content. The positive effect of attracting additional sources of financing the regional budget to cover its deficit for meeting the needs of automated online emissions control through a government loan based on the issue of “Ecological bonds ” on behalf of the Tula region is substantiated.

Gross agricultural output is a generalised physical output indicator in an industry that includes hundreds of different types of products, as well as the result of the interaction of production factors. This study provides a comparative analysis of methods based on "Gradient boosting of regression trees" in the Python programming language to identify the optimal values of the model parameters with the subsequent construction of a predictive model based on indicators that affect the production of gross agricultural output. The purpose of this study is to build a regression model for predicting gross agricultural output at actual prices for 2020. To achieve this goal, the methods of regression analysis, forecasting, gradient boosting, etc., were used. The gradient boosting of regression trees was solved for the conditions of the Ryazan Oblast. 4 models were created, 2 of which were based on the preliminary data processing. As a result of the construction of all models, the optimal values of the parameters were found and the results of the correctness on the model on the test set were obtained. It was found that the gradient boosting of regression trees gives adequate regression models for predicting the target variable, in particular, the indicator of gross agricultural output. The investigated indicator is a complex result of the interaction of many factors that are common for agricultural production. Thus, the gradient boosting of trees is most suitable for forecasting complex open systems. Such a method can be used to forecast the production of gross agricultural output not only of individual regions but also of the state as a whole. Based on the "test_score" model, which showed the correctness of 99% (0.994) on the test set, the gross agricultural output in all categories of farms in 2020 amounted to RUB 19187.84 million.

The aim of this study was to evaluate the effect of GDF5 (growth differentiation factor 5) gene polymorphism on metabolism of chemical elements and milk production of cows. The studies were performed on Holstein cows (n=100). To determine the single nucleotide polymorphism of GDF5 (T586C in exon 1), blood samples were taken. DNA samples were isolated from whole blood using the IsoGeneLab reagent kit. The thermal cycler "MyCycler" was used for DNA amplification. The elemental composition of blood serum was estimated according to 13 chemical elements (Al, As, Pb, Sn, Sr, Co, Cr, Cu, Fe, I, Mn, Se, Zn) by ICP AES and ICP MS. The frequency of occurrence of polymorphic groups in the GDF5 gene was established, which was for homozygous alleles: TT (n=41), CC (n=10), heterozygous (TS)–(n=49). The analysis of the data obtained showed that blood serum of cows with the CC genotype, relative to animals with the TT and TC genotypes had a greater concentration of I - by 19.3 (P£0.001) and 10.4% (P£0.01), Se - by 18.3 (Р£0.001) and 11.7% (Р£0.01), Zn – by 15.8 (Р£0.01) and 13.2% (Р£0.01), while relatively low concentrations of Al were registered - by 10.8 (Р£0.001) and 21.2% (Р£0.01), Pb - by 16.4 (Р£0.01) and 23.7% (Р£0.001) respectively. In terms of milk fat yield (kg/day), animals with CC genotype advanced over animals with the TT and TC genotypes by 4.8 (P£0.05) and 5.2% (P£0.01), protein by 1.2 and 1.4% (Р£0.05), milk yield - by 4.8 (Р£0.05) and 5.3% (Р£0.01). Thus, we can conclude that the metabolism of chemical elements and the milk productivity of cows are significantly determined by the polymorphism of the GDF5 gene. In order to select cows of the Holstein breed according to the GDF5 gene polymorphism, it is advisable to select homozygous animals for the CC genotype.

The main purpose of this study was to evaluate different concentrations of Pb in blood serum on antioxidant status and intensity of lipid peroxidation in lactating cows. The object of the study is the Holstein cows (n=45; age-3-4 years). The period of blood serum sampling is 20-40 days after calving. The concentration of Pb in blood serum was determined by atomic emission and mass spectrometry (AES-ICP and MS-ICP). The activity of superoxide dismutase and the concentration of malondialdehyde were studied by spectrophotometric method on Stat fax 1904 Plus. Based on the data on the concentration of Pb in the blood serum, in accordance with the recommendations of Skalnaya (2003), cows were divided into three groups: I-Pb concentration up to the 25th percentile, II-within the 25th-75th percentile, III-above the 75th percentile. At the same time, the actual range of Pb concentrations in blood serum of cows of group I ranged from 0.00028-0.00049 µg/mL, II from 0.00053 to 0.00089 µg/mL, group III from 0.00094 to 0.0018 µg/mL. It was found that as the concentration of Pb in blood serum increased from the lowest (I group) to medium (II group) and high (III group), there was an increase in the concentration of malondialdehyde in blood serum from 42.5±12.9μM/L to 47.8±15.22µM/L and 57.9±11.2% (P£0.05) µM/L, respectively, the level of activity of the antioxidant defense enzyme, superoxide dismutase, decreased from 1,971±203.8% to 1,890±290.3% and 1,829±283.8 (P£0.05)%. The calculation of Spearman's rank correlation coefficients confirmed the statistically significant (P£0.05) degree of influence of Pb on the malondialdehyde (r=0.63) and superoxide dismutase activity (r=-0.57) in blood serum of cows. Thus, it can be stated that an increase in the concentration of Pb in the blood serum reduces the level of antioxidant protection and contributes to the development of oxidative stress in lactating cows.

The main objective was to study the milk productivity of lactating cows depending on the level of total accumulation of toxic metals in the blood serum. The experimental part of work was carried out on clinically healthy Holstein cows (n=45; lactation stage - 20-40 days after calving) bred in a single farm. The elemental composition of blood serum was studied for 4 chemical elements (Al, Pb, Sn, Sr) by ICP AES and ICP MS. The indicators of milk productivity of cows were evaluated by the yield of milk fat, protein, lactose, dry matter, SOMO and the average daily milk yield. To assess the magnitude of the toxic load on the body of cows, the coefficient of the total toxic load Ktox (µg/ml) was calculated. To calculate the coefficient, the sum of the concentrations of some toxic elements in the blood serum was used: Ktox=Al+Pb+Sn+Sr. Based on the data on the value of the total toxic load coefficient Ktox in blood serum, three groups were formed: group I included cows with a minimum value of the toxic load coefficient (Ktox=0.128 (0.088-0.142) μg/ml relative to the study sample; group II with an average (Ktox=0.229 (0.206-0.276) µg/ml; Group III included cows with the maximum coefficient (Ktox=0.395 (0.306-0.453) µg/ml. Comparative analysis showed that cows with the minimum Ktox value (group I) outperformed individuals from I and group II in terms of milk fat yield by 15.4 (P£0.001) and 19.7% (P£0.001), protein by 5.6 and 12.5% (P£0.05), lactose -10.9 (P£0.01) and 18.4% (P£0.001), dry matter by -7.6 and 12.8% (P£0.05) and average daily milk yield by 9.4 and 17.5% (P£0.01), respectively. Thus, in the course of the study, it was registered that with an increase in the total accumulation of heavy metals in the body of animals, the milk productivity of cows decreases.

Alpaca domestication took place more than 6000 years ago. The Indians of Peru discerned the potential in these animals, tamed them and began to breed. In the past, alpacas were called the ?Inca gold?: they could provide people with all the necessary resources for living. People dressed in skins, ate meat, spun wool and made clothes, and used manure as fuel. An increase in the number of livestock on the Russian Alpaca and Capri farms favorably affects the further distribution of alpaca as a species in Russia. The possibility of recognition of alpaca as an agricultural animal will be the sale of wool, its processing, as well as the rejection of imported raw materials.

The accurate identification and description of the genes in the human and mouse genomes is a fundamental requirement for high quality analysis of data informing both genome biology and clinical genomics. Over the last 15 years, the GENCODE consortium has been producing reference quality gene annotations to provide this foundational resource. The GENCODE consortium includes both experimental and computational biology groups who work together to improve and extend the GENCODE gene annotation. Specifically, we generate primary data, create bioinformatics tools and provide analysis to support the work of expert manual gene annotators and automated gene annotation pipelines. In addition, manual and computational annotation workflows use any and all publicly available data and analysis, along with the research literature to identify and characterise gene loci to the highest standard. GENCODE gene annotations are accessible via the Ensembl and UCSC Genome Browsers, the Ensembl FTP site, Ensembl Biomart, Ensembl Perl and REST APIs as well as https://www.gencodegenes.org. The article describes the features of state influence in the export of coffee from Africa, affecting the international trade in raw materials. The example of coffee market is analyzed in the article. The world experience of regulating the flow of goods from a country with a transition economy is analyzed and its adaptation to developing countries is evaluated. The problem of this industry is expressed in the fact that after centuries, African countries have not been able to develop an optimal model for regulating coffee exports in the context of the formation of raw material prices on international exchanges. The purpose of the study is to assess the possibility of adapting on the African continent the Russian model of state support for exports, which is a system of a number of institutions focused on the implementation of subsidy programs through administrative and tax measures. The scientific novelty is that, for the first time, two models of state regulation of developing countries and countries with economies in transition are correlated in order to modernize the African export support system.

The article describes the peculiarities of pricing of the cocoa industry, the world experience of state management of export supplies of beans that affect international trade in raw materials. The factors influencing the exchange pricing of large volumes of supplies were identified. An integrated price model based on the economic relationships of the cocoa market has been developed.

The stage of pre-university training is the most important stage in the professional development of foreigners studying at the preparatory faculties of Russian universities. During this period, cross-cultural communicative competence is being formed. The article proves that the formation of cross-cultural communicative competence is a complex process, which can be facilitated by the concept of its component composition. The article describes the pedagogical conditions that are necessary for the formation of intercultural communicative competence.

The developing grammatical competence in teaching Russian as a foreign language foreign student at the stage of pre-higher education training is one of the most important tasks facing linguodidactics. The success of mastering Russian as a foreign language depends on the level of grammatical competence. Knowledge of grammar contributes to better mastering of Russian as a foreign language. The article defines the terminological status of competence, examines its correlation with such categories as linguistic competence, foreign language communicative competence, etc. There are described the principles of selection of educational material. There are highlighted the stages of work on communicative competence.

Entrepreneurship, understood as an ongoing process of creating opportunities to meet human needs and the resources required for it, is in dire need of information aggregators. There are two reasons for this need. First, the dynamic nature of market relations. Only in the course of market actions of economic agents in the long term can the lack of coordination between them be revealed, leading to a decrease in the efficiency of the entire economic system. The information openness of society is not only a source of entrepreneurial profit, but also a driver of economic growth. Secondly, the need for information is justified by the competitive nature of market relations. Since business profits are possible if there is a certain degree of inefficiency in the economy, some economic agents are interested in preserving it and maintaining the status quo. The competition, generated by the availability of information on the possibility of profit. Thus, one of the main activities of the state in the field of investment incentives should be the creation of information platforms that contribute to obtaining the information necessary for doing business. The study analyzed two approaches to investment, industry and regional, and concluded that it was necessary to integrate them when considering information and investment platforms (cluster approach). At the same time, the emphasis is placed on the importance of the regional banking system (RBS) for the investment process in the regions. Despite the efforts of the regional authorities to attract investment in public-private partnership projects, there is still the insufficient attention is paid to the provision of information in which investors are really interested. This paper, based on a statistical analysis of the data on the activities of RBS banking institutions, draws conclusions on what data may interest potential investors in it.

The stock market is an essential part of the country's financial system and a key tool for redistribution of funds between economic entities. In countries with high levels of well-being, it is what largely determines the dynamics of the national stock market. Stock markets of today are undergoing digital transformation. The introduction of digital technologies requires switching to fundamentally new methods and models of decision-making in the stock market, as well as mastering digital trading skills, which is extremely difficult for most private investors. To meet these challenges, we propose to move to training private investors in the investment companies through which they trade, as well as to develop an interactive methodology that allows private investors to increase the profitability of their portfolios in the Russian stock market. The proposed methodology is based on the use of artificial neural networks and autoregression, taking into account the value of the beta coefficient and the seasonal nature of stock market dynamics. During testing, we examined four types of portfolios, allowing to take into account different strategies of private investor trading in the stock market. According to the results of the test, all portfolios yielded a positive return, the average annual return exceeds the profitability of bank deposits, which indicates the feasibility of using the proposed method for teaching private investors with a low level of digital literacy. The proposed approach will help to increase the attractiveness of stock trading for individuals, boost the share of private investors in the stock market, develop digital trading skills among private investors and further their financial literacy in the face of the digital transformation of the stock market.

One of the goals of sustainable development of the world economy is to reduce per capita food waste in food trade and catering. The transformation of regional infrastructure in food trade and catering should significantly affect the solution for this problem in production and supply chains in Russia as its economy is digitalized. A study of creation and operation of a regional information platform of food trade and catering at the retail and consumer levels, which should be built using end-to-end digital technologies to provide to the consumers information about products with limited sale times from food stores and catering organizations, is becoming particularly important in this process.

The main goal of presented research is to discover a new method of process analysis for predicting, testing and modeling network traffic.
