The purpose of this study is to investigate the sustainable relationship between government investment in human capital and the number of mergers and acquisitions (M&A). The analysis is carried out on EU countries grouped into emerging countries, frontier countries and developed countries, considering the FTSE Russell ranking. Specifically, the research looks at the impact of a range of social factors: government expenditure on recreation programmes, community events, festivals (RCR), expenditure on housing and community facilities (HCA), expenditure on schools and universities (EDUC), expenditure on hospitals and general practitioners (HLT), expenditure on social protection (SP) and public order and safety (POS), defence expenditure (DEF) and environmental protection expenditure (EP) on the volume of merger or acquisition operations. Following the study carried out with the help of the panel data methodology and the OLS (ordinary least squares) method, we concluded that a business environment characterized by sustainable government investments in culture and education is more likely to contribute to business success and to attract more foreign investors, including those resorting to mergers or acquisitions. The results of the study could help identify the group of countries that require more attention from governments in terms of spending allocated from GDP for a sustainable human capital environment. Also, entrepreneurs can discover sustainable countries where they can make foreign direct investments with a favourable impact on the performance of the target companies.

Mergers and acquisitions have affected and are affecting a large number of industries in all geographical areas, with the ability to transfer very quickly both positive and negative impulses from one economy to another, so that there can be no more areas. unaffected by economic booms or economic and health crises. The aim of this research is to analyze the impact of the pandemic on mergers and acquisitions in Europe, on country risk low and country risk very high.

The education strategy implies the development of an accessible, attractive and competitive system that provides high quality education and training services to respond appropriately and quickly to people and the economy's needs by efficiently managing the available resources. The objectives, principles and directions of action of the strategy are based on an analysis of the education and training system and are developed taking into account the major role that training has for the economic and social development of Romania. In this analysis we will establish the link that exists in the economic development of Romania and education and we will propose some strategic measures for education.

Measuring the performance of external growth operations is important information because it allows to justify whether or not to undertake such operations. A few questions arise in this regard. What is performance and how do we measure it? Are there types of operations that perform better than others? The aim of the research is to determine the factors that influence the performance of mergers and acquisitions, discovered in reference publications in the field, with the help of SPSS 20.0. The low value creation found is more beneficial to the shareholders of the target company than to those of the companies initiating the operations. The observed results differ greatly depending on the fields of activity, the type of operation and other factors.

The global crisis defined by the crisis of energy, ecology and the biosphere, and the environment requires solving the economic problem, satisfying a growing set of needs, given the limited and insufficient resources. Bioeconomy should be the bases for all economic activities and unlimited economic growth must be compatible with the fundamental laws of nature. The research aim is to emphasize the benefits of the dynamics of the intellectual capital on the evolution of the bioeconomy. In the analysis is used multiple regression to study the established link between bio economy and a number of factors that may measure the intellectual capital, such as: Market Capitalization of Bitcoin, Patent applications and the Turnover from Innovation at Romanian level. The research concludes that bioeconomy is influenced most by the number of Patent applications to the European Patent Office. The progress of bio-economy cannot be achieved without the harness of intellectual capital.

The role of mergers has grown considerably in the new economic context. Since the end of the last century, the waves of mergers have raised different questions: Why are mergers occurring, what are the reasons? Does the merger generate the growth of the economic position and performance of the companies? Who benefits and who loses from the merger? Under the conditions of an increasingly competitive environment, the application of the best strategies by each company became imperative. The analysis of the financial performance has a determining role in establishing the strategy to be followed by the absorbing companies. The research hypothesis is: the merger operation has a positive impact on the financial position of the absorbing companies. Following the analysis of the financial position of the absorbing companies, it can be said that it is improving.

Mergers are cyclical. When the economy grows, this market increases oversized and when economy is decreasing, the mergers market drops further. Depending on the time in analyzing merger operations, the results may be different because of specific characteristics of each wave of mergers. This analysis aims to study the link established between the distribution and evolution of mergers and a number of macroeconomic factors, social and environmental factors: such as economic growth, stock index, the openness of the economy, central bank reference interest, inflation, unemployment, the duration of employment, the level of gas emissions, energy dependence, with the ultimate aim of generating a statistical regression model to analyze which factor has the greatest influence on the number of companies that have merged at European level.
