The publication highlights the results of the expert discussion "Regional Institutes for the development of science as a driver for the growth of the region's human resources potential", which took place within the framework of the Krasnoyarsk Economic Forum on March 1, 2023. The participants of the discussion were asked questions about the role of regional institutes for the development of science in solving the tasks of the scientific and technological agenda, about the socio-eco­nomic effects of the activities of regional development institutions, and about the tools for involving young people in the field of science and the formation of the personnel potential of the region. The expert discussion was attended by representatives of federal and regional development institutions, representatives of the executive power and the scientific and educational complex of the Krasnoyarsk Territory. The represent­ativeness of the participants from many spheres and regions allowed them to get acquainted with different views on the activities of regional institutes for the development of science through the prism of society, business and the state.

Introduction. The country's research and innovation domain and its research potential constitute a definitive formative factor of the knowledge-based economy and are a strategic priority when it comes to the state's economic security and better quality of life for the population. However, despite the Russian government's substantial investment in research and innovation, the field remains underproductive. Methods. The article analyses the approaches and sources of funding for fundamental and exploratory research in the regions, and identifies the existing funding models for fundamental research. To this end, the general research methods were employed, such as scientific observation, scientific description of the subjects and objects of research, and scientific analysis. Results and Discussion. It has been determined that, under the current legislation, there are no opportunities for the regions of the Russian Federation to finance fundamental or exploratory research directly. The writer analyses the case of the Russian Foundation for Basic Research (RFBR), which holds regional competitions in basic research, and uses a model whereby the winning projects receive funding. The model involving a regional research foundation is recognised as the more successful option for the advancement of fundamental and exploratory research in the region. A comparative analysis of the regional RFBR and RSF competitions has revealed the following differences: in the RSF competitions, the regional side is almost entirely excluded from the decision-making process; there are high entry and project performance requirements, so the less advanced regions are forced to compete with the more scientifically advanced contenders. Conclusion. The positive side of the ongoing changes is that the level of research is rising, but at the same time the regions lose a certain important aspect of the fostering of regional researchers: the regional RFBR competitions were a pilot stage launched in order to understand and try out the grant funding system and requirements. And this is why the relevance of the regional research foundations is so high: they help to make up for these setbacks.

The article considers some current scientific approaches to assessing regional economic security and notes the lack of an innovative component in them. However, innovative factors are necessary, since one of the main directions in the field of economic security is innovative development. The purpose of the research is to develop and test a modified methodological approach to the formation of indicators for assessing regional economic security, taking into account innovative factors. The authors generated extremely modified approach to assessing the economic security of the region, taking into account such principles as: task orientation, comprehensiveness, comparability, sufficiency, information security, applicability in practice. The authors developed an algorithm for studying the economic security of the region, formed a system for assessing the economic security of the region taking into account innovative factors, and calculated threshold values and evaluated a sample of regions according to the described methodology. As a result, it is concluded that the regions are diverse in terms of economic security and actually correspond to the conditional division in terms of socio-economic and innovative development. The most vulnerable for the majority of the subjects of the Russian Federation considered was the innovation component, the threshold value of which should have been determined in the stability zone, but most of the regions did not pass. Thus, it is necessary to study this topic in detail, namely, to assess the functioning of the regional innovation infrastructure and its impact on the economic security of the region due to the fact that the creation of conditions provided by its activities is one of the main strategic directions for strengthening the economic security not only of the region, but also of the Russian Federation as a whole.

The processes of digitalization and development of smart technologies today set a new paradigm for the development of economy and society as a whole. From year to year, the market capitalization of companies in the field of digital and smart technologies is growing, which reflects the rapid development of this sphere, but in Russia, the pace of development of the digital sphere is lower than in the leading countries in this area, one of the reasons for the lag is insufficient staffing and brain drain. The purpose of the article is to consider the possibility of developing personnel for digital and smart technologies using the personnel component of the regional innovation infrastructure. As a result of studying the experience of Krasnoyarsk krai, it is concluded that the regional law does not set tasks for the development of the regions human resources infrastructure, although the region has a basis for such development and the human resources component of the innovation infrastructure can act as a driver for the development of smart and digital technologies. However, this requires building a model of the network interaction between postgraduate, higher, secondary, general and additional education, as well as direct coordination with regional authorities and regional innovation infrastructure areas of training that are relevant to development in the region. In addition, coordination may consist in generating demand from the business community for personnel in the field of smart and digital technologies.

The article is devoted to understanding the features of the implementation of the cultural and educational function in the programs of the television channel «Russia-C». As a rule, coverage of culture and science topics on television channels occurs through programs that capture the difference between trained, «qualified» viewers and a wide audience, and either focus on the former, choosing formats and genres that are not interesting to the majority, or shift the focus to entertainment. In this regard, the resolution of this contradiction and the choice of a format for the TV channel about culture to meet the demand of broad layers of Russian television viewers for high-quality intellectual leisure seems to be significant. The authors of the article analyzed all the Russia-C TV channel programs that are regularly broadcast. The authors identified the features of the programs and concluded that the format of the TV channel is focused on the implementation, first of all, of the cultural and educational function, and also that the programs on TV channels are designed to overcome this contradiction. Competent interlocutors and presenters, who have a flexible strategy and tactics, take part in these programs. The variety of genres and the specifics of camera work are noted, patterns in the design of studios are revealed.

The aim of the article is a comparative analysis of human intelligence and artificial intelligence, as well as the search for a methodological approach that would allow resolving the contradictions that arise between different areas of knowledge in their understanding. It is proved that comprehension of the essence of artificial intelligence reaches a paradigmatic level and the solution of discussion issues at the level of a culture-centric paradigm is proposed. Through a comparative analysis of human intelligence and artificial intelligence, the insufficiency of both the techno-scientific approach to their perception, which significantly narrows the understanding of phenomena and the philosophical approach, which takes science to the level of high abstractions, is proved. It is recommended to switch to the sociocultural dimension of artificial intelligence and human intelligence, which, recognizing the merits of technoscience and philosophy, on the one hand, takes into account the specifics of the sociocultural context and, in this regard, removes the limited perception of artificial intelligence as an element of the technosphere and reveals the numerous connections of the technosphere with other spheres of life society, and on the other—thanks to the last circumstance, it concretizes the philosophical vision of intelligence. Recognizing the highest value of man as the creator of culture and the result of its creation, the authors of the article emphasize that human intelligence, due to the presence of special substrate components that determine its existence in the space-time continuum, is incommensurable with artificial intelligence.

Numerous genetic studies have shown that the CREB-binding protein (CBP) is an essential component of long-term memory formation, through its histone acetyltransferase (HAT) function. E1A-binding protein p300 and p300/CBP-associated factor (PCAF) have also recently been involved in memory formation. By contrast, only a few studies have reported on acetylation modifications during memory formation, and it remains unclear as to how the system is regulated during this dynamic phase. We investigated acetylation-dependent events and the expression profiles of these HATs during a hippocampus-dependent task taxing spatial reference memory in the Morris water maze. We found a specific increase in H2B and H4 acetylation in the rat dorsal hippocampus, while spatial memory was being consolidated. This increase correlated with the degree of specific acetylated histones enrichment on some memory/plasticity-related gene promoters. Overall, a global increase in HAT activity was measured during this memory consolidation phase, together with a global increase of CBP, p300, and PCAF expression. Interestingly, these regulations were altered in a model of hippocampal denervation disrupting spatial memory consolidation, making it impossible for the hippocampus to recruit the CBP pathway (CBP regulation and acetylated-H2B-dependent transcription). CBP has long been thought to be present in limited concentrations in the cells. These results show, for the first time, that CBP, p300, and PCAF are dynamically modulated during the establishment of a spatial memory and are likely to contribute to the induction of a specific epigenetic tagging of the genome for hippocampus-dependent (spatial) memory consolidation. These findings suggest the use of HAT-activating molecules in new therapeutic strategies of pathological aging, Alzheimer's disease, and other neurodegenerative disorders.

A critical step of neuronal terminal differentiation is the permanent withdrawal from the cell cycle that requires the silencing of genes that drive mitosis. Here, we describe that the alpha isoform of the heterochromatin protein 1 (HP1) protein family exerts such silencing on several E2F-targeted genes. Among the different isoforms, HP1alpha levels progressively increase throughout differentiation and take over HP1gamma binding on E2F sites in mature neurons. When overexpressed, only HP1alpha is able to ensure a timed repression of E2F genes. Specific inhibition of HP1alpha expression drives neuronal progenitors either towards death or cell cycle progression, yet preventing the expression of the neuronal marker microtubule-associated protein 2. Furthermore, we provide evidence that this mechanism occurs in cerebellar granule neurons in vivo, during the postnatal development of the cerebellum. Finally, our results suggest that E2F-targeted genes are packaged into higher-order chromatin structures in mature neurons relative to neuroblasts, likely reflecting a transition from a 'repressed' versus 'silenced' status of these genes. Together, these data present new epigenetic regulations orchestrated by HP1 isoforms, critical for permanent cell cycle exit during neuronal differentiation.

Amyotrophic lateral sclerosis (ALS) is characterized by motoneuron (MN) degeneration, generalized weakness, and muscle atrophy. The premature death of MNs is thought to be a determinant in the onset of this disease. In a transgenic mouse model of ALS expressing the G86R mutant superoxide dismutase 1 (mSOD1), we demonstrated previously that CREB (cAMP response element-binding protein)-binding protein (CBP) and histone acetylation levels were specifically decreased in nuclei of degenerating MNs. We show here that oxidative stress and mSOD1 overexpression can both impinge on CBP levels by transcriptional repression, in an MN-derived cell line. Histone deacetylase inhibitor (HDACi) treatment was able to reset proper acetylation levels and displayed an efficient neuroprotective capacity against oxidative stressin vitro. Interestingly, HDACi also upregulated CBP transcriptional expression in MNs. Moreover, when injected to G86R micein vivo, the HDACi sodium valproate (VPA) maintained normal acetylation levels in the spinal cord, efficiently restored CBP levels in MNs, and significantly prevented MN death in these animals. However, despite neuroprotection, mean survival of treated animals was not significantly improved (

Activation of e2f-1 gene expression is an event that has been now established in many models of neuronal apoptosis. Accumulated E2F-1 protein has also been observed in post mortem brains obtained from patients suffering from different neurodegenerative diseases. We have previously shown in primary neuronal cultures that e2f-1 gene transcription was actively repressed in neuroprotective conditions through HDAC-dependent regulation on the E2F-responsive elements (E2F-REs) located in the e2f-1 gene promoter. Here, we further investigated the protein complex bound to these sites by gel shift analysis. We found that the specific protein binding to E2F-REs is altered in apoptotic conditions compared to neuroprotective conditions, suggesting that the proteic constituents of the complex are likely to be modified upon apoptosis onset. Indeed, Western blot analysis showed a time-dependent degradation of the Rb/E2F binding protein HDAC-3 during apoptosis, a degradation that is caspase-dependent. Altogether, these data point to HDAC-3 as a good candidate involved in the active e2f-1 repression necessary for neuroprotection.
