Globalisierung und Digitalisierung führen zu einer immer stärkeren Vernetzung zwischen Einzelpersonen, Gruppen, Organisationen und Bibliotheken. Im Artikel werden zehn höchst sinnvolle Wirkungen solcher Partnerschaften aus Sicht einer Bibliothekarin vorgestellt. Ein Beispiel für die klaren Vorteile einer Zusammenarbeit ist die tschechisch-deutsche Partnerschaft „Bibliothek nebenan" sowie die bilaterale Partnerschaft zwischen der Stadtbibliothek Chemnitz und der Regionalbibliothek Ústí. Partnerschaften und Kooperationen ermöglichen es, die eigenen Schwachstellen besser zu erkennen und zu beheben, den Partner zu stärken und die Vorteile beider Seiten weiterzuentwickeln. "Es gibt wissenschaftlich keine begründeten Hindernisse, die Biodiversität in ihrer Schönheit und Vielfalt zu schützen. Es bleiben nur noch sechs Jahre, um die Biodiversitätsziele bis 2030 zu erreichen. Dafür müssen wir jetzt gemeinsam anpacken."In den 10 Must-Knows aus der Biodiversitätsforschung 2024 haben 64 Wissenschaftlerinnen und Wissenschaftler ihre fundierten und vielseitigen Erkenntnisse und Empfehlungen aus den 10MustKnows22 weiterentwickelt. Die zehn ausgewählten Schlüsselbereiche des Erde-Mensch-Systems werden inhaltlich durch relevante Publikationen von 2022 und 2023 ergänzt und mit den im Dezember 2022 verabschiedeten 23 globalen Zielen des Kunming-Montreal Global Biodiversity Framework (GBF) verknüpft. Den Autorinnen und Autoren ist bewusst, dass die kommenden sechs Jahre bis 2030 wesentlich sind, um mittel- und langfristig ein ökologisch nachhaltiges und sozial gerechtes Leben auf unserer Erde zu erreichen. Objective: In this study, we aim to assess the current situation of postgraduate medical education in obstetrics and gynaecology in Germany, Austria and Switzerland. In addition, we aim to determine transferable advantages amongst the countries. Study design: We performed a survey through a digital questionnaire with a total of 40 questions. The survey was advertised via communic- ation channels of the German, Austrian and Swiss gynaecological societies; the participants were enrolled anonymously. Results: A total of 422 trainees took part in the survey. Differences within the three countries where found regarding the workload and the training of sub-specialties. Generally, the participants described to spend the majority of their daily working hours on documentation. Concerning assessment of current training regulations, more than half of trainees stated that they were actually faced with notable difficulties to fulfil the required obligatory numbers of self-performed interventions being documented. When asked for their intrinsic feeling of safety, around two-third of trainees felt “confident to very confident” during standard interventions. These numbers were up to 12% higher in the group of trainees who experienced simulation training during their education. Conclusion: With the help of this survey, weak points can be identified such as workload and implementation of current training regulations. Projects and ideas as EBCOG PACT, EPAs, the reduction of bureaucracy through digitization and deepening skills through simulation make a valuable contribution to compensate for these deficits and to adapt to future requirements. The role of the EU in sustainable development has been generally seen as influential so far. The EU has proven its commitment to promoting sustainability abroad, and the EU has embarked on a transition to a low-carbon society at home. The Middle East lags behind all regions regarding sustainability due to ravaging economic, security, and social challenges, particularly in Iraq and Syria. As the economic nature of the petro-states, the petroleum price influences the GDP and economic growth not only for Iraq and Syria but the majority of resource-based economies. This creates fragile economies that are less resistant to international financial crises. Moreover, petro-states have few economic characteristics, including; high capital intensity, centralization and control of revenues, and low demand for labor. At the same time, oil has special effects on domestic conditions like authoritarianism and the temptation for civil war. This study focuses on the role of the EU in sustainability policy towards Iraq and Syria. This study highlights how the European Green Deal (EGD) influences the path to sustainability in the Middle East, specifically in Iraq and Syria. In line with this, the analytical framework discusses the logic of social actions (consequentialism and appropriateness), which are at play in EU-Middle East relations. Thus, it contributes to the role of the EU as a leading actor in global sustainability governance, focusing on a region that has been largely neglected.

In contrast to the United States' unilateral China policy under President Donald Trump, the Joe Biden administration has renewed its ties with European and Asian allies. In its struggle with China for supremacy, the US strives to build a "united front" based on similar values. Although European countries share many values with the US, the China policies of the European Union and some of its member states substantially differ, not least due to diverging threat perceptions and economic interests. Against all expectations, the Biden administration continued Trump's policy of containing China's development through tariffs, exports controls, investment blockades, and visa restrictions. With the US CHIPS and Science Act and new export controls, the US government seeks to slow down China's further technological rise. Security issues have become more important in both the US and EU approach. European countries are, however, still reluctant to apply the same threat assessment for China as for Russia and to disengage from China. Europe's dependency on China as a key market and production base is still high, and most EU member states are not yet prepared for an economic decoupling. Although governments and research institutes in Europe have become more aware of the risks of science and technology cooperation with China, to discontinue it is not seen as an option. Despite the US and EU attempting to coordinate their China policies, the new US export controls on semiconductors were criticised by many European companies as unilateral decisions. The US and EU struggle to align their diverging interests on important topics such as the use of subsidies to support their economies. Therefore, the chances of them developing a unified China policy remain limited. The relationship between the US and China has turned into a new Cold War in which the coexistence of different economic and political systems does not seem possible. International cooperation in dealing with epidemics and pandemics was developed significantly during the 20th century. In 1921, following the Spanish influenza pandemic, the League of Nations Health Organization (LNHO) was created, a precursor to the World Health Organization (WHO) which was subsequently established in 1948. The purpose of these international efforts was to coordinate actions in order to improve citizens’ health as well as to prevent and constrain the transmission of dangerous diseases. Their contribution has been particularly important in preventing and protecting against pandemic crises through specific interventions-regulations which set limits and rules. This paper focuses on the contribution of the World Health Organization (WHO) and the League of Nations Health Organization (LNHO) in preventing and responding to major epidemic and pandemic crises over the last hundred years. A focus will be placed on the management of pandemic crises or risks, specifically HIV, cholera (in Yugoslavia in the 1970s), SARS-CoV, H1N1, Ebola, Zika and SARS-CoV2. The purpose of this paper is to highlight the contribution of the WHO and the LNHO in responding to pandemics and dangerous epidemics, by focusing on the political-organizational framework they adopted in terms of international health cooperation and of individual responses-policy measures.

22. Sicherheit im Indo-Pazifik: die Asianisierung der regionalen Sicherheitsarchitektur

Seit dem Koreakrieg 1950-53 basierte die Sicherheitsarchitektur der lange Zeit als "Asien-Pazifik" bezeichneten Region auf einem US-geführten System bilateraler Allianzen, dem sogenannten Nabe-und-Speichen-System. Ein multilaterales System kollektiver Verteidigung, ähnlich der Nato in Europa, gab es in der Region bislang nicht. 2014 begann die Volksrepublik China unter Xi Jinping, eigene Ideen zur Neugestaltung des regionalen Sicherheitssystems zu entwickeln. Xi nannte das Nabe-und-Speichen-System ein Relikt des Kalten Krieges und forderte eine regionale Sicherheitsarchitektur "von Asiaten für Asiaten". Das Konzept "Indo-Pazifik" gilt weithin als strategischer Gegenentwurf zu einer sinozentristischen Neustrukturierung der Region. Dabei wird die Sicherheitsarchitektur mehrheitlich als antagonistische Ordnung verstanden, in der Sicherheit gegen und nicht mit China hergestellt wird. Diese Architektur ist stärker als bisher »asianisiert«: Nicht nur wächst die Bedeutung der US-Alliierten in der Region im Verhältnis zu Washington. Immer wichtiger werden auch bi- und minilaterale Partnerschaften außerhalb des Nabe-und-Speichen-Systems, etwa diejenigen mit Beteiligung von Staaten wie Indien oder Indonesien. Strukturell dominieren bilaterale Allianzen und Partnerschaften, die zunehmend um minilaterale Formate wie AUKUS oder Quad ergänzt werden. Für die EU und ihre Mitgliedstaaten bedeutet all dies, dass die Verwirklichung der Idee eines inklusiv ausgerichteten Indo-Pazifik in weite Ferne gerückt ist. Auch der effektive Multilateralismus, den die EU propagiert, gerät zusehends ins Hintertreffen, da die regionale Sicherheitsarchitektur sich mehr und mehr zu einem Nebeneinander bi- und minilateraler Kooperationsformate wandelt. The implementation of the European Union's (EU) Green Deal to reduce emissions by 2030 and to achieve climate neutrality by 2050 will have an impact on the EU's trade policy and on its trade relations with its non-EU partners. With the ongoing decarbonisation process of European economic sectors, the EU's climate policy will be increasingly integrated into its trade policy through measures such as the Carbon Border Adjustment Mechanism (CBAM) and by strengthening the environment chapters of its trade agreements. Therefore, the debate on the future of Turkey-EU trade relations should focus on future prospects for decarbonisation and trade if both sides are keen to maintain or deepen their trade relations. In the current context, which is rife with geopolitical and energy security considerations, a long-term vision and a holistic approach are needed now more than ever. (author's abstract)

- Abstract
In a press conference in Buenos Aires in October 2022, Josep Borrell, the European Union High Representative for Foreign Affairs and Security Policy, declared that 2023 must be the year of Latin America in Europe and of Europe in Latin America. There is renewed European interest in Latin America as a strategic partner, but many Latin American governments prefer an active non-alignment in international politics. The Spanish EU Council Presidency in the second half of 2023 will open a window of opportunity for deepening EU-Latin American and the Caribbean relations. A summit between the EU and the Community of Latin American and Caribbean States (CELAC), the first since 2015, is planned to be held from 17-18 July 2023 in Brussels. As the EU is pursuing open strategic autonomy, Latin America is perceived as a possible strategic partner supportive of its agenda in international politics. Strategically important raw materials are imported from Latin America, and the latter's countries have the potential to become important producers and exporters of green hydrogen. While Europe has lost ground as a trading partner with Latin America to China, European companies are still a leading investor in the region, and Europe has still soft power or power of attraction in Latin America. The results of the recent elections in Latin America, especially the victory of Lula da Silva in Brazil, open new possibilities for EU cooperation with the region. It will be easier to find common positions on climate change and the protection of the Amazon rainforest. But Latin American governments will demand more protection for their domestic industries in free trade agreements and expect more European funding for measures against climate change and for environmental protection, and they will not automatically support European positions in international politics. Since the Korean War of 1950-53, the security architecture of the region previously referred to as the "Asia-Pacific" has been based on a US-led system of bilateral alliances known as the "hub-and-spokes" system. A multilateral system of collective defence, similar to NATO in Europe, has not existed in the region. In 2014, the People's Republic of China under Xi Jinping began to develop its own ideas for reshaping the regional security system. Xi called the hub-and-spokes system a relic of the Cold War and called for a regional security architecture "by Asians for Asians". The "Indo-Pacific" is widely regarded as a strategy to counter a Sinocentric restructuring of the region. The majority of actors involved conceives its security architecture as an antagonistic order in which security is established against, and not with, China. This architecture is more "Asianised" than before. The region's US allies are gaining significance in relation to Washington. What's more, bilateral and minilateral partnerships outside the hub-and-spokes system are becoming increasingly important, for example those involving states such as India or Indonesia. Structurally, bilateral alliances and partnerships dominate. They are increasingly supplemented by minilateral formats such as AUKUS or the Quad. For the EU and its member states, all this means that realising the idea of an inclusive Indo-Pacific has become a distant prospect. The effective multilateralism propagated by the EU is also gradually falling behind as the regional security architecture is increasingly being transformed into a web of bilateral and minilateral cooperation formats.

While the world's attention is focused on Russia’s war against Ukraine and the intensifying conflict between the US and China, the security situation on the Korean Peninsula has continued to deteriorate. North Korea is steadily advancing the expansion of its military capabilities and recently undertook significant changes in its nuclear doctrine. At the same time, the rapidly changing geopolitical context makes a resolution of the North Korean nuclear conflict even less likely. North Korea’s unilateral change of the status quo on the Korean Peninsula poses a serious challenge to the international community, which has few options to counter this threat that is far too dangerous to ignore. Gesetzliche Maßnahmen im Bereich der Auslandsfinanzierung von zivilgesellschaftlichen Organisationen werden inzwischen als zentraler Bestandteil von schrumpfenden zivilgesellschaftlichen Räumen angesehen. Allerdings existiert in der Literatur bisher kein Konsens über die Angemessenheit eines expliziten staatlichen Eingriffs in diesem Bereich. Der Artikel entwickelt deswegen einen konzeptionellen Rahmen, um den einschränkenden Charakter von staatlichen Eingriffen empirisch präziser als bisher bestimmen zu können. Wir plausibilisieren unser konzeptionelles Argument anhand von sechs kurzen Fallstudien zu Deutschland, Österreich, der Türkei, Ungarn, Uruguay und Venezuela. Damit tragen wir in dreifacher Art und Weise zur Debatte über schrumpfende zivilgesellschaftliche Räume bei. Wir zeigen erstens, dass gesetzliche Maßnahmen in Bezug auf die ausländische Finanzierung von Zivilgesellschaft nicht zwangsläufig als Teil eines weltweiten repressiven Trends anzusehen sind. Zweitens schlagen wir eine neue analytische Einordnung vor, die über das bisher dominante binäre Verständnis hinausgeht, welches gerade im Global Süden jeglicher Anpassung gesetzlicher Maßnahmen in diesem Bereich repressive Tendenzen unterstellt. Drittens versuchen wir eine Sicht der internationalen Menschenrechte zur Vereinigungsfreiheit mit einer auf nationalen verfassungsrechtlichen Normen fokussierten Perspektive in Verbindung zu bringen, um damit empirisch-analytisch präziser auf die in vielen Ländern existierenden rechtsnormativen Unterschiede zwischen diesen beiden Ebenen aufmerksam zu machen.

32. Regional security dialogues in Europe and in Asia: The role of Track 1.5 forums in the practice of international security

The term regional security dialogue brings to mind state-organised conferences and events; however, an under-appreciated subset of such dialogues are organised by non-state actors that have unique formal aspects. These quasi-formal dialogues operate alongside, and sometimes in competition to, state-sanctioned processes. Why do some of these forums appear to be more effective at fostering regional dialogue than strictly formal or informal processes with the same goals? Drawing from heterogenous discourse approaches, we address this question by identifying and expanding the concept of the quality of discursive space, as a key feature for the success of security dialogues. We then apply this concept to two of the most successful so-called Track 1.5 security dialogues: the Munich Security Conference (MSC) in Europe and the Shangri-La Dialogue (SLD) in Asia. We analyse these cases using a mix of interviews with participants and organisers, participant observation, and public outputs with the aim of improving the understanding of the role and impact of Track 1.5 diplomacy in the practice of international security. Our findings highlight that it is what we call the quality of discursive space, as a mix of different components in this space, which differentiates effective dialogues from mere policy 'talk shops'.

A populist surge in Europe is affecting Euro-Mediterranean cooperation 25 years after the Barcelona Process was launched, reinforcing existing trends of de-Europeanization and renationalization of foreign policies. This article analyses the landscape of political contestation of Mediterranean cooperation in Europe in a new age of populism, focusing on France, Italy and Spain as well as the Visegrad 4 states that have turned from bystanders to veto players in Mediterranean affairs. We find that the 'thick' ideologies from which populists are borrowing condition the thrust of their influence. The impact of right-wing populism trumps that of its left-wing counterpart in quantity and quality, while market-liberal populism is in decline and regional populism is mainly an issue only in Spain. Populism has personalized decision-making and shaped political agendas directly and indirectly, most notably on migration. It has whitewashed authoritarian leaders in the southern Mediterranean and fragmented the European Union's position on key issues such as the Arab-Israeli conflict. National interests and the weight of institutions have, however, formed a counterbalance to the focus on migration emanating from domestic politics. Populism alone cannot be blamed for renationalization trends that have existed before, but it does build on and reinforce them.

Ferdinand "Bongbong" Marcos Jr. won the Philippines' presidential election by a landslide on 9 May and was officially sworn in on 30 June. During the election campaign, Marcos Jr. - the son of Philippine dictator Ferdinand Marcos Sr. who was ousted in 1986 - remained extremely vague when it came to describing his foreign and security policies. Some observers initially speculated that Marcos Jr. would continue to pursue the foreign policy shift towards the People's Republic of China that had been established by his predecessor Rodrigo Duterte. Several weeks into Marcos Jr.'s presidency, however, a much more nuanced picture has emerged. It appears that the newly elected president is likely seeking to balance the Philippines' relations with China and the US to a greater extent than his predecessor. He therefore seems to be following in his father’s foreign policy footsteps. This could open up new opportunities for cooperation between the Philippines and Germany and the EU - provided that such collaboration considers the high degree to which Manila's current foreign policy agenda seems to be driven by domestic concerns and objectives. Do autocracies cooperate internationally? This working paper investigates whether regime-type explains co-sponsorship patterns at the United Nations General Assembly. Co-sponsorship is a relatively costly signal of international cooperation at the UN, which is analyzed based on a novel dataset, including newly validated issue categories and co-sponsorship behavior on 14.995 draft resolutions. Theoretically, the paper unifies three strands of literature: the recent literature on autocratic regional organizations, the growing literature on foreign policy of autocratic regimes and the traditional analysis of the United Nations. The results suggest that regime-type plays a strong role in co-sponsorship behavior: democracies co-sponsor with their peers, whereas autocracies, in line with existing findings, cooperate overall less at the UN. They do, however, prefer to co-sponsor with one another over partners of other regime-types. This seems to be particularly true in issue areas where autocratic regimes could attempt to counter democratic norm-setting, such as human rights. There is mixed results concerning the effect of autocratic regional organizations on autocratic co-sponsorship. Preliminary results suggest at least some positive effect on autocracies and highlight the need for further research.

This book provides a detailed analysis of the Association of Southeast Asian Nations (ASEAN) and the deepening relationship that ASEAN has with China. As an organization for regional cooperation among developing countries, ASEAN has drawn attention from the region and even the world, and is playing an increasingly important role in international affairs. As East Asian cooperation deepened in the 21st century, ASEAN countries not only raised the idea of building a community based on the pillars of an economic community, a political-security community, and a socio-cultural community, but also issued the ASEAN Charter. Gaining a good overview of ASEAN's efforts at promoting economic cooperation over the last 40 years - and the resultant effects on its economic development - is an important starting point toward an in-depth understanding of ASEAN itself. It is also an important theoretical basis for bilateral relations to progress further in the context of deepening China-ASEAN relations. The goals and achievements of ASEAN are something that other poorer-performing nations may want to emulate. The governance of ocean and polar regions is among the most relevant challenges in the combat against global environmental degradation and global inequalities. Ocean and polar regions are climate regulators and very much affected by climate change. They are an important source of nutrition for life in and above the sea. At the same time, they are subject to an increasing number of geopolitical and geo-economic conflicts. Due to the lasting virulence of many security issues, economic conflicts, legal disputes, new technological developments, and environmental crises in global marine areas as well as the intricate overlap of sovereign, semi-sovereign, and global commons territories, the relevance of ocean and polar governance is bound to rise. This thematic issue sketches important trends in research on these issues and identifies future avenues of inquiry. In this editorial, we first provide an overview of governance challenges for ocean and polar regions and their relevance for geopolitical and geo-economic conflicts. In a second step, we present the eight contributions that make up the thematic issue by clustering them around three themes: (a) challenges to norm-creation in ocean governance, (b) the impact of territorialisation on governance and the construction of authority, and (c) the effectiveness of regimes of ocean and polar governance.

Der Artikel analysiert die geopolitische und strategische Dynamik der Kooperation zwischen der Volksrepublik Mosambik und der Deutschen Demokratischen Republik (DDR) im Bereich Erziehung und Ausbildung im Kontext des Staats- und Freundschaftsvertrags vom Februar 1979. Wichtiger Teil dieses Abkommens war die Gründung der Schule der Freundschaft in Staßfurt bei Magdeburg. Der Beitrag diskutiert, inwieweit die heutige Staatspartei FRELIMO (Frente de Libertação de Moçambique) und der damalige Präsident Samora Machel ihre Vision verwirklichen konnten, durch die Schaffung des "Neuen Menschen" eine marxistisch-leninistisch geprägte sozialistische Gesellschaft und einen Einparteienstaat unter FRELIMO zu etablieren. Teil dieses Projekts war es, das politische und ideologische Modell der DDR zu übernehmen und gleichzeitig die enormen Staatschulden bei der DDR zu bezahlen. Ein starkes Interesse der deutschen Seite war neben dem Bestreben nach internationaler Anerkennung die wirtschaftliche Zusammenarbeit, welche die Lieferung von Rohstoffen und von Arbeitskräften beinhaltete. Mit den politisch-ideologischen Veränderungen in Mosambik aufgrund zahlreicher interner und externer Einflussfaktoren sowie mit Machels Tod 1986 verlor das Projekt seine Bedeutung. So gab es keinen Plan für die Integration der zurückgekehrten Absolvent*innen aus der DDR. Die meisten wurden direkt zum Militär eingezogen und endeten später frustriert in der Arbeitslosigkeit. Letztendlich ist Machels Projekt gescheitert. This article analyses the geo-political and strategic dynamics of co-operation in the field of education between the People's Republic of Mozambique and the German Democratic Republic (GDR). It focuses specifically on the Friendship and Co-operation Agreement of February 1979, which led to the creation of the Friendship School in Staßfurt. In this context, the paper discusses to what extent President Samora Machel’s vision of creating a Marxist-Leninist socialist society and establishing a one-party-state under FRELIMO's (Frente de Libertação de Moçambique) rule included the formation of elite 'New Men' through international education in the GDR. Part of Machel’s socialist project included adopting the political ideological model of the GDR and paying Mozambique's enormous debt to the GDR. In the context of the Cold War, the GDR was highly interested in economic co-operation with Mozambique, which included the supply of raw materials and manpower, and enjoyed the international appreciation. Yet, as a result of internal and external factors, which led to political-ideological transformation in Mozambique, and Machel’s death, the socialist project lost its significance. As there was no plan for the reintegration of the Mozambique graduates from the GDR, most of them were drafted directly into the army and later ended up frustrated and unemployment. Machel’s vision finally collapsed.

This article summarizes the thematic issue findings, focusing on the factors that contribute to stabilize or weaken EU–US relations. Seen together, the articles have systematically documented that there is a growing pressure on transatlantic relations both in multilateral institutional settings as well as in foreign and security policy. On the one hand, transatlantic relations within NATO are strengthening in the context of Russia’s new war in Ukraine, pushing Europe closer to the US and papering over disputes among European nations about the course of intra-European security cooperation. Shared norms and institutions as well as non-state actors with an interest in keeping the relationship strong for economic, strategic, or more normative reasons also serve to stabilize the relationship. On the other hand, longer-term geopolitical and economical structural changes together with domestic factors, particularly in the US, and in some cases diverging interests, suggest a parallel longer-term weakening of the relationship.

Von 12. bis 13. April 2016 fand an der Universitätsbibliothek Wien die Jahrestagung der internationalen Confederation of Open Access Repositories (COAR) statt. 80 Teilnehmerinnen und Teilnehmer aus verschiedenen Ländern diskutierten über ihre Erfahrungen und die Funktionsweisen zukünftiger Repositorien. COAR wurde 2010 gegründet und hat eine ständig wachsende Zahl an Mitgliederinstitutionen. Das Thema des Annual Meetings 2016 war die bedeutende Rolle von Zusammenarbeit beim Aufbau eines globalen Gemeinguts an Wissen. Internationale Kooperationen, ob in technischer, inhaltlicher oder organisatorischer Hinsicht, wurden als zentrales Moment für die Weiterentwicklung im Bereich Open Access und Langzeitarchivierung an Universitäten und akademischen Institutionen weltweit identifiziert.

International cooperation in dealing with epidemics and pandemics was developed significantly during the 20th century. In 1921, following the Spanish influenza pandemic, the League of Nations Health Organization (LNHO) was created, a precursor to the World Health Organization (WHO) which was subsequently established in 1948. The purpose of these international efforts was to coordinate actions in order to improve citizens’ health as well as to prevent and constrain the transmission of dangerous diseases. Their contribution has been particularly important in preventing and protecting against pandemic crises through specific interventions-regulations which set limits and rules. This paper focuses on the contribution of the World Health Organization (WHO) and the League of Nations Health Organization (LNHO) in preventing and responding to major epidemic and pandemic crises over the last hundred years. A focus will be placed on the management of pandemic crises or risks, specifically HIV, cholera (in Yugoslavia in the 1970s), SARS-CoV, H1N1, Ebola, Zika and SARS-CoV2. The purpose of this paper is to highlight the contribution of the WHO and the LNHO in responding to pandemics and dangerous epidemics, by focusing on the political-organizational framework they adopted in terms of international health cooperation and of individual responses-policy measures.

Die Grundidee des Projekts „Authentic-STEM“ ist es, deutsche und amerikanische Jugendliche im Alter von 13-18 Jahren in gemeinsamen internationalen Projektteams (Solver-Teams) zu begleiten. Diese arbeiten an authentischen mathematikhaltigen MINT-Problemstellungen aus Unternehmen (z. B. Modellierung, Optimierung, Big Data, Produktdesign etc.) im Bereich der Digitalisierung über einen Zeitraum von vier Monaten. Dabei werden die Solver-Teams bei der Lösung und Kommunikation untereinander sowie mit den Unternehmen durch Mentor*innen (z. B. erfahrene Lehramtsstudierende, Lehrer*innen oder wissenschaftliche Mitarbeiter*innen) unterstützt (Marx & Stoffels, 2022). Diese Mentor*innen arbeiten eng mit den beteiligten Unternehmen und den dort für das Projekt verantwortlichen Mitarbeitenden zusammen, um die Problemstellungen zunächst zielgruppengerecht zu identifizieren und vorzustellen. In Authentic-STEM erhalten interessierte Jugendliche so die Möglichkeit, konkret zu erleben, wie sie ihr Schulwissen in der Arbeitswelt bei der Lösung echter Probleme anwenden können.

La Commission européenne a conçu en 2011 une proposition de loi sur le nouveau programme-cadre pour le secteur de la culture et de la créativité dans le cadre financier 2014-2020. À cet effet, les programmes ac tuels "Culture" (2007-2013), MEDIA pour le secteur audiovisuel (2007-2013) et MEDIA Mundus pour la coopération avec des experts de pays tiers dans le secteur audiovisuel (2011-2013) seront pour cela rassemblés dans un cadre commun et un nouveau mécanisme de financement sera créé (fonds de garantie). L'étude fournit un aperçu sur les principales modifications des aides à la culture à partir de 2014, discute des positions du Conseil et du Parlement européens sur la proposition de la Commission et expose les critiques émises par la société civile et la sphère publique. Pour cela, les prises de position publiques et les commentaires dans la presse ont été analysés quant à leur contenu et leur discours, et grâce à des entretiens semi-directifs, des voix isolées de la société civile ont pu se faire entendre. Les principales questions critiques que la sphère publique, la société civile et le Parlement européen adressent au programme touchent, entre autres, à son caractère économique qui met l'accent sur la concurrence, l'emploi et un accroissement stratégique des publics. Est en outre critiqué le terme de culture du nouveau programme, car celui-ci considère la culture uniquement comme une marchandise et une prestation de service sans illustrer son aspect non commercial.

Die Europäische Union (EU) bemüht sich zusehends darum, neue Partnerschaften zu etablieren und bestehende zu intensivieren, vor allem mit Ländern des Globalen Südens. Ziel der EU ist es dabei, die eigene strategische Autonomie zu stärken. Dazu gehört auch, eine resiliente Versorgung mit Rohstoffen sicherzustellen, die für die digitale und grüne Wirtschaftswende (twin transition) benötigt werden. Zahlreiche Partnerländer im Globalen Süden setzen sich seit Jahren dafür ein, ein verbindliches internationales Abkommen zu Wirtschaft und Menschenrechten (Binding Treaty) abzuschließen, dessen Bestimmungen über die Leitprinzipien der Vereinten Nationen (UNGPs) hinausgehen. Die EU sollte ein Verhandlungsmandat ausarbeiten und sich aktiv beteiligen, um ihr Image als Verfechterin der umwelt- und menschenrechtlichen Verantwortung von Unternehmen auf internationaler Ebene zu festigen. Multilaterale Verhandlungen ermöglichen einen Dialog und internationale Zusammenarbeit, die regionale und nationale Gesetze zur Sorgfaltspflicht in Lieferketten nicht bieten, weshalb sie auch mit dem Risiko fehlender Akzeptanz behaftet sind. Multilaterale Zusammenarbeit ist notwendig, um die Rechenschaftspflicht transnationaler Unternehmen zu verstärken. (Autorenreferat)

In contrast to the United States' unilateral China policy under President Donald Trump, the Joe Biden administration has renewed its ties with European and Asian allies. In its struggle with China for supremacy, the US strives to build a "united front" based on similar values. Although European countries share many values with the US, the China policies of the European Union and some of its member states substantially differ, not least due to diverging threat perceptions and economic interests. Against all expectations, the Biden administration continued Trump's policy of containing China's development through tariffs, exports controls, investment blockades, and visa restrictions. With the US CHIPS and Science Act and new export controls, the US government seeks to slow down China's further technological rise. Security issues have become more important in both the US and EU approach. European countries are, however, still reluctant to apply the same threat assessment for China as for Russia and to disengage from China. Europe's dependency on China as a key market and production base is still high, and most EU member states are not yet prepared for an economic decoupling. Although governments and research institutes in Europe have become more aware of the risks of science and technology cooperation with China, to discontinue it is not seen as an option. Despite the US and EU attempting to coordinate their China policies, the new US export controls on semiconductors were criticised by many European companies as unilateral decisions. The US and EU struggle to align their diverging interests on important topics such as the use of subsidies to support their economies. Therefore, the chances of them developing a unified China policy remain limited. The relationship between the US and China has turned into a new Cold War in which the coexistence of different economic and political systems does not seem possible. For European countries, decoupling from China would undermine economic stability. Instead, the EU should further cooperate with China following an interest-led policy based on the principles of openness and rules-based multilateralism.

Auf Basis seiner langjährigen Tätigkeit in der nationalen und internationalen Erwachsenenbildung sichtet und beschreibt der Autor typische Phänomene der Netzwerkarbeit, u.a. Strukturpolster, die für eine europäische Netzwerkarbeit eine sichere Basis zu liefern vermögen, geregelte Zweckgemeinschaften und "in Bereitschaft" stehende Poolnetzwerke, die oft outputorientiert bleiben, sowie die kleine und aktive Erwachsenenbildungs-Community als Vorstufe eines Netzwerks. Berichtet wird auch vom "Ghosten", dem plötzlichen Verschwinden von Netzwerkpartner*innen, was nicht ausschließt, dass auch "echte Freunde" im Berufsleben gefunden werden können. Um ausreichend flexibel und innovativ sein zu können, braucht es im Netzwerkmanagement Mut und einen Blick für das Wesentliche. Entscheidend für das Gelingen der Netzwerkarbeit ist es, einander als Personen mit unterschiedlichen Interessen und Fähigkeiten wahrzunehmen. Kritisch sieht der Autor die Gefahr der Scheinpublizität und eine als "Plattformania" bezeichnete Neigung zu ungeeigneten Kommmunikationstechnologien - er plädiert für E-Mail und persönliche Kontakte als verbindlichste Möglichkeiten, sich zuverlässig auszutauschen. Sein Resümee: Die Kontakte aus beruflichen Netzwerken bereichern enorm die fachliche Arbeit und sind auch persönlich ein großer Gewinn. (DIPF/Orig.) Based on his many years of active experience in national and international adult education, the author spots and describes typical networking phenomena including structural reserves that manage to provide a safe basis for European networking, regulated pragmatic partnerships and pools of "standby" network partners that often remain output-oriented and the small and active adult education community as the preliminary stage of a network. He also reports on "ghosting", the sudden disappearance of network partners, which does not rule out being able to find "true friends" in working life. For a network to remain sufficiently flexible and innovative, courage and a feel for what is important are required in its management. The success of networking depends on how well people are able to perceive each other as individuals with different interests and abilities. The author is critical of the danger of fake publicity and "platform mania", the tendency to use inappropriate communication technologies, and advocates for email and personal contacts as the reliable ways to exchange ideas. His conclusion: Contacts from professional networks enormously enrich one's work and are also of great personal benefit. (DIPF/Orig.)

Wie werden im Jahr 2030 die europäisch-chinesischen Rohstofflieferketten aussehen? Dazu werden im Folgenden drei Szenarien durchgespielt. Sie können politischen Akteuren helfen, plausible Vorstellungen von der Zukunft zu gewinnen und mögliche Entwicklungen gedanklich voneinander abzugrenzen. Die Szenarien zeigen, welche Effekte politische wie sozio-ökonomische Faktoren auf die europäisch-chinesischen Lieferketten haben und wie sich europäische Akteure darauf einstellen können.
