Das globale Konfliktgeschehen hat sich im vergangenen Jahr weiter verschärft: Der Krieg zwischen Israel und der Hamas in Gaza, die anhaltende Aggression Russlands gegen die Ukraine sowie Militärputsche und dschihadistische Gewalt in Afrika forderten zehntausende Opfer. Militärische Interventionen in Konflikte zeigen dagegen kaum Erfolge, auch die Bekämpfung von Armut und Hunger stockt. Weltweit setzen zudem extremistische Bewegungen die Demokratien unter Druck. Das Friedensgutachten 2024 empfiehlt erste Schritte, um Gewaltspiralen zu durchbrechen und Konfliktursachen zu bearbeiten. Mit seinen konkreten Handlungsempfehlungen für Bundestag und Bundesregierung ist das Friedensgutachten ein zentrales Medium für den Dialog zwischen Wissenschaft, Gesellschaft und Politik. Die deutschen Friedensforschungsinstitute (BICC/IFSH/INEF/PRIF) geben das Gutachten seit 1987 heraus.

Huguenot refugees were everywhere in the early modern world. French Protestant exiles fleeing persecution following the Revocation of the Edict of Nantes in 1685, they scattered around Europe, North America, the Caribbean, South Africa, and even remote islands in the Atlantic and Indian Oceans. The Global Refuge provides the first truly international history of the Huguenot diaspora. The story begins with dreams of Eden, as beleaguered religious migrants sought suitable retreats to build perfect societies far from the political storms of Europe. In order to build these communities, however, the Huguenots needed patrons, forcing them to navigate the world of empires. The refugees promoted themselves as the chosen people of empire, religious heroes who also possessed key skills that could strengthen the British and Dutch states. As a result, French Protestants settled around the world: they tried to make silk in South Carolina; they planted vineyards in South Africa; and they peopled vulnerable frontiers from New England to Suriname. This embrace of empire led to a gradual abandonment of the Huguenots'earlier utopian ambitions and ability to maintain their languages and churches in preparation for an eventual return to France. For over a century they learned that only by blending in and by mastering foreign institutions could they prosper. While the Huguenots never managed to find a utopia or to realize their imperial sponsors'visions of profits, The Global Refuge demonstrates how this diasporic community helped shape the first age of globalization and influenced the reception of future refugee populations.

Die sozialliberale Koalition förderte aktiv den Export von Atomkraftwerken, Uran-Anreicherungsanlagen und Wiederaufbereitungstechnologie an diktatorische Regimes in Lateinamerika, Südafrika und den Iran. Unter dem Schlagwort »Einbindung durch Kooperation« setzte sie sich gegen schärfere internationale Kontrollen und Absprachen ein. Laxe Sicherheitsbestimmungen beim Export waren ein Standortvorteil für die Atomkraftwerke made in Germany. Dennis Romberg analysiert die Nuklearexportpolitik der Bundesrepublik in den 1970er Jahren systematisch und umfassend. Er betrachtet die Nuklearexporte der Bundesrepublik im Zusammenspiel mit der außenpolitischen Emanzipation der Bundesregierung, den Konflikten mit den USA, der innenpolitischen Kritik der aufkommenden Anti-AKW-Bewegung und dem internationalen Kontrollregime zur Nichtverbreitung von Atomwaffen. Dabei wird deutlich, wie die sozialliberale Koalition entgegen ihren eigenen Behauptungen das Nichtverbreitungsregime untergrub.

This books surveys the evolution of the international order in the quarter century since the end of the Cold War through the prism of developments in key regional and functional parts of the'liberal international order 2.0'(LIO 2.0) and the roles played by two key ordering powers, the United States and the People's Republic of China. Among the partial orders analysed in the individual chapters are the regions of Europe, the Middle East and East Asia and the international regimes dealing with international trade, climate change, nuclear weapons, cyber space, and international public health emergencies, such as SARS and ZIKA. To assess developments in these various segments of the LIO 2.0, and to relate them to developments in the two other crucial levels of political order, order within nation-states, and at the global level, the volume develops a comprehensive, integrated framework of analysis that allows systematic comparison of developments across boundaries between segments and different levels of the international order. Using this framework, the book presents a holistic assessment of the trajectory of the international order over the last decades, the rise, decline, and demise of the LIO 2.0, and causes of the dangerous erosion of international order over the last decade.

Legitimacy is central for the capacity of global governance institutions to address problems such as climate change, trade protectionism, and human rights abuses. However, despite legitimacy's importance for global governance, its workings remain poorly understood. That is the core concern of this volume: to develop an agenda for systematic and comparative research on legitimacy in global governance. In complementary fashion, the chapters address different aspects of the overarching question: whether, why, how, and with what consequences global governance institutions gain, sustain, and lose legitimacy? The volume makes four specific contributions. First, it argues for a sociological approach to legitimacy, centered on perceptions of legitimate global governance among affected audiences. Second, it moves beyond the traditional focus on states as the principal audience for legitimacy in global governance and considers a full spectrum of actors from governments to citizens. Third, it advocates a comparative approach to the study of legitimacy in global governance, and suggests strategies for comparison across institutions, issue areas, countries, societal groups, and time. Fourth, the volume offers the most comprehensive treatment so far of the sociological legitimacy of global governance, covering three broad analytical themes: (1) sources of legitimacy, (2) processes of legitimation and delegitimation, and (3) consequences of legitimacy.

This book explores the traces of the passage of time on the protracted and intractable conflict of Western Sahara. The authors offer a multilevel analysis of recent developments from the global to the local scenes, including the collapse of the architecture of the UN-led conflict resolution process, the advent of the War on Terror to the the Sahara-Sahel area and the impact of the ‘Arab Spring'and growing regional security instability. Special attention is devoted to changes in the Western Sahara territory annexed by Morocco and the Sahrawi refugee camps in Algeria. Morocco has adapted its governance and public policies to profound socio-demographic transformations in the territory under its control and has attempted to obtain international recognition for this annexation by proposing an Autonomy Plan. The Polisario Front and Sahrawi nationalists have shifted their strategy and pushed the centre of gravity of the conflict back inwards by focusing on pro-independence activism inside the disputed territory.

Helmut Schmidt is the neglected chancellor of modern German history, overshadowed by'the greats'- Bismarck, Adenauer, Brandt and Kohl. This volume retrieves Schmidt's true significance as a pivotal figure who helped reshape the global order during the crisis-ridden 1970s. This major reinterpretation, based on detailed research in Schmidt's private papers and numerous archives in Europe and America, reveals him as a leader equally skilled in economics and security, and adept at personal diplomacy, who dared to act as a'double interpreter'between the superpowers during the nadir of the Cold War. Schmidt was no mere'crisis-manager': in fact he brought to the chancellorship a depth of reflection, evident in two decades of writings and speeches that justifies considering him an intellectual statesman on a par with Henry Kissinger. His achievements were prodigious. Hailed as the'world economist', Schmidt helped create the G7 forum for global economic governance and the European Monetary System at a time when capitalism seemed on the rocks. And as the'strategist of balance', he designed NATO's'dual-track'response to the crisis caused by the massive Soviet arms buildup of Euro-missiles. This decision, Kristina Spohr argues, played a crucial part in holding together the Western alliance and paved the way to defusing the Cold War in Europe. Schmidt brought his country to the top table of world politics - what he unashamedly called Weltpolitik - as an equal of the wartime victor powers. It was through his Chancellorship that West Germany came of age on the global stage.

This book examines China's relations with member states of the Gulf Cooperation Council. It highlights the depth of China's ties with the region bilaterally and multilaterally on a five-dimensional approach: political relations, trade relations, energy security, security cooperation, and cultural relations. Regarding each of these criteria, the GCC countries enjoy a strategic significance to China's national security, vital interests, territorial integrity, sovereignty, regime survival, and economic prosperity. China has been an integral part of the political developments on the Arabian Gulf scene since the 1950s. Their bilateral ties have grown steadily since the Economic Reform Era, culminating in strategic partnership two decades later. China and its Arab Gulf partners have embarked on an ambitious economic cooperation that includes joint ventures in oil upstreaming and downstreaming, mammoth highway and railroad projects, construction projects, and above all, strategic security coordination in reference to security threats. Both sides are also engaged in a process of revival of the Silk Road within the Belt and the Road framework. Sino-Gulf bilateral trade relations reached $159,419.20 billion in 2014. The two sides aim to increase it to $600 billion by 2020, a goal within reach given the fact that they are concluding the China-GCC Free Trade Agreement, which will transform their bilateral ties.

Why are there so many crises in the world? Is it true that the global system is today riskier and more dangerous than in past decades? Do we have any tools at our disposal to bring these problems under control, to reduce the global system's proneness to instability? These are the tantalizing questions addressed in this book. Using a variety of demographic, economic, financial, social, and political indicators, the book demonstrates that the global system has indeed become an'architecture of collapse'subject to a variety of shocks. An analysis of the global financial crisis of 2008, the bilateral relationship between the U.S. and China, and the European sovereign debt crisis illustrates how the complexity and tight coupling of system components creates a situation of precarious stability and periodic disruption. This state of affairs can only be improved by enhancing the shock-absorbing components of the system, especially the capacity of states and governments to act, and by containing the shock-diffusing mechanisms. In particular, those related to phenomena such as trade imbalances, portfolio investment, cross-border banking, population ageing, and income and wealth inequality.

This book offers an empirically rich study of Chinese nuclear weapons behaviour and the impact of this behaviour on global nuclear politics since 1949. China's behaviour as a nuclear weapons state is a major determinant of global and regional security. For the United States, there is no other nuclear actor -- with the exception of Russia-- that matters more to its long-term national security. However, China's behaviour and impact on global nuclear politics is a surprisingly under-researched topic. Existing literature tends to focus on narrow policy issues, such as misdemeanours in China's non-proliferation record, the uncertain direction of its military spending, and nuclear force modernization, or enduring opaqueness in its nuclear policy. This book proposes an alternative context to understand both China's past and present nuclear behaviour: its engagement with the process of creating and maintaining global nuclear order. The concept of global nuclear order is an innovative lens through which to consider China as a nuclear weapons state because it draws attention to the inner workings --institutional and normative-- that underpin nuclear politics. It is also a timely subject because global nuclear order is considered by many actors to be under serious strain and in need of reform. Indeed, today the challenges to nuclear order are numerous, from Iranian and North Korean nuclear ambitions to the growing threat of nuclear terrorism. This book considers these challenges from a Chinese perspective, exploring how far Beijing has gone to the aid of nuclear order in addressing these issues.

An open and global internet is in Germany's strategic interest and creates the conditions for societal exchange and economic development around the world. Yet power-political issues, particularly between the United States and China, are causing cracks to appear deep in its technical foundations; voices warning of a fragmenting internet are growing louder. The new electoral term in Germany comes at a key moment, with the World Summit on the Information Society due to be held in 2025. The next German government should strengthen multi-stakeholder institutions that support the technical development of the internet, and go beyond existing partnerships to forge a broad consensus in the Global South in support of an open and global internet.

In a press conference in Buenos Aires in October 2022, Josep Borrell, the European Union High Representative for Foreign Affairs and Security Policy, declared that 2023 must be the year of Latin America in Europe and of Europe in Latin America. There is renewed European interest in Latin America as a strategic partner, but many Latin American governments prefer an active non-alignment in international politics. The Spanish EU Council Presidency in the second half of 2023 will open a window of opportunity for deepening EU-Latin American and the Caribbean relations. A summit between the EU and the Community of Latin American and Caribbean States (CELAC), the first since 2015, is planned to be held from 17-18 July 2023 in Brussels. As the EU is pursuing open strategic autonomy, Latin America is perceived as a possible strategic partner supportive of its agenda in international politics. Strategically important raw materials are imported from Latin America, and the latter's countries have the potential to become important producers and exporters of green hydrogen. While Europe has lost ground as a trading partner with Latin America to China, European companies are still a leading investor in the region, and Europe has still soft power or power of attraction in Latin America. The results of the recent elections in Latin America, especially the victory of Lula da Silva in Brazil, open new possibilities for EU cooperation with the region. It will be easier to find common positions on climate change and the protection of the Amazon rainforest. But Latin American governments will demand more protection for their domestic industries in free trade agreements and expect more European funding for measures against climate change and for environmental protection, and they will not automatically support European positions in international politics. 29. Regional security dialogues in Europe and in Asia: The role of Track 1.5 forums in the practice of international security

The term regional security dialogue brings to mind state-organised conferences and events; however, an under-appreciated subset of such dialogues are organised by non-state actors that have unique formal aspects. These quasi-formal dialogues operate alongside, and sometimes in competition to, state-sanctioned processes. Why do some of these forums appear to be more effective at fostering regional dialogue than strictly formal or informal processes with the same goals? Drawing from heterogenous discourse approaches, we address this question by identifying and expanding the concept of the quality of discursive space, as a key feature for the success of security dialogues. We then apply this concept to two of the most successful so-called Track 1.5 security dialogues: the Munich Security Conference (MSC) in Europe and the Shangri-La Dialogue (SLD) in Asia. We analyse these cases using a mix of interviews with participants and organisers, participant observation, and public outputs with the aim of improving the understanding of the role and impact of Track 1.5 diplomacy in the practice of international security. Our findings highlight that it is what we call the quality of discursive space, as a mix of different components in this space, which differentiates effective dialogues from mere policy 'talk shops'.

Existing research has argued that terrorism is common in civil war because it is "effective." Surprisingly, however, only some groups use terrorism during civil wars, while many refrain altogether. We also see considerable variation in the use of terrorism over time. This article presents a theory of terrorism as a mobilization strategy in civil war, taking into account benefits, costs, and temporal dynamics. We argue that the choice and the timing of terrorism arise from the interaction between conditions for effective mobilization and battlefield dynamics. Terrorism can mobilize support when it provokes indiscriminate government repression or when it radicalizes rebels' constituency by antagonizing specific societal groups. The timing of attacks, however, is influenced by battlefield losses, which increase rebels' need to rally civilian support. The analyses of new disaggregated data on rebels' terrorist attacks during conflicts (1989-2009) and of Islamic State of Iraq and Syria (ISIS) tactics in Iraq and Syria support our theoretical argument.

A populist surge in Europe is affecting Euro-Mediterranean cooperation 25 years after the Barcelona Process was launched, reinforcing existing trends of de-Europeanization and renationalization of foreign policies. This article analyses the landscape of political contestation of Mediterranean cooperation in Europe in a new age of populism, focusing on France, Italy and Spain as well as the Visegrad 4 states that have turned from bystanders to veto players in Mediterranean affairs. We find that the 'thick' ideologies from which populists are borrowing condition the thrust of their influence. The impact of right-wing populism trumps that of its left-wing counterpart in quantity and quality, while market-liberal populism is in decline and regional populism is mainly an issue only in Spain. Populism has personalized decision-making and shaped political agendas directly and indirectly, most notably on migration. It has whitewashed authoritarian leaders in the southern Mediterranean and fragmented the European Union's position on key issues such as the Arab-Israeli conflict. National interests and the weight of institutions have, however, formed a counterbalance to the focus on migration emanating from domestic politics. Populism alone cannot be blamed for renationalization trends that have existed before, but it does build on and reinforce them.

China's law to control international non-governmental organisations (INGOs) has sent shockwaves through international non-governmental organisations (NGOs), civil society and expert communities as the epitome of a worldwide trend of closing civic spaces. Since the Overseas NGO Management Law was enacted in January 2017, its implementation has seen mixed effects and diverging patterns of adaptation among Chinese party-state actors at the central and local levels and among domestic NGOs and INGOs. To capture the formal and informal dynamics underlying their mutual interactions in the longer term, this article employs a theory of institutional change inspired by Elinor Ostrom's distinction between rules-in-form versus rules-in-use and identifies four scenarios for international civil society in China - "no change," "restraining," "recalibrating" and "reorienting." Based on interviews, participant observation and Chinese policy documents and secondary literature, the respective driving forces, plausibility, likelihood and longer-term implications of each scenario are assessed. It is found that INGOs' activities are increasingly affected by the international ambitions of the Chinese party-state, which enmeshes both domestic NGOs and INGOs as agents in its diplomatic efforts to redefine civil society participation on a global scale.

33. Small states and competing connectivity strategies: what explains Bangladesh’s success in relations with Asia’s major powers?

This article explores the consequences major power rivalries over connectivity investments have for small states in Asia and thereby contributes to a better understanding of small states' strength and capabilities in an increasingly multipolar world. With reference to the literature on small states, field work, and interviews, the article explores Bangladesh's remarkable success in reaping the benefits from relations with rivalling major powers over the past decade. Three explanatory factors stand out: first, Bangladesh's 'intrinsic' value to major powers increased; second, its political leadership has been particularly adept in dealing with such major powers; and third, systemic factors - the number and kind of major powers with stakes in Bangladesh - has been beneficial. Thus, Bangladesh's foreign policy responses suggest that the competitive nature of connectivity investments substantially improves the autonomy of recipient countries. Moreover, contrary to theoretical expectations, the intensification of major power rivalry so far has not constrained Bangladesh's autonomy. Thus, the case study also exhibits infrastructure investments' limitations as a power resource. Nonetheless, the potentially most beneficial cooperation schemes involving rivalling major powers have become less likely. Consequently, the case study dampens incipient hopes in turning competing connectivity schemes into major power positive-sum games.

34. Filling the void: The Asia-Pacific problem of order and emerging Indo-Pacific regional multilateralism

Thirty years after the downfall of the Soviet-led communist bloc, the United States-led liberal international order is seen as coming to an end. Policymakers have converged on the need to safeguard the "rules-based order" across the newly coined "Indo-Pacific" region. However, policy and scholarly debates lack clarity about what exactly is to be preserved, and why the terms of the "rules-based order" and the "Indo-Pacific" have rapidly found their way into policy debates despite their contested meaning. Analyzing developments in regional multilateralism, we find that mainstream discourses purport static conceptions of order, which are often conflated with United States-centered trans-Pacific alliance relationships. The ensuing problem of order stems in large part from the fact that multilateral projects for building alternate orders, undertaken since the early 1990s, have remained far below their potential. We conclude that emerging forms of multilateral cooperation across the enlarged "Indo-Pacific" region have partially filled this void.

Political psychology has a pivotal role in the discipline of international relations, particularly in handling the conflict between Russia and Ukraine. The conflict severely affects all global aspects, from the economic to security, including Indonesia’s G20 Presidency. This study aims to analyze how political psychology contributes to reducing or becoming the key to the performance of the Indonesian G20 Presidency in conjunction with the Russia–Ukraine conflict and diplomatic bluff by some countries. With descriptive qualitative research methods, and data collection techniques with literature studies from books, journals, and webpage news, data were analyzed, and conclusions were drawn. The Russia–Ukraine conflict not only threatens international peace and security order but also challenges Indonesia’s G20 presidency as Russian Vladimir Putin gets invited to attend the summit. This article used the Tree Model, offering three mechanisms by prioritizing psychopolitics and psychoanalysis, which can be a reference for conflict resolution. How has world order changed since the Cold War ended? Do we live in an age of American empire, or is global power shifting to the East with the rise of China? Arguing that existing ideas about balance of power and power transition are inadequate, this book gives an innovative reinterpretation of the changing nature of U.S. power, focused on the'order transition'in East Asia. Hegemonic power is based on both coercion and consent, and hegemony is crucially underpinned by shared norms and values. Thus hegemons must constantly legitimize their unequal power to other states. In periods of strategic change, the most important political dynamics centre on this bargaining process, conceived here as the negotiation of a social compact. This book studies the re-negotiation of this consensual compact between the U.S., China, and other states in post-Cold War East Asia. It analyses institutional bargains to constrain and justify power; attempts to re-define the relationship between a regional community and the global economic order; the evolution of great power authority in regional conflict management, and the salience of competing justice claims in memory disputes. It finds that U.S. hegemony has been established in East Asia after the Cold War mainly because of the complicity of key regional states. But the new social compact also makes room for rising powers and satisfies smaller states'insecurities. The book controversially proposes that the East Asian order is multi-tiered and hierarchical, led by the U.S. but incorporating China, Japan, and other states in the layers below it.

- Abstract
The Making of the Modern Refugee is a comprehensive history of global population displacement in the twentieth century. It takes a new approach to the subject, exploring its causes, consequences, and meanings. History, the author shows, provides important clues to understanding how the idea of refugees as a'problem'embedded itself in the minds of policy-makers and the public, and poses a series of fundamental questions about the nature of enforced migration and how it has shaped society throughout the twentieth century across a broad geographical area - from Europe and the Middle East to South Asia, South-East Asia and sub-Saharan Africa. Wars, revolutions, and state formation are invoked as the main causal explanations of displacement, and are considered alongside the emergence of a twentieth-century refugee regime linking governmental practices, professional expertise, and humanitarian relief efforts. This new study rests upon scholarship from several disciplines and draws extensively upon oral testimony, eye-witness accounts, and film, as well as unpublished source material in the archives of governments, international organisations, and non-governmental organisations. The Making of the Modern Refugee explores the significance that refugees attached to the places they left behind, to their journeys, and to their destinations - in short, how refugees helped to interpret and fashion their own history.

How can we appreciate non-Western agency in theorising world politics without reintroducing parochialism and exceptionalism, thus reproducing the very problem that motivated global international relations (IR) in the first place? In this article, I explore an alternative approach to engaging with non-Western IR theories, which I refer to as the embedded observer approach. First, taking the scholarship on Chinese IR as an example, I argue that the present predicament of global IR is in part attributable to the way scholars engage with non-Western political thought. Drawing from discussions in critical IR and Comparative Political Theory, I propose a methodological adjustment for the study of non-Western theories. Specifically, I argue that by shifting focus from isolated scholars and texts to critical dialogues among autochthonous intellectuals, the researcher has the chance to learn about and appreciate the clashes of ideas, analytical perspectives, and methodological tools that together constitute the living intellectual tradition in a non-Western society. As a demonstration, I analyse the People’s Republic of China (PRC) scholars’ critical reaction to Zhao Tingyang’s Tianxia System through the lens of three key topics in the debate over the thesis. The discussion highlights the need to rethink interlocutors in global IR and the utility of an embedded observer approach for engaging with knowledge traditions beyond the West, both in IR and beyond. 神奇理论在哪里?反思全球国际关系学中的对话者

46. Rising Anti-China Sentiment Supports South Korea's Alignment with the US

The US–South Korea summit in April 2023 showed South Korea's willingness to further align with the US amid increasing US-China tensions. Statistical analyses show that the increased anti-Chinese sentiment of recent years strongly correlates with public support for alignment with the US. These findings have implications regarding the popularity of the Yoon Suk Yeol administration's foreign policy. Polls such as Pew Global Attitudes data published in 2020 show that sentiment towards China has worsened since the Terminal High Altitude Area Defense (THAAD) incident of 2016 and COVID-19’s onset in 2020. Political orientation played a role in explaining varied attitudes towards China after the THAAD crisis; however, this role decreased after COVID-19's onset in early 2020. Analysis of a poll published by Sinophone Borderlands in 2022 shows there is a strong association between negative public attitudes towards China and increased alignment with the US. These trends affect the Yoon administration's foreign policy, which has signalled its further alignment with the US amid rising US-China tensions. In December 2022, South Korea announced a new Indo-Pacific strategy that marks a stronger alignment with the US. The emphasis is on a commitment to a rules-based international order, while not completely excluding China. Given the high levels of anti-Chinese sentiment, it is likely that the Yoon administration will experience increased public support for its foreign policy. As a liberal democracy that is increasingly signalling its desire to play a more active role in supporting a rules-based international order, South Korea offers a lot of room for collaboration with Germany and the EU. With its emphasis on "de-risking" relations with China on the rise, the EU can further benefit from collaboration with South Korea in the areas of trade, security, and technology.

In a press conference in Buenos Aires in October 2022, Josep Borrell, the European Union High Representative for Foreign Affairs and Security Policy, declared that 2023 must be the year of Latin America in Europe and of Europe in Latin America. There is renewed European interest in Latin America as a strategic partner, but many Latin American governments prefer an active non-alignment in international politics. The Spanish EU Council Presidency in the second half of 2023 will open a window of opportunity for deepening EU-Latin American and the Caribbean relations. A summit between the EU and the Community of Latin American and Caribbean States (CELAC), the first since 2015, is planned to be held from 17-18 July 2023 in Brussels. As the EU is pursuing open strategic autonomy, Latin America is perceived as a possible strategic partner supportive of its agenda in international politics. Strategically important raw materials are imported from Latin America, and the latter's countries have the potential to become important producers and exporters of green hydrogen. While Europe has lost ground as a trading partner with Latin America to China, European companies are still a leading investor in the region, and Europe has still soft power or power of attraction in Latin America. The results of the recent elections in Latin America, especially the victory of Lula da Silva in Brazil, open new possibilities for EU cooperation with the region. It will be easier to find common positions on climate change and the protection of the Amazon rainforest. But Latin American governments will demand more protection for their domestic industries in free trade agreements and expect more European funding for measures against climate change and for environmental protection, and they will not automatically support European positions in international politics. If the EU wants to win over Latin America as a strategic partner, it must also act strategically. The signing of the association agreement with Mercosur should take highest priority, even in the face of resistance from within Europe. The upcoming EU-CELAC summit offers an opportunity to adopt a new agenda of bi-regional cooperation.

Die 27. Vertragsstaatenkonferenz (COP 27) der UN-Klimarahmenkonvention im ägyptischen Scharm El-Scheich stand im Zeichen multipler Krisen und angeschlagenen Vertrauens der Entwicklungsländer in den multilateralen Prozess. Trotz allem ist es aber gelungen, beim kritischen Thema Schäden und Verluste (Loss and Damage) eine Einigung zu erzielen, auch wenn viele zentrale Aspekte noch zu klären sind. Bei der Emissionsreduzierung droht sich die aktuelle Glaubwürdigkeitskrise noch zu verschärfen, nicht nur weil sich nach dem Angriff Russlands auf die Ukraine politische Prioritäten offenkundig verschoben haben. Für die internationale Klimakooperation der nächsten Jahre wird es entscheidend sein, vereinbarte Zusagen und Prozesse einzuhalten und diplomatisches Fingerspitzengefühl im Umgang mit Partnerländern zu zeigen. The South Korean warship Cheonan was sunk in mysterious circumstances on 26 March 2010. The remarkable events that followed are analysed by Tim Beal and woven into a larger study of the increasingly volatile relations between North and South Korea and US concern about the rise of China. South Korea's stance towards the North has hardened significantly since the new conservative government came to power. Beal argues that the South moved quickly to use the sinking of the Cheonan to put international pressure on the North, even before the cause of the sinking had been established. The US followed suit by attempting to pressurise China into condemning North Korea. The media reports at the time presented an open and shut case of unprovoked North Korean aggression, but the evidence points towards the accidental triggering of a South Korean mine as the cause and South Korean fabrication to incriminate the North. With the South bent on forcing the fall of the North's regime with US help and China unlikely to stand idly by, this book offers an essential guide to the key factors behind the crisis and possible solutions.
