The worsening global environmental crisis highlights the urgency of integrating Environmental Education (EE) throughout the curriculum including in English as a Foreign Language (EFL) curricula. However, challenges exist, such as the development of appropriate curriculum documents and educators' understanding of approaches to EE. This study looked at Indonesian EFL textbooks for elementary schools, focusing mainly on the images and how they can portray environmental themes. These images and some brief texts that accompany the images were examined using tools from ecolinguistics literature, including Stibbe's (2021) nine stories and the United Nations' EE objectives (UNESCO-UNEP, 1975). This study intends to fill a gap in the EE literature by analyzing images in elementary school textbooks in the specific context of Indonesia, generalizing the idea of EE to other contexts. Findings revealed that while some EE efforts were evident, the majority of the material leaned towards an anthropocentric (human centered) perspective, indicating a need for greater incorporation of insights from ecolinguistics to enhance the content. Moreover, in terms of EE objectives, the textbooks provided ecological knowledge but lacked emphasis on developing skills and encouraging student participation in solving environmental problems. Examples demonstrating the ability to evaluate and address environmental issues were also absent. Suggestions are made for future EE content in EFL materials.

This article is dedicated to examining a bilateral project established between South Korea and Türkiye with the overarching objective of elevating awareness and endowing preschool teachers with the capacity to embed education for sustainability within their classroom practices seamlessly. For this purpose, a professional development (PD) program was developed regarding the three pillars of sustainability and the 7R themes. Fourteen preschool teachers attended the PD program. Three teachers participated in this case study to reveal teachers' transformations regarding sustainability and early childhood education for sustainability. The data were collected through pre- and post-follow-up interviews and classroom observations. Thematic content analyses were conducted. According to the results, the PD program enhanced and deepened teachers' sustainability knowledge. In addition, teachers could transfer the knowledge from the PD program on education for sustainability into their practice not entirely but acceptably, and they have a chance to reconsider their lifestyle habits regarding sustainability in many areas.

The importance of enhancing social and emotional skills in educational settings has gained prominence, with many countries and organizations embracing the Social and Emotional Learning (SEL) framework to equip individuals with the tools needed for shaping a self-identity, emotional regulation, goal achievement, empathy, nurturing relationships, and responsible decision-making and overall well-being. In this paper, we aim to connect the globally acknowledged Collaborative for Academic, Social, and Emotional Learning SEL framework with international policies that underscore the importance of social and emotional skills in the school context. To accomplish this goal, we first provide a brief overview of the key components of the SEL framework. Subsequently, we explore two significant educational policies within the European context. The first policy is the World Health Organization Health Promoting Schools initiative. We present its objectives, a WHO-affiliated program example, the promoted and assessed competencies of students, and its results, connecting its framework with the CASEL SEL approach. The second focus is the Organisation for Economic Co-operation and Development Study on Social and Emotional Skills, describing its developmental process and the assessment framework. Finally, we describe the alignment of SEL with these European educational policies and illustrate their role in advancing and improving the evaluation of SEL initiatives in educational environments.

The mobility of international students is a crucial tool for the European Union's goal of creating a unified European Higher Education Area. Despite the initial assumption that all European universities and students can benefit equally from cross-university study experiences, certain European regions have become disproportionately favored over time. This has resulted in specific geographical patterns, challenging the principles of equality and openness in the EU's higher education policy. To better understand these spatial effects and enhance the EU's mobility policy effectiveness, this research analyzes the network properties of Erasmus+, comparing it with traditional degree-seeking activities. Utilizing a modularity measure with data from the EU and UNESCO, the study reveals significant sub-regional variations in the Erasmus+ geographical network, posing challenges for policy implementation and limiting mobility alternatives.

This essay draws from a study conducted as part of graduate thesis work at George Mason University. The thesis examined the purpose of human rights education and critical media literacy, and the international inducements to include these subjects in the national education systems of United Nations (UN) member states. It compared the United States (U.S.) educational system to those of other, similarly developed UN member states that have successfully implemented human rights education and critical media literacy into their national education. The comparison revealed a lack of implementation in the U.S. despite its member state status and agreement to do so. The study also looked at decades-long appeals from U.S. educators and scholars to embed these subjects into curricula, and the impact this education may have on protecting and advancing democracy. Based on the findings, a new undergraduate college course was designed. The essay that follows describes the structure, design, learning objectives, and expected outcomes of the course.

The global climate crisis is present in national and international discourse, along with other challenges the world is going through, such as the current wars in Ukraine and Gaza or the recovery from the COVID-19 pandemic, with the negative effects highlighted in the United Nations' sustainable development report. This paper aims to analyse and discuss how higher education institutions (HEIs) in Portugal cope with these challenges and contribute to a more sustainable world. The Portuguese case is interesting because, in recent years, they have been pressed to demonstrate their commitment towards sustainability publicly. We will proceed with framing the current role of Portuguese HEIs and their commitment to a sustainable world. This implies taking stock of their engagement with university social responsibility (USR), a concern of HEIs that is transversal to their roles -- research, teaching, and service to society -- but emphasises developing environmental sustainability and engaging students in active citizenship. Our argument is based on the importance that HEIs play in the sustainable development of societies, particularly in terms of environmental sustainability. Through documentary analysis of the strategic plans of HEIs, we explore if sustainability emerges and how it is framed in terms of policies and practices, contributing to a reflective debate on HEIs' potential role in addressing current challenges and committing to a more sustainable world. Therefore, the findings suggest that institutional diversity and territorial inequalities are important elements for understanding how different public HEIs in Portugal conceive and practice sustainability.

In 2015, Pakistan committed to United Nations Sustainable Development Goal 4's provision of quality education for all. Target 4.7 of this Goal acknowledges that delivering quality education means ensuring that students develop a set of attributes characterised by the United Nations Educational, Scientific and Cultural Organization in terms of global citizenship, and by the Organisation for Economic Co-operation and Development using the nomenclature of global competence. There is ongoing debate regarding the agendas of the United Nations and the Organisation for Economic Co-operation and Development; however, from a pragmatic perspective, both are already influencing domestic education policies. This article explores the extent to which this is the case in Punjab, Pakistan. A deductive thematic analysis of relevant education policies was undertaken to identify language reflective of the Sustainable Development Goals and the Programme of International Student Assessment Global Competence Framework. The analysis, based on meta themes identified by Vaccari and Gardinier, revealed the inclusion of language from these international agendas, as well as the reflections of local culture. Although this research was specific to Punjab, the findings may provide insights into how countries are adopting and/or contextualising these international agendas.

The purpose of this study is to investigate the effects of a Universal Design for Learning (UDL)-based gender roles program on university students. The research was carried out utilizing an embedded mixed research design. The participants in the research took part in a UDL-Based Gender Roles Program that focused on sustainable development goals and gender equality. The study group included 15 female (83.3%) and three male (16.7%) university students enrolled in undergraduate programs at a foundation university during the 2021-2022 academic year. The Gender Roles Attitude Scale, reflection papers, learning diaries, and focus group interviews were used to collect data. SPSS was used to conduct quantitative data analysis using the Wilcoxon Signed-Rank Test. The content analysis technique was used to analyze the qualitative data. The quantitative results of the study found no statistically significant difference between participants' pre-test and post-test scores in terms of egalitarian gender roles, female gender roles, and total scores for sub-dimension of gender roles in marriage. However, the post-test showed a statistically significant difference in overall scores for traditional gender roles and male gender roles sub-dimensions. The qualitative outcomes of the study revealed that studies on gender roles have a positive impact on participants' perceptions and awareness. [This article includes an extended summary in Turkish.]

This paper analyses the role of libraries in the development of Open Educational Resources (OER) and, more specifically, the impact and level of implementation of UNESCO's (2019) OER Recommendation in Higher Education libraries. This study, the result of a joint undertaking between a national R&D project and SPARC Europe, is based on an online survey, disseminated amongst the European Network of Open Education Librarians (ENOEL) and uses a descriptive research methodology. The results highlight the implementation actions being taken by university libraries (n = 136) in each of the five areas of action of UNESCO's Recommendation. We find that the main contributions are being made in the areas of capacity building and Open Education policies, but that considerable work has yet to be done in terms of promoting inclusiveness and the sustainability of OER. Thus, the full implementation of UNESCO's recommendation requires a greater commitment on the part of librarians to joint actions undertaken via international networks and projects, as well as greater institutional commitment and the building of interdepartmental alliances.

This qualitative case study examines the Education Faculty Perspectives (EFPs) of the Karakoram Public International University in Gilgit-Baltistan, Pakistan, on teachers' experiences of a recently introduced education reform (an Honor's Bachelor of Education program [B. Ed Hons] mandated by Pakistan's Higher Education Commission (HEC) in 2010. The B. Ed Hons has replaced the existing pre-service programs nationwide. Our analysis identified several paradoxical themes about borrowing of the B. Ed Hons: at the "talk"/rhetoric level, the program was welcomed as a transformative shift in teacher education; at the "walk"/implementation level, its practicality and sustainability became complicated; at the decolonisation level, the discourses on the colonial nature of knowledge and North-South dependency were muted. Implications for moving from borrowing external "best practices" to producing local solutions are highlighted. The analysis suggests the contextual realities and challenges should be addressed, individual and structural capacities developed, and an incremental, critical-constructive approach to both external and local ideas be pursued, and decolonization discourse included.

Student translators at the College of Language Sciences take a Media and Political Translation course in which they translate the latest news stories, media and political texts and terminology. This study proposes a model for integrating Gaza-Israeli war terminology and texts in translation instruction to familiarize the students with terminology such as names of weapons (grenades, mortar, drones, missiles, Merkava, Cornet anti-armor, mortar shells), toponyms(Khan Younis, Maghazi, Sderot, Ashkelon), crossings (Rafah, Erez), Jihadist groups and brigades (Islamic Jihad, Golani), military actions (incursion, bombing, shelling, genocide, displacement) war metaphors (target bank, carpet bombing, scorched earth, fire belt, Philadelphia Axis, Hannibal's plan), (UNRWA, Gaza hospitals, starvation, humanitarian aid) and others. English and Arabic texts can be collected from mainstream media as RT, BBC, CNN, Al-Jazeera and Al-Ghad. A class blog can be created for posting translations, corrections, discussions, and feedback. The students can practice full, summary, and conceptual translation and avoid word-for-word translation. They can watch news stories about the Gaza-Israel war, write a summary translation of it and receive comments and feedback. Beginners can translate short news excerpts (few lines). Students make sure their translations are cohesive, make sense and are easy to read. Students should use Google Translate and artificial intelligence (AI) with caution and should read the same news story in both English and Arabic to get used to the terminology and their equivalents. The instructor serves as a facilitator. Further instructional guidelines and recommendations are given.

Immersive learning practices (ILPs) in higher education are multidisciplinary in nature and varied in levels of integration into the student learning process. They appear in a variety of higher education programs such as teacher education, social work, law, and health sciences, and in practices such as service-learning, study away, internships, and foreign-language instruction. Based on observations of teaching and data from an open-ended survey and semi-structured interviews with post-secondary educators from three different countries, this study theorizes that immersive learning practices are composed of six distinct underlying theoretical components that work in combination. These six components can be used to describe, define, compare, and design different types of structured ILPs. This study suggests that ILPs are pedagogically distinct from other forms of engaged and experiential learning.

Communication through social media is a phenomenon whose relevance has involved the consideration of online discourse in the language teaching context. This article explores the functionality of Twitter (now called "X") for science dissemination within the teaching and learning of English as a foreign language. To do this, 100 tweets from the accounts @WWF and @Greenpeace were gathered and analysed from the perspective of digital discourse analysis and communicative language teaching. I argue that using these tweets encourages the development of key competencies, provides room for the practice of integrated skills, and enhances the application of 21st-century skills. Conclusively, science dissemination tweets may be considered adequate for teaching and learning English.

This paper reviews cybersecurity laws and regulations in Cameroon, focusing on cybersecurity and information security audits and risk assessments. The importance of cybersecurity risk assessment and the implementation of security controls to cure deficiencies noted during risk assessments or audits is a critical step in developing cybersecurity resilience. Cameroon's cybersecurity legal framework provides for audits but does not explicitly enumerate controls. Consequently, integrating relevant controls from the NIST frameworks and ISO Standards can improve the cybersecurity posture in Cameroon while waiting for a comprehensive revision of the legal framework. NIST and ISO are internationally recognized as best practices in information security systems and cybersecurity risk management. This paper highlights the lack of specific international law provisions addressing cybersecurity audits and risk assessments. Overall, the paper highlights the importance of continuous risk assessment and monitoring, implementation of security controls, and compliance with organizational policies, relevant laws and regulations to ensure the adequate protection of information systems. Finally, the paper underscores the importance of improving Cameroon's cybersecurity regulations by integrating provisions from NIST and ISO.

This study examined the relationship between effective educational planning and teaching staff performance among public secondary schools in Zamfara State, Nigeria. A research null hypothesis was established to guide the research work. The study adopted correlational survey design. The population of the study comprised 24 public secondary schools with 670 in-service teachers. From the population of the study, a total number of 12 public secondary schools and 225 in-service teachers were sampled to serve as participants in this study using simple random sampling technique. The sample size was determined using Krejcie and Morgan's (1971) table of determining sample size. Two (2) self-structured questionnaires entitle: "Effective Educational Planning Assessment Questionnaire (EEPAQ) and "Staff Performance Evaluation Questionnaire (SPEQ)" were constructed and utilized as instruments for data collection. The data analysis was computed using Descriptive Statistics and Inferential Statistics. The Pearson Moment Product Correlation Coefficient analysis results (r=0.514, P<0.05) revealed that there is a moderate but significant relationship between effective educational planning and school staff performance among public schools in Gusau Local Government Area, Zamfara State, Nigeria. Based on findings, the study recommends that in order to maintain the high level of the effectiveness of educational planning in Nigeria, the Federal, State, and Local, and Governments as well as other relevant international and local organizations should put hands on deck in employing more professional planners and deploy them to the ministries and agencies for effective planning of education.

This research delves into analyzing and comprehending humanistic attitudes within the management framework of the Youth Red Cross (PMR) organization at Madrasah Tsanawiyah Negeri Palopo. Employing a qualitative approach, data is gathered through interviews, observations, and subsequent analysis. The study encompasses various stakeholders: the Headmaster of MTsN Palopo serves as an informant to provide an overview of the school, while administrators relay information regarding the school's general profile. Facilitators from the Indonesian Red Cross (Palang Merah Indonesia) and participating teachers offer insights into activity implementation. Additionally, interviews with active student participants, including core committee members and department heads, capture their perspectives on activity execution. Findings reveal the pivotal role of humanism in PMR organization management. Members demonstrate a profound concern for fellow students' welfare, evidenced by humanitarian activities like social action and first aid training. Management ethos within the PMR organization also champions humanistic principles. Student leaders focus on service-oriented leadership and meticulous time management from planning to empowering PMR members to actively engage in altruistic endeavors. Humanistic values underpin the ethos of PMR organization management, fostering an environment conducive to leadership cultivation, first aid proficiency, and altruism. Central to this ethos is the ethos of caring for fellow members and students, laying a robust foundation for PMR activities and management steeped in human values. This environment not only supports leadership development but also emphasizes first aid training and mutual assistance, all centered on fostering humanistic values.

Inclusive education in Japan was developed on the foundation of special needs education (SNE), which began in the early 2000s. There are various arguments as to whether the current multi-track system of SNE extending from segregated special needs schools to general education classrooms will lead to inclusive education, which is the goal of the Convention on the Rights of Persons with Disabilities. This study focuses on the movement for system reform of the SNE and examines its current status and challenges. It also discusses recent policy trends in general education classrooms that have affected the promotion of inclusive education. Furthermore, while making a global comparison using Organisation for Economic Co-operation and Development (OECD) data, this paper highlights Japan's advantages and challenges in achieving inclusive education. Finally, it examines the conditions for realizing a new Japanese-style inclusive education.

Academic freedom constitutes an integral part of traditional university values that ensure the proper functioning of universities in pursuing truth and inculcating civic values. In a globalized world where Higher Education (HE) policy is the result of the interaction of local, national, and international levels, the positions of international organizations on questions of academic freedoms deem significant. Within global discourses on HE, literature contrasts the World Bank's human capitalist to UNESCO's humanistic approach. Through Foucauldian Discourse Analysis of both organizations' documents, the paper presented a genealogical analysis of academic freedom that challenged the existence of static, opposite, and binary positions. Transformations, ruptures, juxtapositions as well as gaps, limits, and exclusions were detected within and across International Organizations' discourses. Juxtaposition of economic and humanistic rationales as well as academic freedom protection and neoliberal policy interventions have muted discursive conflicts and inherent contradictions. The failure of UNESCO to address contemporary threats to academic freedom emerged from the appearance of neoliberal transnational governmentality as an inevitable social regularity that delimits what can be said and cannot be said about academic freedom. Through coercive funding schemes and technologies of differentiation, surveillance, and monitoring, the WB created the space for such transnational governmentality, and placed faculty members under its gaze resulting in undermining academic freedoms and de-professionalization of academics.

This article reports on ways in which United Nations human rights treaties can be used as a normative framework for evaluating program outcomes. In this article, we conceptualize a human rights-based approach to program evaluation and locate this approach within the broader evaluation literature. The article describes how a rights-based framework can be used as an aspirational set of indicators for program evaluations to promote activities that align with internationally agreed-upon human rights norms. We then describe a case study of the evaluation through which this method was developed, including its sampling design, methodology, and findings. The United Nations International Children's Fund (UNICEF) inclusive education evaluation described highlighted the need for conceptual clarity around what inclusive education is, and the importance of contextualized innovation toward meeting the educational rights of children with disabilities. Human rights perspectives and evaluation designs can help create such clarity, but should also be used with care.

Over the last few decades, both New Zealand and the intergovernmental organisation of UNESCO have widely spread the rhetoric of safety through a broad range of educational issues. This notion, in vogue since the neoliberal turn, has raised little opposition in educational debates. In this article, we use a Foucauldian lens to analyse the assumptions that underlie the discourses of safety of UNESCO and the New Zealand's education policy, and to what extent they align or differ. The findings show a general alignment between the safety discourses of UNESCO and the New Zealand Ministry of Education, and three main assumptions were identified that frame the problem, the solution and those responsible for solving safety issues in education. In the texts analysed, safety operates as a neoliberal mechanism to manage student behaviour and individualise social risk in the guise of altruism.

Sustainable development is a powerful, significant, and occasionally controversial topic in management education. It usually refers to "development that meets the needs of the present without compromising the ability of future generations to meet their own needs." The broad view of sustainable development is articulated on the United Nations Sustainable Development Knowledge Platform and consists of 17 wide ranging goals including Zero Hunger, Justice worldwide, and Quality Education. This article offers a hands-on exercise demonstrating how this topic can be introduced to management students. The goal is to generate awareness and critical thinking regarding sustainable development goals.

The authoritative ideas of what education should be like under the fourth Sustainable Development Goal (SDG 4) are constructed through discourse among key actors of the "international education community" at large. This article presents the evolution of international education discourse, comparing the periods before and after September 2015. The analysis is presented in two parts. The first part discusses the period before the adoption of SDGs in 2015, during which the agenda was formulated through discourse. The author identifies themes such as cognitive and noncognitive skills, learning outcomes, measurement and indicators. Actors shaping the discourse included mission-driven civil society organisations (CSOs), constituency-based CSOs, technical specialist groups, UN Member States and philanthropic organisations. The second part is based on a large sample text mining using 832 web-downloaded texts published between 2015 and 2022. The list of key themes largely mirrors those identified in the first part, although the relative weight among them has changed over time. The emphasis has shifted from global, structural topics to more local, specific ones, with increased attention on individual learners and their skills and knowledge. It suggests the uprooted nature of global governance, particularly at the time of SDG adoption. The fact that the term "SDGs" has permeated to the household level reflects widening participation in the global discourse on education. The author observes two contrasting perspectives: one discusses education's contributions to noneducational goals, such as employment, economic growth, achieving sustainability or guaranteeing basic human rights; while another represents traditional educationalism, which tends to equate schooling with the traditional classifications of primary, secondary and higher education.

This article examines how the distinction between complicated and complex education systems contributes to our understanding of global governance and how "soft power" concerned with gender is used in international development organisations' responses to Sustainable Development Goal (SDG) 4, the global goal for education. Four global governance approaches which shape these organisations are distinguished: partnership building, gender mainstreaming, gender activism and contestation by global feminist movements. These strands of soft power have implications for how meanings of gender, education, power and accountability are interpreted. The work of three organisations -- the Global Partnership for Education (GPE), the Gender at the Centre Initiative (GCI) and the Malala Fund -- are reviewed to exemplify these global governance approaches. The analysis draws on a close reading of the organisations' published documents to build a history of how the gender concerns of SDG 4 came to be interpreted, negotiated, contested or ignored. The activities of the three organisations show considerable interplay between concepts of complicated and complex education systems. The discussion raises questions regarding what kind of work soft power in gender and education does in a context of huge and growing global inequalities and insecurities. In addition, the question is posed why there is still no institutional base to articulate a global feminist politics which confronts and seeks to dismantle unjust structures of power.

An overview of Applied Behavior Analysis (ABA) and Autism Spectrum Disorder (ASD) in the Middle East was published by Kelly and colleagues in 2016. The focus of the review was to explore clinical services, educational opportunities, and published research in the six countries of the Gulf Cooperation Council, namely the Kingdom of Bahrain, the State of Kuwait, the Sultanate of Oman, the State of Qatar, the Kingdom of Saudi Arabia, and the United Arab Emirates. The objective of the current paper was to provide an update on the current status of ABA and ASD in the Gulf region, with a focus on successes, challenges, and recommendations for future directions.

The World Bank has been called the most influential organization in education reform globally. Not only is it the single largest funder of education for international development, but it also produces knowledge, circulates discourse, and structures policymaking processes in ways that extend its influence far beyond its primary role as a bank. However, while much literature has been produced about the World Bank, the field of education lacks a systematic discussion of what has been reported about how the World Bank influences policy formation at the country level. Through the conduct of a theoretically informed systematic literature review of 70 publications, this article clarifies and provides examples for the numerous ways that the World Bank influences policy formation. In all, the article documents 11 pathways through which the World Bank influences policymaking. The article concludes by suggesting areas where research on the World Bank can be improved, namely, through more explicit attention to the theoretical and methodological approaches employed. The goal of this review is to encourage scholars to be more specific in their conceptualizations and discussions of World Bank influence, to go beyond general claims of policy imposition or agenda shaping.

The United Nations' Sustainable Development Goals (SDGs) provide a framework for building sustainable marketing strategies to improve social and natural environments. Marketing is a key factor for achieving SDG12, "Ensuring sustainable production and consumption patterns," and a new kind of marketing education is needed to engage and transform students accordingly. In a sustainable marketing class, we asked students to weave a rug from recycled clothes, then estimate its selling price, considering its production and environmental costs. This arts-and-crafts-based pedagogy gave students a deep understanding of the requirements of SDG12. It was engaging for students and highlighted the role marketing can play in raising willingness to pay higher prices for more sustainable products. In sum, this class achieved transformative sustainability learning in line with the Head, Hands, and Heart framework proposed by Sipos et al.

This qualitative study aims to explore how a university-level School of Marketing integrates the Sustainable Development Goals (SDGs) into curriculum, using Bloom's Taxonomy, and to develop a reflective process that could be applied within tertiary education, more broadly. The research investigates the depth of SDG integration, with marketing subject coordinators mapping the Goals within their teachings across Bloom's dimensions, then identifying and reflecting on how they are embedded. The reflective process has revealed that some subjects are directly mapped to SDGs, for example where students are required to work on an assessment task which relates to a specific Global Goal. The results also show that other subjects are indirectly mapped, such as where subject coordinators discuss topics linked to Goals or Targets but do not explicitly state this content is SDG-related. To effectively implement SDGs within teaching and learning practice, marketing subjects require an evaluation method to identify gaps and opportunities. Therefore, this reflective process enabled subject coordinators to recognize gaps in their own SDG knowledge and teaching, a process through which future marketing subject curriculum modifications can be developed, with possible applications in other disciplines.

In this article, ambassadors of the International Council for Open and Distance Education (ICDE) Open Educational Resources (OER) Advocacy Committee (OERAC) provide a snapshot of regional and global Open Educational Resources (OER)initiatives. This committee has been active since 2017 with membership renewed biannually. The ambassadors work to further OER awareness and understanding, to increase global recognition of OER, and provide policy support for the acceptance and application of OER. This overview highlights national and regional initiatives associated with the UNESCO OER recommendation and the five action areas that include: building capacity and leveraging OER; developing supporting policies; ensuring equity and effectiveness; encouraging sustainable OER model development; and, promoting and facilitating international collaboration. In addition, monitoring and evaluation of the action areas are suggested to be prioritized. This overview is not exhaustive, and much work remains to implement the OER Recommendation at scale, maximize its implementation, connect these recommendations to the United Nation's Sustainable Development Goals (SDGs), along with the futures of education with a new social contract for education, individuals, and the planet.

The study focused on environmental security in relation to international and national aims of Education for Sustainable Development (ESD) to explore if ESD can be understood as being part of a globally implemented securitization process with national empirical studies in Sweden. The perception of environmental threats was first set with regard to international environmental agreements and, mainly, UNESCO's policy aims of ESD. Expressions, statements and undertakings related to environmental threats were examined through a content analysis of education reform policies. Results demonstrated that the implementation of ESD varied depending on the usage of educational programs and individual understanding of ESD at different societal levels. Individual initiatives among teachers played a significant role in this process. It was also shown that securitization took place both horizontally and vertically and that securitization could be re-activated at the existing societal level although the previous one had ignored the impact of environmental threats to society.

Having contributed to the UNESCO report "Reimagining our futures together: A new social contract for education" as a member of the International Commission and as Chair of the research-drafting committee of this commission, the author now takes the liberty of making some personal notes on the reflections advanced therein. This brief article is divided into three sections. The first presents the main foundations of the social contract of educational modernity (nineteenth century). The second discusses how this contract has to be renewed today. The third advocates the need to value the common in education, based on five main ideas: cooperation (in pedagogy), convergence (in curriculum), collaboration (in teaching), conviviality (in schools), and capillarity (in society). Finally, the epilogue defends the urgency of placing human rights at the center of the process of renewing the social contract for education.

The 2021 UNESCO report "Reimagining Our Futures Together" presented a compelling case for establishing a new social contract on education that addresses the persistent exclusion of vulnerable individuals and ensures that knowledge and learning contribute to a more sustainable future. Research literature highlights a global trend towards replacing "hard" with "soft" governance in education, whereby legally binding procedures are replaced by advice and persuasion. The report analyzed how this trend is amplified by the current spread of datafication and digitalization in the field of education, as well as by the increasing role of non-state actors, as exemplified by the early childhood care and education (ECCE) sector. In response to this analysis, this article proposes that the risk of developing a commercial model of soft governance can be moderated by creating an innovative, networked approach to educational governance, led by UNESCO as a global convenor.

Recent decades have brought significant worldwide expansion of private supplementary tutoring. Demand is especially driven by social competition, which has intensified in the context of globalization. The main suppliers of tutoring are serving teachers, commercial enterprises, and informal providers such as university students. Private tutoring has far-reaching implications for social inequalities, especially because higher-income households can easily secure more and better tutoring than their lower-income counterparts. While private tutoring can support low-achieving students, further stretch high achievers and provide employment, it can also have a backwash effect on schooling. Further, commercial enterprises and even teachers involved in tutoring may operate with questionable business practices. Yet comparative analysis shows wide variations in the governance and regulation of tutoring. While a few governments enact tight regulations, many others have laissez-faire attitudes toward private tutoring. Stronger multi-stakeholder focus on private tutoring and more robust regulations are needed to achieve the sorts of goals envisaged by UNESCO's International Commission on the Futures of Education.

The World Bank's (WB) growing emphasis on decentralizing educational systems has sparked widespread discussion in the literature. This study examines whether WB reforms are indeed associated with decentralizing educational systems in low- and middle-income countries (LMICs), as commonly assumed. Using unique, untapped country-level panel data on 30 LMICs from 1990 to 2019, I do not find a significant association between the WB's actions and changes observed in educational systems. Employing the institutional logics perspective, I argue that the WB's diffusion of "homogeneous" educational reforms may clash with "heterogeneous" socioeconomic, political, and cultural contexts, thus hindering the direct translation of reforms into tangible outcomes on the ground.

This paper studies educational inequality in the Philippines from 1950 to 2015, examining changes in the association between social origin and educational attainment against a backdrop of educational expansions and fluctuating economic conditions. Using data from the World Bank STEP Skills Survey, the study employs a sequential logit model to illustrate trends in secondary and college completion, followed by a multinomial logit model to look into differences in college destinations (type and status) between advantaged and disadvantaged students. The findings indicate that despite sustained expansions in the past six decades, disparities in secondary and tertiary completion deepened in relation to social background. The paper also finds that although expansions occurred mainly in public higher education institutions, it did little to alter the trends in college destinations, with advantaged students still more likely to complete in "high-status" universities than disadvantaged ones. Finally, the paper sheds light on how economic recessions have varying consequences on educational attainment, routing disadvantaged students out of college in the short term, while resulting in significant declines in the likelihood of completing higher education for advantaged students enrolled in "high-status" public entities in the long term.

Research on international organizations (IOs), both intergovernmental and non governmental, has become an important strand in comparative education. At the same time, strikingly absent in this large body of research is a large-N perspective on IOs themselves, representing a level of analysis in its own right where geography, discourse, and networks are reflected in conference activities. We examine data on 37,649 international education conferences organized by 6,634 IOs and analyze patterns of geographic distribution, discursive shifts, and network dynamics as they evolve over the twentieth century until today. We find that over time conferencing has become geographically less Western, much more substantively differentiated, and far more networked. At the same time, Europe, together with Asia, remains the hotspot of conference activity and the network structure reflects a clear core-periphery pattern with the UN, and particularly UNESCO, representing the pivotal hub of the entire field.

This study aims to analyze the research performance of 38 OECD countries in the last 10 years. For this purpose, the research performance of these countries was analyzed using multi-criteria decision-making (MCDM) methods with the productivity and publication impact data of 38 countries. The analyses were conducted both normal data and also with adjusted data based on the population and income level of the countries. Firstly, the importance level of research performance criteria was determined by three different MCDM methods. Using the weight values obtained from these methods, countries were ranked by three different MCDM methods used for ranking purposes. According to the results of the study, the publications in the highest cited 1% were determined as the most important and distinctive criterion. Secondly, the criterion expressing the relative impact of publications on the world was determined as the second most important criterion. In the analyses conducted without normalizing the data, USA showed the highest research performance. In the analyses conducted by considering the population of the countries, Switzerland showed the highest research performance. In the analyses conducted by taking into account the income level of the countries, Estonia has the highest research performance. As R&D expenditures, development level of countries and international collaboration increased, research performance of countries increased. However, with the increase in domestic collaboration, there has been a decrease in research performance. In addition, this research has shown how to use MCDM in the measurement of research performance by using objective methods with different backgrounds.

The Sustainable Development Goals (SDGs), launched by the United Nations in 2015, established ambitious targets to be achieved by 2030, including in education. SDG 4, which focuses on ensuring "inclusive and equitable quality education and promot[ing] lifelong learning opportunities for all", attracted attention from the adult education sector for the role that adult learning and education (ALE) can play in its realisation, and the potential for the SDGs to boost the visibility and support of ALE. This article reports on a study that explored the role of ALE in lifelong learning in eight case study countries (Australia, Brazil, India, Jordan, Kyrgyzstan, South Africa, Thailand and Ukraine). It explores the literature and examines the supports for and challenges of ALE to better understand its potential in helping to realise SDG 4, using a mega-, macro-, meso- and micro-level theoretical framework. Twenty-seven experts in ALE from across the eight countries were interviewed, and data analysis was undertaken using a "grounded theory" approach. The findings indicate that while SDG 4 was not a strong driver for ALE activities in these countries, initiatives were focused on the same issues targeted by SDG 4. The analysis also points to the unequal policy support given to formal and non-formal ALE activities, and the critical role that ALE networks and associations can play in addressing some of the most ambitious SDG 4 targets.

To establish good maritime governance, the Indonesian government must pay attention to maritime security aspects in every maritime policy and integrate maritime security education into the national education curriculum. However, implementing the World Maritime Axis concept, the Indonesian government still needs to consider the maritime security perspective as a top priority. The ultimate goal of good maritime governance development should include the strength of the Navy as the most important supporting element and the implementation of maritime security training and education for Indonesian maritime society. This study aims to analyze the efforts of the Joko Widodo (Jokowi) administration in addressing maritime security issues through the implemented maritime security training and education programs. The research method used is qualitative descriptive by using secondary data from a literature review and interpretation found in previous journal articles, with data collection techniques through literature study. The study results indicate that addressing maritime security issues requires hard and soft efforts from the government, including implementing maritime security training and education programs for Indonesian maritime society and integrating maritime security education into the national education curriculum.

While there are innumerable studies about global international organizations (IOs) in education, the role of regional organizations seems overshadowed by more powerful actors in the field, the United Nations Education, Science and Culture Organization (UNESCO), the World Bank, and the Organization for Economic Cooperation and Development (OECD). Although they are important in their regions, little is known about them and their interactions with global IOs. This research reveals new insight regarding the role that regional organizations play in the design of education policy in the Arab world, including all 22 Arab-speaking states of the Middle East and North Africa (MENA), a region that is defined by a common language, culture and religion, and how these policies are shaped by the interaction between regional and global IOs. Using a postcolonial framework, a qualitative case study was conducted of a regional IO focusing on the Arab world and an important actor in education policy: the Arab League Educational, Cultural and Scientific Organization (ALECSO). The analysis reveals how the ALECSO is unmoored between two trends that pull it in different directions: its spoken aim to counter Western hegemony in the region, and the dominance of certain IOs that necessarily define other organizations' work.

The current study explored the vocabulary use and examined the rhetorical move structure of World Health Organization Emergencies Press Conferences on the Coronavirus Disease. Vocabulary use was described using a corpus of 140 press conferences containing 1,139,248 running words that was analysed based on three indicator variables: vocabulary level, lexical coverage, and lexical profiling. The move structure was analysed based on 70 press conferences randomly selected from the corpus to identify shared moves and steps throughout the selected press conferences. The vocabulary level and lexical coverage analysis identified that 95 per cent of the vocabulary used in the corpus came from the first 3,000 high-frequency words based on the frequency rates of the British National Corpus (BNC) and the Corpus of Contemporary American English (COCA). Harmoniously, non-medical terms were extensively used across the press conferences covering 93.56 per cent of the corpus. Therefore, L2 users of English would understand most of the language used in the press conferences. According to the corpus-based move analysis, the frequency findings revealed 11 moves and their respective 32 steps. The study also established the move sequence prototypes for each stage comprising an opening stage, opening remarks, stage engagement, and closure. These results could be implemented for assisting learners in public speaking or English for business courses.

Model United Nations (MUN) has seen dramatic growth in Morocco, both at the university and high school levels. It is a popular and effective teaching tool. This paper aims to test its utility using various methodologies. It shares the results of surveys, both historic and current, conducted at Al Akhawayn University evaluating the activity among students. It also includes interviews with MUN participants, both coaches and students, at Al Akhawayn University and elsewhere. Finally, the paper evaluates whether the tool is trans-cultural or whether it is an expansion of White space.

This article provides a conceptual discussion of the role of hope in promoting global citizenship education (GCED) and argues that a global perspective in education requires a hopeful imaginative ethos to lay the foundations for a new transformative pedagogy. After introducing UNESCO's recent report "Reimagining Our Futures Together," which addresses urgent global challenges and assigns a major role to a global perspective in education, the article discusses the meaning of GCED as a non-neutral transformative approach in education. While this report, as well as previous ones, has been criticised for its visionary over-idealism and lack of attention to the power dynamics governing education, it will be argued that hope has transformational power and can play a political role in education. The article will then highlight contrasting ideas in envisioning different images of the future promoted by international organisations that have a significant impact on global educational policies and the construction of the global discourse on education. Finally, drawing especially on the legacy of Freire's vision of critical education, radical hope is reviewed by comparing it with two related issues: utopia and optimism.
