The hostile economic environment of the early 1980s led many developing countries to turn to the IMF and the World Bank for loans, and the adjustment policies required of them included retrenchment in the public sector, with resulting wage erosion and demands for higher productivity. This article gives and account of this process and its various consequences, examines the way in which governments might better manage their human resources in the public sector and discusses what that the ILO might do to assist them to meet the new challenges. Manpower planning has now come to be oriented less towards forecasting in the narrow and more towards producing alternative scenarios that can serve as guide-posts to policy-makers. Recent ILO project evaluations have shown that its effectiveness can be greatly enhanced by labor market 'signalling' and that essential information on the dynamics of local markets can be obtained through the key informants approach. Institutional weaknesses in the developing countries will have to be overcome in order to ensure better co-ordination and more efficient operation of their manpower planning machinery. The ILO's future action in this field will be based on an increasingly diversified approach. (Reprinted by permission of the publisher.)

Millions of small producers in African towns are handicapped by isolation and discriminatory treatments at the hands of the public authorities. Since 1982 the ILO has been carrying out a programme to help them organise themselves and play a more active part in the economic and political life of their countries. The author describes the aims, results and social and economic effects of the programme in the light of evaluations made between 1986 and 1988 in Mali, Rwanda and Togo. He discusses various obstacles that have impeded fuller participation of the beneficiaries in the various projects launched and draws some lessons for the guidance of similar programmes.
