Experts react with skepticism to the surge strategy of the U.S. President George W. Bush, which involves deployment of more U.S. troops to Iraq, and withdrawal after training the Iraqi military to handle the ethnic strife there. The efficacy of this strategy is doubtful because it depends on the concerted and effective efforts of the U.S. military, the U.S. agencies involved in rebuilding Iraq, the Iraqi military and the Iraqi prime minister who shows no credibility in limiting on insurgents.
