2. Formation of the Information and Psychological Security System of the Collective Security Treaty Organization

The present study is devoted to the analysis of the process of formation at the CS TO level of a system of collective actions to ensure information and psychological security.Aim. To substantiate the relevance of the formation of the information and psychological security system at the CSTO level.Tasks. To identify the information and psychological component in the CSTO collective security strategy, to analyze practical steps at the CSTO level in the field of countering destructive information influence, to determine the regulatory, political and organizational prerequisites for the formation of the CSTO collective information and psychological security system.Methods. In the study, the author used general scientific methods of analysis and synthesis. Special methods were also applied: comparative analysis, informational approach, neoinstitutional approach, critical discourse analysis and content analysis.Results. The study showed that the issues of countering destructive information influence are given considerable attention in the CSTO strategic documents and a number of model laws adopted by the CSTO Parliamentary Assembly, in addition, the relevance of these issues is emphasized in joint statements following meetings in various formats.The term “information and psychological security” is not used in official documents of the CSTO. Currently, issues related to the field of information and psychological security are conceptually included in the general list of tasks in the field of information security. Special attention is paid to countering malicious ideological and psychological influence on the Internet.Today, the main subjects of practical activity in the field of ensuring the information security of the CSTO, including in the field of countering destructive information influence, are the power structures of the member states implementing special operations in the information space. However, taking into account the degree of penetration of Internet technologies and media messages of citizens of the CSTO member states, the effectiveness of such events is unlikely to be able to qualitatively change the situation. That is why it is necessary to create an integrated system of information and psychological security at the CSTO level.Conclusions. In modern conditions of global competition, which have sharply escalated after the start of Russia’s Special Military Operation on the territory of Ukraine in February 2022, the formation of a unified system of collective actions at the CSTO level, providing, on the one hand, reliable protection from targeted malicious influence in the information environment, and on the other, forming a positive ideological and informational agenda of the community, is of particular relevance the historical path of development, the unity of economic and geopolitical tasks, the solution of which will make it possible to implement national development priorities as effectively as possible and ensure the collective security of the participating countries in the modern world.

The authors of the article, based on appealing to the works of home and Western researchers on the problems of studying the psychological foundations of confidence, considering the historical and legal aspects of the interaction and practice of the work of state authorities and public organizations with law enforcement bodies at various stages of national history, propose a concept for analyzing the socio-psychological factors of forming confidence to law activities. The article defines the main directions and technologies of work on the formation of public confidence in the professional activities of employees of the Ministry of Internal Affairs of Russia, staff members and troops of the Federal Service of the National Guard Troops (Rosgvardia) under the condition of the intensification of the negative information and psychological impact of external and internal destructive forces on the personnel of these departments. conclusions are drawn on the need to renew approaches in management activities and increase the effectiveness of conducting activities in this sphere, the fulfillment of it will contribute to support internal political stability in the state, strengthening the rule of law and law and order, security of public safety of citizens.

5. The information impact of network media, the psychological reaction to the COVID-19 pandemic, and online knowledge acquisition: Evidence from Chinese college students

This study focuses on whether network media information about the COVID-19 pandemic has had a significant impact on the online knowledge acquisition of college students. This research is of great significance, as it can have a profound impact on the way we think about knowledge acquisition in the future. Yet, a recent literature review finds that the academic community has not paid attention to this important topic. In the present work, which is based on a survey of 5000 Chinese college students during the COVID-19 pandemic period, we find that COVID-19 information from mainstream Chinese media and overseas media as well as social media has had a significant promoting effect on the online knowledge acquisition of college students. At the same time, the psychological response to the pandemic situation is shown to have had a significant mediating effect on the relationship between the information impact from mainstream Chinese and overseas media and the online knowledge acquisition of college students. Our findings have shown that the more positive college students are in responding to the pandemic, the stronger their willingness is to acquire knowledge through online means, and the better effect this will have on them acquiring knowledge. The results of this paper have important implications for the optimization and improvement of college students’ education and knowledge acquisition methods in the context of the long-term COVID-19 pandemic.

Assessment of the information space allows you to determine the possible causes (conditions) of the crisis and the characteristics of the information impact for any information activities that will be planned. One of the promising such scientific studies is the substantiation of a method for monitoring information impact in the interests of providing information activities. The essence of the information impact monitoring method is to assess information activities, namely: identifying information impact; the level of information impact; formation of conclusions and decisions on the need to counteract information impact; planning of countermeasures, approval of a plan of countermeasures; implementation of countermeasures according to the plan. In each information event there are certain indicators by which the characteristics of information are assessed and the conditions are determined by which a destructive orientation can be carried out for any information processes (actions, facts) in the information space of the country. Considering that these components have their own informational correction, in particular, they are found in the information space of the state (actions, facts), or phenomena can reduce the level of the moral and psychological state of the personnel of troops (forces) to a state when the personnel are not able to effectively perform tasks as intended , then in the above method it is proposed to consider these issues in two directions. These areas are the level of operational monitoring of the analysis of current information and the level of operational monitoring of the forecast of the development of information surges.

The article analyzes the processes of intensive informatization and technologization of modern society, affecting the vector of development of the social, economic, political and military spheres of the state. In this context, the problem of informational impact on a human personality, his consciousness, mindset, spiritual and value orientations is considered. On the scale of the geopolitical interaction of the world community at the information-psychological level, this problem is revealed through the prism of describing the nature and content of the information war carried out in the interests of achieving political and military goals. Areas of informational influence on police officers are specified. In this regard, the need for the formation of information literacy of law enforcement specialists is being updated; the directions of information and psychological counteraction and protection against information attacks are highlighted. Psychological resistance, critical thinking, information security are named among the priority solutions to the highlighted issue.

Aim: To study the influence of small doses of electromagnetic oscillations on the molecular-biological state and features of coronavirus reproduction. Materials and Methods: The study was conducted at the Laboratory of Experimental Chemotherapy of viral infections of the State Institution "L.V. Gromashevsky Institute of Epidemiology and Infectious Diseases of the National Academy of Medical Sciences of Ukraine" and was based on the materials of the educational institution "Ukrainian Resource Center of Educational Innovations". During 90 days, with the use of hardware and software complex "Vim Vitae" (from Latin - life force), an experimental study on the registration and analysis of antiviral activity of small doses of electromagnetic oscillations on a biological object (coronavirus pathogens) was organized based on the author's methodology "Life without medicines". Results: A study of the antiviral effect of low doses of electromagnetic oscillations on an experimental model of coronavirus - virus of transmitted swine gastroenteritis - showed that small doses of electromagnetic oscillations inhibited coronavirus reproduction by 1.25-2.4 lg TCD50 (tissue cytopathogenic dose 50). Conclusions: We believe that in the near future, traditional diagnostic methods will be replaced by new, information-metric, widely available technologies based on smartphones and tablets, which allow not only very quickly and accurately to detect disease, but also learn a lot of other information important for effective therapy. In perspective, these technologies will become a convenient method for self-monitoring and remote interaction with the doctor, for maintaining own health and the health of loved ones. The purpose of this study is to investigate how three Swedish authorities - the National Board of Health and Welfare, the Swedish Psychological Defense Agency (MPF), and the Swedish Civil Contingencies Agency (MSB) - have handled the disinformation campaign against the social services. This study is based on a qualitative method and the empirical part is characterized by thematic document analysis in to answer the research questions. Two themes emerged: trust and response measures. The research questions used are: What challenges have the National Board of Health and Welfare, MPF, and MSB identified in connection with the disinformation campaign against the social services? What concrete measures have the National Board of Health and Welfare, MPF, and MSB proposed in connection with the campaign? The complexity of the disinformation campaign against the social services is partly because the social services were perceived as an authority. The study shows that challenges have occurred and have also been identified by the authorities. One of the challenges identified and a contributing factor to why the disinformation campaign against the social services gained traction in Sweden is the lack of trust in authorities. The study also showed that strengthening trust in the public sector and working towards increased confidence in the social services underlie several of the proposed measures, such as ongoing dialogues with municipalities, faith communities, organizations in civil society and others.

The paper deals with the features of information security guaranteeing of the multi-agent robotic system with self-organizing behavior. The main attention is paid to the possibility of implementing information security threats on the level of interaction between the individual elements. The definitions “information impact” and “disorganization” are introduced for multi-agent robotic system. As a criterion for the system safety state assessment, probability is selected of number of items available at time t for required task execution of multi-agent robotic system, not suffering from the effects of the information impact. A method for estimating the probability of the multi-agent robotic system being in a safe state is proposed. The method is based on mathematical apparatus of Markov chains. Its distinction is the usage of functional dependencies for intensity information impact. The method gives the possibility to identify required characteristics of the individual elements in the early stages of development. Graphs of probability for secure system state of group of elements at different intensities of information impact by intruder and intensities are given, characterizing software and hardware capabilities of element output from the unsafe condition. The system behavior is modeled in the dynamics for different functional dependencies of the information impact intensity. An example of group consisting of four identical elements staying in a safe condition and attacking by three disorganizing elements is shown. Technique of obtaining numerical values for the intensities of information impact at successive instants is revealed.

The author singles out the communicative, used in the assessment of the electorate, classified tools used in the course of the preelection competition, important signs of the stratification of society, analyzes the application models that describe the technologies of interaction. The article is devoted to the definition of problematic aspects and prospects for improving the information and legal support of special information operations (hereinafter - SIO), because currently there is no sufficient legal basis for the development of methodological principles for their implementation. SIOs have a special place in the system of means of counteracting threats to the national security of Ukraine as an independent means of implementing information and psychological measures and as an auxiliary tool in the implementation of political, economic, military and other measures. At the same time, SIOs can be implemented while providing not only information, but also other components of national security, which is a complex and multifaceted phenomenon. As special operations in general, including SIOs, are now considered under Ukrainian law as a form of hostilities, it is virtually impossible to conduct SIOs of a protective nature, including counterintelligence SIOs on the territory of Ukraine. Thus, the current legislation does not provide for conducting SIOs against citizens of Ukraine (except for those who are members of terrorist groups and illegal armed groups), as well as conducting SIOs in Ukraine outside the territory where martial law is imposed, outside the area of anti-terrorist operations or other places (areas) of training and use of the Armed Forces. However, both the intelligence and counterintelligence aspects of SIO are manifested at all stages of SIO, regardless of their direction, offensive or defensive nature. Therefore, the issue of urgent need is to provide the authority to conduct the SIO to the Security Service of Ukraine while depriving it of the status of a military formation, which will ensure compliance with the requirements of Art. 17 of the Constitution of Ukraine, as well as the effective conduct of SIO in the interests not only of defense but also of anti-terrorist, anti-criminal, information and other components of national security of Ukraine. Similar powers should also be given to the intelligence agencies of Ukraine, as well as to other entities of the security and defense sector in accordance with their competence. No less important is the actual normative consolidation of the definition of SIO at the level of law and the construction of a modern model of SIO and the formation of the algorithm for conducting SIO., Стаття присвячена визначенню проблемних аспектів та перспектив вдосконалення інформаційно-право-вого забезпечення спеціальних інформаційних операцій (далі – СІО), адже наразі відсутнє достатнє норма-тивно-правове підґрунтя для розробки методологічних засад їх проведення. СІО в системі засобів протидії за-грозам національній безпеці України посідають особливе місце як самостійний засіб реалізації заходів інфор-маційно-психологічного спрямування і як допоміжний засіб у реалізації політичних, економічних, військових та інших заходів. При цьому СІО можуть реалізовуватись під час забезпечення не лише інформаційного, але й інших складників національної безпеки, яка є складним та багатоаспектним феноменом. Оскільки спеці-альні операції в цілому, в тому числі СІО, нині розглядаються за законодавством України як форма воєнних дій, фактично унеможливлюється проведення СІО захисного спрямування, в тому числі контррозвідувальних СІО на території України. Так, чинним законодавством не передбачено проведення СІО стосовно громадян України (крім тих, які є членами терористичних угруповань та незаконних збройних формувань), а також проведення СІО на території України поза межами території, на якій введено правовий режим воєнного стану, поза межами району проведення антитерористичної операції або інших місць (районів) підготовки та засто-сування Збройних Сил. Втім як розвідувальний, так і контррозвідувальний аспект СІО проявляється на всіх етапах СІО незалежно від їх спрямування, наступального або оборонного характеру. Тож питанням нагальної потреби є надання повноважень щодо проведення СІО Службі безпеки України з одночасним позбавленням її статусу військового формування, що забезпечить дотримання вимог ст. 17 Конституції України, а також ефек-тивне проведення СІО в інтересах не лише оборони, але й антитерористичної, антикримінальної, інформа-ційної та інших складових частин національної безпеки України. Аналогічні повноваження мають також бути надані і розвідувальним органам України, а також іншим суб’єктам сектору безпеки і оборони відповідно до їхньої компетенції. Не менш важливим моментом є й власне нормативне закріплення визначення СІО на рівні закону та побудова сучасної моделі СІО та формування алгоритму проведення СІО.

The social influence is at the centre of consideration in social science. In industrial engineering, although the enterprise has reached the age of the electronic communication, the human direct communication is not sufficiently considered even if it remains critical communication vector to transmit information. The idea is to predict some human attributes behaviour that will help enterprise to make efficient decision. The research in the domain gives significant results but the impact of information on individuals within a social network is, mostly, statically modelled where the dynamic aspect is not frequently tackled. The individual׳s reaction to a change within an organisation or ecosystem (implementation of a new system, new security instructions…etc.) is not always rationale. The opinion of individuals is influenced by information gathered about the attributes of the technology from other members of their social network. In addition, the works about modelling and simulation of the population’s reactions to an event do not use explicit specification languages to support their models. A behavioural specification model is one critical missing link. Adding a clear behavioural model can help for specification verification and reuse. From literature, the DEVS formalism (Discrete EVent system Specifications) appears to be general enough to represent such dynamical systems ( Zeigler et al., 2000 ). It provides operational semantics applicable to this domain. The contributions of this work are dynamic models of individuals using low-level language to simulate the propagation of information among a group of individuals and its influence on their behaviour. In more detail, we define a set of models of individuals characterized by a set of state variables and the mesh between the individuals within a social network. Then, we introduce the information diffusion based on epidemic spreading algorithms and we transpose them into the case of the message propagation in a social network. Finally, a basic scenario is used to give a beginning of validation to our models using a platform based on DEVS formalism. [ABSTRACT FROM AUTHOR]

Voice is a consistent reflection of an organization's unique personality and core values, while tone varies by context and immediate purpose while still conveying a larger meaning. Together, carefully crafted voice and tone help an organization connect emotionally with its audience and convey messages with the appropriate intent. Codifying voice in an editorial style guide helps ensure consistency in content and nurtures audience loyalty. Elements to consider in communicating through the identified voice include sentence length and type, use of modifiers, punctuation and formality of expression. International audience; The design of products with nutritional characteristics adapted to the specific needs of the elderly could be one of the courses of action to prevent age-related health risks. Four hundred and seventy-two consumers over 65 years old revealed their willingness-to-pay and their sensory assessments for standard food products and food products enriched with protein, calcium or omega 3. For most products, the willingness-to-pay for the enriched variant is lower than for the standard variant, because of a lower sensory perception. If the sensory gap is not too high, health and nutritional claims may compensate it. Where the sensory perception of the enriched variant is much lower, the introduction of claims on the enriched product does not make it possible to compensate for the willingness-to-pay difference due to the sensory difference between the two products.; Une des voies d’action pour prévenir les risques de santé liés à l’âge réside dans la conception de produits présentant des caractéristiques nutritionnelles adaptées aux besoins spécifiques des personnes âgées. L’étude réalisée auprès de 472 consommateurs de plus de 65 ans avait pour objectif de comparer leurs consentements à payer et leurs appréciations sensorielles pour des produits alimentaires standards ou enrichis en protéines, en calcium ou en omega 3, et cela en présence de différents types d’étiquetage. Pour plusieurs des produits considérés, le consentement à payer pour la variante enrichie est moins élevé que celui pour la variante standard, et les allégations mises en avant par l’étiquetage ne suffisent pas à compenser une évaluation significativement plus faible sur le plan sensoriel de la variante enrichie. Ce n’est que quand cet écart sensoriel est modéré que les arguments nutritionnels ou de confort en bouche permettent une valorisation équivalente ou légèrement supérieure de la variante enrichie.

This study focuses on whether network media information about the COVID-19 pandemic has had a significant impact on the online knowledge acquisition of college students. This research is of great significance, as it can have a profound impact on the way we think about knowledge acquisition in the future. Yet, a recent literature review finds that the academic community has not paid attention to this important topic. In the present work, which is based on a survey of 5000 Chinese college students during the COVID-19 pandemic period, we find that COVID-19 information from mainstream Chinese media and overseas media as well as social media has had a significant promoting effect on the online knowledge acquisition of college students. At the same time, the psychological response to the pandemic situation is shown to have had a significant mediating effect on the relationship between the information impact from mainstream Chinese and overseas media and the online knowledge acquisition of college students. Our findings have shown that the more positive college students are in responding to the pandemic, the stronger their willingness is to acquire knowledge through online means, and the better effect this will have on them acquiring knowledge. The results of this paper have important implications for the optimization and improvement of college students’ education and knowledge acquisition methods in the context of the long-term COVID-19 pandemic.

Assessment of the information space allows you to determine the possible causes (conditions) of the crisis and the characteristics of the information impact for any information activities that will be planned. One of the promising such scientific studies is the substantiation of a method for monitoring information impact in the interests of providing information activities. The essence of the information impact monitoring method is to assess information activities, namely: identifying information impact; the level of information impact; formation of conclusions and decisions on the need to counteract information impact; planning of countermeasures, approval of a plan of countermeasures; implementation of countermeasures according to the plan.In each information event there are certain indicators by which the characteristics of information are assessed and the conditions are determined by which a destructive orientation can be carried out for any information processes (actions, facts) in the information space of the country. Considering that these components have their own informational correction, in particular, they are found in the information space of the state (actions, facts), or phenomena can reduce the level of the moral and psychological state of the personnel of troops (forces) to a state when the personnel are not able to effectively perform tasks as intended , then in the above method it is proposed to consider these issues in two directions. These areas are the level of operational monitoring of the analysis of current information and the level of operational monitoring of the forecast of the development of information surges., Оценка информационного пространства позволяют определить возможные причины (условия) возникновения кризиса и характеристики информационного воздействия для любых информационных мероприятий, которые будут планироваться. Одним из перспективных таких научных исследований является обоснование метода мониторинга информационного воздействия в интересах обеспечения информационных мероприятий. Сущность метода мониторинга информационного воздействия заключается в оценке информационных мероприятий, а именно: выявление информационного воздействия; уровня информационного воздействия; формирование выводов и решений о необходимости противодействия информационному воздействию; планирование мер противодействия, утверждение плана мероприятий противодействия; реализация мер противодействия соответствии с планом.В каждом информационном мероприятии есть определенные показатели, по которым оценивается характеристики информации и определяются условия по которым может осуществляться деструктивная направленность для любых информационных процессов (действий, фактов) в информационном пространстве страны. Учитывая, что указанные составляющие имеют свою информационную коррекцию, в частности обнаружены в информационном пространстве государства (действий, фактов) или явления могут снижать уровень морально-психологического состояния личного состава войск (сил) до состояния когда личный состав не в состоянии эффективно выполнять задачи по назначению, то в приведенном методе предлагается эти вопросы рассматривать по двум направлениям. Такими направлениями стали, уровень оперативного мониторинга анализа текущей информации и уровень оперативного мониторинга прогноза развития информационных вызовов., Оцінювання інформаційного простору дозволяють визначити можливі причини (умови) виникнення кризи та характеристики інформаційного впливу для будь-яких інформаційних заходів, які будуть плануватись. Одним із перспективних таких наукових досліджень є обґрунтування методу моніторингу інформаційного впливу в інтересах забезпечення інформаційних заходів. Сутність методу моніторингу інформаційного впливу полягає в оцінюванні інформаційних заходів, а саме: виявлення інформаційного впливу; рівня інформаційного впливу; формування висновків та рішень щодо необхідності протидії інформаційному впливу; планування заходів протидії, затвердження плану заходів протидії; реалізація заходів протидії відповідно до плану. У кожному інформаційному заході є певні показники, за якими оцінюється характеристики інформації та визначаються умови за якими може здійснюватись деструктивна спрямованість для будь-яких інформаційних процесів (дій, фактів) в інформаційному просторі держави. Враховуючи, що зазначені складові мають свою інформаційну корекцію, зокрема виявлені в інформаційному просторі держави (дій, фактів) або явища можуть знижувати рівень морально-психологічного стану особового складу військ (сил) до стану коли особовий склад не в змозі ефективно виконувати завдання за призначенням, то в наведеному методі пропонується ці питання розглядати за двома напрямками. Такими напрямками стали, рівень оперативного моніторингу щодо аналізу поточної інформації та рівень оперативного моніторингу щодо прогнозу розвитку інформаційних викликів.

Over the past decade, attention to information security problems has become widespread throughout the world, including in the Russian Federation. Efforts to ensure information security have become an integral part of the activities of almost any state. The article provides an analysis of the category of “information security”, reflects the current state of the general competence of officers in the field of information security in one of the military branches. Its place and role in the armed forces and in the national security system as a whole is revealed. The origin of the phenomenon of information security, its essence and structure is considered. In this connection, questions are raised of ensuring the information security of the state strike as a whole and the guarantor of national security – the armed forces. CONTEXT Access to information is crucial in decision making for viable and sustainable farm business. Thus, the farmers need different types of information from various sources to refine existing practices and adopt new technologies for yield and income advantages. Knowledge about farmers' information needs, access and its impact in different production contexts help in improving the effectiveness of extension and advisory services in the country. This paper examines the farmers' information needs, access to information from different sources and its impact on cotton output and value of output in two different regions having predominantly rainfed and irrigated production contexts. Household level survey data of 644 cotton farmers were collected using multistage sampling from two districts representing distinct production contexts in the Maharashtra state of India. Factors determining the access to information from particular sources were obtained using the Probit model. The impact of access to information was estimated using Inverse Probability Weighted Regression Adjustment (IPWRA). The information needs of the farmers from the two regions were slightly different. In the Jalgaon district with predominantly irrigated cotton production, farmers receiving information from at least one formal source had a significant positive impact on cotton output and the value of output per unit area. While considering each formal information source separately, heterogeneity in impact was observed. Access to information from public sources and mass media had a significant positive impact on cotton output. Mass media sources played a significant role in increasing the value of output per unit area. Despite government and other agencies' efforts and better access to information in predominantly rainfed areas (Yavatmal district), information received by farmers could not produce the desired impact. It necessitates appropriate tailoring of information, specific for these regions; as general information failed to produce much impact. This is a holistic study about information dynamics in agriculture, covering information need to its impact in two different cotton producing regions. The study reflects the heterogeneous impacts of access to agricultural information considering different sources. It suggests the importance of region specific customization of agricultural information and emphasizes more role of public sources in provision of market intelligence. Study advocates efforts to effectively channelize agro-advisories through Farmer Producer Organizations (FPOs) and Information Communications Technology (ICT) sources. The public must decide between assertions made about food safety through irradiation by advocacy groups and by scientific experts. Herein we discuss the policy implications of experimental results that show how favorable and unfavorable information on food irradiation to reduce risks affects willingness-to-pay to control the food-borne pathogen Trichinella in irradiated pork. The surprising result is that when we presented both positive and negative information simultaneously, the negative information clearly dominated. This was true even though the source of the negative information was identified as being a consumer advocacy group and the information itself was written in a manner that was non-scientific. Professor Steve Fuller discussed this divide at the 2016 ASIS&T Annual Lecture at Napier University on November 30. Fuller discusses the idea that raw information must be curated and edited in order to express actual knowledge, but in the act of reproducing the information for this purpose, data can become distorted and omitted. Fuller cites Wikileaks as a source of raw information that was handed to media outlets to edit and present as knowledge. EDITOR'S SUMMARY At the University of Edinburgh, Sarah Morton studies the process of social research and how it affects policy. In her plenary session at the 2015 ASI&T Annual Meeting she cast research impact as knowledge exchange, bringing together researchers, the ways research is used and consequent change. Morton explained that research is used to solve problems and drive knowledge development, typically with multiple contributors, and applied to alter viewpoints or bring about change. For research to have effect it must be communicated, presented in context and put together with real world experience. While a formal research setting promotes an organization's use of research, time issues, competing priorities and poor communication undermine getting the most benefit. When assessing research impact, the presence of collaborative networks, planned user engagement throughout the process and knowledge sharing strategies gained are key. The focus for research has evolved from knowledge dissemination to recognition of relationships and multiple information sources. Ideally a systems model of knowledge combines priorities, culture and context, mediated by relationships and including both researchers and those who put research findings to use. В статье анализируются актуальные угрозы цифровой эпохи с точки зрения информационной составляющей гибридной войны. Подчеркивается, что субкультура «электронных кочевников», а также власть искусственного интеллекта несут в себе совершенно новые, еще не спрогнозированные имплозивные, т.е. обращенные внутрь человека, риски, направленные на разрушение менталитета личности. Заключается, что имплозивное понимание риска требует совершенно новой методологии предотвращения угроз. В качестве основы для решения проблемы информационной безопасности предлагается этнофункциональная методологическая парадигма в новой научной области медиаэкологии. Констатируется, что языковая идентификация в форме «естественного» патриотизма, рассматриваемая как один из локусов самосознания человека, может стать инструментом идентификации., The article analyzes the current threats of the digital era from the point of view of the information component of the hybrid war. It is emphasized that the subculture of “electronic nomads, as well as the power of artificial intelligence, carries in them entirely new, not yet predicted implosive, inward-facing, risks aimed at destroying the personality mentality. It turns out that an implosive understanding of risk requires a completely new methodology for preventing threats media ecology. It is stated that linguistic identification in the form of “natural” patriotism, considered as one of the loci of human self-consciousness, can become an identification tool.

Агрессия перенесена в информационносетевое поле, следовательно, ментальная сфера личности, самосознание народа, его национальная и культурная идентичность объекты обеспечения безопасности в консциентальной войне., In the article, based on the analysis of actual changes in the legislative acts of the Russian Federation, the author proposes a set of measures aimed at improving the understanding of the new aspects of the humanitarian component of the National Security Strategy and the Fundamentals of the State Policy of the Russian Federation in the field of civil defense on the basis of the ethno-functional methodological paradigm. The subject of the study are: current military trends, in particular, hybrid wars using conventional weapons, information impact, changing the mentality of the individual and the people. The author justifies the fact that modern political technologies of destruction of states are aimed at transferring aggression from military-geographical space to informationnetwork. Consequently, the author comes to the conclusion that the field of battle in a consecutive war is the mental sphere, the self-consciousness of the people, its national and cultural identity.

EDITOR'S SUMMARY In receiving the ASIS&T Award of Merit for 2015, Michael E. D. Koenig recognized his many collaborators, mentors and those who have stimulated his thinking on numerous topics in information science. Koenig reflected on his wide-ranging past studies, weaving through bibliometrics, information systems, library automation and education for library and information science. Koenig adapted citation analysis to develop a metric for pharmaceutical R&D demonstrating that citation data is a valid measure of research impact, and he has written extensively on the connection between an organization's information services and its productivity. In Koenig's view, knowledge management is the effort to build an information environment within an organization that supports its research effectiveness; it is a key contributor to organizational impact. • Experienced consumers were willing to pay up to $1.39/dozen higher premium for welfare enhanced cages. • Negative information decreased price premium by up to 75%. • Inexperienced consumers were more responsive to information when updating willingness to pay. • Perceptions on animal welfare were different by consumer purchase experience. • Perceived importance of animal welfare mediated the information impacts. Consumers ascribing value to animal welfare related attributes has become a common interest for various stakeholders. This study investigated heterogeneous consumer preferences for eggs from the welfare enhanced production systems, and further, how the effects of information regarding these production systems depended on consumers' previous purchase experience and initial perceptions. A nationally representative sample of respondents completed a self-reported survey and a set of discrete choice experiments on egg products. Respondents were randomly assigned into two groups, with one group being offered additional information regarding the pros and cons of each housing system on various aspects (i.e., animal welfare and environmental impacts). Using the conditional logit models, results showed that consumers' willingness to pay (WTP) for egg attributes depended on previous purchase experience. Those who had purchased cage-free eggs before were willing to pay up to $1.39/dozen higher premium for the advanced cages. Furthermore, the informational impacts depended on consumers' purchase experience and initial perceptions. Inexperienced consumers were more responsive to information compared to the experienced consumers. The mixed information decreased price premium by up to 75%. Inexperienced consumers with higher perceived importance on welfare or environmental issues showed even more preference updates. While the prior attitudes helped the experienced consumers to differentiate across products, additional information lowered these attitudinal effects. These results implied that information that aimed to educate the general public had higher marginal effects on the inexperienced consumers than on the experienced ones. [ABSTRACT FROM AUTHOR]

Приводятся результаты математических расчетов, проиллюстрированные графически и подтвержденные статистической информацией, полученной с помощью современных систем веб – аналитики. Вероятностная оценка позволяет определить основные направления, где необходимо наращивание сил и средств, обеспечивающих защиту от негативных информационных воздействий., The article is devoted to the problem of information impact of the Internet. The main factors that make it difficult to carry out the analysis in the sphere of information impact are identified. Probabilistic approach to assessing the impact of Internet resources on the opinions of users is substantiated. The results of mathematical calculations are presented. They are illustrated graphically and confirmed by means of statistical information obtained with the help of modern web analytics systems. Probabilistic assessment allows defining the main directions, where it is necessary to build up the forces and means that provide protection from negative information impacts., №10(64) (2017)

Сделан вывод, что объектом национальной безопасности становится ментальная сфера, самосознание народа, его национальная и культурная идентичность, что требует уточнения данных положений в онтологическом смысле., Based on the analysis of actual changes in the National Security Strategy of the Russian Federation, a set of measures is proposed to improve the understanding on the basis of the ethno-functional methodological paradigm of new aspects of the humanitarian component of this Strategy. The subject of the study are: current trends in the development of military science, using as an instrument of information impact, changing the mentality of the individual and the people. The fact that modern political technologies of destruction of states are aimed at transferring aggression from real (military-geographical) space to virtual (information-network) is justified. It is concluded that the subject of national security is the mental sphere, the self-consciousness of the people, its national and cultural identity, which requires the specification of these provisions in the ontological sense.

47. Information Utilization in Municipal Decision-Making: An Exploratory Study of the Social Compact Neighborhood Market DrillDown

This dissertation is exploratory in design and employs an electronic survey and comparative case studies to examine the factors that shape the impact of a non-traditional data source that measures the market power of urban neighborhoods, the Social Compact Neighborhood Market DrillDown, on the policymaking process of local government officials concerned with neighborhood economic development. The four case studies are: Baltimore, MD, Louisville, KY, Detroit, MI, and Tampa, FL. The study examines the conditions that affect decision-making at the different stages of information use and considers instrumental, conceptual, and symbolic uses of information. The observation of seven variables (applicability to agenda of lead sponsor, congruence between findings and prior preferences, trust of information producer, availability of alternative information sources, information sustainability, costs of production, information as private sector "lure") provide the context for theory and hypotheses on information impact in which three factors are found to be significant (applicability to agenda to lead sponsor, information sustainability, and information as private sector "lure"). Overall, the study finds evidence that information use is inherently a political endeavor in which its use is dominated by the preferences of those who sponsor its production and use information toward initiatives that are important to them.

In this article we proposes the mathematical model for revelation of deliberate unfriendly information impacts which are fulfilled by means of specially prepared information messages (news, reviews and others) in mass-media. The model calculates the quantitative measure for fact determination of purposeful information impact and evaluation of potential damage to interests of state (party, corporation) from impact fulfilment. The model use the following data: intensity and direction of information streams (publication frequency and themes of news), structure of important state and public problems, structure of social groups of a society, priorities of these social groups, mass-media popularity in social groups, priorities of a state policy. The model is the semantic network in which the relations between concepts we formalize by use of fuzzy measures by Sugeno. We have used this model for revelation of information impacts on public opinion of Russian-speaking national minority of Crimea (Ukraine) during 01.2002 - 02.2005 (final stage of presidential elections). The model also can has important implications for evaluation of election cleanness, for neutralization of dirty voting technologies, for facts determination of unfair competition, when corporations involve a public opinion into own competitive activity.

In a modern manufacturing environment, data and information are a vital part of the manufacturing process and in particular for supporting the value adding activities. Modern manufacturing information systems allow fast distribution of, and access to, data and information. However, the technical improvements of manufacturing information systems do not always create the benefits that were expected from them. This paper discusses this problem in the context of manual assembly tasks. Attention, interpretation and decision-making are important drivers for how well the assembly tasks are performed - the acting. In other words, the acting is governed by how and when the attention of the assembly operator is caught, how easily the information can be interpreted, and to what extent the information is useful for decision making. The aim with the work is to find and present why data and information provided on the shop floor often fails to prevent quality problems; not seldom this data and information actually causes the problems. This paper focuses on one of the core issues related to assembly data and information, namely “active attention” and how this is triggered. If active information seeking behaviour is not present on the assembly shop floor, then the probability for a quality problem increases.

This article resumes a methodology for the Internet information impact assessment by using the Altavista indexation and recuperation capabilities. The context is used to describe the HTLM metaelements function as an arrangement and ordering information system. The method limitations and reliability are discussed and some data that show the production of WWW pages are exposed at institutional and national levels and compared to other European countries. The article emphasizes the possibility to measure the impact of these pages depending on the amount of times that they are linked from external pages, similarly to the way in which the Institute for Scientific Information Citation Index works.En el presente artículo se recoge una metodología para la valoración del impacto de la información en Internet, usando las capacidades de indización y recuperación del buscador Altavista. Se aprovecha el contexto para describir la función de los metaelementos del HTML como mecanismo de estructuración y ordenación de la información. Se discuten las limitaciones y fiabilidad del método y se exponen algunos datos que muestran la producción de páginas WWW a nivel de institución y a nivel nacional, así como su comparación con otros países europeos. Se hace especial hincapié en la posibilidad de medir el impacto de estas páginas en función de las veces que son 'enlazadas' desde páginas externas de manera similar a como funciona el 'Citation Index' del Institute for Scientific Information.
