2. RESPONSIBILITY OF SCHOOLS’ LEADERS IN TACKLING THE E-LEARNING BARRIERS IN TECHNICAL AND VOCATIONAL EDUCATION HIGHER INSTITUTIONS

This conceptual reviewed paper looks critically at the trend of information and communication technology especially now that the implementation of e-learning is gaining more relevance in Nigerian tertiary institutions. It discusses the level of preparedness in terms of the required skills by Technical and Vocational Education (TVE) teachers, availability of infrastructures and other constraints in using the ICTs for effective teaching and learning. Beside, leadership strategies ranging from school administration, executive leaders and policy makers roles were also discussed as a vital component in line with the outlined barrier to TVE teacher preparedness to e-learning. Specifically, the study sought to answer four among the most critical questions that need to be addressed for effective implementation of e-learning in Nigerian tertiary institutions. The paper concluded by making recommendations based on the four questions statedin this study. Amongst the recommendations are that urgent step needs be taken by school and executive administrators and policy makers in the training of TVE teachers in the relevant ICTs areas through in-service training and seminars/workshops.

What roles do communication systems, information technologies and the internet play in fostering citizen participation and influencing the electoral and administrative decisions of government? The internet is simultaneously a world-wide broadcasting network, a mechanism for information dissemination, and a medium for collaboration and interaction between individuals and their computers without regard for geographic boundaries or time zones. This article describes the origins of participatory democracy, discusses how modern concepts of democracy link to citizen participation, and describes the ways that newly-created spaces on the internet referred to as “polispheres” are being used by political activists and candidates to facilitate wider collaboration and citizen participation. The following questions are addressed: What role does the internet play in fostering and aiding citizen participation in government? Does increased involvement lead to greater trust and confidence in government? What role did the internet play in apparently reversing downward trends in citizen apathy and drawing 8 million new voters to the United States 2008 presidential election? The article suggests that information technology facilitates broader citizen participation and identifies the challenges facing governments in adopting internet-based ICT strategies.

A educação, seja em seu aspecto formal realizado pelas instituições de ensino, ou em qualquer outra de suas vertentes, vem, cada vez mais, se aproximando da tecnologia em todo o seu processo de desenvolvimento e aprendizagem, de modo que se busca no presente trabalho, demonstrar se as tecnologias da informação e comunicação (TIC’s) utilizadas na educação podem ter maiores ou menores correlações e aplicações em diferentes cursos do ensino superior. Nesse sentido, vale reforçar então, que as Tecnologias de Comunicação e Informação se desdobram em diversas ferramentas tecnológicas que passam a ser utilizadas no segmento da educação, inclusive em cursos superiores. Assim, a proposta desta pesquisa foi analisar se existem tecnologias utilizadas de maneira mais frequente em cursos superiores selecionados. Para tanto, se pesquisou a correlação dos termos “tecnologia/tecnologia da informação e comunicação (TIC)/ferramentas tecnológicas” com a expressão “curso superior”, bem como a sua combinação com os nomes de cursos específicos, de modo que se escolheu ao final, a análise sobre três cursos superiores distintos: Administração, Educação Física e Medicina. Utilizou-se como referenciais teóricos diversos autores de renome na área, dentre eles, como marco, Vani Moreira Kenski. A presente pesquisa se classifica quanto à natureza do estudo em teórica e teve como cerne central a compreensão do tema exposto, sendo quanto aos objetivos descritiva e qualitativa. A metodologia possibilitou entender melhor as tecnologias atuais mais utilizadas nos cursos selecionados, ficando demonstrado que essas podem ser adaptadas e utilizadas em intensidades diversas nos diferentes cursos superiores, bem como levantou a discussão para produção de novos estudos em relação ao tema, de extrema importância para a educação e para a sociedade como um todo. Education, whether in its formal aspect developed by educational institutions, or in any other of its forms, is increasingly approaching technology throughout its development and learning process, in a way this present work wants to show if Information and Communication Technologies (ICTs) used in education may be more or less related and aplicated in distinct college courses. In this sense, It worths to reinforce the Information and Communication Technologies are deployed in several technological tools that are also used in the education segment, including in college education. In this context, the proposal of this research was to analyze if there are technologies used more frequently in selected college education. In order to achieve this, it were used academic searching the correlation between the words "technology / information and communication technology (ICT) / technological tools" and the word "college education", as well as their combination with the names of specific courses, and in the end, three distinct higher courses were chosen: Administration, Physical Education and Medicine. Several authors of renown in the area were used as theoretical references, among them, as landmark, Vani Moreira Kenski. The present research has its nature of study classified as theoretical and has as the main objective the understanding of the exposed subject, being classified regarding its objectives as descriptive and also qualitative. The methodology made it possible to better understand the current technologies most used in the selected courses, being demonstrated that these can be adapted and used at different intensities in the different college courses, as well raising the discussion for the production of new studies in relation to the subject, wich is of extreme importance for education and for society as itself. In particular, it has intended to discuss the organization of interactive arrangements and relations of belonging, presence and empowerment. Another goal in the research was to understand the interactive experience of women in social networks and their implications in contemporary youth cultural practices exercised periphery of the city, which serves as reference in the struggle against gender inequalities and racism. Finally, it has been investigated the connections between social interactions, culture and political action in the public sphere. The experience of identity, gender and participation in the online universe was constructed from readings on identity politics, feminist theory, and the social interactions afforded by ICTs. It was made contacts with different types of women through interviews, questionnaires, participation in events, visits to sites, and participation in the online social network. Among the results of the research can be highlighted the strengthening of actions and icons in the dissemination of hip-hop culture and the proposition about the political and social activism. Estudo sobre as experiências vividas por mulheres negras que participam do movimento cultural hip-hop. Em particular, buscou-se discutir sobre a organização dos arranjos interativos e as relações de pertencimento, presença e empoderamento, tendo como elo a produção musical e as Tecnologias da Informação e Comunicação (TICs).Desvendar as implicações que as TICs têm com as práticas culturais juvenis contemporâneas de periferia, que funcionam como referência no combate às desigualdades de gênero e do racismo. Investigar as conexões entre as interações sociais, a cultura e ação política na esfera pública. A experiência de identidade, gênero e participação no universo on-line foi construída a partir de leituras sobre as políticas identitárias, teorias feministas e das interações sociais proporcionadas pelas TICs. Os procedimentos metodológicos incluem a pesquisa bibliográfica, entrevistas semi-estruturadas, aplicação de formulários, observação a partir da participação em eventos, além de estudo de sites dos grupos estudados e participação nas redes sociais. Entre os resultados, destaca-se que há o fortalecimento das ações e de ícones na disseminação da cultura hip-hop e que a proposição sobre o ativismo político e social das jovens envolvidas no hip-hop.
