Against the background of a growing tendency among state and local governments in the United States to vie against one another, spending public funds, and foregoing corporate tax revenues in order to attract private investment, this book offers an analysis of local economic development and business recruitment in the automotive industry. Asking why localities felt they could – and, more importantly, should – make deals with private capital in the first place, this book examines the shift toward entrepreneurial local governance from a global and historically informed perspective. Through a study of the 19 greenfield automotive assembly plants constructed in the United States during the neoliberal era, the author draws on interviews with corporate and government elites, to chart the connections between increasingly global competitive industry pressures and changing attitudes toward “incentivizing” private investment. American logistics in World War II was “big” by just about any measure one can devise. There is no question that it played a dominant role in the allied victory and thereby shaped the history of the rest of the century. The lessons of that achievement, consequently, remain essential today, especially for those who study and work with the resources component of United States grand strategy. So it is important that those lessons be accurate, that they portray a balanced view, pointing out shortcomings as well as documenting great successes; otherwise, a mythologized picture of the “Arsenal of Democracy” may be perpetuated. It was in this spirit that the Industrial College of the Armed Forces convened a symposium to address the lessons of World War II logistics—”the Big L.” The extended essays published here began as papers delivered at the symposium, then were expanded and revised for this book. Written by faculty of the Industrial College, they address the massive subject from seven perspectives: industrial mobilization; acquisition of war materials; the economics of mobilization; the building of infrastructure; the Lend-Lease program; joint logistics in the Pacific Theater; and joint logistics—the “materiel battle “—in Europe. The American effort—mind-boggling as it was in sheer numbers—was flawed in many respects. The Subjectivities and Politics of Occupational Risk links restructuring in three industries to shifts in risk subjectivities and politics, both within workplaces and within the safety management and regulative spheres, often leading to conflict and changes in law, political discourses and management approaches. The state and corporate governance emphasis on worker participation and worker rights, internal responsibility, and self-regulative technologies are understood as corporate and state efforts to reconstruct control and responsibility for Occupational Health and Safety (OHS) risks within the context of a globalized neoliberal economy. Part 1 presents a conceptual framework for understanding the subjective bases of worker responses to health and safety hazards using Bourdieu's concept of habitus and the sociology of risk concepts of trust and uncertainty. Part 2 demonstrates the restructuring arguments using three different industry case studies of multiple mines, farms and auto parts plants. The final chapter draws out the implications of the evidence and theory for social change and presents several recommendations for a more worker-centred politics of health and safety. The book will appeal to social scientists interested in health and safety, work, employment relations and labour law, as well as worker advocates and activists.

The National Industrial Recovery Act (NIRA) was enacted by Congress in June of 1933 to assist the nation's recovery during the Great Depression. Its passage ushered in a unique experiment in US economic history: under the NIRA, the federal government explicitly supported, and in some cases enforced, alliances within industries. Antitrust laws were suspended, and companies were required to agree upon industry-level “codes of fair competition” that regulated wages and hours and could implement anti-competitive provisions such as those fixing prices, establishing production quotas, and imposing restrictions on new productive capacity. The NIRA is generally viewed as a monolithic program, its dramatic and sweeping effects best measurable through a macroeconomic lens. In this pioneering book, however, Jason E. Taylor examines the act instead using microeconomic tools, probing the uneven implementation of the act's codes and the radical heterogeneity of its impact across industries and time. Deconstructing the Monolith employs a mixture of archival and empirical research to enrich our understanding of how the program affected the behavior and well-being of workers and firms during the two years NIRA existed as well as in the period immediately following its demise.

In evaluating incentives, everything depends on the details: how much in incentives it takes to truly cause a firm to locate or expand, the multiplier effects, the effects of jobs on employment rates, how jobs affect tax revenue versus public spending needs. Do benefits of incentives exceed costs? This depends on the details. This book is about those details. What magnitudes of incentive effects are plausible? How do benefits and costs vary with incentive designs? What advice can be given to evaluators? What is an ideal incentive policy? Answering these questions about incentives depends on a model of incentive effects, which this book provides.

S. tax policy in the relocation of jobs from the contintental USA to Puerto Rico. The book demonstrates the problems for the USA because of inadequate adjustment policies to protect the interests of communities and workers when plants close and production is relocated. It disproves the myth that markets will take fcare of workers and communities, showing that basic economics is concerned with market forces and not with equity, environmental and worker protections. The Whitehall plant closing case is documented and the economic and political context analyzed which caused that case to be instructive for broader economic and labor policy purposes. In a new age of American Protectionism, this book has enduring relevance.

Industrial policy is a good example of the growing economic and political interdependency between Europe and the United States. The contributors to this volume, which compiles the proceedings of the seventh conference sponsored by the Institute for the Comparative Study of Public Policy, examine the ways in which national, and supranational in the case of the European Community, industrial policies are implemented. It is thought that diversity within the country is the primary reason why the United States does not have a comprehensive national policy. There is a consensus among the authors that the U.S. economy is less subject or amenable to central government planning than the economies of Europe. In Europe, there is more interest in coordinating industrial policy throughout the European Community, but here too the failure to adopt a comprehensive policy reveals the enormous diversity and parochialism that conflict with supranational goals. The contributors conclude that while a centrally planned and implemented industrial policy may be desirable, we do not have the means to achieve it. Acknowledging the major industrial and trade problems facing the United States and Western Europe, the authors feel that it is not clear whether these problems can be resolved by government intervention.

The United States has had a tumultuous monetary and banking history. The bitter Bank War during Andrew Jackson's presidency meant that the country never developed a central bank in the 1800s. The pre–Civil War monetary standard was deflationary until the fortuitous California gold discovery. Political turmoil erupted later in the nineteenth century over whether the government should freely coin silver. Meanwhile, Congress imposed a banking system that virtually drove bank reserves into stock market speculation. Even when the Federal Reserve was finally established in 1913, it was initially decentralized and unable to effectively respond to the Great Depression. This study documents evidence of a decline trend in the international competitiveness of US industry. The analysis identifies three groups of countries that account for most of the US trade deficit in the 1980s: the surplus countries, Germany and Japan; the East Asian NICs; and the Latin American debtors. In each case the author points to underlying structural problems contributing to the deficit. They call for quite different US policy responses, including microeconomic and industrial policies, incentives to revive productivity, growth and technological innovation, import surcharges, wage increases in the NICs, currency realignments, US capital exports, and debt relief. A pragmatic policy approach, with efforts to open foreign markets, aims to achieve the greatest possible reduction in the trade deficit with the lowest possible cost from macroeconomic adjustments. The author urges the reversal of two adverse trends in his policy strategy: the decline in public sector investment and the decreasing progressivity of the tax code.

The American economy faces two deep problems: expanding innovation and raising the rate of quality job creation. Both have roots in a neglected problem: the resistance of Legacy economic sectors to innovation. While the U.S. has focused its policies on breakthrough innovations to create new economic frontiers like information technology and biotechnology, most of its economy is locked into Legacy sectors defended by technological/ economic/ political/ social paradigms that block competition from disruptive innovations that could challenge their models. Americans like to build technology'covered wagons'and take them'out west'to open new innovation frontiers; we don't head our wagons'back east'to bring innovation to our Legacy sectors. By failing to do so, the economy misses a major opportunity for innovation, which is the bedrock of U.S. competitiveness and its standard of living. Technological Innovation in Legacy Sectors uses a new, unifying conceptual framework to identify the shared features underlying structural obstacles to innovation in major Legacy sectors: energy, air and auto transport, the electric power grid, buildings, manufacturing, agriculture, health care delivery and higher education, and develops approaches to understand and transform them. Bryne Purchase examines mega-risks related to our economy's use of fossil fuels and specifically looks at resource depletion, energy security, and climate change - all'mega-risks'because they are both global in scope and potentially existential in impact. Focusing on North America, with a particular emphasis on the United States, Purchase's central argument is that the institutions which have produced spectacular economic growth are not capable of acting with prudence to deal with these mega-risks before they become a real danger. He identifies certain institutional design flaws that, while underwriting economic growth, leave society open to potentially catastrophic failure and reveals how these design flaws have been compounded by the stresses of the growing income inequality in society.

Regulation and Economic Analysis: A Critique Over Two Centuries argues that long experience with the practice of regulation creates a broad anti-intervention consensus among economists. This consensus is based on comparison of real intervention to real markets rather than an ideological preconception. It is shown that economic theory can support all possible positions on intervention. Much theory is too abstract to support any policy position; many arguments about how intervention might help contain qualifications expressing doubts about whether the potential can be realized; many theories illustrate the drawbacks of intervention. The vast literature on these issues concentrates either on specific cases or polemics that exaggerate both sides of the argument. Regulation and Economic Analysis seeks to show the depth of the discontent, develop interpretations of economic theory that follow from skepticism about statism and provide selected illustrations. The discussion begins with examination of general equilibrium theory and proceeds to discuss market failure with stress on monopoly and particularly what is deemed excessive concern with predatory behavior. International trade issues, transaction costs, property rights, economic theories of government, the role of special institutions such as contracts, the defects of macroeconomic and equity arguments for regulating individual markets, environmental economics and the defects of public land management policies are examined.

By way of introduction to this fascinating book, let me highlight two of its many contributions. First, it is a good example of something all too rare in sociology: testing competing general theories. Most of us either try to develop or refine theories about how the social world works, and cite convenient data as support, or we select and collect data that will fit some general theoretical position. In the first case, the data playa subor­ dinate role-bits of evidence for our view of life. In the second, the theory plays a subordinate role-a way to make sense of the social behavior we have observed. McCaffrey's position subsumes these two. He has gathered data on an important social agency, but with an im­ plicit problem in mind: which of the several theories about the social world he was exposed to in graduate school would do the best job of interpreting the data? Or, we might just as well turn it around. In a graduate department such as Sociology at the State University of New York at Stony Brook, there is a lively, never ending debate about the'truth'of competing perspectives on the political and social world. By selecting a data base and remaining alert to the kind of evidence each theory required, McCaffrey circumvented the usual'data for a theory'vs.'a theory for the data'dilemma that most of us live with.
