Real operating (flexibility) options embedded in a technology investment are valuable because they allow management to take rational, value-adding actions that could favorably affect operational traits of the investment (timing, scale, scope, etc.). These options, however, are hot inherent in technology investments. Rather, they usually must be carefully planned and designed to fit each investment differently. Building on concepts from the area of financial risk management, this paper presents a methodology for planning the creation of specific operating options designed to maximize the value of a technology investment in light of the risks underlying that investment. The paper also illustrates the use of the methodology in the context of a Web-based information technology investment. This paper shows that asymmetric information in capital goods development can enhance long-run economic growth. This growth-enhancing role occurs when new capital goods are highly productive and high-quality new capital goods are not much more expensive to develop than low-quality capital goods. Under these conditions, asymmetric information induces agents to take high-risk projects whose success creates faster evolution of knowledge and faster economic growth. The popular view that asymmetric information and its induced credit rationing reduce growth can be supported under complementary conditions.

Conventional open-economy aggregate models typically rule out capital goods imports - an assumption that is completely arbitrary. This paper shows that removing such an assumption in a standard intertemporal model with investment subject to adjustment costs has major consequences for the effects of macroeconomic policies and external shocks. Long-run output and the real exchange rate are inversely related. Fiscal policy disturbances and wealth transfers from abroad alter the long-run capital stock, and a fiscal expansion may have a crowding-in impact. The sign of the current account during the transition is ambiguous, and depends critically on intertemporal consumption substitutability and investment adjustment costs. The results show that growth rates of per capita consumption depend not only on time preference and rates of interest but also on the terms of trade. Byline: Jiang Wei, Shisong Jiang We present a pattern of industrial technology catching-up in transition economies from perspective of ownership. The pattern indicates, State-Owned Enterprises (SOEs) and Private-Owned Enterprises (POEs) play different roles in catching-up process. Specifically, SOEs play a more active role in importing foreign technology and innovation activities, while POEs are inclined to come to the fore in assimilation activities. We also point out that knowledge transfer between SOEs and POEs is key to catching-up. We contribute to extant literature by questioning previous work assuming that industrial technology catching-up players are homogeneous, thus increasing our understanding of unique catching-up path in transition economies.
