This paper is situated within the discussion of mega-urbanization, a particular urbanization process that entails a large-scale agglomeration. In this paper, our focus is on urbanization in Java, Indonesia's most dynamic region. We add to the literature by investigating the change and prediction of the land use/land cover (LULC) of mega-urbanization in Java. This research uses a vector machine approach to support the classification of land cover change dynamics, cellular automata-Markov (CA Markov), and the Klassen typology technique. This paper indicates that major metropolitan areas are still expanding in terms of built-up areas, generating a larger urban agglomeration. However, attention should be also given to the urbanization process outside existing metropolis' boundaries given that more than half of the built-up land coverage in Java is located in non-metropolitan areas. In terms of future direction, the projection results for 2032 show that the Conservative scenario can reduce and slow down the increase in built-up land on the island of Java. On the other hand, the Spatial Plan (RTRW) scenario facilitates a rapid increase in the LULC of built-up land from 2019. Strategic spatial planning plays a pivotal role in effectively providing solutions for urban issues. In 2000, Guangzhou took the pioneering step of formulating China's first strategic spatial plan, known as the Guangzhou Strategic Plan. However, existing research has predominantly focused on the content of the "Guangzhou Strategic Spatial Plan" while lacking attention to its implementation effects. To address this empirical gap, this paper analyzes Guangzhou's current spatial structure from the perspectives of facilities, population, and industry. The results reveal that: (1) the effectiveness of the "Southern Expansion" strategy outlined in the Guangzhou Strategic Spatial Plan has been limited. It has not achieved the expected results in terms of facility construction, population attraction, industrial clustering, and value-added growth; (2) due to inherent limitations and a lack of planning support, the development of the new town presents a dilemma. Considering the current spatial structure, this paper reflects on the reasons for the failure of Guangzhou's strategic spatial planning, aiming to provide insights for the implementation of a new round of strategic spatial planning. Ever‐changing spatial divisions of labour have led to an altered integration of many developing countries into global production networks (GPNs), leading to new spaces of territorial development in these countries. Against this background, this paper examines the role of local institutional actors in co‐shaping territorial development driven by global industrial relocation. Drawing on the case of Bekasi District, Indonesia, this paper nuances the notion of 'strategic coupling' in specific national and local settings of developing countries. Drawing on empirical material obtained through a series of in‐depth interviews conducted between 2012 and 2016, our analysis reveals that although local institutional actors have participated in Bekasi District's territorial development processes they sometimes exhibit a hesitant and less‐than‐creative attitude in this participation. Meanwhile, non‐local actors, most notably private developers and central government agencies, tend to have a more significant leverage in these development processes at the local level, suggesting complex institutional arrangements in tying Bekasi District's assets with GPNs.
