Monetarne institucije imaju ključnu ulogu u provođenju monetarne politike i postizanju makroekonomskih ciljeva. Središnja monetarna institucija u većini gospodarstava pa tako i Republici Hrvatskoj dodjeljuje se središnjoj banci koja, uz brojne druge instrumente i politike, monetarnu politiku provodi kroz ovlast emitiranja kovanog i papirnog novca te kontrolu depozitnog novca sustavom obveznih rezervi. Depozitni novac pak emitiraju poslovne banke koje sustavom multiplikatora plasiraju prikupljene depozite u obliku kredita. Kako bi se monetarna politika provodila adekvatno i uspješno potrebno je pratiti brojne ekonomske pokazatelje, a u ovom radu analizirani su sljedeći pokazatelji hrvatskog gospodarstva: novčana masa M1 i nominalni BDP Republike Hrvatske, kretanje novčane mase M1 i njezinih komponenti, sektorski raspored novčane mase M1, opskrbljenost novca hrvatskog gospodarstva te dohodovne brzine optjecaja novca V1 i V2 hrvatskog gospodarstva. Dobiveni rezultati pokazuju da se u promatranom razdoblju obje brzine optjecaja novca smanjuju, dok je opskrbljenost gospodarstva novcem zadovoljavajuća i u porastu. Razlog tome je to što je u promatranom razdoblju količina novca M1 u hrvatskom gospodarstvu rasla brže od BDP-a, što nam ukazuje da novac zapravo stoji na bankarskim računima, odnosno da ne završava u gospodarstvu u obliku potrošnje ili investicija. Monetary institutions play a key role in implementing monetary policy and achieving macroeconomic goals. The central monetary institution in most economies, including the Republic of Croatia, is assigned to the central bank, which, along with numerous other instruments and policies, implements monetary policy through the authority to issue coins and paper money and control deposit money through the system of required reserves. Deposit money is issued by commercial banks, which use the multiplier system to place the collected deposits in the form of loans. In order for monetary policy to be implemented adequately and successfully, it is necessary to monitor numerous economic indicators, and in this paper the following indicators of the Croatian economy are analyzed: money supply M1, nominal GDP of the Republic of Croatia, movement of money supply M1 and its components, sectoral distribution of money supply M1, money supply of the Croatian economy and income velocity of money V1 and V2. The obtained results show that in the observed period both velocities of money are decreasing, while the supply of money of the economy is satisfactory and increasing. The reason for this is that in the observed period, the amount of money M1 in the Croatian economy grew faster than GDP, which indicates that the money actually sits in bank accounts, that is, it does not end up in the economy in the form of consumption or investments.

Paranın gelir dolanım hızı, birim paranın kaç defa el değiştirmesi sonucu mevcut gelirin oluştuğunu gösterir. Bu yönüyle, para stoku ile gelir akımı arasındaki ilişkiyi ortaya koyan önemli bir göstergedir. Doğrudan kontrolü mümkün olmadığı için dolanım hızının etkilenmesi, onu belirleyen değişkenlerin tespit edilmesi vasıtasıyla gerçekleştirilebilir. Bu faktörlerin bilinmesi, iktisat politikasının belirlenmesi bakımından da önemlidir. 1600'lü yıllardan beri tartışılan dolanım hızının uzun süre boyunca, zaman içinde değişme hızı çok yavaş olan bir takım kurumsal faktörler tarafından belirlendiği ileri sürülmüş ve istikrarlı (sabit) bir yapıya sahip olduğu kabul edilmiştir. Geleneksel yaklaşımlar çerçevesinde milli gelirin ve faiz oranının bir fonksiyonu olarak ele alınan dolanım hızı, zamanla sergilediği oynaklık sonucu daha detaylı incelenmeye başlanmış ve bu oynaklığın ortaya çıkmasında dünyada görülen finansal yeniliklerin bir payının olduğu öne sürülmüştür. Ayrıca gelişmiş kapitalist ülkeler dışında kalan ülkelerde görülen para ikamesi olgusunun, ulusal paraya olan talebi etkileyerek, dolanım hızı üzerinde belirleyici olduğu da ileri sürülmektedir. Türkiye üzerine yapılan bu çalışmada da, paranın gelir dolanım hızının hem milli gelir ve faiz gibi geleneksel faktörlerden, hem de finansal yenilikler ile para ikamesi olgusu gibi çağdaş faktörlerden etkilendiği düşünülerek, ilgili değişkenlerle arasındaki uzun dönemli ilişki, Johansen Eşbütünleşme Testi ile sınanmıştır. Çalışmanın sonucunda, uzun dönemde gelir ve faiz oranı gibi geleneksel değişkenlerle dolanım hızının aynı yönde hareket ettiği görülmüştür. Para ikamesini temsilen modele eklenen döviz kuru değişkeni de dolanım hızıyla aynı yönde hareket etmektedir ve bu durum para ikamesinin var olduğuna işaret etmektedir. Finansal yenilikleri gösteren, kredi kartıyla yapılan toplam işlem hacmi değişkeninin ise dolanım hızıyla ters yönde hareket ettiği sonucuna ulaşılmıştır.Anahtar kelimeler: Para talebi, paranın gelir dolanım hızı, finansal yenilikler, para ikamesi, Johansen eşbütünleşme analizi. The income velocity of money refers to how many times money passes from one holder to the next to form the current income. Therefore, it is an important indicator to demonstrate the relation between the money stock and income stream. As the direct control is not possible, impact of velocity of circulation can be realized after determining the variables affecting it. Being aware of such factors is also crucial for determining the economy policy. The velocity of money, which has been in discussion since 1600s, is asserted to be formed by a set of corporate factors with very low velocity of change and agreed to have a stable structure. The velocity of circulation treated as a function of national income and rate of interest within the framework of the traditional approaches started to be investigated in detail as a consequence of the volatility in time and it was asserted that the recent financial innovations in the world have a part in emergence of such volatility. Moreover, it is argued that the currency substitution seen in the countries other than the capitalist developed countries impacts the demand to the national currency and becomes determinative on the velocity of money.In this study focusing on Turkey, the long term relation of money with the relevant variables was tested by Johansen Cointegration Test, considering that the income velocity of money is affected both from the traditional factors such as national income and interest rate and modern factors such as financial innovations and the fact of currency substitution. It was observed at the end of the study that the velocity of circulation goes in the same direction with the traditional variables such as income and rate of interest in the long term. Exchange rate variable added to the model to represent the currency substitution also goes parallel and this condition signs that currency substitution exists. And it was concluded that the variable of total trading volume with credit cards, which indicates the financial innovations, reverses the velocity of circulation.Keywords: Money demand, income velocity of money, financial innovations,money substitution, Johansen cointegration analysis. 148
