EU fremsatte i 2005 en temastrategi for luftforurening og et direktivforslag om luftkvalitet. EU har udarbejdet en konsekvensvurdering af strategien, som viser en årlig gevinst for Danmark som langt overstigninger omkostningerne ved implementering. En nærmere analyse for Danmark viste, at EU Kommissionens vurdering var behæftet med en del unøjagtigheder. Analysen viste at Danmark med stor sandsynlighed vil kunne opfylde kravene til udslip af ammoniak og kravene vedr. koncentration af partikler i luften. For udslip af svovl, opløsningsmidler og partikler er det ikke muligt at sige, om Danmark vil kunne opfylde de foreslåede udslipslofter, medens det for kvælstofoxider er klart nødvendigt at foretage yderligere indgreb. Overslag over Danmarks omkostninger og gevinster ved at opfylde strategien er i samme størrelsesorden, som EU Kommissionens estimat. Analysen beskræfter at omkostningerne ved forslaget er væsentligt mindre end gevinsterne.

Rapporten gennemgår de sidste fire års forskning og undersøgelser af luftforurening med partikler i Danmark. Der er en detaljeret redegørelse for sammensætningen og kilderne til partikelkoncentrationen langs gader, målinger af PAH udedørs og indendørs og betydningen af partikler fra brændeovne samt modellering af tiltag, herunder betydningen af en eventuel miljøzone i København. Desuden gennemgås resultatet af tre danske studier af sundhedseffekter af partikelforureningen.

Emission inventories for stationary combustion plants are presented and the methodologies and assumptions used for the inventories are described. The pollutants considered are SO2, NOX, NMVOC, CH4, CO, CO2, N2O, particulate matter, heavy metals, dioxins and PAH. Since 1990 the fuel consumption in stationary combustion has increased by 14% - the fossil fuel consumption however only by 8%. Despite the increased fuel consumption the emission of several pollutants has decreased due to the improved flue gas cleaning technology, improved burner technology and the change of fuel type used. A considerable decrease of the SO2, NOX and heavy metal emissions is mainly a result of decreased emissions from large power plants and waste incineration plants. The greenhouse gas emission has decreased 1,3% since 1990. The emission of CH4, however, has increased due to increased use of lean-burn gas engines in CHP plants. The emission of PAH increased as a result of the increased combustion of wood in residential boilers and stoves. Uncertainties for the emissions and trends have been estimated

Rapporten indeholder beregninger af SO2- og NOx- emissioner fra kraftværker, der er reguleret af kvoteloven. Emissionerne er for tre forskellige produktionsscenarier beregnet ud fra emissionsfaktorer baseret på EU-direktivet om store forbrændingsanlæg og emissionsfaktorer beregnet ud fra en vurdering af de reelle røggaskoncentrationer.

Models for projection of SO2-, NOx-, NMVOC- and NH3-emissions to the atmosphere have been developed and the Danish emissions have been projected until 2010 from a basis scenario including all implemented and planned measures. The projections of the four pollutants indicate that it may be difficult to achieve the emission ceilings given in the Gothenburg Protocol and the EU directive on national emission ceilings in 2010.
