The Deliverable D7.9, titled “SnR platform Test Cases and overall system evaluation results 1st version”, introduces the topic of the testing for the Platform and each equipment developed within the WP7 in Search & Rescue Project. In particular, after a smart introduction the Integration and Verification, the methodology is described. This is to be considered a guide for a testing procedure following a V-Cycle Scheme. The main chapters of this Deliverable are the third and the fourth with the correspondents Overviews of the Platform Integration and the related Components. The D7.9 is also used as a draft for the Deliverable 7.10 titled “SnR platform Test Cases and overall system evaluation results Final version” and consequently, the chapters fifth and sixth will describe the test cases that will be developed in the next months as well as the related Test results that will be gathered during the testing activities.

The RESCUE-MIMS device delivered inside the SnR project can be used for the early detection of toxic environments for the first responders in terms of hazardous Volatile Organic Compounds (VOCs) or semi-Volatile Organic Compounds (semi-VOCs) identified in the disaster environment. It can also be mounted on fire-fighters vehicles (roving system) or tested as a payload on robotic platforms in order to serve as a screening tool for early warning. This configuration can protect first responders as well as canines from exposure to toxic environments. The RESCUE-MIMS prototype is foreseen to be tested on-board DFKI ground robot and demonstrated under UC4, in the framework of an Industrial Fire Scenario. Moreover, the RESCUE-MIMS device, due to its low detection capabilities can also be used for measuring chemicals at low concentrations that have been correlated in literature with human presence, trying to mimic rescue dogs. It is foreseen to test the device under UC5 (Victims trapped under rubbles) for monitoring online indicative “human chemical signs”. Though, it should be highlighted that such an ambitious “artificial sniffer” should be seen as a complementary SAR technology to the existing ones, without trying to exclude the rescue dogs. It is foreseen to be used complementarily with the other conventional SAR methods, such as geophones, cameras etc. so that to endorse the first responders’ spectrum of operational tools. Deliverable D5.5 (M18) is a follow-up of D5.1 (M10). Its main purpose is to focus on the design configuration of the RESCUE-MIMS prototype for serving the specific needs of the two pilot scenarios that the RESCUE-MIMS will be used inside the SnR project, (a) for measuring online components relevant to human presence to possibly support the search and rescue operation of entrapped people in the rubbles (under the UC5 - see Chapter 4 of this document) and (b) for measuring on-line chemical hazards on-board robotic platforms for the safety of the first responders (under the UC4 - see Chapter 5 of this document).

The current document is the first version of the deliverable defining the approach and planning of the integration activities alongside with the corresponding deliverables within the integration work package. The integration plan relies on the architectural design document and introduces the integration and deployment for SnR components. The final integrated SnR platform will extend and refine the initially developed SnR platform. Then a user’s manual will also be produced in order to facilitate the deployment and maintenance of the SnR platform. According to DoA the S&R platform of technologies and solutions will be split into the following three categories: ➢ Front-End equipment systems and collection tools: which are mainly based on technologies employed in the crisis scenarios in order to acquire relevant and sensible information in real time (e.g. sensors, drones, rescue robots, smart glasses, smart uniforms, first aid devices, and masks). ➢ Data Fusion and Mediation Systems: which will fuse the information coming from those heterogeneous sources and will provide a more detailed and accurate situational\context awareness to the decision makers and to the C&C centres. Within S&R the integrated version of CONCORDE EMS offers the particular functionality, but other systems may be also used. ➢ Back-End applications, services and portals: This will provide decision support capabilities to crisis stakeholders. The platform will be equipped with heterogeneous autonomous assets and sensors that provide various sources of data, indoor positioning and extensions of communications efficiently by employing swarming behaviours. Furthermore, the SnR platform will contain all the features that end-users identified and classified as highly important during the piloting of CONCORDE and IMPRESS and enhance them with the latest developments in First Responders’ related technologies. This integration phase is aimed at covering the following aspects: (i) the connections with one external data source, (ii) the integration with one field data source which can be simulated and (iii) the creation of one Knox mock-up temporary instance for Data Lake connection. The first part of the deliverable contains a short presentation of the objectives and scope of this deliverable. In the second part, Integration Framework components – architecture & tools are presented, also Data Sources details and details about Hosting Infrastructure are detailed. The last part will draw up the conclusions of this deliverable and future plan of the SnR platform which will be presented in the future deliverable D7.6 Integrated S&R platform 2nd version

The Task 5.4 called “Testing of RESCUE MIMS on-board robotic platforms and drones” is an activity lead between Month 10 and Month 30 in the Project Search & Rescue. The main scope of T5.4 is to test the robotic platform provided by DFKI with its sensors (Cameras and LIDAR), the Obstacle Detection System (ODS) provided by THALIT and the field chemical tool (RESCUE MIMS) provided by the NTUA together with the drone provided by UHasselt. In order to share all the possible interface from Telecom, Power, Physical and Logical point of view a dedicated Interface Control Document has been developed in order to align all partners on the mutual interfaces. Within the Task 5.4 some specific tests are foreseen, for example the ODS algorithm will be tested with some images provided by the end users, the robot will be tested with a dedicated test and the RESCUEMIMS will be tested in lab-scale experiments. The related deliverables foreseen in the Task 5.4 are two: the D5.4 “Testing of RESCUE MIMS on-board robotic platforms and drones” (this document) where the topic is introduced as per status of the project and the D5.8 “Testing of RESCUE MIMS on-board robotic platforms and drones, V2” that is the revision 02 of the D5.4 with the possibility to finalize all paragraphs not ready at the moment of the D5.4 release. The main objectives and outcomes of the D5.4 “Testing of RESCUE MIMS on-board robotic platforms and drones” are the description of the platform robot with its sensors (Cameras and LIDAR), the Obstacle Detection System (ODS), the field chemical tool (RESCUE MIMS) and the drone; in particular it is described the integration and the interfaces between all these components following the activities of Task 5.4. Moreover, it is introduced the testing approach of the whole technological platform. The milestone submission of D5.4 is at the end of Month 16 and the milestone submission of D5.8 is at the end of Month 30, moreover the Use Case where all the components will be tested together is the number 4, named “Forest fire expanded and threat to industrial zone (Corinthia, Greece)” that is foreseen the Month 29. As per resultant scheme the early revisions of D5.8 will be used in order to adjust and complete the paragraphs of the D5.4 with the information obtained during the Task period and the related Milestone revision to formalize the final Test results.

This current document is produced in the scope of WP6’s D6.6 “Report on legacy systems and their connection to the S&R related technical characteristics”. The aim of this deliverable is to collect information, properties, and characteristics related to the Legacy Systems, as well as to find databases and retrieve Legacy Data. The collection of this information was implemented by sending questionnaires to international and global first responder organisations as well as at the end-users of the S&R. Furthermore, research regarding the existing EU Legacy Systems for crisis management has been implemented and information about CECIS, GDACS, and PAGER platforms has been collected. As a part of data collection PAGER’S public API has been utilised to retrieve and extract historical data. The data collected concern earthquake incidents and their magnitude, the date, the consequences (tsunami), and the location where they took place. More specifically, the first section of the current document presents general information about Legacy Systems as well as their usage in crisis management. The second part analyzes the overall approach of the procedure and develops an extensive analysis of the aforementioned EU Legacy System. The fourth section describes the process of collection, filtering, and integration of legacy data that have been collected from the PAGER API and their interaction with other components of the platform. It describes from a technical perspective the progressive procedure of legacy data via PAGER public API, the storage in the Data Lake Ecosystem, and hereinafter the transformation to Python objects according to the object-oriented model. In conclusion, after the mapping according to the SnR data model, the rest of the components can fetch and use the data appropriately through the WebHDFS tool.

In UC7, SUMMA 112 and ESDP will prepare a CBRN incident with two separate scenarios. The pilot will be allocated to The National School of Civil Protection, Rivas Vaciamadrid, between October-November 2022. This school is a specific place for the training of both intracommunity and national courses. It has several scenarios where first responders can perform a joint train ad hoc: aquatic rescue, collapsed structures, fire, explosions, CBRN incidents, transport of dangerous goods. The main objective is to delimit the working zones according to the existing risks and toxicity levels, in order to guarantee the safety of the first responders and rescue dogs, and as well indirectly to the safety of the victims of the incident. These safety zones can change due to various circumstances, both environmental and accidental, and it is expected that these changes will be recognised by CONCORDE, and chemical sensors which will send alerts to the first responders in the area warning of new dangers. The weather conditions expected at that time will be 65% humidity and cold temperatures (5ºC -Celsius degrees-). The first scenario will contemplate a collapsed structure of a residential building due to an earthquake grade 5,5 on the Richter scale. A small approximation to the pilot can be as explained: initially, the six gas hazmat monitor will not detect any risk, so it will take place the rescue of two or more trapped victims under the rubble. Firefighters and K9 will work together in this scenario. Ten minutes later, the six gad hazmat monitor will alert of the presence of flammable gas and consequently, the gas leak of scenario 1 after radiating at 50 m will produce a deflagration -second scenario- (the ignition source is a sheet that was left hanging, falls to the ground and causes a spark, which as it is in contact with the propane in the ground produces the deflagration) there is the cistern. This explosion causes a break in an upper part that causes a gaseous leak of the ammonia. These details are under the simulation structure of the pilot.

Use Case 5 is the fifth pilot testing called «Victims trapped under rubbles» that will take place during SnR project. This test will be held on a site of 3 ha/7.5 ac, which is the International Emergency Firefighters’ (PUI) training facility and has been approved by INSARAG in 2015. The place meets the conditions of a real-life situation according to the United Nations INSARAG standards. &nbsp

The pilot shall take place at the Regional Air Services (International Airport Tuzla), located near the Black Sea at about 300 km from Bucharest, tentatively in September - October 2022. The pilot will consist of a practical simulation exercise at the airport, with the operators CBRN team belong to International Airport Tuzla and the medical staffs belong to Central Military Hospital “Dr. Carol Davila”. The facility is an important entity from the Transport Sector, which is defined as the Critical Infrastructure sector by the Council Directive 2008/114/EC of 8 December 2008 on the identification and designation of European critical infrastructures and the assessment of the need to improve their protection. The facility was chosen for the proof of concept regarding resilience support through standardized training. No other aspect regarding the criticality of the facility will be used and as a consequence, there will not be approached sensitive information.

The purpose of this handbook is to provide guidelines and a reference for the design, planning, conduct and evaluation of exercises. Exercising is integral to: the development of capability of personnel to the preparation of personnel to carry out their functions during actual events This handbook is designed to: offer a series of checklists and prompts for exercise managers. illustrate different aspects of the exercise management process. provide a shared understanding of key concepts, principles, and frameworks. provide consistency in the terminology, management structures, and documentation used in exercise management. provide resources that improve the quality of exercises. The use of “Pilot guidelines and User’s Handbook” is mandatory as a guideline for the seven S&R Pilots that will be testing and evaluating the S&R technologies.

Each year, wildfires result to high mortality rates and property losses, especially in the wildland-urban interface (WUI), affecting millions of people and have devastating global consequences on biodiversity and the ecosystems. The pilot will take place in an urban area mixed with the forest that is situated nearby an industrial zone. It has to be considered that wildfire disasters may rapidly change their nature into technological disasters, e.g. in the mixed areas of forest and residential, heavy industrial, or recycle zones. This pilot is based on a real scenario that took place in an Industrial Zone; Greece was indeed in danger during the wildfires that occurred in July 2018 A wildfire is initiated by arson. Due to the strong winds and the dry forest fuel, later caused by prolonged heat waves 10 days before the fire incident, the fire expands rapidly towards the residential area. Huge quantities of smoke are produced and hence the nearby communities are requested by the relevant stakeholders to evacuate. The use of aerial Fire-fighting means is restricted due to the strong winds, so all the forces are operating from the ground. Due to the specific morphology of the area and the extreme meteorological conditions the fire expands and approaches industrial/critical infrastructure facilities. Because of the dense smoke and therefore reduced visibility some of the workers are trapped inside smoke plume and cannot reach a safe place. The main objective of the pilot is to test the remote sensing technologies proposed in the S&R project for the safety of first responders; alarms for early warning of toxicity and radiation exposure and generally inspection of the hot zone area; use of RPAS/drones, such as rescue robots to facilitate SAR operations.

The Use Case will take place in Poggioreale, a small community in Sicily, Italy, set in the Belice valley, which administratively belongs to the province of Trapani (TP). On the night of January 15th, 1968, a terrible earthquake raked through the Valle del Belice in southwest Sicily. Around 900 people died and ten towns and villages were significantly damaged. Due to its current situation, the city is the perfect scenario to simulate an earthquake. A whole series of ad hoc situations will be simulated, in which the contribution of the tools/equipment developed within the project will be tested. In UC1 we expect to simulate: people trapped under the rubble and / or in premises not reachable as a consequence to the earthquake; the release of gases and / or other toxic substances; blocked roads preventing traditional vehicles to reach the area.

The incident begins with a forced landing of a passenger propeller aircraft due to mechanical problems upon approaching the airport of Thessaloniki. Despite the efforts of the pilot, the aircraft crashes in a remote location of the mountainous area around the city, 30 minutes hiking distant from the nearest dirt road. A number of HRT first responders will be involved in the incident. Depending on their availability, public civil protection, the army, the fire department, and the police will participate at the pilot. An invitation will be sent to include civil protection organizations, individual climbers, mountaineer associations, and established mountain shelters. According to the scenario, the weather condition is assumed to be extremely windy, a common phenomenon at that period of the year (October-November). No terrorist intention is assumed to be involved in the incident. The pilot will test the capabilities of the S&R platform on risk assessment, crisis management, and rescue/volunteer mobilization.&nbsp

The Use Case is organised by two medical first responder organisations from Germany and Austria including their respective disaster relief units. It will be organised as a field exercise focusing on the response phase of the disaster risk management cycle. The scenario and exercise are envisioned at a regional scale. Weather: A heavy storm is ongoing, which uproots several trees and causes a blackout. Safety/Security: no specific security threats are taken into account. Safety of the staff and volunteers has to be assured. Special Equipment: in addition to the provided S&R Tools, the Use Case will use the train compartment, the earthquake house, and gas street of the exercise area. The disaster relief unit of the Johanniter will bring their SanHist, Logistics Trailer and communication equipment.
