In the new political and economic realities, the key tasks for Russia are to maintain sustainable development trends in all regions, ensure smooth functioning of economic mechanisms, and increase the country’s technological sovereignty. Solving these tasks requires the provision of resources, including investment resources. The reduction of investment opportunities in European markets leads to the need to compensate and seek new sources of investment in Asia-Pacific markets. This requires the expansion and renewal of investment attraction tools. In the article the authors analyze the experience of the regions of the Russian Far East in the use of territories of advanced development to attract foreign investment. The competitive advantages of the five sites in the Far East regions identified by the government for the creation of international advanced development territories have been high-lighted. It also characterizes the institutional framework, names the features of the model of international territories of advanced development, substantiates the necessity, defines the conditions for implementation of the legislative initiative of the Government of the Russian Federation on creation of a new format of preferential treatment. The authors believe that its institutionalization will contribute to the increase of investments in high value-added industries, expansion of high-tech production, which will strengthen the country’s technological leadership. The authors have made a conclusion about the regularity and objectivity of trends in the expansion of tools for attracting investment in the economy of regions and the country as a whole.

The Arctic zone of the Russian Federation is one of the key and promising territorial units of our country, which is of strategic importance not only for the national socio-economic system, but also for the world economy as a whole. For this reason, regional and federal authorities are continuously working on the issues of improving the efficiency of management of socio-economic development of this territory. One of the urgent directions is socio-ecological-economic development of the Arctic zone, which is impossible without appropriate support of public authorities and involvement of business structures and population in these processes. Special attention should be paid to the issues of resource support, including the stimulation of investment processes, in order to implement the ESG-agenda. The purpose of this study is to formulate scientific and practical recommendations for the development of the system of state support for ESG-projects, which are the driver of investment and environmental climate formation in the Arctic zone of the Russian Federation. The study proposes a toolkit of state support for ESG-projects, in which the key role is given to tax preferences for investors, as well as subsidizing the costs of residents at the expense of the regional and federal budgets and preferential conditions for attracting borrowed funds. The application of the proposed tools will not only allow business structures investing in the implementation of projects of socio-ecological-economic orientation in the Arctic zone to receive additional benefits, but will also become an incentive to reach full project capacity, which will achieve a synergistic effect in the form of profit for business entities and socio-economic effect for the authorities and the population in the form of new jobs, developed infrastructure and revenue to budgets at various levels.

The article summarizes the results of the 26th St. Petersburg International Economic Forum (SPIEF-2023), which took place in St. Petersburg from June 14 to 17, 2022. V. P. Zhuravel, Head of the Centre for Arctic Studies of the Institute of Europe RAS, is a permanent member of the Forum. In 2023, he attended the meetings of all 15 events of the “Arctic: Territory of Dialogue” program. The article deals with issues that were widely discussed at SPIEF-2023, related to the prospects and opportunities for international cooperation, social, economic and investment development of the Arctic regions, Arctic biodiversity, development of specially protected natural areas, northern cities, human resources, scientific and educa-tional potential of the Arctic, branding of the northern regions, digitalization of the northern territories. All these topics are widely covered by the CAS IE RAS scientific group on a regular basis. The author also analyses the development of the tourism, culture, and film industries in the Arctic with a focus on the promotion of Arctic topics in the media. Speakers of the thematic sections emphasized the increasing role of the Arctic in the social and economic development of the Russian Federation, noted the negative consequences of limiting the activities of the Arctic Council. The forum was held under the slogan “Sovereign development is the basis of a just world. Let's join forces for the sake of future generations”.

Based on the analysis of the dynamics of implementation of public-private partnership (PPP) projects in Ukraine, key problems have been identified and its priorities in financial support for the recovery of the native energy sector have been determined. It is appointed that PPP concession agreements are the main mechanisms for attracting investment in the global electric power industry. The expediency of using the concession model on BOT terms for the implementation of large projects in the energy sector is substantiated, which will contribute to the intensification of investment attraction and will allow to distribute risks between the state and business. Recommendations on the formation of an information platform for participants in the implementation of PPP projects on the basis of disclosure of information on the effectiveness of concession operations in accounting and financial statements have been developed. The tools for the formation of the financial mechanism of public-private partnership, where the priority is budget and venture financing, are substantiated. To make decisions on the implementation of PPP investment projects, an approach to assessing the financial support of project initiatives is recommended, the basis of which is the proposed criteria for compliance with financial security, the choice of funding sources, indicators of scenario analysis and efficiency. The proposed methodical approach to assessing the effectiveness of PPP allows us to assess the synergistic effect, which reflects the totality of economic, social and environmental effects. The formulated recommendations for improving the relationship between the state and business will contribute to the intensification of the attraction of private investment resources on the basis of PPPs for the restoration of the energy sector in Ukraine. The research relevance is determined by the unprecedented scale of Chinese infrastructure initiatives, their potential impact on regional development and the geopolitical balance of power, as well as the controversial nature of their socio-economic and environmental consequences in the context of current global transformations. The study aims to provide a critical analysis of the successes and contradictions of Chinaʼs infrastructure initiatives. Synthesis, comparative analysis, critical analysis, modelling, structural-functional and systematisation methods were used in the study. The results of the study demonstrate the significant potential of Chinese infrastructure megaprojects to stimulate economic growth, and infrastructure development and deepen regional integration in Eurasia and Africa. However, despite the declared benefits, these initiatives are characterised by several contradictions and challenges. Large-scale Chinese investments carry risks of debt dependence for recipient countries, as they are often provided on non-transparent and unfavourable terms. In addition, the implementation of megaprojects is accompanied by high corruption risks, a lack of proper accountability mechanisms, and limited involvement of local resources and companies. This minimises potential economic benefits for the countries involved and hinders technology transfer and local capacity development. Chinese infrastructure projects are also often associated with negative social and environmental impacts, such as forced resettlement of communities, ecosystem degradation, and pollution. To overcome these contradictions, recommendations have been developed to introduce mechanisms for transparency, accountability, active involvement of local companies and ensuring a fair distribution of economic benefits among all stakeholders. The practical significance of the study lies in the development of recommendations for optimising Chinese infrastructure megaprojects, given the interests of the participating countries, which can be used to improve cooperation strategies with China and ensure the sustainability, mutual benefit and inclusiveness of these initiatives

Abstract Considering that the traditional investment project evaluation system can no longer fully adapt to the characteristics of the new power system under the investment environment of the new power system, this study constructed a new power system investment project evaluation and optimization method based on the combination of the cloud model, evidence theory and the TOPSIS method. First, 16 evaluation indexes were considered based on four dimensions, namely green and low‐carbon, safe and reliable, flexible and intelligent, and economical and efficient, and the optimal evaluation index system of new power system investment projects was designed. Second, the normal cloud model was used to obtain the evaluation membership distribution of each index and turn it into evidence. Considering the conflicts between indicators and the combinational contradictions of traditional evidence theories, an improved DS evidence theory based on a game weight coefficient discount to reduce conflicting evidence was used to fuse the membership information of multiple indicators. On the basis of the evaluation results of each scheme, this study used the TOPSIS method to sort the advantages and disadvantages of each scheme. Finally, the project of planning and putting this model into operation in the 14th Five‐Year project database of a power grid enterprise was selected as an example to carry out empirical analysis, and the effectiveness and superiority of the proposed model were verified.

In recent years, the issue of investment projects has been addressed in the context of discussions on the principles of regional policy and economic convergence, which remain important objectives of cohesion policy implemented and co-financed within the framework of the European Union. This study on the effects of investment projects carried out in provinces as part of cohesion policy uses economic growth models as methodological tools. As a result of the study, the longterm effects of cohesion policy implemented in Poland under the EU’s 2014–2020 Financial Perspective were determined. The obtained results did not confirm the achievement of the goal of equalising GDP levels per working person between the provinces in the long term. The article demonstrates how mathematical models of economic growth can be used in the process of allocating investment projects between provinces. According to the indications of the models, this process will contribute to the achievement of the goal, considering both the polarisation-diffusion paradigm and the compensatory paradigm of regional policy. The study successfully incorporates the mathematical theory of economic growth into the ongoing discussion on the methods and effects of pursuing regional policy.

The study aims to fix the determinants of the financing dimensions of investment projects completed during the period 2002-2013. The purpose of undertaking these investment projects is to reduce unemployment and create new jobs. The study is purely quantitative after a complete database was obtained for each of the 48 states of Algeria, according to the administrative division in that period, from the National Agency for Investment Development (NAID) in Algeria. The determinants of the dimensions of financing for investment projects were obtained after we used the statistical technique of multiple linear regression analysis. From the perspective of the objective database, the methodology used to analyze the data, and complete transparency in dealing with the research process, we can confirm that the research results are honest and reliable, and the results can be generalized and a strategy for promoting investment in Algeria can be drawn up on a correct basis. The article examines the influence of the conditions for the implementation of investment projects on the level of energy consumption of industrial enterprises, as well as the amount of economic benefits received in production, and proposes an economic assessment of the efficiency of iron ore products. As an economic criterion for assessing the effectiveness of energy-saving measures, indicators were calculated that reflect the price of energy saving in relation to investment and operating costs. The practice of assessing the effectiveness of the implementation of investment projects to reduce the energy intensity of production shows that in the process of their control and operational management, priority should be given to natural indicators, and at the current stage of long-term planning – to cost indicators. An improved methodology for assessing the implementation of energy-saving technical solutions based on natural indicators is proposed. To do this, it is necessary to express the volume of production of natural units directly as a function f of the total amount of energy consumed in production (direct and embodied) and calculate the additional volume of production that can be obtained from saved energy resources during the implementation of the project, as well as the additional volume of production obtained in the basic version due to additional investments. The «given» volumes of industrial production are compared with each other. The criterion for evaluating energy saving measures using natural indicators is the minimum value of total energy costs according to the option, per unit of the given production volume. The economic assessment of energy-saving technologies is based on the calculation of changes (savings) in the following indicators: direct costs, integral costs and integral effect, calculated on the basis of indicators characterizing the amount of total energy resource savings in relation to investment and operating costs. In turn, this makes it possible to calculate the minimum volumes of energy resource savings required to ensure the effectiveness of an investment project at a given energy tariff. The research employs a confluence of descriptive statistics, panel data regression models, and time-series analysis to unravel the intricate correlation matrix that binds various dimensions of investment outcomes within the country's distinct economic climate. Emphasizing the singular nature of the Uzbek economic environment, the study aims to provide a granular understanding of investment efficacy, offering strategic insights to guide economic policymakers and entrepreneurs in making informed decisions. Notably, Uzbekistan witnessed $2.5 billion in foreign direct investment inflows in 2022, making the knowledge gained from this detailed investigation particularly valuable. Set against the backdrop of a complex macro and micro-economic landscape, characterized by abundant natural resources, and pressing developmental challenges, the dynamic interplay between investment efficacy and diverse influencing factors comes to the fore. As a result, the study envisions its insights contributing to the formulation of strategies that harness Uzbekistan's investment climate potential, ultimately driving economic development and fostering business growth. Private-public partnerships (PPPs) have become one of the leading and most effective models for investing in critical infrastructure, so the use and development of PPP models based on best practices is of particular importance in the current crisis period and during post-war recovery due to high pressure on the state budget and high risks for investment. The purpose of the study is to analyze progressive practices for the implementation of PPP projects for the critical infrastructure sectors and to develop recommendations for formulating a strategy for the usage of PPP projects in the different sectors of Ukrainian critical infrastructure. A detailed analysis of current approaches to the implementation of PPPs in the field of critical infrastructure was conducted, progressive practices of applying digitalization tools in this area were identified, and problems and prospects for their implementation were outlined. The potential factors, barriers and incentives based on regulatory, political, social, and technical factors that affect the implementation and effectiveness of PPPs in creating a modern "smart infrastructure" are highlighted. It is determined that the most important sectors for the execution of PPPs projects in most countries in recent years have been transportation, environment, education, healthcare, and telecommunications. However, the analysis of PPP projects in Ukraine concluded that the main areas of focus were the production and supply of water, gas and heat, while less attention was paid to infrastructure for education and healthcare. The article proposes strategies for the implementation of PPPs and determines the importance of each of their components for the successful implementation of PPPs, which will be relevant for Ukraine, especially at the stage of post-war reconstruction of critical infrastructure. The results of the study provide systematized information that will be useful for civil authorities, potential investors, and the scientific community.

This paper examines the importance of investment activity for companies and the challenges they face when evaluating investment projects in a fuzzy environment, that is when decisions have to be made based on some predictions and uncertain or imprecise data. The study focuses on the usage of a new extension of the Simplified WISP (Weighted Sum Product) method, which allows the use of triangular fuzzy numbers, as a tool for evaluating investment projects and minimizing the risk associated with such decisions. Investment projects were evaluated based on the following criteria: Net Present Value, Internal Rate of Return, Profitability Index, Payback Period, and Risk of project failure. The proposed extension of the Simplified WISP method can be used to solve other complex decision problems associated with predictions and uncertainties.The paper highlights the benefits of using this MCDM technique in investment project evaluation and the potential to improve decision-making processes. The study also discusses the challenges associated with applying MCDM techniques in a fuzzy environment and proposes solutions to overcome them. It also provides valuable insights for academics, practitioners, and policymakers interested in investment evaluation and decision-making processes.

A feasibility study is considered a strategic tool, a critical principle, and an essential stage of the success of the investment project, and it is regarded as an essential point in the success or failure of the investment project. Therefore, feasibility studies are among the most critical elements of the success of investment projects. The purpose of this study is to find out the reality of the feasibility study in the various departments of the state and its impact on the success or failure of investment projects, in addition to studying, identifying, and analyzing the factors that affect the feasibility study in investment projects. In this research, 23 influential factors were collected from site surveys, interviews with engineers and experts, and previous research in the Arab world. These factors are grouped into five categories: political and legal aspects, economic and financial, consultancy, owner, and contractor. A questionnaire survey of 70 respondents was distributed among different experts. A statistical analysis was done using SPSS and Excel packages. The results accomplished from the survey revealed the significant factors that affect the feasibility study (ranked respectively), namely, the absence of a clear investment policy (86%), the existence of obstacles (85.71%), slow and complicated routine procedures (84%), lack of experience and field knowledge (82.29%), and failure to accurately meet the scientific (79.71%) These findings could help the construction professionals to improve the feasibility study and project performance in Iraq.

Purpose: of the study is to identify factors that hinder budget support for investment projects aimed at combating poverty due to the deprivation of economically accessible social infrastructure (deprivation poverty).Methods: the work used traditional methods of scientific analysis, as well as an interdisciplinary approach characteristic of the study of social well-being problems in the context of the availability of social benefits created by social infrastructure facilities. The research is based on the application of social goal-setting documents, methodological documents regulating investment activities and budget support, Rosstat data, EIS «Procurement», EMISS, GIS «Electronic Budget».Results: the identification of factors of social well-being was carried out and the justification of the level of deprivation poverty in relation to the available social infrastructure was carried out. The necessity of independent regulation of the market of the poor suffering from such deprivations is confirmed. Based on the analysis of methodological tools for assessing the feasibility of budgetary support for investment projects in social infrastructure, methodological problems have been identified and the inapplicability of the existing approach for the market under study have been proved. Proposals are formulated to change approaches to calculating the budgetary efficiency of investment projects aimed at the infrastructural development of social industries.Conclusions and Relevance: a growing number of the deprived poor are suffering from a lack of supply of economically accessible social infrastructure and services. The study shows that the involvement of private investment in the creation of such facilities, taking into account the need for non-market pricing, will require changes in the methodological approach of the state to budget support for investment projects. It is necessary to abandon the percentage and return principles and replace them with compensatory ones for servicing vulnerable categories. The social development of the country should be based on the social well-being of all segments of the population, without extreme gaps among them. For sustainable development, flexible methodological tools are needed, based on the dependence of the amount of budget support on the number of social effects generated by the project.

While sustainable development has long been a subject of study, only in recent years have international organizations, nations, regions and communities intensified their action towards it and engaged in efforts to make its principles operational. The attempts to design policies and strategies and define measuring instruments for implementing sustainable development and reducing the uncertainty of the implementation process have been not completely successful and have been mostly confined to the environmental dimension of sustainability. Innovative strategies, policies and measuring instruments need to be develop, starting from the elaboration of indicators and indices to monitor progress towards the sustainability goals. Several instruments are available in the scientific and technical field; however, no consistent methodology to measure sustainability accurately has yet emerged.This study proposes a methodology to measure sustainability across its three declinations: environmental, economic and social. The proposed methodology focuses on a multi-criteria evaluation framework based on the Utility Value Analysis technique, using predetermined criteria and a set of indicators, and it is supported by a web application that simulates multi-criteria decision-making processes. The aim is to provide decision makers with a flexible tool for evaluating investment projects in very different contexts, such as, for instance investment in physical or social infrastructures or culture. Results based on the application of the proposed methodology to ongoing investment projects show that the methodology can meet the needs for flexibility and simplicity in assessing and measuring sustainability.

The use of simulation in investment decisions with unpredictable depreciation of income is considered. Methods of risk management for investment projects are investigated. A classification of such risk management methods is outlined. Simulation of risk management for investment projects by the Monte Carlo method is described. A tool is proposed for risk management in investment projects: software such that a sample of all the indices of project effectiveness and sustainability may be derived from the modeling results. A research and methodological approach to the development of the business mechanism of investment projects (IP) at production enterprises is proposed; it is based on the development of the management system of investment projects with regard to the leverages, tools, management methods, financial activity of the enterprise, the efficiency of the investment project; it envisages the assessment of the investment capacities of the enterprise, provided that the project is implemented; this will allow to select the most efficient investment project, enhance the efficiency of the project management with the goal of the rational utilization of the project resources, achievement of the goals determined, the successful implementation of the project, which would contribute to improving the results of the enterprise-related investment activities (IA). Approaches to assessing the economics of airships in an era of import substitution are considered. Existing approaches take no account of customer requirements. Most available methods simply formalize expert evaluations and are subjective. The economic analysis of passenger aircraft must be based on the assessment of investment projects. Indices used to assess long-term investment projects include the net present value, the profitability, the payback period, and the modified internal rate of return. An integrated model of the life cycle costs consisting of several components is considered. Factors analyzed include the costs over the aircraft's life, direct operational costs, and maintenance and repair costs. The role of information technologies at the current stage of aircraft development is discussed. A model of the interaction of participants in the aircraft life cycle is considered. Planning and cost management for the aircraft life cycle are studied. Constant iterative processes involving the exchange of information between manufacturers, operators, and aviation authorities generate integrated requirements for the production of competitive aircraft. Investing in the economy of the Russian Federation as a whole and in its regions in particular is a task of paramount importance because the well-being of both the state itself and its citizens will depend on its proper execution. This determines the relevance of the research topic. Investments in the regions are aimed at increasing the regional product and production volumes, mastering new activities, and developing the existing material and technical base. The subject of this study is the investment climate in certain Russian regions. The purpose of the study is to analyze investments in Russia and its individual regions and assess their dynamics, development trends and state policy to improve the investment climate. Investments in the regions will help eliminate the uneven development of the regions and turn depressed subjects into donor entities. The scientific novelty lies in the analysis of the investment climate of the Russian Federation and the factors influencing the volume of investments in the regions. The article presents the current state of the investment climate in the two regions of Russia. A modern interpretation of investments is given. Two regions of Russia – Kaluga and Kaliningrad – are considered as examples of actively developing investment regions. The prospects for investment activity and possible problems due to the imposed sanctions are noted. As part of the study, the authors used methods for analyzing statistical data and official documents. Based on the results of the analysis, it was revealed that despite the high investment potential of the regions, many economic indicators have a negative tendency. It was concluded that improving the investment climate as well as active state participation will allow Russia to achieve completely different results of economic growth in the long term.

New technologies and changeable environment more and more lead to evolution from traditional to agile project management. This approach was applied a quarter century ago to software development projects, but now it has been spread to all other projects. In this paper, basic characteristics of Agile approach as well as possibilities of its application in specific type of projects, investment ones are considered..

The purpose of this article is to consider the geopolitical significance of the Arctic region, as well as the role of consulting in the implementation of strategic investment projects in the development of Arctic territories. The novelty of the work consists in updating data on the specifics of activities in the Arctic region, analyzing current associated risks and assessing the feasibility of attracting external experts to provide consulting services within the framework of project implementation. The implementation of strategic investment projects in the Arctic region has several specific aspects that lead to the emergence of various risks. For example, only Russian oil companies transport liquefied gas and oil in ice, which is an extremely complex process. Therefore, for timely identification, as well as elimination / minimization of associated risks, it is necessary to involve appropriate experts. In particular, when implementing projects in the Arctic zone, it is advisable to involve specialized consultants. The practical significance of the work is to analyze the activities of leading consulting companies and identify current trends in the development of the consulting services market in the Arctic region. During the study, the authors concluded that it is impossible to attract foreign consulting companies to implement strategic projects in the Arctic region due to the presence of political and economic risks. The article notes the need to create domestic consulting companies that have broad competencies in solving problems related to the implementation of strategic projects in the Arctic region. These prerequisites can be used to conduct further research on the topic under consideration. Thus, it is necessary to create a separate training area in Russian universities, which will be aimed at training experts with knowledge of the specifics of working in the Arctic region. For the successful implementation of long-term projects in the Arctic region, it is necessary to train highly qualified experts with a wide range of knowledge about the geopolitical, economic and natural conditions of the Arctic region, who are able to participate as external consultants in the implementation of the national strategy for the development of the Arctic and projects of various levels of complexity.

The deterioration of Russia’s trade and economic relations with international partners due to the aggravation of the geopolitical situation in Ukraine increases the importance of diversification of key sectors of the Russian economy. Russia’s search for new strategic partners increases the pace of cooperation with the Republic of Turkey. The subject of the study is the study of the advantages of the Russian-Turkish strategic partnership, the basis of which is mutual interest in building up economic and geopolitical potential. The key objectives of the study will be to study the current investment climate, the stages of implementation of investment cooperation between Russia and Turkey in various sectors of the economy, analysis of the dynamics of foreign direct investment, mutual investment, trade turnover, exports and imports between the countries. Such research methods as observation, comparative analysis, generalization, historical method will be used in the work. The author will refer to the materials of Russian and foreign experts in the field of international economics, finance, investment deposits, statistical data on export, import, mutual turnover, foreign direct investment (FDI) between Russia and Turkey, obtained from the reporting documents of the Turkish Statistical Institute (TurkStat), the World Bank (The World Bank), the United Nations (UN), the Turkish Construction Union (Turkish Construction Union). The main result of the study will be the structuring of factors affecting the dynamics of bilateral investment cooperation. The results of the study can be useful to representatives of business organizations, business owners and managers, specialists in the field of economics and finance. Formulating the main conclusions of the study, the author notes the priority of mutually beneficial Russian-Turkish partnership on key economic issues

Identifying the nature of process re-engineering and its dimensions, the study used the analytical descriptive approach, and used the questionnaire as a data collection tool consisting of (30) questions, which were distributed to a sample of financial managers and accountants in the control departments in Nineveh Governorate, whose number is (390), in addition to (25) managers in that department, and the responses were analyzed using the (SPSS) program. The study concluded that there is a weakness in the oversight of state agencies, and that the corruption of society results from the corruption of power and interest in re-engineering operations in a comprehensive manner that makes operations clear, logical, and capable of achieving Objectives, and that the organizational dimension enables the transition from hierarchical structures to flat structures, and that the technological dimension contributes to monitoring and controlling the functioning of the state's general budget.
