Innovation resource allocation performance is an important driver of global competitiveness of nations. Due to the complexity of innovation production process, the structure of the innovation resource allocation is no longer single, but most of the existing studies on the innovation resource allocation performance are based on series cases overlooking parallel cases. We evaluate the innovation resource allocation efficiency of Chinese industrial enterprises from the research and development (R&D) stage and the commercialisation stage, where the commercialisation stage consists of two parallel sub-stages (technology commercialisation stage and product commercialisation stage). As a result, we develop a cross two-stage data envelopment analysis model (TS-DEA model) with nested parallel structure. The result shows that traditional DEA model overestimates the efficiency score due to pursuing the efficiency optimisation for decision-making unit (DMU). Compared with western China, central China was more efficient in allocating innovation resource for industrial enterprises. [ABSTRACT FROM AUTHOR]

The functioning of industry in the context of the creation and development of a single digital space of the Russian economy requires the development of an appropriate mechanism, in which information and service support for the digitalization of business processes of industrial enterprises should play a key role. The purpose of this study is to build a model of the mechanism for the functioning of an industrial enterprise in a single digital space (hereinafter referred to as the SDS) as well as to characterize the information and service support for the control and governing functions of this mechanism. The categorical apparatus of the digital economy and digital technologies, methods of classification, comparative analysis, functional and systemic approaches were used as the methodological basis of the study. The results of the work were the construction of a conceptual model of the mechanism of functioning of an industrial enterprise in a single digital space, based on the principle of optimality and capable of adapting to the needs of a particular industrial enterprise, as well as the identification of the basic functions of the management activity of an industrial enterprise in the single digital space, and the characteristics of the information and service support mechanism, which is digital services (technologies) that ensure management activities and interaction of actors of the business ecosystem in the single digital space. The conclusions drawn from the results of the study can be applied in practice by the management of companies when developing their own mechanism and strategy for digitalizing business processes in order to increase the efficiency of functioning in the single digital space industry.

VOLATILE organic compounds , *CHEMICAL industry , *HEALTH impact assessment , *PESTICIDES industry , *ORGANIC compounds , *HEALTH risk assessment - Abstract
To study the volatile organic compounds (VOCs) emission characteristics of industrial enterprises in China, 6 typical chemical industries in Yuncheng City were selected as research objects, including the modern coal chemical industry (MCC), pharmaceutical industry (PM), pesticide industry (PE), coking industry (CO) and organic chemical industry (OC). The chemical composition of 91 VOCs was quantitatively analyzed. The results showed that the emission concentration of VOCs in the chemical industry ranged from 1.16 to 155.59 mg/m3. Alkanes were the main emission components of MCC (62.0%), PE (55.1%), and OC (58.5%). Alkenes (46.5%) were important components of PM, followed by alkanes (23.8%) and oxygenated volatile organic compounds (OVOCs) (21.2%). Halocarbons (8.6%-71.1%), OVOCs (9.7%-37.6%) and alkanes (11.2%-27.0%) were characteristic components of CO. The largest contributor to OFP was alkenes (0.6%-81.7%), followed by alkanes (9.3%-45.9%), and the lowest one was alkyne (0%-0.5%). Aromatics (66.9%-85.4%) were the largest contributing components to SOA generation, followed by alkanes (2.6%-28.5%), and the lowest one was alkenes (0%-4.1%). Ethylene and BTEX were the key active species in various chemical industries. The human health risk assessment showed workers long-term exposed to the air in the chemical industrial zone had a high cancer and non-cancer risk during work, and BTEX and dichloromethane were the largest contributors. - Abstract
Industrial enterprises are characterized by significant energy consumption and high emissions. Therefore, the implementation of green innovation by these enterprises is beneficial for promoting sustainable economic development and safeguarding the ecological environment. In this study, a relational two-stage DEA model containing shared inputs and undesired outputs is constructed to evaluate and decompose the green innovation efficiency (GIE) of Chinese industrial enterprises across 30 provinces from 2012 to 2021. Since the objective function of this model is nonlinear, a heuristic search method is employed for its resolution. On the basis of efficiency evaluation, the Gini coefficient, kernel density estimation, and convergence analysis are further employed to investigate the regional disparities and convergence properties in the two-stage efficiency of green innovation. Our findings are as follows: (1) The average GIE of Chinese industrial enterprises demonstrates a fluctuating upward trajectory, with significant regional disparities observed between provinces. (2) Regional disparities in R&D efficiency (RDE) and achievement conversion efficiency (ACE) have diminished in all regions. Super-variable density and interregional differences serve as the primary sources of regional disparities in RDE and ACE, respectively. (3) The presence of absolute and conditional convergence in RDE and ACE is observed across all regions. To improve the GIE of Chinese industrial enterprises, it is imperative to emphasize the heterogeneous impact of economic levels, industrial structure, and the degree of openness across various regions and stages of green innovation. CITY dwellers , *FOOD preferences , *GROSS income , *PRODUCT life cycle , *FOOD consumption - Abstract
Relevance of research. Sustainable Development Goal No. 12 refers to reducing the resource intensity of the economy by reducing the costs of material input in production chains. The famous German scientist Friedrich Schmidt-Blick proposed the concept of an ecological backpack as a characteristic of hidden material flows accompanying the entire life cycle of a product. A separate component of the backpack is the biotic part, which was heavy enough when, for example, horse traction was used in old mines. Food self-satisfaction of the staff based on the salary led to the fact that the consumption of food in the production process remained outside the analysis of the company's material flows. The purpose of the study is to prove/refute the validity of the hypothesis regarding the significant dependence of the biotic component of the material backpack on national traditions and the material income of workers of industrial enterprises. Research methods: mathematical statistics. The basis of research is long-term observation of food consumption in Ukraine and abroad, in particular, Poland and China. Main results. In the course of research, certain traditions characteristic of Ukrainian realities were revealed: consumption of food products by the average Ukrainian with a probability of 0.95 is 58.75±0.04 kg per month (698±0.5 kg per year); the structure of the consumer basket in Ukraine contains 33% - milk and dairy products, 15% - vegetables; 14% - bakery products and cereals, 11% - potatoes, 8% - meat and meat products; the average person in Ukraine consumes more food than recommended by the Ministry of Health of Ukraine (by approximately 5%); residents of rural areas consume more food than urban residents (by almost 6% - 57.9 kg per month versus 54.7 kg). It has been statistically proven that the annual volume of food consumption by residents of Ukraine (689 kg) is significantly greater than that of residents of Poland (456 kg) and, even more so, China (413 kg). National differences concerning food preferences have been revealed. Quantitative differences in the national consumption of food products by producers determine the different content of the material backpack of industrial products, which provides certain competitive advantages/disadvantages to the subjects of international market activity. In addition to the national traditions of food consumption, there are laws that determine the influence of the average per capita household equivalent total income on the weight of the food basket. On the basis of official statistical data, a mathematical dependence of the logarithmic form of the amount of food consumption on the average per capita income of a household member is proposed. Financing ultimately is aimed at increasing the value of the business through planning, executing, as well as applying financial resources besides balancing profitability and risk. This is realized when financial managers make proper decision about which financing methods to adopt. This study is aimed at providing a hybrid approach based on fuzzy ISM technique and MICMAC analysis in order to design a model to help choose financing sources for Iranian industrial enterprises through overcoming the restrictions of decision-making process. To this end, the fuzzy ISM technique has been first employed to specify the interrelationships between the indicators as well as modeling their hierarchical structure; subsequently, by means of MICMAC analysis, the dominant indicators involved in the financing process have been classified in one of the four clusters based on their Driving power and Dependence. The results indicate that the index of “government fiscal policies” has the highest effect on other indicators of the system and it is a basic criterion for making fundamental decisions to choose the financing sources of Iranian industrial enterprises. Hence, in their management decisions, decision makers should pay attention to the perspective of government fiscal policies before considering any other indicators.

Digital transformation is becoming an integral part of the development of industrial enterprises in the modern world. The phase of transition to the digital economy is expected not only to increase the productivity and efficiency of production processes, but also to open up new opportunities for development and a competitive position in the market. The inclusion of digital instruments in the activities of industrial enterprises can greatly facilitate management, improve product quality and ensure more efficient use of resources. The aim of the article is to study and analyze the instruments of the digital economy in the context of improving the efficiency of industrial enterprises. The article analyzes the definition of «digital economy» and provides the authors’ own definition of this term. The prospects for the introduction of the digital economy in the activities of industrial enterprises are determined, among which an increase in labor productivity, an increase in product quality parameters, a decrease in costs, an increase in the level of adaptation and the level of competitiveness are allocated. The main program document for the development of Industry 4.0 in Ukraine named «Strategy 4.0» is analyzed. The main instruments of the digital economy have been identified, which should include the Internet of Things, artificial intelligence, machine learning, data analytics, cloud technologies, digital platforms, and ecosystems. It is proved that the introduction of digital economy instruments in the activities of industrial enterprises creates prerequisites for optimizing production processes. The article also states that the process of introducing digital instruments into the activities of industrial enterprises creates prerequisites for certain challenges and threats, including the threat of cyberattacks, data security breaches, large investments in the transfer of knowledge and technology and, as a result, the need to upgrade production equipment to more modern, complex integration of new technologies into existing production processes. Therefore, the development of the digital economy at industrial enterprises can help increase their competitiveness and stability in the market. Ensuring that digital instruments are correctly selected, implemented, and optimized is an important task for enterprise management and staff in the era of digital transformation.

It is determined that the implementation of a qualitative analysis of the formation of strategic guidelines for the convergence of investment processes makes it possible to ensure the appropriate strategically relevant level of financial and economic sustainability of industrial enterprises and investment and innovation development; target strategic level of profitability; creation of an information-adaptive platform for the flexibility of the system for management of the investment processes. The dominant strategic directions for achieving the conditions for convergence of investment processes of industrial enterprises are the timely identification of synergy of managerial effects of development transparency on the basis of testing the presence of ? convergence. At this, a strategically important factor of synergistic influence is both external one, which is aimed at checking the compliance of transparent economic results of enterprises and a certain ? level of convergence of investment processes with the current adaptive-established norms, and the internal factor, the purpose of which is to ensure the implementation of transparent decisions, as well as to prevent undesirable consequences when changing the strategic and economic norms of the level of transparency of development. It is concluded that the economic identification of structuring the synergetic relationship of managerial effects and ? convergence covers their strategic dominants, which form the integrity of the transparency of development, their relations with other dominants of convergent influences and the external environment. Synergy of managerial effects and testing of ? convergence are taken into account as factors that can increase the level of competitiveness, the level of price/quality ratio and the level of cost/quality (the former is determined by consumers, we are talking about the price they are willing to pay and the quality they trust, the latter is production), and the level of efficiency of the process organization, which defines them as the highest priority criteria for transparency in the development of enterprises in terms of vector and rank orientation. Thus, in order to increase the level of variability of the impact of the synergy of managerial effects of transparency in the development of industrial enterprises on the level of ? convergence, it is necessary to take into account the specifics of the industry and the real conditions of industrial enterprises, to develop and implement a strategically relevant set of measures, among which the strategically dominant directions are, as a matter of course, increasing the level of profitability in the context of convergence of investment processes.

It is determined that one of the priorities in any national economy is the problem of forecasting and assessing the level of transparency of development, quality and reliability of functioning of industrial enterprises, their technological and economic subsystems. This has a direct impact on the level of investment, the nature of financing, the distribution of costs for the production of finished products with the achievement of a given quality and reliability, as well as on the financial condition and image. In addition, it has a direct proportional effect on the well-being of society and the quality of life of the population. On the other hand, investing in the real sector of the economy requires banks and other investors not only to optimize investment programs, but also to take into account the specifics of financial, production, economic and socioeconomic activities of industrial enterprises as market participants, and, accordingly, application of models that appropriately link investments with sales policies, production, management, staff, location of production facilities, taxation, etc. It is concluded that the positive level of management of transparency of development of industrial enterprises in the context of convergence of investment processes is inseparable from the processes of planning, regulation, control and forecasting of production and technological processes, as well as the allocation of resources in the process of performing certain complex tasks. Determining the optimal options for current and future development is often associated with solving large-dimensional optimization problems with a large number of different conditions and constraints (for example, requirements for the completeness of variables combined with requirements for the absence of time losses), which, due to their extreme nature, complicate the solution of such problems. Effective methods for optimizing multi-purpose investment decisions in managing the transparency of the development of industrial enterprises in the context of convergence of investment processes include methods for analyzing the usefulness of goals, criteria and alternatives, including those with several vectors; methods of hierarchy of goals, taking into account a number of advantages; information about the chosen strategy, alternatives, their parameterization, stochasticity, substitution ratios, and other characteristics. All these factors can be taken into account for the classification of models of multi-purpose and program-target solutions and the use of the most effective of them when choosing the optimal investment solution in managing the transparency of the development of industrial enterprises in the context of convergence of investment processes.

The growing turbulence of the environment requires an industrial enterprise to find new approaches to choosing its development strategy. The study proposes a method for assessing the level of resilience of machine-building companies depending on the type of their strategic behaviour. Methodologically, the research rests on the theory of the firm and strategic management theory. Structural and logical analysis, expert assessments, matrixing, statistical and financial analysis were used as research methods. The empirical evidence is the data from the Russian Federal State Statistics Service (Rosstat) and the SBIS counterparty verification system. We clarify the concepts of resilience and strategic behaviour of a machine-building enterprise and propose our own definition of resilience. We distinguish between four types of strategic behaviour of enterprises when contacting the external environment, namely the maximum control possible, constructive interaction, adaptation with elements of control, and forced adaptation. A relationship was discovered between the level of resilience and the type of strategic behaviour of an industrial enterprise. The findings were tested using the case of four machine-building plants specializing in the production of lifting equipment. We found significant differentiation in the level of resilience of the enterprises under study and established which of the four types of strategic behaviour was typical of each. This will allow them to exercise a more reasonable approach when instituting their development strategy amid turbulence.

- Abstract
This study explores how large-scale and low-price industrial land transfer by local governments affects industrial enterprises' pollution emissions in China. While many studies have examined industrial land transfer's implications for the macroeconomic outcomes, little attention has been paid to its impacts on industrial enterprises' pollution emissions. Using data on China's city-level industrial land and enterprises from 2007 to 2014, we find that the large-scale and low-price industrial land transfer significantly increases industrial pollutant emissions. Cities with a larger scale of industrial land transfer experience higher total and per capita industrial enterprise emissions. Moreover, this effect is mainly observed in the central and western regions because of differences in institutional quality. Further analysis suggests that land resource misallocation and land law violations are the mechanisms through which industrial land transfer exacerbates environmental pollution. The findings imply that breaking the monopoly of land transfer by local governments can help reduce environmental pollution. [ABSTRACT FROM AUTHOR]

Purpose. Formation of an economic and mathematical model as an economic platform for the protection of industrial enterprises in order to implement economic security in the frameworks of business process reengineering. Methodology. The following methods were used in the research process: methods of theoretical generalization and comparison, analysis and synthesis (to determine the meaning of the concept of “economic security of the enterprise”), statistical method (to analyze the initial data), economic and mathematical modeling of the compositional restructuring of an economic unit – an industrial enterprise (to determine conditions under which it is advisable to reengineer the business processes of an economic unit in order to form a platform of economic security). Findings. The results are determined by the fact that the theoretical provisions of the paper are brought to the level of specific proposals and have a form suitable for use in practical activities. An example of the practical application of the proposed economic and mathematical model is presented as illustrated by Pivdennyi Mining and Processing Plant (MPP) PJSC, where the essence of the given analysis is revealed. The obtained results proved their effectiveness and feasibility of use at the relevant domestic industrial enterprises. Originality. For the first time, an approach to the development of economic security of the enterprise on the basis of business process reengineering has been proposed. Economic-mathematical modeling has gained further development in determining the conditions for the feasibility of implementing structural transformations of an economic unit to obtain optimal values of indicators that reveal the essence of the economic security of an industrial enterprise. Practical value. The analysis of modeling results makes it possible to propose the implementation of imperatives – economic security of the enterprise on the basis of the implementation of its restructuring. Application of the proposed model provides a means to ensure rapid adaptability of industrial enterprises to changes, high flexibility and adaptability of all elements of the system, autonomy and economic functioning of enterprises as a whole and their structural subdivisions. The practice of using the developed economic and mathematical model based on reengineering confirmed the obtained theoretical results. [ABSTRACT FROM AUTHOR]

Traditional industrial enterprises are primarily high pollution enterprises and high energy consumption. The achievement of the "dual carbon" motive in Chinese economic activities and environmental protection plays a chief role incorporating the environmental, social, and governance (ESG) into the risk management system of industrial enterprises. However, the industrial enterprises participating in ESG rating account for 46.97% of the listed enterprises, and the industrial enterprises that pay attention to ESG information disclosure account for 35.77% of the listed enterprises. Is ESG rating essential for the enhancement of industrial enterprises? Based on the transformation and upgrading of industrial enterprises, this research investigates how the ESG rating and ESG information disclosure affect the financial risk of industrial enterprises in China. The findings suggest that: (1) In China for industrial enterprise ESG plays an essential role which results in decrease in financial problems of industrial enterprise. (2) ESG is influential on monetary risk of industrial enterprise, the quality of enterprise ESG information disclosure plays an important intermediary role. (3) The lagging of ESG rating by one period is significantly positive related to the financial risk of industrial enterprises, and the financial risk prediction of industrial enterprises can be effectively indicated by the ESG rating data, which exhibits a stronger correlation coefficient than the existing rating system. In the modern world, the concept of a “green economy” is becoming increasingly important, becoming a key aspect of the sustainable development strategy. Global challenges associated with climate change, depletion of natural resources and the threat of environmental crises require new approaches to organizing economic processes. In this study, we focus on the concept of a green economy, viewing it in the context of social, economic and environmental sustainability. In our research, by “green economy” we mean an integrated approach to organizing economic processes, including the efficient use of natural resources, the transition to low-carbon technologies and the creation of environmentally sustainable jobs. This definition allows us to take into account a wide range of aspects related to the economy, society and the environment. To measure these aspects, so-called ESG ratings are used. The purpose of the study is a model methodology for assessing ESG ratings of industrial enterprises and ecosystems. Research objectives Define the concept of industrial ecosystem in the context of the study. Determine the role of the industrial ecosystem in the development of a green economy model and the transition to sustainable development. To characterize the current situation of ESG rating of industrial enterprises in Russia. Determine the level of financing for the transition to sustainable development of industrial enterprises in Russia. To propose a methodological approach to assessing ESG ratings of industrial enterprises and ecosystems. Based on the results of the study, the following results were achieved: The current position of ESG rating of industrial enterprises in Russia is characterized, trends of reorientation from international to domestic and Asian standards are identified with the further potential entry of Russian issuers into the Asian stock market. The current level of financing the transition to sustainable development of industrial enterprises in Russia has been determined to be still not high enough, which is confirmed by statistics of investment in fixed assets of enterprises aimed at environmental protection measures. A model methodology for assessing ESG ratings of industrial enterprises and ecosystems is proposed, based on the recommendations of the Bank of Russia and taking into account the special synergistic effect of industrial ecosystems.

It is determined that under the current conditions of intensification of competition struggle between domestic industrial enterprises and increasing market pressure from foreign competing firms, there is an urgent issue of highlighting the process of managing development transparency as one of the most important criteria for efficiency of the activities. The mechanism for managing the transparency of enterprise development on a synectic-compensatory basis, which is implemented in the context of convergence of investment processes, is formed due to the complex reflection of the dynamism and variability of economic interests and parametrization of the effective process of their balancing in a dynamic model of formation and use of the development potential of enterprises and in the presence of high quality of managerial decisions in comparison with competitors, which provides industrial enterprises with a competitive position in the market and forms a sustainable level of their development. That is, the effectiveness of managing the transparency of the development of industrial enterprises in the context of convergence of investment processes will be determined by the ability of the management system to achieve the set goals, outlining the need for their systematic and analytical research. It is appropriate to assess the quality and efficiency of the management system at industrial enterprises through the construction of a balanced system of signifiers and indicators, which is the basis for assessing the effectiveness of enterprises’ operation and is aimed at achieving their strategic goals. The unity of the backbone basis of the developed management mechanism in accordance with the managerial efficiency is confirmed by the consolidation of the elements of its construction, which is actualized in the format of accumulation of changes as a reflexive reaction to the processes of transformation. This allows to comprehensively manage all components of transparency in the development of enterprises in order to increase their efficiency, optimal organization of investment, supply, production and sales activities of the enterprise, reduce logistics costs, provide production with the necessary material resources and their effective use, optimize material, financial and information flows.

It is determined that strategic investment flexibility, taking into account the causal-fractal method, is a potential opportunity for industrial enterprises to quickly adjust or develop new strategic financial and investment decisions under changed external or internal conditions of investment activity. Strategic financial decisions should be based on an investment-active search for alternative options, directions and forms, in particular methods of implementation of investment activities. An important condition for determining the period of formation of the general financial and investment strategy of industrial enterprises is the strategic level of economic development and, in particular, the conjuncture of financial market segments with which future financial risk is associated. The conditions for defining the period of rationalization of the structure of sources of investment activity of industrial enterprises with the help of the causal-fractal method are also the sectoral affiliation of enterprises, the level of development, the stage of the life cycle, and others. The use of methods of rationalization of the structure of sources of investment activity of industrial enterprises with the help of the causal-fractal method is proposed, which will increase the level of validity of investment decisions made at industrial enterprises, that in the future will ensure an efficient ratio between risk and profitability of their activities. This methodology can be applied in a very common case of uncertainty in the financial results of enterprises, or the lack of information about the function of distribution of the probability of profit after the implementation of the investment project (which is the basis for the construction of isovariational ellipses of the mathematical expectation of strategic income) and the efficiency of investment portfolios of industrial enterprises.

The uncertainty promotes the transformation of corporate strategies in accordance with the principles of sustainable development. Metals industry is among the most important ones for the Russian economy since the management of economic development at industrial, regional and national levels significantly depends on the sustainability of metals enterprises. The paper aims to assess the sustainability of Russia’s leading metals companies and the alignment of their corporate strategies with the principles of sustainable development. The concepts of sustainable development and ecosystems constitute the methodological basis of the study. To determine whether the companies’ strategies correspond to the said principles the authors applied the own set of tools and methods. The evidence is the information about the activities of seven Russian ferrous and non-ferrous metals enterprises. Along with economic, social and environmental pillars of sustainable development, the paper considers an investment and technological one. The paper justifies the choice of indicators for measuring these pillars and proposes a composite index that reflects the total level of sustainable development of enterprises. The ratio of this index to its standard deviation allowed empirically establishing the quantitative borders for classifying the level of sustainable development of Russia’s largest metals enterprises and distinguish between four types of these enterprises. The value of the research lies in detecting the trends in the creation of strategies by Russia’s leading metals companies according to the sustainable development principles.

Carbon neutrality achievement has had a major transformative effect on the economic and social development of countries and regions. Therefore, this study focuses on analyzing the effectiveness of environmental regulation policies in promoting institutional dividends and seeks to examine the relationship between environmental regulatory policies and green innovation development through the lens of green patents. Panel data from industrial enterprises listed in Shanghai and Shenzhen from 2010 to 2019 were used in this research, which employed fixed-effect and media-effect models to investigate the impacts and mechanisms of various types of environmental regulatory tools on corporate green innovation. The results showed that different types of environmental regulation tools have varying effects on corporate green innovation. Specifically, command-based and market-oriented environmental regulations have a positive "U-shaped" impact, whereas voluntary environmental regulations have an inverted "U-shaped" impact. Furthermore, it was found that the "innovation compensation effect" generated by the implementation of environmental regulation policies has a greater positive impact than the negative impact of the "compliance cost effect." Additionally, geographical location and enterprise ownership play a role in determining the impact of environmental regulations on corporate green innovation. These findings emphasize the importance of strengthening environmental regulatory policies to achieve regional carbon-neutral development. Our research provides recommendations and ideas for better achieving this goal. [ABSTRACT FROM AUTHOR]

This article empirically examines the impact of tax structure on corporate tax compliance using Chinese industrial enterprise database and prefectural data. The results show that relying more on indirect taxes tends to decrease corporate tax compliance, while increasing the ratio of direct taxes of total tax revenues significantly enhances corporate tax compliance. To overcome endogeneity, the robustness is tested using instrumental variables and other robustness checks, such as changing variables and changing time windows. Mechanism analysis shows that it is conducive to reducing the complexity of the tax system, improving the quality of governance, and enhancing taxation efforts. This article examines the impact of tax system on corporate taxation behaviour from the perspective of the tax structure, which also provides microscopic empirical evidence for tax reform in China. TECHNOLOGY transfer , *INNOVATIONS in business - Abstract
The article examines measures of step-by-step promotion of innovations at industrial enterprises of Ukraine. Economic factors hindering the implementation of new technologies at enterprises are highlighted. This is caused primarily by the fact that during the global economic crisis, enterprises and industries that actively implement and use innovative technologies are competitive. At the same time, Ukraine continues to develop as a country with a high share of raw materials industries, and innovative development has not become one of the main signs of the growth of the national economy. Although positive trends were observed for several years, they were mainly temporary in nature and were replaced by opposite shifts in the economy, which characterizes innovation processes in Ukraine as unstable and devoid of clear long-term incentives for innovative activity. In these conditions, there is a need to identify key problems that hinder the development of innovative activities of domestic enterprises, and to find ways to solve them. The implementation of a marketing strategy for the promotion of innovative projects at small and medium-sized industrial enterprises and the transfer process of innovations at large enterprises to gain their competitive advantages in domestic and foreign markets is substantiated. Emphasis is placed on the existing features of implementation in the conditions of digitalization of global business, which is confirmed by the construction of appropriate layouts and schemes. An overview was carried out to what extent all these technological innovations lead to deep and large-scale changes in the systemic character of economic (and not only economic) relations, reformatting of their very foundations and the emergence of new socio-economic institutions. Thus, the basis of modern relations is not only and not so much property relations, but the possibility of access to certain goods, resources, and information. Radical technological innovations to one degree or another affect and will increasingly affect the technologies of commercial operations, the role and forms of activity of their commercial intermediaries. The process of technology transfer to the real sector of the economy has been improved, which takes into account the joint refinement of innovative projects of innovators with enterprises that are potential bases of implementation, with the implementation of the activities of the Coordination Center. The article considers the operation of the cascade model of the mechanism of economic reliability based on the process-technological approach. To analyze the current state of an industrial enterprise, a generalized indicator of the level of economic reliability in dynamics over six years has been established using the desirability function. Absolute indicators for the main processes of an industrial enterprise have been translated into dimensionless ones, and partial indicators of desirability have been found. Comparing the level of economic reliability with the estimates of the Harrington desirability scale meets the requirements of finding a generalized economic reliability function with a set of criteria indicators. An analysis of the potential level of economic reliability was also carried out and compared with the actual level of economic reliability.
