This research aims to find out, describe and analyze the implementation of the State Official Wealth Report (LHKPN) policy in Minahasa Regency, with research methods, namely qualitative description, number of informants of 5 people, and data analysis techniques using observation, interviews and documentation. It can be concluded that the process of implementing the Corruption Eradication Commission (KPK) policy No. 2 of 2020 has not been implemented well, this can be seen from the results of the research indicators as follows. Only a few government administrators are aware of the rules used in the procedures for imputing LHKPN, and not only that, it is also found that there are several state administrators who are negligent, and are often late in imputing LHKPN results data because they are confused about the procedures for online LHKPN reporting. Reporting in LHKPN reporting is not yet optimal, this is because in 2018-2022, there are still several government administrators who only report LHKPN once, and the level of negligence by Minahasa district government administrators is very high due to the lack of supervision carried out, this causes only a few who are active in LHKPN reporting for the 2018-2022 period. Results from 208 state administrators in Minahasa Regency, only 101 state administrators reported LHKPN, and of those 101 there were 45 state administrators whose LHKPN report data was inaccurate. Researchers have explored in depth how social movement actors strive to pass laws to change organizations exogenously or to demand that they make commitments or policy changes. But ensuring that organizations implement such commitments or policies is challenging. Insider activists may be influential for implementation processes, and I explore how they can increase that influence. I contend that insider activists influence such processes by offering their organizations implementation resources, such as free and ready-to-use content and model programs that reflect changes the activists want to see. To develop this argument, I explore how, starting in the mid-2000s, LGBT activists developed resources to ensure that diversity policies were increasingly relevant for sexual minorities in France. Many diversity policies at the time expressed commitment to "gender, disability, age..." Activists contended that nothing was done for the minorities who were not named—those left in the ellipsis (...) of diversity. Using web archives and interviews, I show that LGBT rights activists increased their influence on French organizations by developing implementation resources that corporations could readily use to flesh out their diversity commitments and implement diversity programs to promote the inclusion of LGBT employees. I demonstrate how insider activists used these implementation resources to denounce organizations' superficial commitments or employees' homophobic practices, thereby compelling organizations to change. We explore the implementation and development of individual placement and support (IPS) in Norway. IPS is an evidence‐based practice for supporting people experiencing mental illness to obtain and maintain competitive employment. Implementation of IPS into routine practice has been challenged by different paradigms in vocational rehabilitation, health and welfare policies. Data were mainly collected through individual and joint interviews of IPS experts and key stakeholders involved in the implementation of IPS. Data were analysed using thematic analysis. Three themes were derived from the analysis, representing different phases in the implementation process: (1) seeking a way to meet unmet need in work and mental health practice, (2) gathering knowledge and national evidence, and (3) embedding IPS into routine practice. The study demonstrates how health and welfare policy gradually developed IPS from vocational rehabilitation to a mainstreamed welfare employment scheme. This development may secure the future of IPS in Norway. However, the implications for practice in the longer term are unknown. This research shows how a rural library (named Fatemeha Library) in Iran can be transformed into a successful one and how it is possible to introduce a prototype for the establishment and development of rural libraries in less developed regions of the world. The study was a qualitative one based on both narrative research and grounded theory. The research population consisted of 13 key informants. After the implementation of interviews and field notes, data were analyzed using open coding, axial coding, and selective coding. Based on the paradigmatic model of research, it was found that Fatemeha Library, as a phenomenological basis, has played a central role in the process of transformation in the nonformal education of children and the reading culture of the villagers. We explore the way validity and propriety cues contribute to legitimacy judgments about a practice and to explaining whether the subunit of a large firm increases or decreases the implementation of this practice. Empirically, we examine the extent to which 65 subsidiaries of a multinational enterprise implemented three corporate social responsibility practices. Adopting a set-theoretic approach, we find that both validity and propriety cues are extremely relevant to the understanding of subunits' implementation of practices over time. The endorsement of a practice in a subunit's environment plays a particularly crucial role in the extent to which it is implemented, relative to authorization by the parent firm. Furthermore, subunits strongly rely on the active evaluation of the practice's propriety, such that the consonance between the two propriety dimensions (strategic importance and value compatibility) is central to implementation increase, while dissonance between them can favor implementation decrease. By advancing our understanding of legitimacy judgment formation and practice implementation patterns, our study enriches explanations of organizational conformity and decoupling, and contributes to our understanding of how firms respond to multiple institutional demands. Background: The first attempt to implement a new tool or practice does not always lead to the desired outcome. Re-implementation, which we define as the systematic process of reintroducing an intervention in the same environment, often with some degree of modification, offers another chance at implementation with the opportunity to address failures, modify, and ultimately achieve the desired outcomes. This article proposes a definition and taxonomy for re-implementation informed by case examples in the literature. Main body: We conducted a scoping review of the literature for cases that describe re-implementation in concept or practice. We used an iterative process to identify our search terms, pilot testing synonyms or phrases related to re-implementation. We searched PubMed and CINAHL, including articles that described implementing an intervention in the same environment where it had already been implemented. We excluded articles that were policy-focused or described incremental changes as part of a rapid learning cycle, efforts to spread, or a stalled implementation. We assessed for commonalities among cases and conducted a thematic analysis on the circumstance in which re-implementation occurred. A total of 15 articles representing 11 distinct cases met our inclusion criteria. We identified three types of circumstances where re-implementation occurs: (1) failed implementation, where the intervention is appropriate, but the implementation process is ineffective, failing to result in the intended changes; (2) flawed intervention, where modifications to the intervention itself are required either because the tool or process is ineffective or requires tailoring to the needs and/or context of the setting where it is used; and (3) unsustained intervention, where the initially successful implementation of an intervention fails to be sustained. These three circumstances often co-exist; however, there are unique considerations and strategies for each type that can be applied to re-implementation. Conclusions: Re-implementation occurs in implementation practice but has not been consistently labeled or described in the literature. Defining and describing re-implementation offers a framework for implementation practitioners embarking on a re-implementation effort and a starting point for further research to bridge the gap between practice and science into this unexplored part of implementation. Policy experimentation (PE) has been regarded as an integral element in defining China's reform capability. However, few studies have investigated the processes of PE in China's education reforms, as well as the policy conditions required for PE's successful initiation, implementation, and inclusion into the policy process. Through an empirically informed case study featuring university graduate assignment and employment reform, engaged with extensive documentary evidence and semi-structured interviews, the study argues that PE allows a temporary breakthrough from the existing policy constraints to generate contextualized novel policy options, but its large-scale diffusion and inclusion into the policy process have to proceed according to the institutional environment, corresponding to the broader social, economic, and cultural changes. The purpose of this study was to determine teacher performance, implementation of school principal supervision, whether or not there was a relationship between the implementation of school principal supervision at SMKN 2 Kec. Guguak. This type of correlation research with the description method. The population of this study were teachers at SMKN 2 Kec. Guguak Which amounted to 65 people. This research is a population study because the population does not reach 100 people. The research instrument uses a questionnaire using a validated Likert scale. The results of the analysis show (1) implementing the supervision of the principal of SMKN 2 Kec. Guguak is quite implemented, (2) the teacher performance of SMKN 2 Guguak is quite implemented, (3) there is a significant relationship between the implementation of the supervision of school principals and teacher performance with an rcount distribution of 0.841 and r table of 0.317 at a 99% confidence level. In spite of accruing concerted scholarly and managerial interest since the 1950s in corporate social responsibility (CSR), its implementation is still a growing topic as most of it remains academically unexplored. As CSR continues to establish a stronger foothold in organizational strategies, understanding its implementation is needed for both academia and industry. In an attempt to respond to this need, we carry out a systematic review of 122 empirical studies on CSR implementation to provide a status quo of the literature and inform future scholars. We develop a research agenda in the form of an integrated framework of CSR implementation that pronounces its multi-dimensional and multi-level nature and provides a snapshot of the current literature status of CSR implementation. Future research avenues relating to multi-level studies, theoretically supported research models, developing economy settings, and more are recommended. Practitioners can also benefit through utilizing the holistic framework to attain a bird's eye view and proactively formulate and implement CSR strategies that can be facilitated by collaborations with CSR scholars and experts. This research work analyzes the failures of the implementation of public policies in the current context with the classic approaches, to then determine how a non-conventional definition where elements of the complex paradigm are taken. The research is of a documentary and comparative nature where different definitions and approaches of some authors are analyzed to contrast them with the definition reached by determining the elements of complexity. Likewise, determine the authors who have indications of the use of the complex approach from their own perspectives. These definitions are analyzed in order to detect the failures in social development programs, not only in the implementation, but also in the design, and this will serve to improve their functioning and thus achieve the objectives for which they were created, since in reality we continue to see and experience the persistence of these public problems. Abstract This study focuses on presenting the state of university libraries in Yemen, drawing upon observational research and in-depth interviews with 4 key university leaders, 12 teaching education program (TEP) chairpersons, 9 college deans, 6 vice-deans, 20 teaching professors, and 34 teacher training students within one higher education institution. The observational research has also covered five libraries of three private universities and two state ones. The findings outline the challenges faced by library users: the presence of traditional libraries, traditional resources and services, and the implementation of new policy. The study highlights the urgent need to redesign libraries, to increase libraries' budgets, and to establish digital resources and services, as well as a national library association. In this paper, we examine the Federal Reserve’s newest policy tool, known as the overnight reverse repo (ONRRP) facility, to understand its effects on the repo market. Using exogenous variation in the parameters of the ONRRP, we show that private repo activity is crowded out when money funds invest in the ONRRP. Additionally, we find that the ONRRP increases lenders’ bargaining power, thereby raising borrower funding costs. Lastly, we show that repo borrowers reallocate to repo backed by riskier collateral and borrow more from ONRRP-ineligible asset managers, both of which could increase financial vulnerability due to instability in dealer funding. Accumulated empirical studies have examined how various qualities of governance affect happiness across countries. This study contributes to prior studies by testing a hypothesis that when developing countries lack effective legal and political institutions, capable government may substitute for their functions to promote happiness via effective policy planning and implementation. To test this expectation, this study compares which qualities of governance--government capacity, democracy, and legal system--matter for happiness in developing countries. While prior studies have overwhelmingly relied on the World Governance Indicator to measure government capacity, we introduce a new measure--government competitiveness--developed by the Center for Government Competitiveness, which overcomes some criticisms. Using this indicator, we employ pooled Ordinary Least Square and two-way fixed effects panel data analysis for 80 non-Organization for Economic Cooperation and Development countries spanning the years 2015-2018. As a robustness test, we conduct instrumental variable estimation, using geography as an instrument for government competitiveness. Our analysis shows that government competitiveness has a positive and statistically robust effect on happiness across all estimations, while quality of democracy and judicial independence display ambivalent effects. Our instrumental variable results suggest that judicial independence and quality of democracy display a substituting and complementing relationship with government competitiveness, respectively. Points for practitioners This article suggests that institutional arrangements for promoting happiness in developing countries differ from developed countries. In developing countries: (1) government competitiveness may play a more important role than judicial and democratic institutions; and (2) government competitiveness may complement democratic institutions but substitute for judicial institutions. Background: There is now substantial evidence that language interventions delivered to small groups can be effective for improving language skills and hence strengthening the foundation for formal schooling. However, there are remaining challenges when delivering such interventions in naturalistic environments at scale. Method: We reflect on three randomised trials designed to evaluate the impact of an early years language programme, prior to the implementation of a large effectiveness trial, delivered in partnership with speech and language professionals. We consider findings within a framework from implementation science. Results: We found that, in contrast to policy‐led interventions for reading and mathematics, language interventions are not prioritised in mainstream settings. Aside from this, other obstacles to delivery were the time taken to prepare and to timetable sessions, lack of communication about the requirements of delivery and the need for language screening. Crucial to success was the support from the class teacher of teaching assistants delivering the intervention. However, feedback was largely positive from most stakeholders, and the intervention was found to have a positive impact on children's language with preliminary evidence for effects on behaviour and on reading comprehension. Conclusions: While many educators recognise the importance of language for communication, the benefits of oral language interventions are only recently becoming prioritised by policy‐makers. We propose that challenges to successful delivery and adoption of evidence‐based language interventions in mainstream settings can be remedied through better communication with stakeholders and collaboration between researchers and professional colleagues including senior leaders, teachers, teaching assistants, speech and language therapists and psychologists. It is imperative to take account of issues of implementation when designing an intervention and to do this successfully is a multidisciplinary enterprise. Developmental language disorder (DLD) and dyslexia are common but under‐identified conditions that affect children's ability to read and comprehend text. Universal screening is a promising solution for improving under‐identification of DLD and dyslexia; however, we lack evidence for how to effectively implement and sustain screening procedures in schools. In the current study, we solicited input from educators in the United States around perceived barriers and facilitators to the implementation of researcher‐developed screeners for DLD and dyslexia. Using thematic analysis, we identified barriers and facilitators within five domains: (1) features of the screeners, (2) preparation for screening procedures, (3) administration of the screeners, (4) demands on users and (5) screening results. We discuss these findings and ways we can continue improving our efforts to maximise the contextual fit and utility of screening practices in schools. Despite the recognized effectiveness of naturalistic intervention practices, including activity-based intervention (ABI), challenges remain regarding their implementation. Assessing implementation fidelity can help understand factors that may influence their implementation. This study aims to document the evolution of ABI implementation fidelity (Adherence, Dosage, Quality and Participant responsiveness) in daycare settings following professional development. The participants are four educators. The current study uses an embedded design. The predominant aspect is quantitative, that is, single-case research design with three measurement phases of 12 observation moments. In terms of Dosage, an increase in the frequency of learning opportunities offered by educators is observed as the experiment progresses. For three educators, results show moderate and significant effects of professional development between Phases 1 and 3. A slight decrease in Quality can be observed when learning opportunities are adapted to children's developmental levels. Research shows that resistance to change might occur in organisations that implement new evidence‐based practices (EBP). Formal and informal structures may work to retain traditional interventions, potentially counteracting the implementation process. Little is known about the de‐implementation of traditional practices to leave room for and enhance the implementation of EBPs. This study uses implementation structures as a theoretical framework with the aim of analysing implementation and de‐implementation factors among Swedish municipalities that provide support to vulnerable clients through the Housing First (HF) or Individual Placement and Support (IPS) interventional programmes. This cross‐sectional study is based on a digital survey and collects descriptive and qualitative data from three organisational levels in each responding municipality in Sweden. The descriptive statistics and qualitative texts were analysed using content analysis. The results show the incidence of HF and IPS, if and to what extent the interventions are going to be developed further, and partially, describe the organisational settings of HF and IPS. Organisational factors shown to have a negative impact on the implementation of HF and IPS were identified. The mapping of professional experiences from the intersection between HF or IPS and organisations such as the Swedish Health Insurance Office, the social services, and other similar welfare organisations, indicates that the realisation of HF and IPS requires expanded collaboration, which raises the consideration as to whether it is necessary to de‐implement broader frameworks and guidelines in these organisations to provide the prerequisites that enable the implementation of EBPs. In 2016, Chile implemented a policy of free higher education (gratuity) for secondary school graduates from families in the lower income range. One of the stated objectives of the new policy was to increase the access of secondary school graduates from families with lower levels of education. To answer that concern, we analyzed administrative data from more than 800,000 students seeking university admission in 2012, 2015, and 2019. Our objective was to determine whether an increased proportion of "first-generation" students had been admitted to selective universities. The results show that between 2015 and 2019, the impact of the gratuity on first-generation admissions was marginal. It was of some importance only for those secondary school graduates from public schools and those who had been enrolled in the technical-professional track. The enrollment rate of these groups increased 2.2 and 2.7%, respectively. In sum, the effect of the introduction of gratuity on enrollment of first-generation students was not as impressive as expected. It has acted principally as an alternative source of finance, reducing use of other forms such as bank loans and scholarships. These results challenge directly the hypothesis that inequity in access to university is primarily attributable to financial difficulties. [ABSTRACT FROM AUTHOR]

Education is considered to be the most effective tool that people can use to lift themselves out of poor socioeconomic backgrounds and lead to professional success, which in turn improves society. Since an education system often supports individuals with a higher socioeconomic status (SES), it may not resolve the issue of socioeconomic background impacting on career outcomes. Given the nature of the research questions, an individualistic approach is used for selecting tools. Using qualitative and quantitative analysis methods, we argue that graduates studying an 8-year engineering program fail to succeed compared to counterparts who studied a 4-year engineering program. Findings suggest that engineering graduates' socioeconomic backgrounds help them with their career advancement. Campus carry laws have allowed civilians to legally bring their concealed firearms onto college and university campuses in several states in the U.S. over the past decade. Previous studies have addressed the policy's legal grounds, arguments for and against it, impacts on campus safety, and faculty and students' attitudes toward it. This paper examines the less addressed topic of policy implementation, especially the role of universities in modifying the outcomes, including what kinds of rules the higher educational institutions themselves have designed and what these approaches mean. The article focuses on Texas, where public higher educational institutions were required to allow campus carry but also given some discretion in implementation. The article provides a qualitative content analysis of policy documents and expert interviews regarding the campus carry policy at The University of Texas at Austin. It argues that the university fully accomplishes the law, but through its policy it has also sought to hide it, removing the issue from everyday life on campus. [ABSTRACT FROM AUTHOR]

Urban living labs (ULLs) can be an important way to approach multi-stakeholder co-creation with regard to urban transitions and transformations. They have become a common type of co-creative experimentation, offering the opportunity to research and innovate on a wide variety of challenges in everyday settings. They test hypotheses to create pathways for a transition to sustainable urbanisation. However, there is mounting concern from practice, innovators, and research that there is little systematic integration of practical outputs. Moreover, the question of how ULLs should be designed, and by whom, requires comparative longer-term assessment. Implementation and operation requires knowledge of the risks involved. The long-term impacts of ULLs on particular places, and the general understanding of how they contribute to urban transformations, are not well theorized. Thus, intended and potential contributions to urban transformations could remain unrealized. Based on experience from a series of stakeholder dialogues and co-production formats at various ULL related conferences and workshop, this paper offers policy recommendations and directions regarding the future direction for JPI Urban Europe its main programme for 2021–2027, the European Partnership Driving Urban Transitions to a Sustainable Future in the Horizon Europe Framework Programme. Several environmental, political, social and institutional factors have resulted in the heterogeneous and adaptive integration of knowledge, actors and methodologies in Latin America. Despite poor recognition and even a lack of research conditions, experiences involving different societal actors and types of collaboration have developed across the region. These experiences form a collection of integration and implementation processes not yet fully systematised in a way that serves other cases. This paper aims to contribute to the discussion of how expertise is defined in integration and implementation processes in Latin America. To re-signify collaborative practices in the region, a critical perspective is applied, and a heuristic framework is built that comprehends the 'situated' and relational dimensions of expertise. This framework is tested to study five cases from Argentina, Chile, Colombia, Mexico and Uruguay related to territorial planning, gender and knowledge, coastal management and the provision of climate services. These concepts are compared on the basis of the three dimensions comprising the framework--context, actors and methods--and the intersections among them. Applying a qualitative methodology and auto-ethnography, we identified the main features of situated expertise in Latin America, that is, engaging marginalised societal actors, fostering greater participation, acknowledging power imbalances, managing conflicts and contradicting perspectives, and directing an ethical-political engagement in the research process. As a result, situated expertise encompasses not only the situatedness of practices and processes, but also their political (and potentially transformative) dimensions in tracing power imbalances. This paper then argues that this situated aspect of expertise is relevant for conducting more context-sensitive integration and implementation processes in Latin America, thus contributing to the ethical-political dimension on how expertise is defined, embodied and enacted in vulnerable contexts. Sanctions are payment cuts that case managers implement in order to discipline welfare recipients. Previous research suggests that immigrants face a particularly high risk to receive such reductions, primarily due to the prevalence of stereotyping in street‐level bureaucracy. The study contributes to this literature with help of a triangulation between in‐depth interviews, survey data and administrative records for the case of the German social assistance system. Our findings indicate that immigrants tend to be sanctioned at a lower rate than other benefit recipients in this context, especially if they arrived at the country only recently on grounds of international protection. This finding can be explained by the importance of reciprocity and control in the country's 'Bismarckian' welfare state. Our qualitative data shows that case managers exert a considerable level of agency over the implementation process. This discretion is, on the one hand, used to discipline benefit recipients who are perceived as having contributed little to the welfare system as a whole through taxes and social insurance contributions. Those who are considered to have limited control over their labour market position, on the other hand, are given a certain degree of leeway. We therefore conclude, against the background of the current street‐level bureaucracy literature, that immigration can also act as a deservingness cue in means‐tested social assistance, given that the benefit system is embedded into a welfare regime in which labour market participation, work‐testing and social insurance contributions are the dominating principles of eligibility. The policy implementation process is often overlooked when policy is introduced potentially leading to policy failure. This is particularly relevant in complex policy areas where there is a lack of collaborative policy‐making and where implementation is in dispersed governance. This paper discusses the findings of a study examining a novel policy implementation support programme developed by the English Department of Health for the Care Act 2014, the most significant changes to the provision of social care for 60 years. Given the complexity of the changes, the Department of Health and its key partners introduced an Implementation Support Programme to increase the likelihood of effective implementation. As part of a suite of research studies, we examined the effectiveness of the implementation support programme in helping local authorities, responsible for social care delivery, implement the key Care Act priorities. We found that the support programme was effective in supporting 'implementation readiness' particular in situations where the context and policy itself are complex. We found that while important for the delivery of policy, such support programmes do not necessarily in themselves guarantee successful implementation. However, future evaluations of policy should include examining how the implementation is, or is not supported, in order to fully understand reasons for policy success and failure. Background: The mechanisms typically used to fund health promotion in communities, either as part of an effort to scale-up programs or to support the design of local activities, often pay insufficient attention to the foundational means of enhancing well-being. Only recently have researchers begun to critically 'unpack' how funding processes connect with and activate local community capacities. Methods: We conducted a thematic analysis of 33 interviews with policy and program administrators in public health and local community workers and volunteers. We invited them to expound on their understandings of resources - specifically, what needs to be in place to make funded programs successful and/or what do communities draw on to make funded programs effective. Results: Policy and program administrators reflected mostly on the importance of traditional resources, such as adequate funding and staffing. Community-based participants often went further to describe psychological and sociological resources – the "soft infrastructure" which included trust and hope. Both groups emphasised the importance of building networks and relationships at multiple levels. Community workers also provided examples of how resources grow and improve in value in combination with other processes or through pathways of resource use or resource distribution. So, resources like information/knowledge are made more valuable when relayed locally. Physical amenities (e.g., meeting spaces, kitchens) have an instrumental role, but also act powerfully as a symbolic resource for identity. Participants reported that funding processes can damage the resources required for community health improvement. Funding instability undermines capacity. The ongoing threat of funding removal was described by one administrator as community "bullying". Conclusions: Processes of health promotion funding, and even standard processes of program scale-up and readiness assessment, risk underestimating the range of resources that are fundamental for community health improvement, particularly among disadvantaged communities. Funders should design ways to resource communities so that there is constant attention to and coaching of critically important diverse processes of resource growth, independent of program-specific funds. This article discusses how high school students' creative learning in Biology learning to improve Communication Skills. Creative learning is learning that puts the teacher forward in facilitating learning activities, so that the learning atmosphere is conducive. Communication Skills is the extent of the use of the mind in solving problems by using its thinking skills at a higher cognitive level. This type of research is development research (Research and Development), which is used as concrete evidence in increasing Communication Skills with creative learning involving 10 schools, both public and private schools, and 10 Biology subject teachers as a needs analysis. Retrieval of need assessment data using a questionnaire technique through Google Form given to high school biology teachers. The results of the need assessment show that teachers who always improve students' creative learning by 70%, implementation of the Problem Solving learning model by 30%. Teachers still have difficulties in implementing Problem Solving learning to improve creative learning by 80%. Conclusion SCICR learning can be used to increase Communication Skills and creative thinking in students. Evaluation of the government's internal quality control system (SPIP) in the implementation of good governance at the Gorontalo district regent's office. In order to realize quality internal control of government quality, an evaluation of the implementation and internal quality is carried out through research. The method used in this research is descriptive quantitative evaluation of the research sample totaling 31 regional employees. Data collection techniques are questionnaires, observations and documents. The data in the study were analyzed by the percentage formula (%). The research results show that. (1). Cyberbiosecurity has emerged as a new field combining cybersecurity and biosecurity. The convergence of cybersecurity and biosecurity can potentially impact the digital operations of enterprises in a variety of industries, including agriculture, manufacturing, and healthcare. This systematic review summarizes and synthesizes research on the increasing importance of cyber-biosecurity threats and the importance of cyber-biosecurity measures in combating the misuse of cyberspace and bioscience technology. The author performed three distinct searches through ProQuest, Web of Science, and MEDLINE databases. The author used keywords to identify 15 articles that met the systematic review’s purpose. Analysis of the 15 articles revealed that the intersection of current advancements in biosciences with conventional cyberspace security risks has promoted the awareness and discovery of threats in the cyberbiosecurity field. The author concludes that cybersecurity is the foremost biological weapon to the digital world when challenged by new technologies and security threats. As a result, cyberbiosecurity measures must safeguard the bioeconomy and address the possibility for or actual misuse of critical information, materials, and systems at the convergence of biosciences and cyberspace. The author analyzes the problem of the implementation of judgments of the European Court of Human Rights (ECtHR). In light of the European Convention on Human Rights (ECHR), a special role in its control mechanism is played by the Committee of Ministers of the Council of Europe. Despite the measures taken, there have been delays in the execution of judgments or the lack of their implementation for years. The author analyzed this problem in light of the latest reports of the Committee of Ministers and the recommendations of the Parliamentary Assembly. He pointed to the need for greater activity in this process of other bodies of the Council of Europe, including: the Commissioner for Human Rights, the Venice Commission, the CPT, the ECRI as well as institutions of the civil society. In the last decade, the interest of the Parliamentary Assembly of the Council of Europe in this matter has clearly increased. The author postulates that parliamentarians sitting in this body should be more active in this regard in their countries. The objective of the study is to verify the implementation, by the EU, of the treaties’ obligations to proliferate “nontrade” European values in agreements with Asian countries. The thesis of the study is that the EU with “new generation” agreements strengthens the cohesion of the western hemisphere and creates the conditions for its enlargement. An instrument supporting the strengthening and development of the western hemisphere is the policy of “change through trade” combined with the promotion of “free and fair trade”. We claim that this policy contributed to political change in the world – the expansion of international law, the principles of the UN Charter, and EU values. Influence beyond the parties to the agreements takes place, although formally the agreements only govern the relationship between the parties. This influence is the outcome of, among other things, demonstrating the implementation of the values and benefits of value-based cooperation. By agreements (FTAs, IPAs and political) with Asian countries, the network of connections among the states of the Western hemisphere is developed and the community of values reinforced. The common fiscal rules in the EMU constitute one of the main economic integration pillars, with the fiscal governance framework in the eurozone having been significantly reformed over the economic crisis period. Changes focusing on creating fiscal stability conditions, such as the national Fiscal Councils, the European Semester, the national Medium-Term Budgetary Frameworks (MTBFs), the debt brake and the automatic fiscal correction mechanism (budget cutter) were adopted through the legislative measures introduced by the Six Pack, the Two Pack and the Treaty on Stability, Coordination and Governance in the EMU (TSCG). This paper examines both the formal and actual response of Greece to the eurozone fiscal governance reforms. Greece seems to promote the formal implementation of these reforms by transposing them into its national law, but the paper's conclusions confirm that there is a deviation between reaching the defined goals and actually implementing the reforms. The proposed converter here is a dual‐input DC‐DC converter with bidirectional power flow. One of the inputs is unidirectional, while the other is a bidirectional port for a battery. The proposed converter can combine two alternating sources with different characteristics. The demanded power of the load can be provided by each input source individually or simultaneously. What is more, the unidirectional port can charge the battery as well as power the output load. Due to the bidirectional capability, the energy returned from the output can be stored in the battery which is suitable for electric vehicle (EV) applications. Step‐up capability, the low voltage stress on semiconductors, and the smaller number of passive elements are the other advantages of the converter. Depending on the battery usage status, four different operation scenarios are defined in the proposed converter. The converter operation is described in each scenario and the mathematical analysis is presented. This study examines citizens' support for state surveillance, contingent upon factors related to policy design and the context of implementation. While most people want to live in a secure environment, we argue in this study that the support of policies to reach this goal depends on their necessity, extensiveness and reliability. Results from survey experiments in four European countries show that citizens are ready to approve the introduction of far‐reaching state surveillance that includes measures of facial recognition and motion detection. Public support is further enhanced if these measures are to be targeted at potential criminals, rather than at all citizens (i.e., policy extensiveness), as well as if a safety threat is salient (i.e., policy necessity). Concerns about data security reduce support (i.e., policy reliability). While these conditions matter for the support of specific policies, they do not influence how trustworthy citizens consider government and other political authorities to be. [ABSTRACT FROM AUTHOR]

New Zealand's directly elected mayors are considered an example of a weak mayoral model, with mayors having limited legal powers to make decisions or appointments. However, many mayors continue to shape policy direction alongside their councillor colleagues. This article examines how a collaborative leadership approach allows mayors to successfully lead locally even without strong executive powers. We document the implementation of local alcohol policies in New Zealand and then study their impacts on crime. A key contribution of our study is that we construct a detailed data set on local alcohol policies applicable across territorial authorities between July 2014 and January 2019. To our knowledge, we are the first ones to provide such a comprehensive overview. In a subsequent analysis, we find that local alcohol policies as recently implemented in New Zealand do not appear to have reduced crime. This result holds for specific policy dimensions and their stringency (e.g., closing times and geographic restrictions on issuing new licences), and is reasonably robust across crime types, days/times of occurrence, and socioeconomic subgroups. Our failure to identify significant reductions in crime following the imposition of local alcohol policies may partly reflect the policies being non-binding in some cases: for example, licensed premises had sometimes already operated within the restricted trading hours specified by a local alcohol policy.
