The paper analyses aspects of literature works as presented in article published in the periocal "Flacăra" (July - December 1979)1, one of the propagandistic instrument of the Romanian Communist Party. In this article we shall attempt to point out the way the hospital units from Romania are managed in the current context. We are speaking about a difficult economic social context, an insufficient funding of the health system, a precarious infrastructure of hospitals and a legislative that seems to restrict rather than help managers in performing an efficient management. How can possibly a hospital manager forecast, organize, coordinate, train, check and assess or in a different way said, how can a hospital manager fulfil or carry out the five functions of management in the conditions when his autonomy is extremely limited? We shall try to emphasize which the restrictions and challenges are and the managers of these institutions must deal with and what they should do so as to be not only efficient but also effective. We shall also not lastly point out that the implementation of a management system of quality in hospital units from Romania will have to become the main pylon around which the management of these units should be rebuilt or rethought about. Culture identification of an organization has become a real concern for their management teams, regardless their type of activity, taking into consideration that culture influences both performance and the way the organization is perceived by customers, collaborators, employees and so on. In this article we have as a goal to look into, to examine Hofstede's Model practicability in identifying the type of organizational culture from public Romanian hospitals within the national culture context that is characterized by certain cultural dimensions. The COVID-19 pandemic brought to the fore the strategic importance of human resources in organizations and emphasized the need for the process of identifying and developing talents, as critical resources for organizational success. The objective of our article is to critically analyse the conceptual elements of talent management and highlight the importance of effective talent management for public organizations. Designing and implementing relevant and effective environmental policies and fostering green and environmental-friendly approaches and behaviors are constant aims for policy makers all over the world. Concurrently, implementing environmental policies involves significant economic and financial efforts, in order to repair environmental damage and to prevent future negative environmental consequences. How effective are the environmental expenditures and how are they related to the economic growth, i.e. the GDP level, are issues of major concern at a governmental level. In this article we are examining the relation between GDP and environmental expenditure, by using statistical data available for EU economies, for the time period 1995-2013. We found that the Environmental Kuznets Curve hypothesis is supported in most of the EU economies, both for government environmental protection and specialized providers, public and private environmental protection. Further and deeper analyses performed showed different situations for specific countries and even a negative relation between GDP and government environmental protection for specific cases. The article brings to the reader's attention a few theoretical and practical aspects related to the intra-institutional and/or inter-institutional practice of appointing sworn interpreters/translators/registered persons/trustworthy persons who may be requested to contribute to the implementation of special methods of surveillance or investigation. When these are coupled with the technical and non-public nature of the manner of achieving them, including in the case of less commonly used languages (dialects or jargons), nuanced discussions may arise between persons operating in the areas of decision-making, management, authorization, ruling, especially in conditions of time pressure. In this context, we have outlined the existing legal framework in the field of sworn/certified interpretation and/or translation, and we have stressed the importance of delineating special surveillance methods from special investigation methods. We have also identified situations where problems might arise because of the complexity of the criminal offence investigated in the case of conversations, communications or discussions carried out in a language other than Romanian, and we have proposed a few solutions aimed to improve the mode of operation in such cases. The opinions of some Romanian playwrights who left their country, as well the debates they initiated, found their place in the periodicals of the time, both in the French and Romanian space, underlining the cultural interference but also strategies of resistance through art, despite the identitary metamorphoses manifest at the level of their dramatic works. Authors such as Anca Visdei, Virgil Tănase and Matei Vișniec have published their thoughts in numerous journals, e.g. Les Nouvelles Littéraires, L'Avant-Scène Théâtre et Cinéma, France Culture, Figaro, La Nouvelle Revue Française etc. The approach to their works, present in the columns of various journals or volumes, emphasises their passion for theatre as a form of integration and „universal” acknowledgement, „unifying destinies”. The illustration of a world, apparently drifting, the (de)mystification of the transcendent and of the act of creation, as idea and textual strategy, seem to Alexandru Sever (1921-2010) a means for another beginning. The impossibility of action in Înger bătrîn/ The Old Angel (1977) and the pact-making in Îngerul slut/ The Miscreated Angel (1982), imply metamorphosis in essence, supported by the dialogue with the great texts of the world, by intertextuality (the biblical text, Shakespeare's texts -Hamlet -Yorick, texts written by Göethe, Beckett, Marlowe, Dostoevsky, J. P. Sartre, Mikhail Bulgakov and others). The projection of Auschwitz, as a Siberia of the spirit, and that of Faustianism, result in a detailed analysis of the human, both as individuality and as community, in an attempt to illustrate the (in)intelligible inaction, death involving catharsis in the mundane and the theatre alike. The paper deals with some of Everac's dramatic works and their reception - Simple Coincidences (1996), The Basement (1967), The Fifth Swan (1978), Waters and Mirrors (1971), Ioviţă's Book (1980), The Meter Reader (1973), etc. -, considering "the included third party" and "the hidden third party", as well as the inter- and trans-disciplinarity, from their base. The art of Everac's drama intertwines the sociological investigation with the "organicity", with mass psychology and the individual's as well, with the philosophy of the ethics and of the morals, thus the obvious exploratory feature becomes characteristic of his dramatic discourse creating, through textual and linguistic strategies, a varied thematic display. The binary units, the words, building the dramatic discourse of Matei Visniec become, through mixtures and fragmentation, simultaneously, true meanings issuing spheres. Associations and unique placements, the call at minimalism, abolishing rules, including the grammar ones, phonetics ease, as well as the provision of space and time to silence enhance the originality of creations such as "The beautiful trip of panda bears told by a saxophonist who had a girlfriend in Frankfurt" and "Decomposed Theatre" or "The trash can man".
