Competence is a popular research subject of foreign and domestic psychology, pedagogy, and sociology. Social, emotional, and socio-emotional competences are often considered as key ones. Although they usually associate with success in various spheres of human life, no tool for diagnosing socio-emotional competence has been developed yet. This article describes the problem of diagnosing social and emotional competence. It introduces new psychometric and psychodiagnostic tool that can be used to test socio-emotional competence and its structure. The questionnaire was based on the QSECP Item Response Theory (IRT) methodology that evaluates tests and their efficiency. The psychometric analysis made it possible to determine the validity and reliability of the new questionnaire, as well as to establish the main list of questions that reflect the structure of socio-emotional competence. The questionnaire can be used to study mental, pedagogical, and sociological phenomena of socio-emotional competence, as well as the structure of social and emotional reliability, their formation, professional performance, etc. Further research will feature of socio-emotional competence in various activities and personalities.

The goal is to identify the epidemiological, territorial-epidemiological, environmental, clinical and features of hemorrhagic fever with renal syndrome in order to improve epidemiological surveillance in a large metropolis of the Northwestern Federal District.Materials and methods. An epidemiological analysis of cases of hemorrhagic fever with renal syndrome in St. Petersburg for 2005–2019 was carried out and the clinical and epidemiological characteristics of 135 patients hospitalized in the S.P. Botkin Clinical Infectious Disease Hospital were studied. 70 patients identified combined HFRS diseases associated with other pathogens of viral and bacterial nature. An epidemiological analysis of cases of hemorrhagic fever with renal syndrome in St. Petersburg for 2005–2018 and long-term monitoring of the zoological, epizootological state of small mammals in several districts of St. Petersburg and its suburbs were carried out. The clinical and epidemiological characteristics of 135 patients were studied, of which 70 patients identified combined hemorrhagic fever with renal syndrome diseases associated with other pathogens of a viral and bacterial nature. To assess the epizootological situation, trapped rodents were examined for the presence of viral antigen and antibodies using the method of indirect immunofluorescence with the Xantagnost diagnosticum and enzymelinked immunosorbent assay.Results. The long-term dynamics of the incidence rate in St. Petersburg had a fluctuant rising character with two peaks. The proportion of diseases during the first rise was 11,5%, the second – 44,2% of the long-term incidence. Men prevailed in the age groups of 20-49 years without changes in periods. The proportion of women 20–49 years old was 20,7%, increased to 52,8 % in age groups over 50 years old. When distributed by month in a period of high incidence, the seasonal rise began in September with a peak in October. Infection with hemorrhagic fever with renal syndrome patients – residents of the city occurred mainly (with 35.5%), in the nearby territories of the Northwestern Federal District with 8.9% - in remote areas and with 5,9% in the countries of near and far abroad. The epidemiological situation in places of temporary residence and infection of people was characterized by an increase in the number of small mammals (redbacked voles) and, in particular, infection from 2,9 to 4,4%. Hemorrhagic fever with renal syndrome diseases occurred in the form of moderate severity in 94,4% cases. Severe forms were found in only 5,6% of cases. In the structure of combined infection in 25,9–22,3%, there was a combination of hemorrhagic fever with renal syndrome with gastroenterocolitis and influenza, serologically confirmed. In 17,6% of cases, hemorrhagic fever with renal syndrome was combined with other zoonoses (Lyme disease, tick-borne encephalitis, pseudotuberculosis, leptospirosis, tularemia), in 17,6% with of various etiologies. The presence of combinations of hemorrhagic fever with renal syndrome with other infections complicates the clinical diagnosis.

Purpose. To evaluate the prevalence, clinical severity, clinical and pathogenetic variants and etiology of dry eye (DE) in patientsbefore refractive surgery. Methods. OSDI testing, lipid interferential test, TBUT, Shirmer-1, -2 tests, compression Norn test in Korbmodification, calculation of xerosis index by Bijsterveld, tear meniscus index evaluation, LIPCOF test, evaluation of epitheliopaty and microerosion by Tseng and lid viper epitheliopaty were performed in 600 myopia (with or without astigmatism) patients (234 men, 366 women; 30.1 ± 6.26 years old) before refractive surgery. The structure of the DE etiological conditions, was studied both in DE patients and non-DE subjects with calculation of the Pearson xi-square test. To estimate the strength of the connection between the etiological condition and the DE, the normalized value of the Pearson coefficient (C') was used. Results. The dry eye prevalence was 38.83% (of them, 71.76% was mild, 28.83% — moderate, by Brzhesky). Clinical and pathogenetic variants of mild DE included: lipid deficiency (53.29%); lipid-mucin deficiency (26.95%); mucin deficiency (11.38%); state without signs of lipid or mucin deficiency (8.38%). In patients with moderate DE were identified: isolated aqueous deficiency (6.06%); aqueous-lipid deficiency (34.85%); aqueous-mucin deficiency (7.58%); aqueous-lipid-mucin deficiency (51.52%). Statistically significant (р < 0.01) etiological conditions for the disease in patients with diagnosed DE include: contact lenses wearing (C' = 0.349); visual display use (C' = 0.342); the use of medication affecting tear production or tear film stability (C' = 0.41); application of cosmetics (cosmetic pencil or mascara) in the intercostal space of the eyelid margin — in the area of the excretory ducts of the meibomian glands (C' = 0.44); meibomian glands dysfunction (C' = 0.782); chronic allergic conjunctivitis (C' = 0.543); the presence of gynecological pathology (C' = 0.413); thyroid gland diseases (C' = 0.32); allergy (C' = 0.563); female sex (C' = 0.559). Conclusion: Raising the awareness of ophthalmologists about the prevalence of early DE manifestations in patients before refractive surgery will help optimize the detection of this pathology. The obtained data on the structure of DE clinical and pathogenetic variants and the etiological prerequisites can serve as a basis for the development of therapy. One of the most prevalence and significant etiological condition for DE was MGD, leading to lipid-deficiency, which determines the direction of etio-pathogenetic treatment — the eyelids hygiene.
