12. Is a Decentralized Police Organization a Better Option in a Modern Democratic Society? A Case Study From South Korea.

Abstract

While western countries have had a decentralized policing model for many years, some countries, such as South Korea, still employ a centralized, national police department. Responding to calls for reform, South Korea launched a pilot program and implemented a more decentralized policing structure in Jeju Island in 2006. This study adds to the policing literature by offering the empirical comparison of a region before and after decentralization of a police department. This study will examine the intervention effects of police decentralization in Jeju, specifically related to crime rates, crime clearance rates, victimization, trust in police, and fear of crime. Using propensity score matching and interrupted time series analysis, this study found that the decentralized policing intervention significantly reduced total crime, violent crime rates, and property crime rates that lasted throughout the intervention period, while improving crime clearance rates for violent crime, as well as reduced fear of crime among residents. 18. Immigrants' Confidence in the Police in 34 Countries: A Multilevel Analysis.

Abstract

This study examines predictors of immigrants' confidence in the police at the individual and national levels, based on the instrumental and expressive frameworks. Using the World Value Survey, the study analyzes data from 5,746 immigrants across 34 nations. Generalized multilevel mixed-effects models are utilized to test the effects of individual-level attributes and national-level structural indicators. Immigrants with a citizenship of the resident nation report higher confidence in the police. Neighborhood security, neighborhood trust, and perceived community membership influence immigrants' confidence in the police. The national-level indicators, including diversity of the nation's population and discriminatory culture, were significantly related to confidence in the police. In a society with a variety of nationalities and a more discriminatory culture, immigrants report more confidence in the police. 21. An Analysis of Inmate's Misconduct and Violence in Korean Prisons.

Abstract

There has long been a debate between the two competing models, the importation model and deprivation model in explaining inmate's misconduct and violent behaviors. More recently, scholars have sought to integrate these two rival theses and further, to find a new alternative model for better understanding of inmates' behavior and their adaptation to the prison conditions. Although much research has been done to test those arguments, they have been disproportionately done so in Western societies. Little has been known whether the models have applicability to the non-Western cases. This research attempts to fill this void by presenting a Korean case: Are the Korean inmates' behaviors similar to Western counterpart? In order to answer this question, data will be drawn from over 1,000 inmates across the country using a self-report survey. In addition, official information will be obtained from the department of corrections under the Ministry of Justice. 22. "The Effect of Types of Treatment on Recidivism among Juvenile Offenders".

Abstract

Using the data recently collected from 10,000 juvenile offenders in South Korea, this study investigated the effect of various types of treatment by the juvenile justice system on recidivism of these individuals. The types of treatment included release, hospitalization, probation, and juvenile training school. Theoretical and practical issues regarding each type of disposition were discussed in relation to its effect on recidivism.
