Since 1945, it is estimated, more people have perished as a result of gross human rights violations than as a result of war, yet we have little knowledge of why governments commit gross human rights violations. The present study, seeking to obtain an understanding of the causes underlying gross human rights violations, compares the human rights situation in a country where gross human rights violations are the rule (Guatemala) with the situation in a country where this type of violations does not occur (Costa Rica). The focus of the study is on the short-term sources within the political system which are perceived by those in power as a threat to their power and which trigger gross human rights violations. Furthermore, the long-term sources or background factors which set the stage and allow gross human rights violations to be perpetrated are analysed. The study concludes by highlighting the causes of gross human rights violations and briefly addresses how these violations are presently dealt with in Guatemala.

This book seeks to evaluate the political transformation that has been claimed for Guatemala since 1986 in light of its effects upon workers, considering the future evolution of Guatemala's experiment in controlled democracy.

Although the Guatemalan Civil War ended more than two decades ago, its bloody legacy continues to resonate even today. In Silenced Communities, author Marcia Esparza offers an ethnographic account of the failed demilitarization of the rural militia in the town of Santo Tomás Chichicastenango following the conflict. Combining insights from postcolonialism, subaltern studies, and theories of internal colonialism, Esparza explores the remarkable resilience of ideologies and practices engendered in the context of the Cold War, demonstrating how the lingering effects of grassroots militarization affect indigenous communities that continue to struggle with inequality and marginalization.

Since the 1980s, Guatemala, the most populous country in Central America with a population just over 14 million, has continued its transition from a centuries-long tradition of mostly autocratic rule toward representative government. A democratic constitution was adopted in 1985, and a democratically elected government was inaugurated in 1986. A 36-year civil war that ravaged Guatemala ended in 1996. This book provides an overview of Guatemala's current political and economic conditions, relations with the United States, and several issues likely to figure in future decisions by Congress and the Administration regarding Guatemala. With respect to continued cooperation and foreign assistance, these issues include security and governance; protection of human rights and human rights conditions on some U.S. military aid to Guatemala; support for the International Commission against impunity in Guatemala; combating narcotics trafficking and organized crime; trade relations; and inter-country adoption.

Though a 1996 peace accord brought a formal end to a conflict that had lasted for thirty-six years, Guatemala's violent past continues to scar its troubled present and seems destined to haunt its uncertain future. George Lovell brings to this revised and expanded edition of A Beauty That Hurts decades of fieldwork throughout Guatemala, as well as archival research. He locates the roots of conflict in geographies of inequality that arose during colonial times and were exacerbated by the drive to develop Guatemala's resources in the nineteenth and early twentieth centuries. The lines of confrontation were entrenched after a decade of socioeconomic reform between 1944 and 1954 saw modernizing initiatives undone by a military coup backed by U.S. interests and the CIA. A United Nations Truth Commission has established that civil war in Guatemala claimed the lives of more that 200,000 people, the vast majority of them indigenous Mayas.Lovell weaves documentation about what happened to Mayas in particular during the war years with accounts of their difficult personal situations. Meanwhile, an intransigent elite and a powerful military continue to benefit from the inequalities that triggered armed insurrection in the first place. Weak and corrupt civilian governments fail to impose the rule of law, thus ensuring that Guatemala remains an embattled country where postwar violence and drug-related crime undermine any semblance of orderly, peaceful life.

In recent years Latin American indigenous groups have regularly deployed the discourse of human rights to legitimate their positions and pursue their goals. Perhaps nowhere is this more evident than in the Maya region of Chiapas and Guatemala, where in the last two decades indigenous social movements have been engaged in ongoing negotiations with the state, and the presence of multinational actors has brought human rights to increased prominence. In this volume, scholars and activists examine the role of human rights in the ways that states relate to their populations, analyze conceptualizations and appropriations of human rights by Mayans in specific localities, and explore the relationship between the individualist and “universal” tenets of Western-derived concepts of human rights and various Mayan cultural understandings and political subjectivities.The collection includes a reflection on the effects of truth-finding and documenting particular human rights abuses, a look at how Catholic social teaching validates the human rights claims advanced by indigenous members of a diocese in Chiapas, and several analyses of the limitations of human rights frameworks. A Mayan intellectual seeks to bring Mayan culture into dialogue with western feminist notions of women's rights, while another contributor critiques the translation of the United Nations Declaration of Human Rights into Tzeltal, an indigenous language in Chiapas. Taken together, the essays reveal a broad array of rights-related practices and interpretations among the Mayan population, demonstrating that global-local-state interactions are complex and diverse even within a geographically limited area. So too are the goals of indigenous groups, which vary from social reconstruction and healing following years of violence to the creation of an indigenous autonomy that challenges the tenets of neoliberalism.Contributors: Robert M. Part human rights drama, part political thriller, part love story, this riveting narrative chronicles the disappearance of one woman as it tells the larger story of the past fifty years of violence and struggle for social justice and democracy, and U.S. intervention in Guatemala. Maritza Urrutia was abducted from a middle-class neighborhood while taking her son to school in 1992. To Save Her Life tells the story of her ordeal which included being interrogated in secret by army intelligence officers about her activities as part of a political opposition group. Chained to a bed, blindfolded, and deprived of sleep, Maritza was ultimately spared because her family was able to contact influential intermediaries, including author Dan Saxon, who was in Guatemala working for the Catholic Church's Human Rights Office. Here Saxon brings to life the web of players who achieved her release: the Church, the U.S. State Department, the U.S. Congress, numerous NGOs, guerrilla groups, politicians, students, and the media. Reaching back to 1954, when Maritza's grandparents were activists, the book is a study of the complex and often cruel politics of human rights, and its themes reverberate from Guatemala to Guantánamo to Iraq.

Two members of the Committee on Human Rights (CHR), NAS member Mary Jane West-Eberhard and NAS/NAE member Morton Panish, undertook a mission to Guatemala to observe the trial of two high-level Guatemalan military officials who were charged with ordering the murder of Guatemalan anthropologist Myrna Mack. She was stabbed to death in 1990, two days after a report for which she was principal researcher,'Assistance and Control: Policies Toward Internally Displaced Populations in Guatemala,'was published by the Georgetown University Press. Ms. Mack had been doing research on and writing about the unjust treatment of the internally displaced people in Guatemala. Thirteen years after Ms. Mack's murder—after the case had gone through dozens of courts and countless delays—a general and colonel in the Guatemalan military intelligence apparatus were brought to trial, and one was convicted. This marked the first time in Guatemalan history that a high-level military official had been brought to justice for atrocities he committed during Guatemala's 30-year civil war. This report summarizes the one-month trial proceedings.

On February 13, 1982, the Guatemalan army stormed into the remote northern Guatemalan village of Santa Maria Tzeja. The villagers had already fled in terror, but over the next six days seventeen of them, mostly women and children, were caught and massacred, animals were slaughtered, and the entire village was burned to the ground. Twelve years later, utilizing terms of refugee agreements reached in 1982, villagers from Santa Maria who had fled to Mexico returned to their homes and lands to re-create their community with those who had stayed in Guatemala. Return of Guatemala's Refugees tells the story of that process. In this moving and provocative book, Clark Taylor describes the experiences of the survivors -- both those who stayed behind in conditions of savage repression and those who fled to Mexico where they learned to organize and defend their rights. Their struggle to rebuild is set in the wider drama of efforts by grassroots groups to pressure the government, economic elites, and army to fulfill peace accords signed in December of 1996.
