The Astro2020 Decadal Survey recommended an investment in Time-Domain and Multimessenger Astrophysics (TDAMM) as the top-priority sustaining activity in space for the coming decade. One aspect of NASA's response to this recommendation is a pilot project, the Astrophysics Cross-Observatory Science Support (ACROSS) initiative, designed to provide support to both missions and observers as they pursue TDAMM science. Here, we present our observations of needs in the community and initial plans for ACROSS activities, including services to facilitate and improve cross-mission follow-up planning and execution; a multimessenger web portal with links to existing mission resources, community tools, and information targeted for TDAMM general observers; development of "Smart target-of-opportunity submission page" proof-of-concepts; and ongoing development of a potential TDAMM general observing competitive grant solicitation. A study of employing a performance-based approach and fire safety engineering to healthcare facilities planning and design, in order to develop holistic optimum fire safety solutions, is presented. Optimum fire safety solutions are desirable because there are a number of hazards in healthcare facilities that can impact on patient safety, and fire is only one of them. If the same level of fire safety can be achieved through a more cost effective means, then the savings can be utilised to address other patient safety hazards, for instance, infections, treatment delays, slips, trips and falls. By using a case study on the provision of smoke control systems for the new Acute Hospital building at the Royal North Shore Hospital, the significant benefits of developing and implementing a holistic optimum smoke control strategy instead of purely following what is prescribed in the building code are demonstrated. A close collaboration between the fire safety engineer, the architect, the operators and the users of the healthcare building would however be needed to ensure the fire safety strategy works in harmony with and not opposition to healthcare objectives. In a wind tunnel experiment employing a reduced scale model, Reynolds number (Re) can hardly be respected. Its effects on the aerodynamics of closed-box bridge decks have been the subject of research in recent years. Stonecutters Bridge in Hong Kong is a cable-stayed bridge having an unprecedented central span of 1018m. The issue of Re sensitivity was raised early in the design phase of the deck of Stonecutters Bridge. The objective of this study is to summarise the results of various wind tunnel experiments in order to demonstrate the effect of Re on the steady state aerodynamic force coefficients. The results may provide an insight on the choice of scale for section model experiments in bridge design projects. Computational Fluid Dynamics (CFD) analysis of forces on bridge deck section was also carried out to see how CFD results are compared with experimental results. [ABSTRACT FROM AUTHOR]
