The UK housing market is experiencing the first signs of recovery and the decline over the past four years has halted, says quantity surveyor Davis Langdon & Everest. For the second quarter of 1993, figures show private sector housing starts in England are up 7% from same period 1992, with public sector starts up 27%. Public sector housing has been declining for a decade, with local authorities and housing associations starting just under 53,200 new dwellings in 1982, compared to 25,600 in 1992. Memphis Housing Authority plans to redevelop the public housing project with 600 housing units at Dixie Homes in Poplar city.

The Durham housing authority is planning to sell its property, Golden Belt, a site that was a cigarette packaging factory to pay the United States Housing and Urban Development on federal auditors' directive. The site now is worn with old brick buildings and many portions are vacant. The property classified as a historic site dates back to year 1887.

The Charlotte Housing Authority's (CHA) plan to transform several of its properties into mixed-use communities has strong support from land-use experts and others in the real estate industry that cite the agency's vision and ambition. The CHA's goal is to create more socially stable and financially self-sustaining environments, while helping to solve the public housing situation.

The local council in Essex, England, will have difficulty in devising a Structural Plan which will meet the demand for all types of new housing and finding space in the most popular areas. They are also obliged to find space for some social housing. Brownfield development, in Essex, is limited due to the few available sites. They are also constrained by green belt land particularly in popular areas. Demand for new housing is mostly near the M11 where employment is plentiful at Stansted Airport. It is anticipated some 70,000 new houses will be required, in Essex, by the year 2011.

South Thames Housing Partnership was formed in April 1992 by the Hexagon, Wandle and Threshold housing associations to build high quality social housing close to the M25 south of the River Thames. The partnership was allocated 60 million pounds sterling of public money from the Housing Corporation to provide 1,500 homes for 21 local authorities. The volume requirement allowed the partnership to negotiate land discounts and persuade builder/contractor Countryside Properties to offer a 30% volume discount on the three-year project. Sites for 732 homes were acquired by the end of the first year and building has begun on sites for 221 homes.

UK construction contractor Willmott Dixon is considering entering into a partnership agreement with housing association Guinness Trust to construct up to 60 social housing units in the south-west. The partners could also work on a similar basis in the north-west. Guinness Trust is currently preparing a brief for the schemes, and plans to seek Partners in Technology funding from the department of the environment, transport and the regions.
