1. The Goals of Economics Education: A Delphi-Like Inquiry. Paper No. 462C.

Abstract

To explore goals for economics education and ways in which these goals might be improved, reconciled, and consolidated, a Delphi-like inquiry among more than 200 economics educators, economists, businessmen, other social scientists, and educational administrators was undertaken. Statistical data and comments as to respondents' views expressed in one questionnaire was relayed back to them with a successive questionnaire. The process was repetitive for the purpose of eventually developing a composite opinion shared by the respondents in the light of reactions of others. Key findings of the inquiry, considered important guides for more effective economics education, are that the goals of economics education differ widely, both within and among the groups surveyed and that respondents arrived at a general concentration on one or another of three possible goals. The need for the inquiry, its process, and findings are discussed. Recommended actions deal with specification of goals, explanations to business interests and educational administrators, and implications to trainers of teachers of social studies. Abstract

The report presents findings of an inquiry to identify the principal obstacles faced in achieving general economic literacy and to suggest ways of surmounting them. Among the 350 respondent educators, social scientists, businessmen, and others, most agree on the importance of economic literacy and its present low level in the general population. Where economics education efforts of the educational establishment are seen to be inadequate, recommendations are made to improve curriculum, train teachers in economics, and encourage or require student courses in economics education. Other, more global, needs include the establishment of specific goals of economics education, identification of skills and knowledge comprising economic literacy, and attention to the facts and processes of economic systems. In addition, various possible characteristics of economics education are reviewed. The delphi-like process used in conducting the inquiry is explained in detail, and response data are tabulated. 3. Student Applications in a Principles Course of Economic Analysis to Self Discovered Items.

Abstract

Students in Economics 519 at Purdue University have been guided to seeing economics in things--in their experiences, in their readings, and in their conversations--and to apply economic analysis appropriately in considering them. This course outline illustrates one technique employed which reaches the objectives of effective economics education, assisting the student to participate in his world and, as a teacher, to assist others in turn. Students were assigned to search for one item in their reading susceptible to simple economic analysis. The memorandum to students as to the requirement; the sample item, beginning analysis, and structural suggestions for its completion; and the paper as completed by the instructor are attached as Annexes A, B, and C. Grading of papers, conferences, class time, and resources used are discussed and the instructor's evaluation procedure is given. A student survey showed very favorable response as well as suggestions indicating further ideas which students felt could be included. Two student papers are appended, with instructor's comments. A bibliography of Institute Papers available from the Graduate School of Industrial Administration is included. (JMB)

4. A Plea for a Fourth Tradition - and for Economics. Paper Number 352.

Abstract

This paper was written in response to an article entitled "Defining the Social Studies: An Explanation of the Three Traditions" by James L. Barth and S. Samuel Shermis. The three positions portray social studies as citizenship transmission; as social science; and as reflective inquiry. These authors favor the latter position, defined as a process of decision making as to significant social problems perceived by students to be of considerable concern to them. An alternative position is proposed in this paper, namely, that the structure of economics should be an important organizing vehicle in the social studies and presents a case for a fourth tradition. The structure of a discipline should be defined as the interrelationships of its important concepts and the concepts of science as a tool for repetitive assistance to a reflective inquirer. Problems for inquiry must be selected and organized so as to lead to an understanding of such a structure. The paper concludes with a further detailing of the case for economics education, pointing out the essential nature of the need for more citizens to understand and apply economic concepts in individual, business, political, and societal matters.
