Abstract

Information security is one of the most important aspects of technology, we cannot protect the best interests of our organizations' assets (be that personnel, data, or other resources), without ensuring that these assetsare protected to the best of their ability. Within the Defense Department, this is vital to the security of not just those assets but also the national security of the United States. Compromise insecurity could lead severe consequences. However, technology changes so rapidly that change has to be made to reflect these changes with security in mind. This article outlines a growing technological change (virtualization and cloud computing), and how to properly address IT security concerns within an operating environment. By leveraging a series of encrypted physical and virtual systems, andnetwork isolation measures, this paper delivered a secured high performance computing environment that efficiently utilized computing resources, reduced overall computer processing costs, and ensures confidentiality, integrity, and availability of systems within the operating environment., Comment: 24 pages

25. Probing the interfacial structure of aqueous surfactants through helium atom evaporation.

Abstract

Dissolved helium atoms evaporate from liquids in super-Maxwellian speed distributions because their interactions are too weak to enforce full thermal equilibration at the surface as they are “squeezed” out of solution. The excess speeds of these He atoms reflect their final interactions with solvent and solute molecules at the surfaces of water and other liquids. We extend this observation by monitoring He atom evaporation from salty water solutions coated with surfactants. These surface-active molecules span neutral, anionic, and cationic amphiphiles: butanol, 3-methyl-1-butanol, pentanol, pentanoic acid, pentanoate, tetrabutylammonium, benzyltrimethylammonium, hexyltrimethylammonium, and dodecyltrimethylammonium, each characterized by surface tension measurements. The helium energy distributions, recorded in vacuum using a salty water microjet, reveal a sharp distinction between neutral and ionic surfactant films. Helium atoms evaporate through neutral surfactant monolayers in speed distributions that are similar to a pure hydrocarbon, reflecting the common alkyl chains of both. In contrast, He atoms appear to evaporate through ionic surfactant layers in distributions that are closer to pure salty water. We speculate that the ionic surfactants distribute themselves more loosely and deeply through the top layers of the aqueous solution than do neutral surfactants, with gaps between the surfactants that may be filled with salty water. This difference is supported by prior molecular dynamics simulations and ion scattering measurements of surfactant solutions. [ABSTRACT FROM AUTHOR]

27. An Investigation into the Role of Chief of Staff in a Higher Education Setting

Abstract

As of late, regulation and increased scrutiny of Higher Education (HIED) has caused a shift in campus operations, and, correspondingly, in HIED chief executives' duties (Nelson, 2009). As a result of these demands, trends suggest that a new approach in supporting HIED executives now goes beyond that of a clerical staffer and instead demands a second in command--chief of staff. According to the National Association of Presidential Assistants in Higher Education 2014--Member Survey, 15% of all members have the title of chief of staff (COS) on their campus. Those identifying as COS in this member survey increased 4% from data collected in the 2012 survey. Being that this support role is growing and insignificant work has been done to professionalize it, an exploratory study was conducted. The purpose of this study was to understand the role of a chief of staff in the higher education setting within the organization and what traits and personalities does one need to be successful in the role. Thirteen higher education chiefs of staff who report to their campus president or chancellor were interviewed. Interviews were conducted to offer better understanding of the roles assumed by chiefs of staff in the office of the campus president/chancellor. The interviewees came from a variety of institutional types, size and location within the United States. Findings from this study led to an initial typology of the position that was dependent on four themes extracted from data collected in interviews. The four themes are: Duties of the COS; Personality of the COS; Traits of the COS; and the COS in their Organization. Each theme, enhanced by multiple sub-themes, creates a basic understanding of the role of chief of staff and establishes a need for additional scholarly work in professionalizing the role of chief of staff in Higher Education.
