Abstract

Due to the increasing incidence and prevalence of neuroendocrine tumors (NETs), there is a need to assess any gaps in awareness and care. A survey was undertaken in 2017 to identify perceived unmet needs from the perspectives of patients/families, patient advocates and health care professionals (HCPs). The survey consisted of 33-37 questions (depending on type of respondent) across four areas: information, care, treatments and research. In total, 443 participants from 26 countries responded: 338 patients/families, 35 advocates and 70 HCPs. Perceived unmet needs regarding provision of information at diagnosis differed between groups. While 59% of HCPs believed they provided sufficient information, informational needs were mostly/fully met for only 30% of patients and 18% of advocates. Additionally, 91% of patients and 97% of advocates felt that patients had to search for information themselves. Availability of Gallium-68-Dotatate PET/CT scan was limited for the majority of patients (patients: 73%; advocates: 85%; HCP: 86%), as was access to treatments, particularly peptide receptor radionuclide therapy (patients: 42%; advocates: 95%; HCPs: 77%). All groups felt that standards of care, including psychological needs and diagnosis of mental health, were not fully met. Although about two-thirds of patients were managed by a multidisciplinary team, 14% of patients reportedly did not have enough contact. All groups supported more patient involvement in research; patients and advocates prioritized improvement in diagnosis and HCPs focused on clinical trials. This survey revealed significant unmet needs but differing perceptions regarding these among the groups. There is a need for investigation and collaboration to improve standards of care for NET patients.

Abstract

Purpose This paper aims to explore the creation of shared value (Porter and Kramer, 2011) through technical education by analyzing key events and factors associated with the midsize firm IMCA and the Business Initiative for Technical Education (BITE), a private-public alliance in the Dominican Republic. Design/methodology/approach The paper results from a five-year longitudinal case study that included an embedded participant (the third author of the paper) and was based on structured and unstructured interviews, observations and multiple archival records. Thematic and content analyses were applied to most of these sources. Findings IMCA’s staffing needs and search for a solid competitive strategy (one dependent on qualified technicians able to provide multiple services) was the original driver of BITE. The Initiative managed to enlist a formidable alliance of stakeholders, engaged in systemic, bottom-up, “small wins” approaches that targeted not only contents but also pedagogies that transformed multiple polytechnic schools. The initiative has resulted in significant corporate economic benefits and is currently altering fundamental aspects of the technical education of an entire nation. Research limitations/implications The research upon which the paper is based consists of a longitudinal case study comprising the years 2011-2015. BITE is a long-term project of which only the first stages have taken place. Originality/value The paper focuses specifically on two modalities of shared value creation: productivity in the value chain and local cluster development. It expands the understanding of important issues around shared value creation through private investment in (technical) education, particularly around the following dimensions: curricular and pedagogical transformation, stakeholder engagement and place/time scale. Insights may be of particular relevance for developing regions with significant educational needs.

Abstract

Algorithms for the detection and tracking of objects can be combined into a system that automatically extracts relevant events from a large amount of video data. Such a system , can be particularly useful in video surveillance applications, notably to support analysts in retrieving information from hours of video while working under strict time constraints. Such data pipelines entail all sort of uncertainties, however, which can lead to erroneous detections being presented to the analyst. In this paper we present a novel method to attribute a confidence of correct detection to the output of a computer vision data pipeline. The method relies on a datadriven approach. A machine learning-based classifier is built to separate correct from erroneous detections. It is trained on features extracted from the pipeline; The features relate to both raw data properties, such as image quality, and to video content properties, such as detection characteristics. The validation of the results is done using two full motion video datasets from airborne platforms; the first being of the same type as the training set, the second being of a different type . We conclude that the result of this classifier could be used to build a confidence of correct detection, separating the True Positives from the False Positives. This confidence can furthermore be used to prioritize the detections in order of reliability. This study concludes by identifying additional work measures needed to improve the robustness of the method. © 2018 SPIE.

Abstract

One could be forgiven for thinking that the ‘Terms of Reference’ (ToR) for the Reform of the Federation White Paper released in June 2014 might have foreshadowed the expansion of the comparatively limited remit of Australian local government. In particular, the suggestion that the allocation of roles and responsibilities might be made with regard to the principle of ‘subsidiarity, whereby responsibility lies with the lowest level of government possible, allowing flexible approaches to improving outcomes’ territories appeared to presage a level of decentralisation far greater than that of the states, or at least a sustained investigation of the possibilities in this regard. If this course had been taken, the White Paper process could have engaged with the longstanding debates concerning regionalisation and regionalism in Australia, within which the subject of local government has necessarily formed an element. However, the subsequent Discussion Paper devoted just half a page to local government’s position in a document spanning 121 pages, with a clear presumption that state and territory governments were to remain the lowest level of government to be considered by process writ large, thereby consigning the cynical amongst us to infer that under this particular White Paper process Australia was destined to remain ‘the frozen continent’. This was resoundingly confirmed by the Turnbull Government’s discontinuation of the White Paper process.

Abstract

We are developing a multi-anode sawtooth silicon drift detector (MSSDD) with an anode pitch of 250 [micro]m for one-dimensional position-sensitive detection of low-energy X-rays down to ~200 eV. The detector is intended to be used in X-ray diffraction analysis. In this paper, we present new results of X-ray spectroscopy measurements with detectors fabricated on neutron transmutation doped (NTD) wafers with a thickness of 290 [micro]m. Using an MSSDD with an anode pitch of 250 [micro]m and having [p.sup.+] strips on both sides, we have measured an energy resolution of 191-eV full-width half-maximum (FWHM) per anode pixel for the 5.89 keV line of [sup.55]Fe at 213 K. At room temperature the energy resolution is 375 eV FWHM. Split events are almost completely eliminated due to the sawtooth-shaped [p.sup.+] strips. Abstract

We report the results of the CPLEAR experiment on CP-, T-, and CPT-symmetries in the neutral kaon system. CP-violation parameters are given for the K-0, (K) over bar(0) --> 2 pi, 3 pi decay channels. For the first time, T-violation is measured by a direct method using semileptonic decays. The CPT symmetry is tested through the parameters Im(delta) with a precision of 10(-5) and Re(delta) with a precision of a few 10(-4). With these two measurements, the difference in mass and width of K-0 and (K) over bar(0) are bound to within 10(-18) GeV. Abstract

A detailed analysis of neutral kaons decaying to \(\pi^{+}\pi^{-}\pi^{0}\) is presented based on the complete data set containing half a million events. Time-dependent decay rate asymmetries are measured between initially tagged \({\mathrm{{K}\mbox{}^0}}\) and \({\mathrm{\overline{K}\mbox{}^0}}\) and for different regions of the phase space. These asymmetries, resulting from the interference between the CP-conserving decay amplitude of \({\mathrm{K_L}}\) and the decay amplitude of \({\mathrm{K_S}}\)– either CP-violating or CP-conserving – allow the determination of the \({\mathrm{K_S}}\) parameters \(\eta_{+-0}\) (CP-violating) and \(\lambda\) (CP-conserving), and also of the main isospin components of the \({\mathrm{K_S}}\) decay amplitude. The branching ratio of \({\mathrm{K_S}}\rightarrow \pi^{+}\pi^{-}\pi^{0}\) (CP-conserving) is deduced directly from \(\lambda\). In addition, we extract the slope parameters describing the energy dependence of the \({\mathrm{K_L}} \rightarrow \pi^{+}\pi^{-}\pi^{0}\) Dalitz plot. The whole set of our results fits well within the current phenomenological picture of the neutral-kaon system including CP violation and Chiral Perturbation Theory (ChPT).

Abstract

This paper discusses the decomposition of hostile intentions into abnormal behaviors. A list of such behaviors has been compiled for the specific case of public transport. Some of the deviant behaviors are hard to observe by people, as they are in the midst of the crowd. Examples are deviant walking patterns, prohibited actions such as taking photos and waiting without taking the train. We discuss our visual analytics algorithms and demonstrate them on CCTV footage from the Amsterdam train station. © 2011 SPIE.

Abstract

This paper provides a synoptic account of the distinguishing features and broad tendencies of federal systems in general and the main characteristics and challenges of Australian federalism in particular. In doing so, it canvasses questions of purpose and rationale, constitutional design and evolution as well as fiscal federalism and intergovernmental relations. It highlights the obsolescence of the traditional division of powers around which Australian federalism was originally organised; the degree to which the system has become centralised; and the search for a new basis on which the two levels of government can most effectively and efficiently work together in today's world of concurrent responsibility.

Abstract

A detailed description of the analysis of neutral kaons decaying to \pen\ is given, based on the complete set of data collected with the CPLEAR experiment. Using a novel approach involving initially strangeness-tagged \kn\ and \knb , time-dependent decay-rate asymmetries were measured. These asymmetries enabled \Tz - and \CPTz -violation parameters to be measured in the context of a systematic study. The highlights of this study are the first direct observation of \Tz\ violation and the direct determination of the \CPTz\ parameter \red\ with an accuracy improved by two orders of magnitude with respect to the current value.

Abstract

The CPLEAR set-up (modified) has been used to determine the K/sub L/- K/sub S/ mass difference by a method where neutral-kaon strangeness oscillations are monitored through kaon strong interactions, rather than semileptonic decays, thus requiring no assumptions on CPT invariance for the decay amplitudes. The result, Delta m= (0.5343+or-0.0063/sub stat/+or-0.0025/sub syst/)*10/sup 10/ h(cross) /s, provides a valuable input for CPT tests. (22 refs).

Abstract

Using strangeness tagging at production time, CPLEAR measures time-dependent decay rate asymmetries between $K^0$ and $\bar{K}^0$, for picnic and semileptonic decays. Parameters describing CP, T, and CPT violation can be obtained with high precision. In the semileptonic channels neutral kaons are strangeness tagged also at the decay time, by the lepton charge, thus allowing the difference between the transition rates of $\bar{K}^0 \to K^0$ and $K^0 \to \bar{K}^0$ to be measured. In this way CPLEAR obtains the first direct measurement of T violation. By fitting the semileptonic rates under the constraint of the unitarity relation, we prove that in the reported measurement T violation is not mocked by CPT-violation effects in the decay amplitudes. Other CPLEAR measurements, only in part reported here, contribute to the experimental accuracy of the unitarity relation.
