The international planetary science community met in London in January 2020, united in the goal of realising the first dedicated robotic mission to the distant Ice Giants, Uranus and Neptune, as the only major class of Solar System planet yet to be comprehensively explored. Ice-Giant-sized worlds appear to be a common outcome of the planet formation process, and pose unique and extreme tests of our understanding of planetary origins, exotic water-rich planetary interiors, dynamic seasonal atmospheres, complex magnetospheric configurations, geologically-rich icy satellites (both natural and captured), and delicate planetary rings. This article introduces a special issue of Philosophical Transactions of the Royal Society A on Ice Giant System exploration at the start of the 2020s. We review the scientific potential and existing mission design concepts for an ambitious international partnership for exploring Uranus and/or Neptune in the coming decades., Comment: 13 pages, 2 figures. The ice giants Uranus and Neptune are the least understood class of planets in our solar system but the most frequently observed type of exoplanets. Presumed to have a small rocky core, a deep interior comprising ~70% heavy elements surrounded by a more dilute outer envelope of H2 and He, Uranus and Neptune are fundamentally different from the better-explored gas giants Jupiter and Saturn. Because of the lack of dedicated exploration missions, our knowledge of the composition and atmospheric processes of these distant worlds is primarily derived from remote sensing from Earth-based observatories and space telescopes. As a result, Uranus's and Neptune's physical and atmospheric properties remain poorly constrained and their roles in the evolution of the Solar System not well understood. Exploration of an ice giant system is therefore a high-priority science objective as these systems (including the magnetosphere, satellites, rings, atmosphere, and interior) challenge our understanding of planetary formation and evolution. Here we describe the main scientific goals to be addressed by a future in situ exploration of an ice giant. An atmospheric entry probe targeting the 10-bar level, about 5 scale heights beneath the tropopause, would yield insight into two broad themes: i) the formation history of the ice giants and, in a broader extent, that of the Solar System, and ii) the processes at play in planetary atmospheres. The probe would descend under parachute to measure composition, structure, and dynamics, with data returned to Earth using a Carrier Relay Spacecraft as a relay station. In addition, possible mission concepts and partnerships are presented, and a strawman ice-giant probe payload is described. Atmospheric probes have been successfully flown to planets and moons in the solar system to conduct in situ measurements. They include the Pioneer Venus multi-probes, the Galileo Jupiter probe, and Huygens probe. Probe mission concepts to five destinations, including Venus, Jupiter, Saturn, Uranus, and Neptune, have all utilized similar-shaped aeroshells and concept of operations, namely a 45-degree sphere cone shape with high density heatshield material and parachute system for extracting the descent vehicle from the aeroshell. Each concept designed its probe to meet specific mission requirements and to optimize mass, volume, and cost. At the 2017 International Planetary Probe Workshop (IPPW), NASA Headquarters postulated that a common aeroshell design could be used successfully for multiple destinations and missions. This "common probe" design could even be assembled with multiple copies, properly stored, and made available for future NASA missions, potentially realizing savings in cost and schedule and reducing the risk of losing technologies and skills difficult to sustain over decades. Thus the NASA Planetary Science Division funded a study to investigate whether a common probe design could meet most, if not all, mission needs to the five planetary destinations with extreme entry environments. The Common Probe study involved four NASA Centers and addressed these issues, including constraints and inefficiencies that occur in specifying a common design. Study methodology: First, a notional payload of instruments for each destination was defined based on priority measurements from the Planetary Science Decadal Survey. Steep and shallow entry flight path angles (EFPA) were defined for each planet based on qualification and operational g-load limits for current, state-of-the-art instruments. Interplanetary trajectories were then identified for a bounding range of EFPA. Next, 3-degrees-of-freedom simulations for entry trajectories were run using the entry state vectors from the interplanetary trajectories. Aeroheating correlations were used to generate stagnation point convective and radiative heat flux profiles for several aeroshell shapes and entry masses. High fidelity thermal response models for various Thermal Protection System (TPS) materials were used to size stagnation-point thicknesses, with margins based on previous studies. Backshell TPS masses were assumed based on scaled heat fluxes from the heatshield and also from previous mission concepts. Presentation: We will present an overview of the study scope, highlights of the trade studies and design driver analyses, and the final recommendations of a common probe design and assembly. We will also indicate limitations that the common probe design may have for the different destinations. Finally, recommended qualification approaches for missions will be presented.

Isotope geochemistry has played a critical role in understanding processes at work in and the history of solar system bodies. Application of these techniques to exoplanets would be revolutionary and would allow comparative planetology with the formation and evolution of exoplanet systems. The roadmap for comparative planetology of the origins and workings of exoplanets involves isotopic geochemistry efforts in three areas: (1) technology development to expand observations of the isotopic composition of solar system bodies and expand observations to isotopic composition of exoplanet atmospheres; (2) theoretical modeling of how isotopes fractionate and the role they play in evolution of exoplanetary systems, atmospheres, surfaces and interiors; and (3) laboratory studies to constrain isotopic fractionation due to processes at work throughout the solar system.

From Voyager to a Vision for 2050: NASA and ESA have just completed a study of candidate missionsto Uranus and Neptune, the so-called ice giant planets. It is a Pre-Decadal Survey Study, meant to inform the next Planetary Science Decadal Survey about opportunities for missions launching in the 2020's and early 2030's. There have been no space flight missions to the ice giants since the Voyager 2 flybys of Uranus in 1986 and Neptune in 1989. This paper presents some conclusions of that study (hereafter referred to as The Study), and how the results feed into a vision for where planetary science can be in 2050. Reaching that vision will require investments in technology andground-based science in the 2020's, flight during the 2030's along with continued technological development of both ground- and space-based capabilities, and data analysis and additional flights in the 2040's. We first discuss why exploring the ice giants is important. We then summarize the science objectives identified by The Study, and our vision of the science goals for 2050. We then review some of the technologies needed to make this vision a reality.

A mission to one or both of our local Ice Giants (Uranus and Neptune) emerged as a high priority in the most recent Planetary Science Decadal Survey and was also specifically mentioned supportively in the Heliophysics Decadal Survey. In 2016, NASA convened a science definition team to study ice giant mission concepts in more detail. Uranus and Neptune represent the last remaining planetary type in our Solar System to have a dedicated orbiting mission. The case for a Uranus mission has been made eloquently in the Decadal Surveys. Here we summarize some of the major drivers that lead to enthusiastic support for an Ice Giant mission in general, and use the example of a Uranus Mission concept to illustrate opportunities such a mission might provide for cross-division collaboration and cost-sharing.

The Vision and Voyages Planetary Decadal Survey identified a Saturn Probe mission as one of the high priority New Frontiers mission targets[1]. Many aspects of the Saturn system will not have been fully investigated at the end of the Cassini mission, because of limitations in its implementation and science instrumentation. Fundamental measurements of the interior structure and noble gas abundances of Saturn are needed to better constrain models of Solar System formation, as well as to provide an improved context for exoplanet systems. The SPRITE mission will fulfill the scientific goals of the Decadal Survey Saturn probe mission. It will also provide ground truth for quantities constrained by Cassini and conduct new investigations that improve our understanding of Saturn's interior structure and composition, and by proxy, those of extrasolar giant planets.

The Atmospheric Infrared Sounder (AIRS) is a space based instrument developed for measurement of global atmospheric properties; primarily water vapor and temperature. The on-board calibration subsystems are described along with a description of special test procedures for using them and results from several tests performed to date.

This paper describes the AIRS science objectives, the instrument design and operation, the in-flight operational scenario, and the calibration plan. All aspects of the program are addressed here to demonstrate that the AIRS program is ready to transition to the flight segment of the program.

This document describes the required validation activities for the AIRS/AMSU/HSB instrument suite in the post-launch period.
