Kaplan and Norton developed the Balanced Scorecard (BSC) model to complement and develop traditional financial performance indicators for the organization. According to a Fortune survey, about 60% of the 1,000 selected US companies have BSC experience, including international corporations (KPMG, Peat Marwick, Allstate Insurance, and AT&T). The scorecard contains a diverse set of performance measures, including financial performance, customer relations, internal business processes, and learning and growth. Advocates of the balanced scorecard suggest, that each unit in the organization should develop and use its own scorecard, choosing measures that capture the units business strategy. The aim of the paper is to clarify the basic concept of the Balanced Scorecard model, to create a scorecard of two organizational units, including establishing common and unique indicators for evaluating the performance of a given component and investigating the impact of these two categories of indicators in evaluating organizational component performance. Information theory is based on interdisciplinary defined mathematical, computer sciences and artificial intelligence. The information is based on theory of mathematically defined the basic preconditions for the fulfilment of the conditions of information processing, and perception quantified properties informative value. While the total applicable and informative value is often lost in a mathematical bite - mathematically measurable value information. The most effective instrument to eliminate the risk is to provide the perfection information. Value of the information, however, may come from relevant sources in general, or from the inside of the information market – inside information. The operational efficiency of the primary information is based on the definition of the margin (spread) on the market, maximizing the financial expectations. Using the theory of allocation, we examined the panel data for self-government criminality in Slovak republic according to risk indicators in the global view of risk perception. Decisions of the rational individual are based on all available and identified information and to evaluate them individually and then interact using the form of reciprocally. After careful consideration of all the information, which is dependent on the value of adopting a decision and at the same time the future expected values defined expectations of preferential "states of nature". In the case that would have met all the prerequisites for the decision-making of individuals decision taker, the market would be effective and would avoid any variations that cause stock bubbles, securitization, the existence of the funds and the derivative market. As well as financial market imperfections arise from a lack of knowledge of information or its evaluation. Information asymmetry explains the emergence of generic situations, where one of the participants has more information than the counterparty. In connection with the situation and future progress in the global economy are increasingly "red warning lights" mentioned to refer. Despite the fact of belief, that Europe within the monetary policy will take all measures to recover and kick-start the economy through inflation, maintaining a continuous process will be limited by the progressive integration in reviving the waning economy. The instruments used for direct measures of risk, do not bring quick and efficient progress, therefore it is necessary to standardize unconventional tools to measure country risk, not only in terms of traditional indicators, but much more crucial to non-standard instruments determined by partial indicators of economic performance. Government decisions may result in the overall downturn in the country's excessive protectionism. Government uses the economic advantage of the domestic industry to foreign investors, thereby creating two groups with an interest in the project in the system. Protectionism has many reasons, one of which is to protect the country before the entry of foreign partners in key industries such reason protection of national security and an independent foreign policy. Political risk is for the most part perceived as the opportunity to put into play so-called "black holes" in the rupture of reciprocal national relations on three levels: a breakdown of political relations between the domestic and foreign country, within the domestic country, and between the foreign country and a third country. The events which result, either directly or indirectly, from such a breakdown can be designated as political risk. Political risk is the type of risk which can appear, can be taken on or transferred. Usually it is connected with the granting of consent which is conditioned by a political decision at any level of the state apparatus or with the risk of political change which presumes consequences and estimated change of economic events.
