Developments in international inclusive education policy, including in prominent UN documents, often refer to the aim of a "quality" education "for all." Yet, it remains unclear: What exactly is meant by quality education? And, under what conditions are quality educational experiences possible for all learners? In this essay, Diana Murdoch, Andrea English, Allison Hintz, and Kersti Tyson bring together research on inclusive education with philosophy of transformative learning, in particular John Dewey and phenomenology, to further the discussion on these two questions. The authors argue that teacher-learner relationships, of a particular kind, are necessary for fostering environments wherein all learners have access to quality educational experiences associated with "productive struggle" as an indispensable aspect of transformative learning processes. They define such relationships as "educational relationships that support students to feel heard." In developing their argument, the authors first analyze the concept of productive struggle, an aspect of learning increasingly recognized in research and policy as an indicator of quality education. Second, they discuss three necessary, though not sufficient, conditions for the teacher to cultivate educational relationships that support students to feel heard. Third, they draw out connections between environments that support feeling heard and those that support productive struggle, and they discuss teachers' challenges and risk-taking in creating such environments. The authors close with a discussion of implications for international policy, practice, and research.

The promise of university-public school partnerships as contexts for mutually beneficial learning, or "simultaneous renewal," has been well established (Goodlad, 1994, 1999). However, difficulties in creating and sustaining these kinds of collaborative contexts for teacher education are also well known, including practical challenges such as time and distance, as well as the nuanced and layered tensions between institutional missions, cultures, and practices (Mantle-Bromley, 2002; Teitel, 1997). Contemporary efforts to create and sustain university-public school partnerships are further complicated by dramatically increased accountability pressures arising from No Child Left Behind (NCLB). Discretionary time for public educators is a scarce and dwindling resource. As high stakes testing and related accountability pressures increase on institutions of higher education, chronic shortages of resources to support collaborative work with public school partners are a widely acknowledged fact of life in partnership work. In the context of these kinds of institutional pressures it is clear that collaborative partnership work must be carefully designed to yield visible and valued benefits for both university and public school-based educators (Yendol-Hoppey, League, Gregory, Ohlson, & Jackson, 2006). In this article, the authors describe a design strategy aimed at creating shared opportunities for teacher learning and development, including the learning of university faculty, that may be embedded in practical activities related to the analysis of P-12 student work. The authors offer three illustrations of how they have used this strategy to design shared contexts for learning that are relevant to the (differing) needs of teacher candidates, public school colleagues and university faculty. This response to Crystal Kalinec-Craig's article on the Rights of the Learner (RotL) aims to take up and build on the author's ideas about how the RotL framework can promote equitable mathematics teaching and learning. Specifically, this response examines how "listening" is implied in the work of teachers who support young mathematicians as they exercise their rights to be confused, claim mistakes, and say and write what makes sense. In doing so, we seek to highlight some of the opportunities and challenges that can emerge for teachers attempting to support all learners to "actualize" these rights. Participating in reform-oriented mathematical discussion calls on teachers and students to listen to one another in new and different ways. However, listening is an understudied dimension of teaching and learning mathematics. In this analysis, we draw on a sociocultural perspective and a conceptual framing of three types of listening--evaluative, interpretive, and hermeneutic (Davis, 1996, 1997)--in order to interpret the listening interactions in a fourth-grade classroom. Using interaction analysis (Jordan & Henderson, 1995) to pay close attention to how participants responded to one another during a carefully selected lesson segment, findings reveal that these students listened in complex ways with explicit support from their teacher. From this revelatory case, we offer a framework for understanding the teacher's role in supporting complex listening.

By simply asking students how they got the answer to a problem, math teachers can open the door to stimulating discussions in class. But how can they make sure those discussions promote mathematical understanding? Allison Hintz and Elham Kazemi explain that teachers need to know what the goal is for a discussion and plan accordingly. The authors discuss to kinds of math discussions: open strategy sharing and target sharing. Open sharing is the best technique to use when teachers want students to become aware of different ways to solve a problem. Targeted sharing is better when teachers want students to make sense of particular strategies. For example, a 4th grade teacher could have students share their answers to the problem 24 divided by 4 and explain how they got that answer. A follow-up discussion could compare two different ways students solved the problem and what those methods tell them about division. In all types of mathematical discussion, it's important that teachers treat students as mathematical thinkers, giving them opportunities to share, recording their responses, and allowing them to revise their responses as their understanding develops.

Discussing and exploring concepts is an important element of literacy and mathematics instruction in elementary classrooms. Read-alouds provide an opportunity for teachers to engage students in meaningful discussion. This article describes a quick three-step process for mathematizing books, that is, weaving together read-alouds, discussion, and mathematics in order to maximize student learning using a variety of literary and informational texts. A planning sheet, list of example books, and samples of student work are included.

This response to Priya Prasad's and Crystal Kalinec-Craig's article on the interplay of the Rights and Responsibilities of the Learner aims to engage with and add on to the authors' exploration of learners overexercising or opting out of their rights. While grappling with these challenges alongside the authors, our curiosity deepened about a significant and understudied facet of democratic classrooms: silence. Through this response, we consider the multifaceted dimension of silence and how a focus on silence may help us more fully understand the tension between learners' rights and responsibilities to self, each other, and the collective. Specifically, we engage in dialogue around three questions: If students have the right to speak, listen, and be heard, do they also have a right to be silent, or is that right surpassed by a responsibility to contribute verbally, because classmates will not be able to learn from unexpressed thinking? If a student is silent, how do we distinguish if they are choosing to be silent or are being silenced?
