Liikenne- ja viestintäministeriön Liikennepolitiikan osasto vastaa liikenteen strategisesta suunnittelusta määrittelemällä liikenteelle vision, tavoitteet ja toimintalinjat, joita tarkistetaan säännöllisesti. Toimintaympäristömme nopeiden muutosten seurauksena liikennejärjestelmän tilan seuranta sekä strategisessa suunnittelussa asetettuja tavoitteita tukevien toimenpidekokonaisuuksien etukäteis- ja jälkiarviointi vaativat jatkuvaa kehittämistä. LIPOVA-työn yleistavoitteena oli liikennepolitiikan vaikutusarvioinnin kehittäminen. Työn lopputuloksena saadaan systemaattinen menetelmä liikennejärjestelmän tilan seurantaan ja siihen kohdistuvien toimenpiteiden vaikutusten arviointiin. Tämä raportti käsittelee työn ensimmäistä osaa. Työssä luotiin teoreettinen viitekehys liikennejärjestelmän käyttäjistä ja tuottajista sekä näiden välisistä vuorovaikutuksista. Päätöksenteon valmistelun tukitarpeita selvitettiin haastatteluilla. Liikennepoliittisten tavoitteiden tarkastelua varten kehitettiin menetelmä, jota voidaan käyttää yleensäkin tavoiteasettelujen luomiseen ja arviointiin. Työssä havaittiin, että jos liikennepoliittisten tavoitteiden välillä on vuorovaikutusta, ne useimmiten tukevat toisiaan eli niiden välillä on synergiaa. Toisaalta vuorovaikutukset ovat yleensä heikkoja ja myös synergia on heikko. Henkilöliikenteen loppukäyttäjien tarpeita ja toiveita on tähän mennessä lähestytty lähinnä liikennetutkimuksilla, joissa tarkastellaan jo toteutunutta käyttäytymistä. Olisi tärkeää tutkia myös, miten nykyinen liikennejärjestelmä ja liikennetarjonta tukevat erilaisten väestösegmenttien liikkumistarpeita ja mitä toiveita kansalaisilla on nykyisen liikennejärjestelmän ja -tarjonnan parantamiseksi. Työn ensimmäisen vaiheen tulokset osoittivat, ettei liikennepolitiikan osastolla ole käytössä systemaattista toimintatapaa liikennejärjestelmän tilan seurantaan ja liikennejärjestelmään kohdistettavien toimenpiteiden vaikutusten arviointiin. Osaston yksiköt toimivat kukin omasta näkökulmastaan parhaaksi katsomallaan tavalla. Osittain tämän seurauksena myös liikennepoliittiset tavoitteet ovat muotoutuneet hajanaisiksi eikä niiden voida katsoa tukevan riittävästi yhteisen vision saavuttamista. Työn toisen vaiheen tavoitteena on koota systemaattinen toimintamalli liikennepoliittisen päätösvalmistelun tueksi liikennejärjestelmän tilan seurantaan ja siihen kohdistuvien toimenpiteiden vaikutusten arviointiin. LVM:n liikennepolitiikan osaston päätöksenteon valmistelijoiden käyttöön saataisiin liikennejärjestelmän tilaa kestävän kehityksen kannalta kuvaavat mittarit ja tieto strategisen tason vaikutusarviointiin eri tilanteissa soveltuvista menetelmistä, menetelmien käytettävyydestä ja niillä saatavista tuloksista.

Information management is mainly dealt as a research problem of information services or as a database management problem of CAD systems. In this paper several approaches to the construction information handling are discussed; information creation, transfer and retrieval. Actually, construction information management is a multidisciplinary task; a mixture of parameters of informatics, technology, and organisation. The CAD system design and the R&D of CAD systems could benefit from the development and problem solving of the problems not only common to it but also from the problem solving of the fields which are related to it.The answer for a specific information request is still best found by various means, also other than those of the ICT. Various aspects, such as 1 the type ICT, 2 the type and form of information, 3 the possibilities to understand the message, 4 information availability and gaps, 5 the purpose of information usage either scientific or industrial, 6 the type of building, for which the information is needed, and even 7 the status of the stakeholder in need of knowledge, all effect on the accessibility of information. Such means as information gateways, new media, electronic libraries, CAD (Computer Aided Design) in VR (Virtual Reality), and IFM (Integrated Facilities Management), as well as modelling of comprehension and information sharing of knowledge transformation from tacit to explicit are working for the common goal, which is to make the access to construction information easier.

Activity patterns within the built-up environment are sustained by the transport system. Both transport system and built-up environment are in their turn sustained by the natural environment. The mass consumption system, in which we live is all the time diminishing the capacity of the natural environment to sustain us. The negative development can already be seen across the Europe. In this paper the transport system is analysed according to the system-keeping principles of evolution, which are variety, closed circles (recycling), maximum efficiency in using energy and resources, self-regulation, and regionalisation. When comparing the modem transport system with the five system-keeping principles of the ecosystem, we can observe an increasing discrepancy between the rules with which life goes about solving problems and the technical and economic solutions used in the transport system. Two factors can be derived from this analysis as the main causes for the discrepancy: The quantity and the speed of traffic. Both factors are developing in a synergetic process which takes no account of the ecosystem. At least in the short run, there are not enough feedbacks for the self-regulation of the transport system to keep the development within the bounds of the environment needed for the dignity of human life. The effortless and unbridled use of energy in Me existing transport system indicates that no effective control system is functioning. An open question is whether our insight is good enough and our ability to learn is faster than the damaging process brought on by uncontrolled development?

The report presents a study on the data material necessary for the purposes of decision making in the field of transport investments. The study encompasses all forms of transport and focuses on the decisionmaking procedures employed within the Ministry of Transport and Communications. Naturally, the system of evaluation developed on the basis of the study is also applicable to other government agencies involved in the handling of transport investments. The effects of the investment projects manifest themselves at local, regional, national and global levels. At each level there are interest groups -producers, users and losers - which experience the effects of the projects in their own ways. The consequences of the projects are divided up into direct and indirect effects. Direct effects are experienced immediately at the local level. With time, the direct effects filter through at higher levels and combine with external factors lo generate indirect, non-recurrent effects outside the realm of transportation. The following direct effects of project implementation should be taken into consideration during evaluation: journey times and their distribution, traffic accidents, noise, exhaust emissions, visual intrusion, use of land areas, and vehicle, maintenance and building costs. Regional and environmental effects should be examined as indirect effects of project implementation. This will entail the preparation of individual case evaluations focusing on factors such as the area affected by the project, effects on the location of the population and economic activities, net and distribution effects, and the relationship between the effects and specific objectives. Direct effects, with the exception of visual intrusion and certain othe r effects associated with land use, are given monetary values for the cost-benefit analysis. We do not yet possess the know-how to assign values to the lacer exceptions or to the indirect effects. These can be evaluated with the aid of multiple-criteria analyses. The determination and assignment of monetary values to the effects of a project involve many factors of uncertainty. Uncertainty can be taken into account in the costbenefit analysis, for example, by means of the Monte Carlo simulation. Similarly, use can be made of the fractal method and other techniques in multiple-criteria analyses. On the basis of the study it is recommended that the data material for the Ministry of Transport and Communications's investment decision making should include a summary of direct effects, a summary of indirect effects, a study on the impact of the effects on different interest groups, and an assessment of the social policy effects.

Recent decades have seen bus transportation in the developed countries of the West taken out of the hands of private-sector companies and put under the administrative and financial control of the public sector. The financial difficulties and increased level of costs that have followed as a consequence of this policy have led countries such as Great Britain and the United States to deregulate bus transport services and rekindle the spirit of private enterprise. This study presents a comparison of the public transport systems of Finland and Sweden, focusing in particular on bus transport services. The study describes the present state of the public transport systems in both countries as well as their development since 1960. In Finland, bus transportation is handled by two fundamentally different systems working in tandem: one based on private enterprise and the other falling within the scope of public-sector economic management. The later is the case in the metropolitan area, Turku and Tampere while the former encompasses the remainder of the country. The operation and management of the public transport system in Sweden takes place within the realm of the public sector. Local and district transport in Sweden is generally handled by provincial transport companies, which are jointly owned by the municipalities and the provincial government The Swedes use more public transport services than the Finns. This difference is explained by the fact that domestic air travel is more commonly used in Sweden than in Finland. Finland and Sweden are on equal terms as far as the combined use of rail and bus transport is concerned. However, the Finns make more use of buses and Swedes more use of trains. In large cities, the cost level of bus transportation administered and financed by the public sector is about the same in Finland and in Sweden. The cost level of public-sector bus transport system in Sweden is significantly higher than the cost level of Finland's private-sector- based system. In Sweden as a whole, subsidies make up over a half of public transport costs, while in Stockholm, three-quarters of the costs are covered by subsidies. In Finland, bus transportation outside the metropolitan area, Turku and Tampere is essentially free of subsidies paid out of tax revenues. The maintenance of private ownership in the public transport system is very economical for Finland. The application of the Swedish system in Finland would increase annual costs by about FIM 1 billion, which would have to be covered by taxes. If the subsidization of public transport is needed, it should primarily be directed towards lowering the costs of public transport.

Tutkimuksessa selvitetään Vantaan kaupungin alueella tapahtuneiden liikenneonnettomuuksien ominaisuuksia. Tarkastelun taustaaineistoksi on kerätty tietoja liikenteestä, liikenneverkosta ja liikennekäyttäytymisestä. Vantaan liikenneturvallisuustyön tavoitteiden selvittämiseksi tarkastellaan liikenneturvallisuuden liittymistä liikenteen muihin seurausvaikutuksiin. Lisäksi kirjallisuusselvityksen pohjalta kartoitetaan eri yhteyksissä käytetyt liikenneturvallisuustavoitteet ja turvallisuuteen liittyvä tavoitteenasettelu yhteiskunnan muilla sektoreilla. Liikenneturvallisuuden parantamiseen tähtääviä keinoja käsitellään hyvin laajasti. Tarkasteluun sisältyy maankäytön sijoittelu ja liikennepoliittiset toimenpiteet ekä erilaiset liikennejärjestelyt. Kunnossapidon ja nopeusrajoitusten lisäksi tarkastellaan myös valvonnan ja valistuksen vaikutusta. Ensinnä kasitellään kirjallisuustutkimuksista saatava tieto kunkin keinon vaikutuksesta liikenneonnettomuuksiin ja sen jälkeen mahdollinen vastaava tieto Vantaalla tehdyistä toimenpiteistä. Näiden pohjalta arvioidaan kunkin keinon avulla saatava turvallisuushyöty Vantaalla. Myös toimenpiteen kustannukset arvioidaan. Laskettaessa toteuttamiskustannukset yhtä vältettyä loukkaantumista kohden Vantaalla saatiin halvimmaksi liikenneturvallisuuden parantamiskeinoksi nopeusrajoitukset. Niiden haittana on luonnollisesti autoliikenteen hidastuminen. Seuraavaksi halvin keino on liittymän varustaminen töyssyillä. Keskimääräiset kustannukset pienille liikennejärje50 000 - 100 000 markkaa yhtä vältettyä loukkantumista kohden 10 vuoden aikana. Suuremmat rakennushankkeet johtavat yleensä selvästi suurempiin kustannuksiin yhtä vältettyä loukkaantumista kohden.Selvityksen pohjalta voidaan Vantaalla perustellusti asetttaa seuraavan 10 vuoden ajaksi liikenneturvallisuustyön tavoitteeksi liikenneonnettomuuksissa vuosittain loukkaantuvien henkilöiden määrän alentaminen puoleen nykyisestä.

Tutkittiin Helsingin keskustan, Itäkeskuksen, Tapiolan ja Tikkurilan aluekeskusten pysäköintiä ja pysäköinnin liittymistä alueiden toimintaan. Helsingin niemellä oli vuonna 1981 33 600 autopaikkaa. 1970-luvulla tonteille tuli miltei 2 000 autopaikkaa lisää. Helsingin liikekeskustan ja myös läheisten asuntoalueiden autopaikkojen käyttöaste on hyvin korkea. Myös tarkasteltujen aluekeskusten autopaikkojen kysyntä oli huippuaikoina niin suurta, että paikkaa piti hakea. Helsingin keskustaan saapuvien henkilöiden lukumäärä on viimeisten kymmenen vuoden aikana pysynyt suunnilleen vakiona. Kaupan pinta-ala on vähän kasvanut Helsingin keskustassa, mutta pääosa pääkaupunki-seudun kasvusta on tapahtunut muualla. Helsingin keskustan osuus on täten vähentynyt, kuitenkin se on palveluiltaan edelleen ylivoimainen. Itäkeskuksen, Tapiolan ja Tikkurilan yhteinen vähittäiskaupan pinta-ala oli neljäsosa Helsingin keskustan vähittäiskaupan pinta-alasta vuonna 1984. Sekä Helsingin keskustaan että aluekeskuksiin tulee runsaat 30 % kaupan asiakkaista kävellen tai pyörällä. Pääosa lopuista käyttää joukkoliikennettä Helsingin keskustaan ja henkilöautoa aluekeskuksiin mennessään. Lauantaisin on henkilöauton käyttö yleisempää sekä Helsingin keskustan että aluekeskusten osalta. Liki puolet arkisin tehdyistä ostosmatkoista Helsingin keskustassa tehtiin työn tai työmatkan yhteydessä.

The quantity of noise, exhaust emissions and dust caused by road traffic in Finland is estimated along with the monetary value of their effects. The valuations are mainly based on the estimated costs of the prevention of these hazards. In addition, the costs due to losses caused by traffic noise and exhaust emissions are estimated. The results contain a substantial degree of uncertainty. 840,000 people in Finland lived within road traffic noise zones in 1987. The number of people suffering from the noise was 208,000. The noise hazard was valuated at 1,200 million FIM in 1987 (1 FIM = 0.25 USD). In 1987, the exhaust emissions of road traffic contained 110,000 tons of nitric oxides, 310,000 tons of carbon monoxide, 30,000 tons of hydrocarbons, 6,000 tons of sulphur dioxide, 10,000 tons of solid particles, and 340 tons of lead. The exhaust emissions can be valuated at 900 - 4,800 million FIM in 1987, depending on the method of calculation. Traffic produced 260,000 tons of rock dust in 1987. The costs of dust prevention would have been 800 million FIM. The total annual costs of noise, exhaust emissions and dust caused by road traffic would thus amount to 3 - 7 billion FIM.
