In this study, we derived a galactic extinction map in high ecliptic latitudes for |\beta| > 30 degrees. The dust temperature distribution was derived from the intensities at 100 and 140 \mu m with a spatial resolution of 5'. The intensity at 140 \mu m was derived from the intensities at 60 and 100 \mu m of the IRAS data assuming two tight correlations between the intensities at 60, 100, and 140 \mu m of the COBE/DIRBE data. We found that these correlations can be separated into two correlations by the antenna temperature of the radio continuum at 41 GHz. Because the present study can trace the 5'-scale spatial variation in the dust temperature distribution, it has an advantage over the extinction map derived by Schlegel, Finkbeiner, and Davis, who used the DIRBE maps to derive dust temperature distribution with a spatial resolution of 1 degrees. We estimated the accuracy of our method by comparing it with that of Schlegel, Finkbeiner, and Davis. The spatial resolution difference was found to be significant. The area in which the significant difference is confirmed occupies 28% of the region for |\beta| > 30 degrees. With respect to the estimation of extragalactic reddening, the present study has an advantage over the extinction map derived by Dobashi (2011), which was based on the 2MASS Point Source Catalog, because our extinction map is derived on the basis of far-infrared emission. Dobashi's extinction map exhibits a maximum value that is lower than that of our map in the galactic plane and a signal-to-noise ratio that is lower than that of our map in high galactic latitudes. This significant difference is confirmed in 81% of the region for |\beta| > 30 degrees. We have made a Galactic extinction map of the Cygnus region with 5' spatial resolution. The selected area is 80^\circ to 90^\circ in the Galactic longitude and -4^\circ to 8^\circ in the Galactic latitude. The intensity at 140 \mum is derived from the intensities at 60 and 100 \mum of the IRAS data using the tight correlation between 60, 100, and 140 \mum found in the Galactic plane. The dust temperature and optical depth are calculated with 5' resolution from the 140 and 100 \mum intensity, and Av is calculated from the optical depth. In the selected area, the mean dust temperature is 17 K, the minimum is 16 K, and the maximum is 30 K. The mean Av is 6.5 mag, the minimum is 0.5 mag, and the maximum is 11 mag. The dust temperature distribution shows significant spatial variation on smaller scales down to 5'. Because the present study can trace the 5'-scale spatial variation of the extinction, it has an advantage over the previous studies, such as the one by Schlegel, Finkbeiner, & Davis, who used the COBE/DIRBE data to derive the dust temperature distribution with a spatial resolution of 1^\circ. The difference of Av between our map and Schlegel et al.'s is \pm 3 mag. The Far-Infrared Surveyor (FIS) is one of two focal plane instruments on the AKARI satellite. FIS has four photometric bands at 65, 90, 140, and 160 um, and uses two kinds of array detectors. The FIS arrays and optics are designed to sweep the sky with high spatial resolution and redundancy. The actual scan width is more than eight arcmin, and the pixel pitch is matches the diffraction limit of the telescope. Derived point spread functions (PSFs) from observations of asteroids are similar to the optical model. Significant excesses, however, are clearly seen around tails of the PSFs, whose contributions are about 30% of the total power. All FIS functions are operating well in orbit, and its performance meets the laboratory characterizations, except for the two longer wavelength bands, which are not performing as well as characterized. Furthermore, the FIS has a spectroscopic capability using a Fourier transform spectrometer (FTS). Because the FTS takes advantage of the optics and detectors of the photometer, it can simultaneously make a spectral map. A recent data analysis of the far-infrared (FIR) map of the Galaxy and the Magellanic Clouds has shown that there is a tight correlation between two FIR colours: the 60 um-100 um and 100 um-140 um colours. This FIR colour relation called ``main correlation'' can be interpreted as indicative of a sequence of various interstellar radiation fields with a common FIR optical property of grains. In this paper, we constrain the FIR optical properties of grains by comparing the calculated FIR colours with the observational main correlation. We show that neither of the ``standard'' grain species (i.e. astronomical silicate and graphite grains) reproduces the main correlation. However, if the emissivity index at ~ 100--200 um is changed to ~ 1--1.5 (not ~ 2 as the above two species), the main correlation can be successfully explained. Thus, we propose that the FIR emissivity index is ~ 1--1.5 for the dust in the Galaxy and the Magellanic Clouds at ~ 100--200 um. We investigate the far-infrared SED of the Galaxy and the Magellanic Clouds by using the COBE (COsmic Background Explorer) / DIRBE (Diffuse InfraRed Background Experiment) ZSMA (Zodi - Subtracted Mission Average) maps at wavelengths of 60 um, 100 um and 140 um. We analyze three regions: the Galactic plane region with the Galactic latitude |b|<5 degree, the Large Magellanic Cloud (LMC) region, and the Small Magellanic Cloud (SMC) region. Because the dust optical depth is much smaller in the far-infrared than in the visible, we may observe cumulative far-infrared radiation from regions with various interstellar radiation field (IRSF) in a line of sight. As consequence of considering such an effect, we find a common far-infrared color correlation between the 140 - 100 um and 60 - 100 um intensity ratios in all the three galaxies. We have developed a new capacitive transimpedance amplifier (CTIA) that can be operated at 2 K, and have good performance as readout circuits of astronomical far-infrared array detectors. The circuit design of the present CTIA consists of silicon p-MOSFETs and other passive elements. The process is a standard Bi-CMOS process with 0.5$mu$m design rule. The open-loop gain of the CTIA is more than 300, resulting in good integration performance. The output voltage swing of the CTIA was 270 mV. The power consumption for each CTIA is less than 10$mu$W. The noise at the output showed a$1/rm f$noise spectrum of 4$mu$V/$surdhbox Hz$at 1 Hz. The performance of this CTIA nearly fulfills the requirements for the far-infrared array detectors onboard ASTRO-F, Japanese infrared astronomical satellite to be launched in 2005., Comment: 22 pages, 7 figures, 4 tables
