1. Family Policy in Hungary: How to Improve the Reconciliation between Work and Family? OECD Economics Department Working Papers, No. 566

Abstract

Hungarian family policy focuses on providing generous options to take time off work to look after children. This system not only contributes to Hungary's low employment rate but encourages long separation from the labour market, has largely failed to significantly influence fertility rates and is relatively expensive to run. This paper looks at how to shift the policy focus towards reconciling work and family life. Reasons for under-provision in childcare by local governments are discussed and recommendations for further central-government intervention to improve supply are made. Recommendations for reform are also made regarding the complex system of family cash benefits and leave allowances. Abstract

This paper looks at ways of ensuring Czech regions and municipalities are fully motivated to make efficiency improvements in public service provision and so help achieve countrywide fiscal sustainability. The very large number of small municipalities in the Czech Republic means that scale economies are difficult to exploit and the policy options for overcoming this problem are discussed. In the financing system there are issues of transparency and the balance between autonomy for the regions and municipalities and central-government power to direct resources. In terms of accountability, questions of oversight and transparency arise in the public-procurement system and benchmarking in cost and output in public services is not yet widely used. The following are appended: (1) Incentives for municipalities to merge in the tax-allocation system; and (2) The structure of municipalities' delegated powers. 3. Hungarian Innovation Policy: What's the Best Way Forward? OECD Economics Department Working Papers, No. 445

Abstract

The Hungarian government has recently been focusing on innovation policy as part of a wider campaign to improve the business environment. This paper first underscores the importance of a good general business climate in encouraging both formal and informal R&D activity as well as ensuring Hungary benefits from the international diffusion of innovation. In examining specific innovation policies, the new National Innovation System is described and an assessment is made of the National Innovation Fund and the Innovation Contribution used to fund it. Assessment of changes in R&D tax allowances and in the strategy for giving out grants for research is also made. The paper also looks at regulatory reform to improve industry-science links, including the government's recent legislative changes that make it easier for universities to set up spin-off companies. The final section considers what further reforms are needed to help tertiary and compulsory education become more conducive to innovation and to encourage the deepening of human capital in general. 5. Regional earnings : comparison of earnings in Scotland and the rest of Great Britain, 1970-1982

Abstract

Recent economic debate has focused upon regional labour markets, with particular reference to unemployment, earnings and apparent rigidity in the labour market. In the regional context, two sources of labour market rigidity have been proposed, firstly through wage rigidity, and secondly through mobility costs and cost-of-living differences generated by the housing market. Using unique data from the New Earnings Survey (NES), the earnings differential between Scotland and the rest of Great Britian is shown to consist of both long-run ('equilibrium') factors and short-run ('disequilibrium') factors. Further spatial disaggregation has highlighted Greater London and the South East of England as particularly distinctive in terms of labour market behaviour and characteristics. Use of the NES database has also enabled analysis of female employees, who have hitherto been overlooked by analysis of regional labour markets. In general female employees, especially non-manual, are shown to have fewer characteristics of competitive regional market behaviour than males. This implies that previous analysis may have under-estimated the rigidity of regional labour markets. Confirming previous studies, evidence from NES data for Scotland (using both time-series and cross-section analysis) only weakly supports evidence of regional wage rigidity, however there is strong evidence supporting the influence of the housing market on regional labour markets. Cost-of-living differences and mobility costs are further fuelled in the U.K. by considerable tax relief incentives in the housing market. The immediate policy prescription is therefore reduction of these incentives and general attention to mobility costs of both employees and employers.

9. Product Market Competition and Economic Performance in Hungary

Abstract

The establishment of competitive markets has been one of the cornerstones Hungarian economic policy over the past decade, alongside a successful strategy of attracting foreign investment. Broad statistical measures show no signs ofendemically weak domestic competition, though the country’s relatively low productivity among domestic business likely signals some sheltering from international competition. The generally healthy level of competition is partly because competition legislation and its enforcement are of a good standard. Nevertheless, room for improvement is suggested in a number of areas. In particular, it is argued that individuals should be able to initiate legal actions directly, i.e. without having to proceed via the competition authority. And, it is suggested that sanctions against individuals in hard-core cartel cases areintroduced. In examining specific sectors, this paper is critical of the pace of progress towards competition in the network industries. The rail network, for instance remains fully state-owned and run. And, problems remain in those industries which have been privatised and opened up to competition. In particular there are instances of continued regulation of consumer pricesas well as state ownership or influence on other aspects of supply chains which contributes to a dominance of incumbentproviders. Concern is also expressed about competition levels in some other areas of the economy. In particular, professionalassociations are judged as often having some rules and regulations that excessively limit competition and it is concluded that onEU membership, the size and structure of agricultural subsidies may not induce rapid restructuring. This paper is part of theOECD’s 2004 economic survey for Hungary and is one of a series of reviews on competition issues across OECD Membercountries.
