Coastal flood damage is primarily the result of extreme sea levels. Climate change is expected to drive an increase in these extremes. While proper estimation of changes in storm surges is essential to estimate changes in extreme sea levels, there remains low confidence in future trends of surge contribution to extreme sea levels. Alerting local populations of imminent extreme sea levels is also critical to protecting coastal populations. Both predicting and projecting extreme sea levels require reliable numerical prediction systems. The SurgeMIP (surge model intercomparison) community has been established to tackle such challenges. Efforts to intercompare storm surge prediction systems and coordinate the community's prediction and projection efforts are introduced. An overview of past and recent advances in storm surge science such as physical processes to consider and the recent development of global forecasting systems are briefly introduced. Selected historical events and drivers behind fast increasing service and knowledge requirements for emergency response to adaptation considerations are also discussed. The community's initial plans and recent progress are introduced. These include the establishment of an intercomparison project, the identification of research and development gaps, and the introduction of efforts to coordinate projections that span multiple climate scenarios.

Understanding uncertainties in extreme wind-wave events is essential for offshore/coastal risk and adaptation estimates. Despite this, uncertainties in contemporary extreme wave events have not been assessed, and projections are still limited. Here, we quantify, at global scale, the uncertainties in contemporary extreme wave estimates across an ensemble of widely used global wave reanalyses/hindcasts supported by observations. We find that contemporary uncertainties in 50-year return period wave heights ([Formula: see text]) reach (on average) ~2.5 m in regions adjacent to coastlines and are primarily driven by atmospheric forcing. Furthermore, we show that uncertainties in contemporary [Formula: see text] estimates dominate projected 21st-century changes in [Formula: see text] across ~80% of global ocean and coastlines. When translated into broad-scale coastal risk analysis, these uncertainties are comparable to those from storm surges and projected sea level rise. Thus, uncertainties in contemporary extreme wave events need to be combined with those of projections to fully assess potential impacts.

We present four 140-yr wind-wave climate simulations (1961–2100) forced with surface wind speed and sea ice concentration from two CMIP6 GCMs under two different climate scenarios: SSP1–2.6 and SSP5–8.5. A global three-grid system is implemented in WAVEWATCH III to simulate the wave–ice interactions in the Arctic and Antarctic regions. The models perform well in comparison with global satellite altimeter and in situ buoys climatology. The comparison with traditional trend analyses demonstrates the present GCM-forced wave models’ ability to reproduce the main historical climate signals. The long-term datasets allow a comprehensive description of the twentieth- and twenty-first-century wave climate and yield statistically robust trends. Analysis of the latest IPCC ocean climatic regions highlights four regions where changes in wave climate are projected to be most significant: the Arctic, the North Pacific, the North Atlantic, and the Southern Ocean. The main driver of offshore wave climate change is the wind, except for the Arctic where the significant sea ice retreat causes a sharp increase in the projected wave heights. Distinct changes in the wave period and the wave direction are found in the Southern Hemisphere, where the poleward shift of the Southern Ocean westerlies causes an increase in the wave period of up to 5% and a counterclockwise change in wave direction of up to 5°. The new CMIP6 forced wave models improve in performance compared to previous CMIP5 forced wave models, and will ultimately contribute to a new CMIP6 wind-wave climate model ensemble, crucial for coastal adaptation strategies and the design of future marine offshore structures and operations. Political decarbonisation commitments and outcompeting renewable electricity costs are disrupting energy systems. This foresight study prepares stakeholders for this dynamic, reactive change by examining visions that constitute a probable, plausible and possible component of future energy systems. Visions were extrapolated through an expert review of energy technologies and Australian case studies. ‘Probable–Abundant’ envisages a high penetration of solar and wind with increased value of balancing services: batteries, pumped hydro and transmission. This vision is exemplified by the South Australian grid, where variable and distributed sources lead generation. ‘Plausible–Traded’ envisages power and power fuel exports given hydrogen and high-voltage direct-current transmission advances, reflected by public and private sector plans to leverage rich natural resources for national and intercontinental exchanges. ‘Possible–Zero’ envisages the application of carbon removal and nuclear technologies in response to the escalating challenge of deep decarbonisation. The Australian critical minerals strategy signals adaptations of high-emission industries to shifting energy resource values. These visions contribute a flexible, accessible framework for diverse stakeholders to discuss uncertain energy systems changes and consider issues from new perspectives. Appraisal of preferred futures allows stakeholders to recognise observed changes as positive or negative and may lead to new planning aspirations.

Historical trends in the direction and magnitude of ocean surface wave height, period, or direction are debated due to diverse data, time-periods, or methodologies. Using a consistent community-driven ensemble of global wave products, we quantify and establish regions with robust trends in global multivariate wave fields between 1980 and 2014. We find that about 30–40% of the global ocean experienced robust seasonal trends in mean and extreme wave height, period, and direction. Most of the Southern Hemisphere exhibited strong upward-trending wave heights (1–2 cm per year) and periods during winter and summer. Ocean basins with robust positive trends are far larger than those with negative trends. Historical trends calculated over shorter periods generally agree with satellite records but vary from product to product, with some showing a consistently negative bias. Variability in trends across products and time-periods highlights the importance of considering multiple sources when seeking robust change analyses.

Correction

Extreme surface ocean waves are often primary drivers of coastal flooding and erosion over various time scales. Hence, understanding future changes in extreme wave events owing to global warming is of socio-economic and environmental significance. However, our current knowledge of potential changes in high-frequency (defined here as having return periods of less than 1 year) extreme wave events are largely unknown, despite being strongly linked to coastal hazards across time scales relevant to coastal management. Here, we present global climate-modeling evidence, based on the most comprehensive multi-method, multi-model wave ensemble, of projected changes in a core set of extreme wave indices describing high-frequency, extra-tropical storm-driven waves. We find changes in high-frequency extreme wave events of up to ~50%–100% under RCP8.5 high-emission scenario; which is nearly double the expected changes for RCP4.5 scenario, when globally integrated. The projected changes exhibit strong inter-hemispheric asymmetry, with strong increases in extreme wave activity across the tropics and high latitudes of the Southern Hemisphere region, and a widespread decrease across most of the Northern Hemisphere. We find that the patterns of projected increase across these extreme wave events over the Southern Hemisphere region resemble their historical response to the positive anomaly of the Southern Annular Mode. Our findings highlight that many countries with low-adaptive capacity are likely to face increasing exposure to much more frequent extreme wave events in the future.

The energy content of wind-waves is propagated across the oceans in the form of swell waves, the main drivers of long-term changes in coastal morphology and offshore hazards. A state-of-the-art swell tracking algorithm is applied to a global ensemble of CMIP5 dynamic wave climate projections, to assess future changes in remotely originated swell events towards the end of the 21st century, and how they propagate. The contribution of multiple wave generation areas is considered. It is found that the projected climate change signal is effectively propagated from the winds along the extratropical storm tracks to remote locations, in the tropical and subtropical latitudes, through swell waves. The statistically significant projected changes in swell wave heights and swell predominance at the remote swell arrival locations are comparable with the ones at the wave generation areas. Furthermore, different incoming directions for swell events at remote locations are shown to often carry opposite climate change signals, propagated from different remote origins. These results highlight the need for a directional approach on wave climate projections, critical for improved vulnerability assessments and adaptation measures from the climate community.

This study provides a literature-based comparative assessment of uncertainties and biases in global to world-regional scale assessments of current and future coastal flood risks, considering mean and extreme sea-level hazards, the propagation of these into the floodplain, people and coastal assets exposed, and their vulnerability. Globally, by far the largest bias is introduced by not considering human adaptation, which can lead to an overestimation of coastal flood risk in 2100 by up to factor 1300. But even when considering adaptation, uncertainties in how coastal societies will adapt to sea-level rise dominate with a factor of up to 27 all other uncertainties. Other large uncertainties that have been quantified globally are associated with socio-economic development (factors 2.3–5.8), digital elevation data (factors 1.2–3.8), ice sheet models (factor 1.6–3.8) and greenhouse gas emissions (factors 1.6–2.1). Local uncertainties that stand out but have not been quantified globally, relate to depth-damage functions, defense failure mechanisms, surge and wave heights in areas affected by tropical cyclones (in particular for large return periods), as well as nearshore interactions between mean sea-levels, storm surges, tides and waves. Advancing the state-of-the-art requires analyzing and reporting more comprehensively on underlying uncertainties, including those in data, methods and adaptation scenarios. Epistemic uncertainties in digital elevation, coastal protection levels and depth-damage functions would be best reduced through open community-based efforts, in which many scholars work together in collecting and validating these data.

This dataset, produced through the Coordinated Ocean Wave Climate Project (COWCLIP) phase 2, represents the first coordinated multivariate ensemble of 21st Century global wind-wave climate projections available (henceforth COWCLIP2.0). COWCLIP2.0 comprises general and extreme statistics of significant wave height (HS), mean wave period (Tm), and mean wave direction (θm) computed over time-slices 1979–2004 and 2081–2100, at different frequency resolutions (monthly, seasonally and annually). The full ensemble comprising 155 global wave climate simulations is obtained from ten CMIP5-based state-of-the-art wave climate studies and provides data derived from alternative wind-wave downscaling methods, and different climate-model forcing and future emissions scenarios. The data has been produced, and processed, under a specific framework for consistency and quality, and follows CMIP5 Data Reference Syntax, Directory structures, and Metadata requirements. Technical comparison of model skill against 26 years of global satellite measurements of significant wave height has been undertaken at global and regional scales. This new dataset provides support for future broad scale coastal hazard and vulnerability assessments and climate adaptation studies in many offshore and coastal engineering applications.

We describe an innovative approach to estimate global changes in extreme wave conditions by 2100, as a result of projected climate change. We generate a synthetic dataset from an ensemble of wave models forced by independent climate simulation winds, enhancing statistical confidence associated with projected changes in extreme wave conditions. Under two IPCC representative greenhouse gas emission scenarios (RCP4.5 and RCP8.5), we find that the magnitude of a 1 in 100-year significant wave height (Hs) event increases by 5 to 15% over the Southern Ocean by the end of the 21st century, compared to the 1979–2005 period. The North Atlantic shows a decrease at low to mid latitudes (≈5 to 15%) and an increase at high latitudes (≈10%). The extreme significant wave height in the North Pacific increases at high latitudes by 5 to 10%. The ensemble approach used here allows statistical confidence in projected changes of extremes.

This paper describes the process and outcomes of a collaborative process across different Australian stakeholder groups to identify the highest priorities in wind-wave research.The Australian marine research, industry and stakeholder community has recently undertaken an extensive collaborative process to identify the highest national priorities for wind-waves research. This was undertaken under the auspices of the Forum for Operational Oceanography Surface Wave’s Working Group. The main steps in the process were firstly, soliciting possible research questions from the community via an online survey; secondly, reviewing the questions at a face-to-face workshop; and thirdly, online ranking of the research questions by individuals. This process resulted in 15 identified priorities, covering research activities and the development of infrastructure. The top 5 priorities are 1) Enhanced and updated nearshore and coastal bathymetry; 2) Improved understanding of extreme sea-states; 3) Maintain and enhance in situ buoy network; 4) Improved data access and sharing; and 5) Ensemble and probabilistic wave modelling and forecasting. In this paper, each of the 15 priorities is discussed in detail, providing insight into why each priority is important, and the current state-of-the-art, both nationally and internationally, where relevant. While this process has been driven by Australian needs, it is likely that the results will be relevant to other marine-focussed nations.

The generation and evolution of ocean waves by wind is one of the most complex phenomena in geophysics, and is of great practical significance. Predictive capabilities of respective wave models, however, are impaired by lack of field in situ observations, particularly in extreme Metocean conditions. The paper outlines and highlights important gaps in understanding the Metocean processes and suggests a major observational program in the Southern Ocean. This large, but poorly investigated part of the World Ocean is home to extreme weather around the year. The observational network would include distributed system of buoys (drifting and stationary) and autonomous surface vehicles (ASV), intended for measurements of waves and air-sea fluxes in the Southern Ocean. It would help to resolve the issues of limiting fetches, extreme Extra-Tropical cyclones, swell propagation and attenuation, wave-current interactions, and address the topics of wave-induced dispersal of floating objects, wave-ice interactions in the Marginal Ice Zone, Metocean climatology and its connection with the global climate.

Climate change (CC) is likely to affect the thousands of bar-built or barrier estuaries (here referred to as Small tidal inlets - STIs) around the world. Any such CC impacts on the stability of STIs, which governs the dynamics of STIs as well as that of the inlet-adjacent coastline, can result in significant socio-economic consequences due to the heavy human utilisation of these systems and their surrounds. This article demonstrates the application of a process based snap-shot modelling approach, using the coastal morphodynamic model Delft3D, to 3 case study sites representing the 3 main STI types; Permanently open, locationally stable inlets (Type 1), Permanently open, alongshore migrating inlets (Type 2) and Seasonally/Intermittently open, locationally stable inlets (Type 3). The 3 case study sites (Negombo lagoon – Type 1, Kalutara lagoon – Type 2, and Maha Oya river – Type 3) are all located along the southwest coast of Sri Lanka. After successful hydrodynamic and morphodynamic model validation at the 3 case study sites, CC impact assessment are undertaken for a high end greenhouse gas emission scenario. Future CC modified wave and riverflow conditions are derived from a regional scale application of spectral wave models (WaveWatch III and SWAN) and catchment scale applications of a hydrologic model (CLSM) respectively, both of which are forced with IPCC Global Climate Model output dynamically downscaled to ~ 50 km resolution over the study area with the stretched grid Conformal Cubic Atmospheric Model CCAM. Results show that while all 3 case study STIs will experience significant CC driven variations in their level of stability, none of them will change Type by the year 2100. Specifically, the level of stability of the Type 1 inlet will decrease from ‘Good’ to ‘Fair to poor’ by 2100, while the level of (locational) stability of the Type 2 inlet will also decrease with a doubling of the annual migration distance.
